right it's a great way to spend the day before Thanksgiving right all right so 729 I'm G to look to am I looking to Bridget and Jim at 7:30 all right easing in right all right well uh welcome everybody to the Thursday Thursday Wednesday July 3rd 2024 Webster Town board meeting we'll bring it to order with the Pledge of Allegiance I pledge aliance to the flag of the United States America and to the Republic for which it stands one nation under God indivisible liy and justice for all well this is a big night uh our roll

call is going to be done by The Honorable New Town Clerk tenine Maher thank you supervisor flairy here councilwoman cataldi present councilwoman WN here councilwoman right here Town attorney Jessie pres okay well tonight um we have a followup really uh a presentation uh right and ship Builders Creek remediation engineering alternative analysis that's a mouthful uh for people who come to these meetings and or watch them religiously at home either live or on tape uh time flies two months ago on April 25th uh or as I like to call it uh bkm which is before Keith Mortimer um sorry Keith had to call you out right um Bon Judith Aaron Ryan came in and I think with our Patron from the sewer department did a presentation showing the town board uh the conveyance pipe problem over on ship Builders Creek um and pictures were worth th000 words I thought it was a pretty impressive uh

presentation that night the town board if you go back to the tape of that uh kind of gave the charge to Barton and Le Judas can you get back to us in two months with uh coming up with different options uh engineering wise cost options and if we can get it those options by the beginning of July if the town board uh is is uh looking to move forward on that this year uh we might be able to get in by the July 30th uh CFA uh deadline for Grant application in New York state because I think this project would uh qualify under the wqi grant which I think is the W water quality infrastructure water quality improvement program thank you I was just testing you um you passed so that's a long preface by me but um without further Ado I'm going to hand the Baton to uh and Ryan from Barton L Judas to give the presentation great thank you um and I'm here with my colleague as well theen bisco he's going to cover kind of more the stream side of things and I'll cover more of the sewer side um and we're going to present to you our different Alternatives we looked into on how to address uh this problem out there so um

I'll just briefly cover kind of the background and then we'll dive into our four Alternatives so um can you guys see my mouse yes Okay cool so as you remember ship Builders Creek runs along five M Line Road it has a 15in uh sewer pipe that crosses it um in this approximate location um that pipe is exposed the concrete encasement around it has uh become damaged so it's definitely susceptible to uh um further problems if we continue to let it uh remain as is there is also an 8 in sewer pipe that crosses from 5 m Line Road across the creek and then back again and both of those those meet at a manhole that is really in the banks of the creek um and if erosion continues could potentially uh be compromised so we definitely want to address that before it becomes uh too critical um so the four different Alternatives that we looked into um on how to address that included Inplay sewer rehab so that would be lining the existing pipes that are out there with a localized stream restoration which saren will get into the details on and that would be um uh located in kind of the general project area circled in red we also looked into the same lining

Alternatives with a more comprehensive stream restoration so that would be looking at repairing the stream from Culvert to Culvert which are marked in those red lines um third we looked into realigning the existing sewer um seeing if we could put in new infrastructure to better protect um what needs to happen uh rather than repair what's currently out there um that would be comped with the localized stream restoration same as alternative one and then lastly we looked into potentially uh relocating that 8in sewer to run along Five Mile Line Road uh rather than cross the stream twice um and that would be paired with more localized stream Bank stabilization really just protecting the existing 15inch pipe uh infrastructure that's out there and would remain um and then uh we'll get into um kind of a discussion on the different options and and uh our recommendations regarding those so diving right into alternative number one um as I mentioned this would include CIP lining that's lining the pipe um with that would be 150 ft of that 15inch pipe and 380 ft 385 ft of the 8 in pipe um and that covers both of those two sections of pipe I mentioned

we would pair that with um encasing the pipe in concrete where it is within the stream limits um for further protection of that um and then it wouldn't also be paired with some stream restoration as well and uh the next slide has um some figures showing that so I'll explain that more on that slide so our draft costs that we've um estimated uh would be about $150,000 for sewer 530 for Stream So a total for this option would be 670 so as I mentioned um as you can see here on the Le hand side we have the profile showing um the lining of the pipes we would also proposed to line that existing manhole that would remain kind of in the Bank of the stream um it was in pretty good condition but lining it just to be um on the cautious side so um this alternative would provide protections um of that existing 8 in sewer uh by having some rip wrap along that bank um and some other Rock protections as well as well and I'll up there and uh kind of explain that a little bit more yeah sure so this particular option uh on the stream side looks at raising the bed of the bed

of the stream by a little bit but we're limited between Five Mile Line and Lindsay Circle by the existing CTS that pass the stream under those two roadways um and our stream survey is part of this this portion of the work uh we had cost our sub go out we gather some elevations on those CS we did find that there's really only Fe 3 ft of elevation change between the two Road CS which is pretty limiting um so this option looks to alleviate some of the stress on the stream banks in an area that's we closely related to the Sewer work so we're estimating about 650 ft so that's goes upstream and downstream of the sewer to make sure that we can tie in um tie into the stream at different locations that we consider to be a little more stable um so to be eligible for wqp funding we're looking at pairing both um harder engineered approaches to protect infrastructure and that would be like rock rip wrap or retman uh with uh regrading a channel benchin so we would have some some flood capacity and created as part of the design and then also replacement plantings for anything that's Disturbed um some of the options may allow us to use wood structures we wouldn't really propose those in the

vicinity of the sewer line just for longevity reasons um some of the rock that you see in the channel is really just something that we'd import to get add features that are part of the natural stream system uh right now most of the sediment in the Stream bottom is very very fine silt and sand uh it's susceptible to erosion which is part of the reason we have a channel out there that's ins sized and cutting into the sewer line locations um um yeah so uh specifically like the this option would protect those uh the pipes um with both the concrete ENC casement because as theen said we can't really raise that bed too much because we are limited with those culverts um so we wouldn't be able to get the required cover over that pipe so the concrete encasement would protect against that and then we'd also have that additional rip wrap along the banks where that 8 in runs parallel to the Sewer in this location um and then we'd also uh have a rock revetment near where the man Hall is and there and you were explaining that that's almost like a rock wall kind of a structure that'd be more of a stacked rock wall because the with the manhole still being in the same location we would be building pretty close to it uh we can't realign the stream too far with this option because we're limited lengthwise um so this isn't your placed

