Immediately following the Department Head Budget Workshop Presentation, a presentation took
place by Michael Montalto, of Costich Engineering, to discuss amending the Ridge Commons
Progressive Development District (PDD). Mr. Montalto came before the Board to discuss an
amendment of the development district for the properties at 985, 987, 991, and 1013 Ridge Road.
In 2019, meetings were held for establishing a PDD for said properties which primarily allowed
for a senior housing component within commercial use area. These discussions were previously
presented to the Board on November 21, 2019 and a Public Hearing that took place on
December 19, 2019. Mr. Montalto stated that, over the years the Fox family has been actively
marketing the property and as a result of some recent action on the property, they are looking to
amend the discussion of the multi-family residential and to add flexibility of other residential
uses. The residential component would include adult housing, hotel, regular multi-family or
what is also called workforce housing. There is an entity who is looking to purchase a portion of
the property from the Fox Family who is particularly interested in the workforce housing
component. To clarify, workforce housing is a more affordable housing type that is targeted at
folks that have roughly 60% of what the average median town income would be. Research
indicates that the medium income in Webster is approximately $97,000 a year, so it targets folks
who are roughly making about $60,000 a year. From a national standpoint, it tends to target
folks just starting off in their careers in education, public service, and the like. Building Seven
would be the proposed location for the workforce housing layout on the map.

Deputy Supervisor Cataldi brought up the question if it would be for rental or ownership, as this
is a significant item of interest to consider. Montaldo indicated that they would bring back that
information for any continued discussions.
Councilman Cahill questioned how many floors will be in the housing unit. Mr. Montalto stated
there would be two, however, looking at the plan, it shows there will be three floors.
Councilwoman Wright brought up the question if the proposal would be for only Building Seven
or would this also impact some of the other building on the plan. Montaldo indicated that the
amendment proposal would only impact Building Seven/Lot R3D on the plan as indicated in the
chart provided within the plan.
Town Attorney Genese advised that the original Resolution creating the PDD will need to be
reviewed and that would set the standards for what this particular PDD was intended for. The
purpose of PDD was mainly commercial, although it was in our code book that it does expand to
residential. Town Attorney Genese referenced Town Code § 350-23 Subsection A3, which
considers PDD flexibility to encourage senior housing. This doesn’t mean that it is only limited
to senior housing, but it certainly gives a strong weight to senior housing.
Following the presentation a general discussion took place, ultimately indicating that the original
Resolution creating the PDD will need to be reviewed and the original Public Hearing minutes
will need to be reviewed.