or dumped Rock it's more of a stacked wall that's um really embedded within the stream bottom so the the Footers of the wall are deeper than what you would expect the stream to be so um uh for permitting aspects on this alternative um since the infrastructure uh that is currently out there would be remaining uh we often have um no problems uh getting the permitting for the concrete encasement around uh this type of pipe um I've worked on similar projects where uh we've been able to get those permits no problem so with the infrastructure being existing that shouldn't be uh too problematic if we were to pursue this alternative um on the funding side theen you were saying that uh the wqp grant program that we would be pursuing is a non-point Source program so it's really meant to prevent pollution in the streamway from things like uh erosion and getting silt in sediment and stuff in there and it's not necessarily directly um meant to treat Point sources and that would be what we would consider like a sewer um if that pipe broke that would be a point source of pollution into the Stream So if we were to pursue funding we would include the sewer work with the hopes that it would be included as part

of the larger project but we can't guarantee that they would fund that piece um so that's something to consider when we're looking at the costs between the different options um that the uh the streamwork of it will 100% if if awarded the grant would be fundable but we can't guarantee the sewer work it would have to see what uh DEC says um when they're reviewing that yeah I think it's important to add that sometimes we do see critical infrastructure relocation and protection be awarded funding but uh DC is is pretty careful not to award uh what they consider their non-point source pollution funding to an a true infrastructure project so we uh there's a fine line there and you have to make a case that the infrastructure protection or relocation is critical to the success of the the non-point source project so I think there's a case that we could be made could be made there for that um a couple other implications regarding this alternative um because it is lining of the manholes obviously there is the streamwork that um would be a little bit intrusive but from the sewer side of things uh it would be the least intrusive alternative um and as I already said we would be repairing existing infrastructure so the likely the easiest

permitting alternative so moving on to Alternative number two uh this would include the same lining and concrete encasement as alternative number one but uh the streamwork is a little bit more um comprehensive so the costs for that um match that uh so this option we're looking at a around a $1 million 90,000 uh ticket for this so what that would buy you um as I already I went over with the lining option but it really would uh would be more comprehensive on the stream side so I'll let there and speak to that so so this option looks at the extent of the stream between Five Mile Line in Lindsay Circle um as we walked that earlier this spring there's there's significant erosion on many of the stream Banks there including some old CTS and roadway crossings that were left in place that were likely there as part of access prior to residential development um you know in an effort to sort of mitigate that issue along the entire section of stream a project could be conceived for the entire length so that's it's approximately um 17 to 1800 linear feet of stream channel

restoration uh the benefit to this type of project is that we actually would gain quite a bit of cover over the pipe system so we can design it in such a way because we have that length that we can get a foot two feet of cover in that range still not the 3et that DC would allow um but we we're pretty certain now that we know the inverts of those CTS that the 3 Fe is really out of question um this uses far more green approaches more grading and establishing new flood plane uh which we think would alleviate some potential flooding issues in the area as well um filling out some of the older eroded sections of the Channel with material that's excavated for the new alignment um we we'd want to keep this in a fairly narrow Corridor so for this concept we specified a corridor that's no more than 60 feet wide for the stream meanders so that we're not impacting uh backyards and other residential areas that are currently being used there's some areas where we're close to doing that but we think that we could address that by putting in some other protective features or more dense plantings to to uh offset any impacts that might be occurring there um but this avoids using a lot of larger Rock structures and in stream structures and really relies more on

capturing a stream Dimension connection to the flood plane that's uh essentially more natural and less disturbed by development and with this alternative the protection that it would provide for the sewer um because we would be kind of realigning it and how it me ERS um would actually shift the creek itself um away from the sewer infrastructure so we'd uh be moving away from it here where that 8 in runs along the bank so it wouldn't be within the bank as much um and same where that existing manhole is um would now be kind of off of the stream as it would be shifted uh more to the West side um so that it would provide you know additional protections that the infrastructure would be far away from the not far away but it would be further away from the uh from the stream um so permitting would be generally similar um aspect on the sewer side of things um but I think you had mentioned Daren that on the stream side it potentially might be a little bit easier as DEC likes to see the green work more than the The Rock placement in the Stream yeah we've we've noticed in recent years that we have to essentially make a case for using more engineered

protection measures and stream channel restoration uh usually it's it's offset by implementing other green features we tend to get a lot of sort of during the permit process request from DC to implement habitat and and um vegetative enhancement features uh this option alleviates some of that risk in the permanent phase of them adding or requ in additional um design features essentially um the other part of this is because we're we're coming into a a category essentially branching into two different categories of the wqp program you're eligible for a far higher project cap as well so they for a multi- project or multi-type of project category in this case Bank restoration and extrem Corridor restoration uh we're also reconnecting some of the flood planes as part of the design process the maximum Grant award is $4 million for this year there's also the possibility because we're implementing this this restoration approach that more of the sewer work would be considered as part of the project and it may end up being less of a cost to the town because of that because more of it can be captured by the grant

award so I think that covers everything for that alternative um moving on to alternative three um so this was the one where we looked and said to reroute the 15-in sewer from its current location to slightly Upstream to try to buy a little bit more of that cover um and would also include the same um localized stream restoration that alternative one looked at so because this does involve more sewer work and uh new um new pipe uh that cost is a little bit more so we're looking at a total project cost for this alternative of $920,000 so um this is the plan and profile for that alternative uh we're just showing the sewer work on this as the stream work is the same as alternative one so to make it a little bit more clear for you so currently that 15in pipe crosses um on this alignment uh and this is that location of that manhole that's right on the bank so we would propose um under this alternative to reroute it slightly Upstream cross there and uh have a new manhole which would be as you can see uh located off of the banks of the stream so wouldn't have to worry about any erosion um on that side unfortunately because there's only the three feet of

elevation difference between the two culs we really weren't able to buy much more cover um with this alignment uh as we had potentially thought we might in the beginning um so this is going to really have the same kind of look as if we had lined those pipes it's going to be the pipe um jutting out of the bottom of the stream a little bit bit Inc cased in concrete um so doesn't really buy much additional benefit from on the pipe side of things however we are moving the manhole further off of the stream and we would actually also propose to demo that um the existing manhole and replace it with a new one further Downstream and again off of the the alignment of the creek so um the manholes would be better protected but um the new sewer pipe would kind of have the same uh concerns as the existing one also because um it is a new pipe that would be going in uh we would have to during the permitting process of that get a variance from DEC that we would not have the three feet of cover over that pipe so that could definitely potentially be challenging to get um I haven't personally seen a project uh like that so I can't speak to if they

would um be amendable to that or not um also on the funding side of things again the at this point not fully clear on if the the wqp grant program would fund that new sewer pipe or not um so definitely some concerns with the feasibility of this alternative um one other item I just wanted to add as well is uh there are existing easements in this area but because this is new pipe on a slightly different alignment would just want to confirm that we're still within that zone so moving on to Alternative number four um this would be relocating that 8 in sewer pipe um out to Five Mile Line Road and then would include um stabilizing the banks near the existing 15in sewer which would be lined and encased in concrete um similarly to Alternatives the other Alternatives um so the cost for this alternative for the sewer side is pretty expensive at700 8,000 um the stream side is uh much less for a total of 950,000 um and I'll get into why that sewer cost is so high um let me take a look at this profile so um

we were checking to see if this would even be a feasible option as uh there's two houses on Five Mile Line Road that currently have laterals that go out the back of their houses to that existing pipe so those would have to be rerouted if we were going to abandon that 8 in um so we got the elevations of those laterals and actually found that they have enough um elevation change to be able to connect to a potential new uh 8 in uh sewer M out on the street and the reason for that is uh this the existing 8 in pipe comes into this manhole and then goes over across the creek this existing manhole is uh 13 ft deep which is relatively deep for sewer um so that is why we would able to be easily connect those other laterals we'd have enough grade but because it is so deep that means that it would be a approximately 15t deep trench along the side of the road and uh the excavation costs would be pretty extensive for that so that is kind of why this alternative is a little bit more costly um other elements to that is unfortunately the stretch to where we'd be connecting is 409 feet long uh and you have to have a manhole every 400 feet so we'd have to have an extra manhole in there as well uh which wouldn't be a problem um but just a

little bit of an added cost uh one other thing I want to note um on uh potential difficulties on installing this is there is already existing storm sewer and water M along this side of the road that we would have to contend with uh DEC requires that horizontal separation between water and sewer is 10 fet um and that vertical separation is 18 in um I have seen in the past uh if our sewer pipe is deep enough that they can they'll allow a variance um if if uh we're we're much steeper than the water main we might have not to have to be 10 ft away from it but we are kind of getting close to that road um and it is a county road so there could be implications on not sure if we'd be able to put the sewer in the road or not um so definitely um some potential concerns there as well but something that would have to be looked into further during the design phase uh and then on the stream side of things as I mentioned mentioned it would be simple stabilization if you want to touch on that more there with the realignment of the lines and and relocation or elimination of the 8 in uh we would be looking at a more limited stream restoration or protection Reach In this case where we would really only focus on protecting the existing stream

banks of the infrastructure to remain uh in place and we wanted to provide this option as like a lower cost stream protection approach um a lot less likely to be funded by a grant but still option if the town were not to get a grand award that you could still come back and and do something to protect the sewer where it exists right now so this is a very short section essentially we're we're protecting some of the more susceptible Banks to erosion and we're regrading some of the insides of the stream bends to provide a little more flood flood plane connection during higher flow events and that helps to alleviate some of the the stresses on those Outer Banks um when we get a big storm event um because the 15in is still there it's still perched within the stream bed the only thing we can really do to protect it is to raise the grade locally at that location uh so this approach with the stream itself would essentially create a um like an atg grade wear just Downstream of the 15inch line it would raise the bed grade locally to make sure that we at least um pass you know have a stream B that's even with the top of the line or top of the encasement in the long term it does it kind of pushes the issue Downstream or doesn't

really alleviate any other erosion issues beyond the uh the sewer area so it it's really more of a we think more like a midterm restoration approach um you know if if this line were to be replaced long long time from now something could be looked at in the future um for the more more comprehensive stream restoration design but this would really really just focus on protecting the infrastructure that's there um speaking to the grant it's it's highly unlikely that DC would really see this as a fundable project in terms of scale um it's not to say that we couldn't apply for WQ grant for the just the stream portion of the project um but we BNL just don't think it'll be a competitive project it may not be worth putting the effort into that application so the four Alternatives um are laid out here with their costs um as we had said alternative two has the highest price tag but could potentially be the the most fundable project um and could potentially be the the least actual cost to the town um I think alternative three I

would recommend against going with that alternative as uh it does have that higher price tag with putting that new infrastructure in there but doesn't really um provide that much more benefit than just lining the existing pipes that are out there um alternative four uh definitely has the added benefit of getting those 8 inch sewers out completely out of the creek um and out into the right of way um but there could definitely be some potential challenges in getting that to happen and would likely have to be something that the town would have to fund themselves as there aren't much funding uh opportunities there we don't see that as a a hugely with great potential for success for that application so that kind of leads us to Alternatives one and two um and I think both will uh provide a much better solution than what's currently out there provide protection for the infrastructure for their foreseeable future um kind of comes down to what what the town is thinking a little bit on on their priorities for costs and uh the feasibility for grant funding and things like that so um we're open to have a discussion on any of that if you guys want or if uh you want to have an offline discussion that works as well I I have a question yep

um the first I guess the first in second option yep there's less sewer cost and you said it's not likely that the sewer cost would be included in the grant or it's less likely that that part of the funding could be compreh handed is that correct yeah go for yes yeah so it's less likely that the the sewer cost would be um accepted under alternative one we found that they try to limit how much money you use from that Grant Source on actual infrastructure unless it falls within one of the very specific infrastructure categories that they they've alloted um so those are those are generally like treatment plan upgrades um they do allow things for like cver Replacements and things like that that they assume will reduce some erosion within the stream channel um so it's very limited on ter like infrastructure spending and with this grant Source but parts of it could be funded if we we could make the case that this needs to happen for stream restoration to happen that's that's kind of the trade-off so we don't know what percentage of of the super work would

actually be accepted and it maybe come down to a little bit of a negotiation with the the grant agency to to figure that out in the end um you know for this particular Grant the town's match requirement is 25% of the award amount yes um so you know that might be up in the air as well I will say in terms of the cost we we assume for for developing these costs design permitting all that analysis and engineering would be next year construction would be 2026 so we did allow for some escalation and costs as we've seen over a number of years now so the alternative to the stream cost is a lot more it's like um not quite double almost double but that one has the opportunity for more of a grant or greater funding potential so what what what what would you envision like best case of cost to the town would be for alternative one and two say that the grant is maxed out in both op options because one's 1 million one's up to 4 million what what can we expect the cost to the town could to be and if we

consider alternative to saying it's a more expensive option but it could ultimately be less if you get more grant funding and if that Grant funding doesn't come through can you change your mind and switch back to Alternative one I'm going to speak to the grant award period first because I think that might be the might be critical so the grants are usually awarded winter time later in the year uh so you wouldn't know until December January November December January time frame um so up to that point assuming you haven't progressed with like an engineering design and there's no cost sunk into it you could you could switch your mind you could change your mind completely I want to pursue this alternative because it's going to be less to the town um you know it's so the match amount let's say can you go back to the slide that has alternative dis spit costs yeah which one uh one and one and two so your worst case if if if DC said we're not going to pay for any of these sewer costs uh because in this case it's lining which I think we could make the case for because uh ship Builders Creek the Watershed as a whole is impaired for nutrients phosphorus and cul forms so not that we

know that there's a sewer leak or anything contributing to that but we can say we're preventing that pollutant Source from from potentially occurring in the future for this section of the exposed line but worst case uh you're looking at a little bit less than a million dollars in stream costs um so your your your match amount for that portion again the hard math that's it's maybe a quarter of a million dollars plus the streamwork so that's what 400 but it would be less than that because it's 25% of the grant award um so for the other option one assuming that they would award all the stream work as a restoration project so that might be like a $300,000 so 1325 plus 150 is that 25% of 2825 I which one would you recommend from a grant funding

standpoint I think alternative two is more compe as a project and DC's eyes um now that the trade-off of that is more Property Owners involved potential for more easement concerns which WQ does not pay for land acquisition or easements um we know that there's sewer easements down through there and there's drainage easements and a lot of those are already mapped and the work most of the work is within those areas um but you would still be at risk of landowner approval for any other impact um so there's there's trade-offs and risk to both I think that alternative to from stream standpoint is far more competitive as a projects I think it goes farther to the goals of DC and eliminating um nonpoint source pollution we're addressing far more eroding stream Banks we're more than doubling the length that's being addressed within the Watershed that's definitely the more fundable project um from the sewer standpoint they're they're similar I'm not sure that there's um removing some of the infrastructure or better protection something infrastructure has a long-term objective for the town that we don't know that

it's less likely to become impacted in the future I don't want to just prior I don't know if I did the math correct you're probably better at fast math than me the the difference between one and two is about $100,000 maybe because of the higher Grant I did that right that's about right on the assumption that we would get full of w on both of them and as we know that's a big assumption I'm not I don't have that history and experience so okay Patty do you have any questions or comments at this point I do not okay Jenny do you have any questions or comments at this point no and well maybe these are the estimate that we have for alterate one and two what if they the unexpected that would cost more or something like that did we already factor into it just in case yeah so we did actually we um for both the sewer and the streamwork we had assumed uh a pretty typical concept level contingency so it's in the range of 25 to 30% of the costs on the

construction side and that would account for any other unknown utility issues we might run into um design changes requested by DC anything that's unforeseen um the design costs for the grant I believe are capped at 20 20% um and it's 20% I think the total project cost I think we assumed 25 in our estimate just to be safe in case there were to be some unforeseen change and then on top of that we assumed at least two years of escalation as well so this is a fairly conservative cost estimate in our mind but as we've seen every the last few years we get bids that come back they're all over the place and it it's a matter of getting the right contractor to do the work in that time window so Jenny any anything else because um first of all I I got to say and I said at the beginning April 25th he came in here with art I think Rick canell was here too um our cheap plan operator uh and presented something that I've known about for 4 and a half years was one of the first things I saw when I became superv Supervisor was a an incident that happened out there at ship Builder so it's been a problem for a

while it needs to be addressed I want to commend Aaron and theren because on April 25th we said listen you know can you get back to us in two months so the board has a chance to look at these options and if we want to move forward on one of them we also obviously would want to do it most likely going for the wqp grant and we appreciate that that's deadline is July 30th and wanted to make sure since Bill Judas would probably lead the charge on that that you add time to apply for it now with that being said in the fluid nature of the world a lot has happened since April 25th when you were here um and unfortunately art and Rick are not here tonight so we can't really get their opinion t tonight we'll have to Circle back next week to get our department heads in the sewer plant their opinion I appreciate Jen you asked what their opinion was Aon and theren we want to hear your opinion we also want to hear what our sewer experts that are employed by the town have to say two we're Knee Deep waist deep in in budget season right now for 2025 and the uh of the 14 departments the one Department that is really up there uh as far as expense in 2025 is

sewer and Paul I think when we had our sewer uh meeting the other day the first one with the liaison Patty cataldi you me and art and Rick um this project was not factored into it no this project is not included in the budget okay so another Factor not that I'm going to empty the barrel on this one is that we uh Josh artuso myself uh several of us went out to Gino Connell Associates but in May uh they're affirmed that we have engaged to help us with grants and uh the the Strategic decision was made that the town was going to go for one CFA Grant application this year and that was for phase two of sanbar Park which is on this agenda tonight um shame on me I should have remembered at that time that oh gez you know a month ago on April 25th uh theren and Aon were in here and we gave them a charge to come back and show us something by July 1st I've talked to Art and Rick about that um I'm not saying that we wouldn't apply for a second CFA Grant because number one I

don't think you would have gin o Connell Associates now be entered into the workload on that they're working with us on Sandbar Park Phase 2 it would be all Barton Judas there's a lot of moving parts so next week I'm going to circle the wagons at the Town level Aaron and theren and we will keep in communication with you we'll get with art and Rick we'll get with Paul our finance director um and I would like to think by the end of next week which is Friday the 12th we will give you Direction on which way we're going to go the Town board is not meeting again formally until Thursday the 18th so if there are any resolutions that have to be tied to a grand application by July 30th they would have to happen at that meeting so I will have to have some offline one-on-one uh conversations with the board members as we get information from uh art and Rick and their input and and and Paul's input on this situation uh and this potential project for this year applying for grant that would affect the 2025 budget um and the last thing I will say is that one of uh our board members is not here

tonight so one of the things I'm going to do for councilman kahill is I'm going to ask him that before we talk next week I'd like him to watch what is essentially now about a 40 minute uh part of this board meeting from the beginning of your presentation through this Q&A in my long monolog to end it so I want him the all of us heard it we were here for it he needs to go and hear it so we can have an intelligent conversation and get his opinion on this too so lot of stuff got to happen between Wednesday July 3D and what I would like to think is the end of business Friday July 12th is Friday July 12th you in your opinion if there is a decision the board wants to go forward with one of these and apply for the grant commensurate with one of these that you've shown does that give you enough time yes yes we that would give us enough time because we will have essentially everything pulled together on our end by that point the costs it would just be a matter of getting the town side pulled together okay thank you very much I appreciate it um you guys did what we asked you to do on April

25th and I I really do appreciate that yeah thank you for having us um next up uh tonight I am going to take a little executive privilege because it's 811 and this gentleman has been sitting out there now for 41 minutes and I'm going to move you to the front so I want to make sure I know which resolution that is is the fill permit at at Lake Road or is it the license agreement at 273 e number 10 or is it the drainage e at 533 deer you're on Deer Haven okay so Town board resolution number 10 um is what we're going to to go and do first and I'm assuming see where this is I know we have a letter I want to say from art uh no that's on the other one that's e this is on rain we have a letter from Pat Stevens on this one oh drainage yeah Pat Stevens sorry sorry and make sure I've got if I recall before I mixed up all my

papers is it is it a Betty AB a sorry about that AB BBE I I butchered that name um there is Pat and and Pat's letter here is uh he is he is fine with it is correct on board everybody see that so I do um AB if you like I mean if you want to take the podium and explain what you're doing you don't have to because once we get the letter of approval from our Highway superintendent who handles drainage it's a walk in the park now we just do the resolution but we also don't want to you know short you on your time to explain if you'd like to or let's take you for a walk in the park then um and I would think after we do this resolution that um you will get to know our town attorney Charlie janesse because he kind of walks you through the next week um the documentation I already gave him my card it to so we're all set now watch this we'll do this and then he's so enthralled with this this town board meeting you're going to probably stay to the end maybe not with that all being

said does the town board members have any questions on what is number 10 on the agenda tonight the license agreement to allow offense in the town Dr and jesman for a BB at 533 Abby Dear Haven Drive I do not I just want to comment and say I really appreciate the thoroughness of the application and all this the uh paperwork that's associated with it it really helps okay well then in that case anything else there I'm going to I make a motion to approve a license agreement to allow a fence in a town drainage easement at 533 Deer Haven Drive that is tax ID number 078.0 71-84 second supervisor flarey I councilwoman cataldi I councilwoman w i Council woman right I I'm losing my voice tonight you got it thank you you too okay um because the other two I take the filter and the other one Josh you're

here for uh to talk about the other one when we get to it correct all right but we're not holding up anybody there's nobody behind the them so now we'll go back to the regular order boy Denine we really have turned this into quite the exciting meeting for your first one um our next uh item tonight is the open to the floors where each speaker is allowed up to five minutes to talk about anything to their hearts desire we did have one person signed in tonight Stephanie Marsh ju you would you like to take the podium I will go for it all right's the oh right on no it's right over there over there oh this is it actually looks like a podium I thought it was going to be on camera so oh you will be oh you will um so you probably don't have me in your database because I just recently got married in March so I'm in your database I'm probably Stephanie Allen that's how I bought my house at 1076 Webster Road um I I like to say that I live across from the water tower but I'm actually kitty corner from the water tower so you can't miss my house you come down 250 and and there I am

um so I I came to this meeting because I did see on the agenda that um there was a and we did talk about this before um but my concern is that we're Webster where life is worth living right that's the that's our motto or slogan and so I want our town to look beautiful just as you would want our town to look beautiful and I live on 250 and so seven houses down from my house there's a sign that says welcome to Webster and across from my front yard is a big water tower that says the village of Webster but my next door neighbor has weeds they're 5et tall and won't take care of them um and so um she has been reported um previously uh last year um hired someone took care of it and so this year I didn't even realize that you could do that but uh but so this year reported her again and the the excuse always tends to be um well my

wife has health problems that is true her wife does have health problems I see a home health care person come to her house I've lived in this home for 3 years I've literally never even seen seen her wife other than the Home Health Care people however she has Sons two twin sons who live there and they are able-bodied who can help take care of this property so there are four adults and therefore four incomes in this house if you can't physically take care of it you can certainly come up with $40 $50 a week to have somebody take care of the Weeds on your property I just want Webster to be where life is worth living when I come home to my home I want to see beauty like every other resident in this town gets to see I deserve that too they deserve that um actually today a couple hours even before I came here um a a pest control company came and they said that they have a mice infestation in their home um there's

potentially a hoarding situation I don't know about but they couldn't get to it and that is now potentially threatening my property and the neighbor on the other side and the people behind so this is this is a big concern to all of the Neighbors in the surrounding area not just me maybe I'm the loudest voice but I'm just the kind of person that likes to speak up for everybody I'm the squeaky wheel so I would like this to be taken care of it's not that I don't have a heart for my fellow human that you know yes maybe there's health problems in the family but I think that there are things that can be done that are not being done and are just being neglected and that's just I don't feel like that's how we do things here I like to be optimistic that we are just a good old happy family where life is worth worth living so that's it thanks Stephanie okay okay um next up we have two uh Town board meeting minutes uh to be considered for approval um the June 20th uh regular Town board meeting I went through those minutes um and I make a

motion that we approve them second supervisor flarey I councilwoman cataldi I councilwoman w i councilwoman Wright I and I also reviewed the June 27th uh Town board Workshop minutes and make a motion that we approve those I'll second supervisor flarity I councilwoman cataldi I councilwoman w i councilwoman right I was it you b or was it JY me JY okay I looked over the bills this week we and I believe they are in order I make a motion that we approve the bills please I'll second um Council woman when I Council woman right I supervisor flarity I Council caldi I get in your Rhythm I think so not bad um you know I was going to have John kahill do do this we're going to do the mo motions based on the liaison ship but I guess I'll pinch hit for him Paul um okay I I did review the prepaid warrants

as submitted by Paul Adams the Director of Finance and make a motion that we approve those second supervisor flarity I councilwoman w i councilwoman Cal I councilwoman right I and then I did review the purchase order is submitted by Paul Adams the Director of Finance and make a motion that we approve them second supervisor flarity I councilwoman cataldi I councilwoman wi I councilwoman Wright I Jenny believe it or not this is your department and I think the me this may be pertaining to you okay um oh you want me to read the resolution number four okay if that's our new uh that's a good way to do it I do like that then we all get involved I do like it something for everyone thank you we throw me a cball there but thank you so much okay I would like to make a resolution for the we Town board to authorize bonding of the receiver of taxes in the amount of 25

250,000 second second sorry oops councilwoman wi I supervisor flarey I councilwoman cataldi I councilwoman right I and I to does everybody understand what that resolution was I like kind of jumped the gun on that I mean yeah we actually paid the premium on that today did so it's it's uh for Denine she's new to change the bond on the town clerk receiver taxes I know that we I mean several our department heads are binded yes um so the next one is mine but I would actually like Paul to speak to it before I make the resolution for the um to increase the amount transferred from the sewer fund to close out Capital project h222 Clem Road and Fawnwood pump stations yes we um I'll just explain a little bit we passed a resolution a few weeks ago to close this project down and the process of making entries to close it out we discovered that there was an expense that belonged in this project that was charg to the wrong project so it changed the numbers so we're just

revising the close out figure thank you I would move that we increase the amount to be transferred from the sewer fund to closeout Capital project h222 to Clem Road and fonwood Pump Station improvements from 53,6 5846 to The Kinks of this new thing I mean so we we're learning like you on this one okay uh Josh is this one that you would talk to or is no Keith this is mine Keith uh this is for a fill permit for uh property owner at 1660 Lake Road it is a grading um fill and Grading um for an area of their property that's less than an acre in size um so that they can

m it um I believe your package includes some pictures of what they of their area that they're looking to uh to work with they have been slowly slowly taking their property um and and trying to refine it and and make it more manageable um and this is sort of the last of it that they'd like to get accomplished I recommend that we uh approve this fil from that and I guess since I'm the liais on to that department uh any I'll make the motion any questions on this from the board no no straightforward motion to approve a fill permit for 1660 Lake Road I'll second supervisor flarity I councilwoman Wright I councilwoman Catal I councilwoman w i d I'll give you a second to catch your breath because one thing I will say um we have talked about in the past that Phil permit at least smaller ones yards of fill whatever I think they judge them by um the would I wouldn't be surprised if as we move into the comprehensive plan or future code changes that we would U for

lack of better terms we divest the town board from having to approve smaller fill permits and have that administratively done at Keith and Josh's you know Department um I'm really not sure the Genesis of why the town board years ago um was tasked with being the ones that that approved these considering there's so many permits that uh Community Development and engineering and sewer and and Highway approval I don't know it but I think uh from from discussions I've had with Josh and U Keith and previous Town Engineers um I think there's an opportunity for us to uh have that done administratively um so stay tuned soon for more details on that um I guess this would be Jen um because it is Parks does but I certainly before we do a motion on this does everybody understand why we're doing this resolution tonight because I can explain it I'll let I'll I will let you explain it okay to my pleasant surprise Gino conell Associates who I referenced earlier who

assist us on grants and also has been teamed up the last uh almost year now with Matt Chatfield from uh from weda at times when we decided we were going to go for phase two the Environmental Center at uh sanbar Park is our CFA Grant application we asked Gino Connell and Matt what are the town board actions that you need from us to Che the box to submit it to CFA by July 30th um and I was surprised that the only one that is needed is that the town board is authorizing the submission of this Grant application um probably because Paul it's already bonded from November 2021 uh because we did the bonding of Sandbar park for phase one two and three so the bonding is done they did not need any uh per se updated did uh engineering and Architectural design drawings I I it really was it turned out to be a very simple uh thing at least from the town board's action so at the risk of TMI this is the only resolution I think we have to do so they're in a

position to apply by the deadline of July 30th for our CFA U Grant so I'm I'm curious of one thing because you mentioned it on that last application about the CFA Grant of only having one CFA Grant this year the other one would require to why is that uh that was just you know from our standpoint um when we went out to Gino Connells and and Josh you were there that day Bridget were you there that day I didn't okay there were several of us um and as we sat around round taing and one thing you'll learn about grants is that it's a total crapshoot as you know and I think we announced it we applied for $4 million tap grant for West Webster hanlet now in 2017 we applied for a tap grant for the Ridge Road sidewalks and we got it so now in 20203 at the end of last year we applied for a tap grant for West Webster sidewalks we were pretty excited we thought with the you know what what's going on over there we had a good chance we didn't get it I was told we should never even think about going for the dec forestry grant for the uh Herman Road property of 28

Acres that we obtained last year that there's no way we'll ever get that Grant and we applied for it and we got that Grant and basically obtained almost 30 acres of land for very little if no money out of the Town taxpayers budget I think there is any Mone it's a crap shoot um well I guess it all depends on who you're up what the other applications you're up against too right it is and I mean well the I won't the kennel I I in a million years think we'd get any money on that kennel I thought it would be super competitive based on what's going on in the animal control world and voila we get 400,000 and we're working diligently to try to almost reverse engineer our design to to fit a $400,000 Grant yep um so with all that background we we knew that we had just got a $20 million Grant from uh EFC the governor stood on the podium at the ribbon cutting and we were trying to parse out what do we apply for by mid June for a WEA grant for through EFC and we were pleasantly surprised to find out I just assumed don't go back to EC for more money a month and a half ago they just gave you uh $2 million they'd laugh

we talked to EFC they said no if you have a separate project that's different from the one you just got money on you should apply we totally judge it differently and as you probably know we applied in mid June for the bosberg pump station completely different from the sewer plant so when we were looking at CFA and we talked to Matt and to Gin Connell and people who are used to dealing with grants and looking at historically what you get in and this and that uh they thought that we might have a better opportunity to put our uh all our eggs if you want to call it this year in one basket of one major project and the state has said to Josh I don't want to take your thunder Josh when you're on the phone with them about SAR Park and the other five million of grants that we've gotten through ready and dasne and you deal with the Department of State and they're they love sending their people up here to ribbon cuting they think Sandbar Park is the greatest thing since sliced bread and they've said to you correct me if I'm wrong we fully expect that you will apply for more grant money for the next phases of that that that's an odd statement I don't usually hear that from a state employee is that essentially

what was said to you yeah that is correct so when we threw that all on the table the seven or eight of us that were sitting around at Gino Connells and buffalo having pizza and soda we all agreed that you know something this is a crapshoot there is no right answer we will put we will apply for phase two now that doesn't mean that we can't have Barton and Le Judas apply for f uh for for the uh wqi grant for one of those options that they just presented it just means that um like I said before I hadn't remembered that oh yeah they presented a month and a half ago and they're going to come back to us on a separate project that basically is a if it's if we go with it it's a grant that's the CFA deadline in July 30th we could apply for grants we've already started to schedule with some of the Departments Grant applications that have deadlines in late August mid September and October staging out Gino connell's work and this and that CFA at June 30 or July 30th Is Not the Only Grand opportunity for the town

of Webster by it's kind of the Super Bowl of grants in New York state can I say that josh because they have I don't know however many awards from however many agencies of the state they've tried to consolidate it in what they consol CFA means Consolidated funding application correct so you put all your data into one application in the state and you could sit there and say okay here's all my data for the town and now I want to apply for 37 grants that all have their deadline for application by by July 30th now the crapshoot once again do you apply for 37 and do we have the time energy and deployment of resources to really do a good job applying for 37 Grands I'm going to tell you we don't even with an outsourced firm like gin o conell so like I said if that's TMI of why we decided that day that this is the way we're going to go I apologize but um it it seemed like the best thing to do and um I don't know if we'll get full Grant award on phase two of sanbar park or if we'll get snooker and get

nothing it's a crab Sho well then I will make a resolution authorizing the submission of a CFA Grant application for sandb Bar Park Phase 2 Environmental Education area second councilwoman rri I councilwoman cataldi I supervisor flarey I councilwoman win I and let's hope it comes through and you know if it does we will buy as many scissors as we need for everybody to come cut that ribbon you got that right and um this is interesting because uh I don't know who I would say is uh Chota extension as you know last week we had Matt Chatfield in here he explained that weda is going to to make an application through the CFA so the town is not the one applying I think that weed is applying and the village is either the main uh yeah the village is the main applicant and the town and weda are co-applicants right right so so since you are also part of the weda group I think this one is yours well there you go and I mean uh anybody who is interested in this one it was just a week ago m chadfield gave a wonderful presentation that

described what funding we're looking for in that Grant uh weita Village zerox roads all that stuff any questions on this one I make a moot motion authorizing the submission of a grand application associated with the Chota Drive extension and multi-use Trail second supervisor flarity I councilwoman wi I councilwoman cataldi I councilwoman right I joshh this you yes I'll be uh speaking on behalf of this property owner and applicant tonight uh who was unable to physically come in but this uh matter has been languishing for a while so I thought it was important to uh get it buttoned up but you may or may not recall uh this property owner at 273 eastem Court had been before this board in the fall of 22 um as he has a drainage easement along the rear of his property um and he was seeking relief to install a fence within the drainage easement which he did ultimately get now unfortunately the fencing contractor when installing the fence um installed it one foot within a

sanitary sewer eement on his side property uhoh so initially um you know the sewer department did have some concerns with that um and they took the position that they'd really like the fence to be relocated but upon the homeowner um obtaining quotes to do so the cost was uh substantially high so in an effort to work with the resident um art and others at the sewer department thought it would be best to at least uh acknowledge the encroachment into this easement so that if and when the town ever does have to go to perform a repair or replace the pipe um that we would not be held responsible for the restoration costs uh which the property owner has agreed to so there should be a letter of support explaining uh the sewer Department's uh support for this and that is uh that is the application in a nutshell and does that that stays with the property too not the applicant right so if they sell the house correct it is a legally recorded

document how would somebody know how would some Jenny you're a realtor how would somebody know that how does that get discovered La abstract yeah abstract yeah and it just so happens that there is um a home that is uh currently under construction across the street on on Bernett and they will be tapping into this line so we're working with the contractor and the homeowner to try and minimize uh the disruption to the Nice Landscaping that they've installed wow big mistake it is unfortunate right Josh did we confirm that the the liary and Page are correct of the I put down Maps so I think it must have been for a subdivision originally yes all right so that's correct I got that off the the map information the survey map the survey information yes that is what is the what's the height of the of the fence and do you know the material uh yes it's a 5 foot tall um black vinyl fence not not a privacy fence but more of a right

okay pick it Style thank you take Charlie oh okay that one I didn't see it okay yep no problem just I didn't have that information when I was uh throwing this up and there's no additional conditions no there are no additional conditions recommended okay you want to do it PTY sure are there any other questions or concerns no okay uh I would move to that we consider a license agreement to allow offense in town sanitary sewer easement at 273 eastem Court tax ID number 050.0 one-2 d39 second councilwoman cataldi I councilwoman w i supervisor flarey I Council woman right I okay we've already done number 10 um so we have two left here on the agenda um the next one um I I was disappointed M uh Marsh left after she took the

podium about code enforcement she said she came in because she had seen that we I think she said because of this agenda item that we were setting a public hearing um on code change property maintenance code change um so um I guess the best way to explain this is uh Josh artuso along with Jim Montgomery probably fourth quarter of 2022 through the first quarter of 2023 that six-month period they did Workshop presentations for the board they had meetings with the town attorney Charlie janesse with the judges at that time uh in an effort to see if we could uh amend our code uh augment our code uh to include a property maintenance aspect somewhat what M Marsh was talking about today um so we we did a public hearing and we passed a resolution and augmented the code in April of 2023 well as often happens uh unintended consequences are found out usually in the first several months or a year after

you make a change like that and really in layman terms the unintended consequence was um the judge the way the code is written Charlie I would say doesn't give the judge the legal authority to um potentially give jail time to an offender Andor uh monetary fines correct that stick now I say that and you say well if somebody doesn't cut their grass it seems kind of uh uh pretty gratuitous to put them in jail the point being that if somebody is really thumbing their nose at remedying a code violation uh at this point in time they can get away with that because our judges really don't have once our code enforcement gives them an appearance ticket and they go to court um they don't have any really Authority at that point to to to really right what what precipitated this this addition really to the maintenance code was the fact that the the court advised us that without something similar to this and you can well something similar where where you could actually put somebody in jail and F and or find them

um he had no Authority or she they had no authority to issue a bench warrant and it was found that uh some people not all but some were just not even showing up and there was no mechanism to get them in so aside from what you said which is correct as well this also hopefully will ensure people uh to attend to the the court proceeding to which they've been summoned right so that's to be labor this because this is really just about setting the public hearing um we're not making any decisions on this tonight but you know within this uh certainly what we're proposing is a change act a verbiage of it it would be in the Webster Herald on July 10th which is eight calendar days prior to the public hearing so the public would be able to see what are we proposing and and uh you know come in and comment uh Pro Con on the public hearing on the 18th um but I think it's important to note something here um anybody who watching this at home or watching a tape of this later and if they watched and heard what Ms Marsh said I don't foresee

somebody who has high grass maybe that isn't cutting it um reaching a point in the process where this type of code change would affect them I think that Jim Montgomery and his staff and Josh artus artuso they do a wonderful job taking a 100 code violation um cases that open up and really resolving through uh through working with the people uh through means you know of carrot more than stick um and I've really been impressed on how they handle that they they Clos 95% of them probably um just through voluntary compliance and and that nature it's the ones that are really uh chronic offenders and where the properties in really bad shape and uh and that's a subjective term and that was the problem we had with changing this code uh 14 months ago is that one person's Castle is another person's junkyard and this we're big into property rights as well we should in this country so so I like to have uh you know my front yard be rocks well my neighbor might say I hate the look of that it's a slippery slope when you start talking about what is not what I

like to see for my neighbors but the cases that we're talking about the ones that Jim you got to court last fall after working with them these people six seven eight different times going to them and whatever giving them every opportunity to remedy the situation and really their actions or lack thereof showed that they didn't they're not they're not going to listen to us and if we don't have some mechanism to have a consequence to that that's a real problem so that's essentially what we're trying to uh kind of um tighten up put a ribbon around I think what happened last April uh was a good step in that direction um we just need to finish it so do other towns have something similar or is this actually Jim Montgomery kind of brought this concept to us because he had come from Greece um and they have I I would say Greece has something a little bit more rough off uh and we we we we we didn't go to the same uh level okay with the language and the proposed change have our town justices had a

chance to review that to see if it would be adequate for their needs they have actually helped us at a meeting uh write it okay great is that can I say that I mean you were at the meeting Josh you were at the meeting Charlie do you think that judge Seer and judge Theo were had a hand and were sitting there in front of that screen and started taking cobbling stuff they told us what the requirements would be for us to obtain to do what we wanted to do and to give them the authority yeah so I would say that we took their suggestions and and Incorporated those in shame on me because I thought that's what happened leading up to April of 23 so I'll take responsibility for the fact that I didn't inspect what I expected and it it wasn't in there and we didn't find that out until we got people into court or they didn't show up at court and the answer to that was case to Smith I think I think there was there was probably you like don't like to use the word assumption there's assumption and an expectation that the authority to um impose sanctions and violators of the zoning code which this language is almost identical to was trans would transfer over the judges advise us no

so so we're going to move on this and I will say that uh I know that Deputy supervisor caldian I for whatever reason probably because Patty's been on the board the longest you tend to get reached out to directly on these things I I think a almost more than Kim Doyle and myself in the supervisor's office I I do get them fairly often and I I have to say that um you know I I understand neighbors concerns when they're dealing with issues such is these um I think we all try to keep our properties to a some sort of Maintenance standard while my shrubs are certainly not trimmed and look like Disney characters and whatever um but but I I think you try to keep some modicum of of presentability and um when I when I see some of the photos that neighbors take and send me of their their neighboring properties um I I can see why they've reached the end of their rope and and contact me because some of them are just really bad uh there's one in particular that I'm thinking of that we've just had no success in really changing and and honestly to me it looks like it's a

health department issue um so we we need to do something so if any other questions or comments on this or I'll nope I I make a a motion to set a public hearing for Thursday July 18th 2024 at 7:30 p.m. in the town boardroom uh on property maintenance code change and to advertise uh that proposed code change in the Wednesday July 10th 2024 Webster Herald Edition second supervisor flarey I councilwoman Wright I councilwoman cataldi I councilwoman w i okay last but not least of our uh things tonight um we have had two Town board workshops in the last month or two um that showed uh in my opinion it was very obvious that the town board members um saw the validity of us truncating down from four Thursdays a night I'm sorry a month to doing our town board meetings and our town board workshops on

two Thursdays a month um so I won't rehash we've done plenty of presentations on this um this is just the resolution to basically start that on Thursday August 15th which is the 3 Thursday of August does anybody have any questions on this no we we talked about it you have the data we all agreed it makes sense it's commensurate with what other towns are doing very similar to what other towns are doing so I think it makes good sense the nice thing is from our or meeting where we said we were doing regular Town board meetings at 7:30 p.m. on the 1 and third Thursday of the month that stay the same that is staying the same we're just moving our workshops from the second and fourth Thursday of the month at 5:30 to the first first and third Thursday of the month at 6:30 so basically an hour before the regular Town board meetings so with that make a motion to move the town board workshops from 5:30 p.m. on the 2 and fourth Thursdays of the month to 6:30 p.m. on the 1 and thir Thursdays of the

month beginning August 15 second Super visor FL I councilwoman caldi I councilwoman w i councilwoman rright I now I want to make sure that councilman Cahill who is always says that I'm long- winded and that's why these meetings go on so long it's it's 8:54 right now uh I want to get you out of here for Fourth of July and we'll do a quick round table but uh In fairness that presentation that sewer asked us to put in um from Bon Judas that ended at 8:12 so that's 42 minutes for the rest of the board meeting for the record well for the record you said you were going to ask councilman Cahill to to watch the first 45 minutes I think you you should have to watch all of it to see that we wrapped it up well he'll hear from me or he'll miss the end um so uh and like I said it's the day before uh the Fourth of July quick Round Table Keith this is well we want Paul let's start with you um sounds good Tom I've been uh busy

lately uh planning for our upcoming uh Bond anticipation note renewal uh does mature at the end of August so I've been looking at cash flow projections for the various projects that we have going on around town and strategizing to come up with the best way to uh cover the upcoming costs for the next year and to minimize uh interest with uh providing sufficient cash flow for the projects so love it so Kei is this your first round table where you get to it's my first board meeting welcome thank you Den n and Keith I know it'll be all forever right we'll always remember our first board meeting right I can't say I already I already can we move by ke CU I never know this this is going to be our shortest board meeting too probably no no we have the data our average board Mee is under I think it's like 47 minutes or something I believe you I okay you want to hear what's going on in my group sure so our biggest uh opportunity I'll call it um coming up is uh EPA is auditing the town

of Webster um it is in so they have an opportunity to come in and essentially look at our uh ms4 uh documentation if you will but it is a um all-encompassing where they could look at any one of our facilities to make sure that we have proper uh spill control and MSDS um material data safety sheets uh or uh you know anything to that nature anything that would be EPA related so we are have been uh intensely involved with that since we found out we were going to be audited about 3 weeks ago um and I have to take my hat off to my assistant engineer Mark Stein and Pat Uh Stevens with the highway department they have been instrumental in in making this happen um and we actually submitted all of our documentation we head till 430 this afternoon and Mark had it all uploaded at 11:30 y so that's was awesome very good so our next steps are uh on the 10th we have a a teams meeting with EPA where they can ask us anything and it goes the entire day and then on the 16th we have a uh they come and

visit the town of Webster and they can go anywhere they please interesting come to Webster they said it'll be fun they said we're glad to have you Keith thanks for bringing the EPA audit to town um you think it was me no I don't Josh I don't really have um much new to report um you know we are in the middle of the height of the construction season so we've been keeping very busy um you know preparing material Gathering material for our upcoming Grant applications and uh you know just working on everyday projects so we're keeping very busy okay Jennifer chip seal is happening over the next uh few weeks uh maintenance road maintenance across the town of Webster and I've gone out at least to one street plan to do a couple more streets just to speak with residents and ask answer any questions that they may have um about the the process or what they can expect so that's happening in

the next few weeks and also the second thing I guess they're both Highway um I got to visit the highway garage is that last week I don't I lose track of time so quickly it's such a beautiful facility it's really going to be something special for the town of Webster and for for helping those that help us keep Webster beautiful um have just a great place to live and or live work um and and make sure the equipment can be properly maintained and there there's there's so many wonderful things for updating that Highway garage and it's going to be really special I just want to say that uh Pat when we went to the owner meeting last week before the tour uh he's trying Pat Stevens our Highway superintendent is trying to figure out when to come into the town board to give an update at a workshop on on the progress at the uh uh Highway garage uh and right now the thing that excites me the most is it's it's AE of schedule and coming in under budget it looks like is that correct Paul that's correct that's music to my ears I'm both got to stay that way yeah

yeah Pat Uh I did drive down to see the new highway department of building I can't wait to get into it and see what's going on but I just I I had to see the progress so I drove by there last last week I also went down to the Sewer Department um last week I spoke about some something that was being constructed on site it's the digestor um and I visited the sewer department again this week to look at the progress on the Edmund building and that's coming along very quickly I couldn't believe that they were hanging sheetrock already um and expect to be in in October so um there's just a whole lot of things and and I was really just totally a struck by the men magnitude of the projects going on in town right now and um it's it's really great to see because we are are doing some wonderful things for our employees uh and and also for our town residents to provide the services that they've come to expect um and also I want to wish everyone a happy and safe 4th of July Charlie just be honest Charlie I'm surprised I would have figured you'd have a flag it is well it is sort of it's a little little it's busy I know subd
