Town Board Workshop (includes Budget Workshop #2)
at least or you could at least put a Post-It note over it why why do you need to change your shirt T of Webster what's wrong with that to show up a Penfield planning board meeting about a very contentious yeah project okay you're entitled to go see oh the Costco issue Yeah Boy art I was curious too I was I don't have time to go but I I've been on the planning board so I know what the arguments are yeah on both sides yeah I'm anxious to hear how that have anything to do with traffic um are we good to go yet we are call the meeting to order all right here we go I will call the meeting of August 8th Town board Workshop to order um tonight we are doing a budget presentation in the first part of our workshop and uh supervisor flarity is not able to be with us this evening um for a very joyous occasion actually his daughter shaunessy is a rising senior at Clemson and her graduation from the RO Roc officer training boot camp was today she's at Fort Knox and I don't think
that Tom or Molly were really planning to go because Tom thought he had this meeting tonight but then he found out that she had received a very special honor it was a a peer in Camp leadership chosen position she's been named company Commander which puts her uh in charge of 180 to 240 other soldiers so um I assured the supervisor that we would be fine without him here this evening and I just want to extend my congratulations to shaunessy on this wonderful recognition and her graduation so um it's a a very happy event for the family the other thing I just want to go over is the whole budget process and it starts very early we're always looking at the budgets and I know the supervisor has been over this but it starts with the the process for 2025 starts in Earnest with one-on-one meetings with the department heads and the supervisor and Paul Adams our financial Chief and wizard um and then those budget there's another budget meeting held with the liazon in the supervisor and Paul Adams sometimes if necessary there's a second budget meeting with some of those
departments with the Lees on the supervisor and Paul Adams so at this point supervisor flare has seen these budgets of the Departments that we'll be presenting tonight at least two times if not three and all of us on the board also have seen the various Department budgets that were lion to however for tonight this will be the first time I see town clerk although I've been very involved in the sewer department Jenny has inv been involved in the library Jen is working with the highway department John you got commu uh Communications in information technology so um there are others that will be seeing for the first time tonight so without further Ado I've already wasted two minutes of Den's time let's kick it off and Denine welcome it's your first budget presentation y after just 30 days in the position so take it away thank you very much okay so we're going to start off with um the Tex collection department and in regards to Personnel there's no changes to Staffing it's comprised of two part-time clerks and one full-time tax clerk um for computer equipment and
Licensing there is a decrease from last year since we're not foreseeing any need for computer equipment the $800 is solely for software licensing for printing and postage um of the $26,250 a total of $3,825 is estimated for reimbursement from the Webster Central School District which will be posted and realized as Revenue when received um for Department expenses this is comprised of office supplies and legal notices which I'm estimating 50% of those costs to be reimbursed by the school district for revenue for the tax department the estimated revenue is $180,000 is based on historical collection of town and County interest and school interest which it's very difficult to predict year over-year okay on to the town clerk portion of the budget in regards to Personnel there's no change to stat in it's comprised of one full-time Deputy town clerk one full-time license fee Clerk and one part-time
receptionist for Capital purchases um they're at $1,500 for office furniture um and that's to offer privacy for couples coming in to obtain their marriage licenses there's a lot of noise and volume concerns with confidential information with the marriage licenses for computer equipment I'm requesting replacement of one computer without a monitor at a cost of $1,500 with the difference of $2,260 for software licensing for printing and advertising this includes legal notices and the cost to update the town code which occurs twice per year for postage in the last year we've seen um the US Postal Service increase their rates two times so far during during 2024 and we're estimating we will see additional postage increases so we're adjusting for those estimated increases for office supplies um with the pricing increases as well we're seeing a slight increase with our vendors and we're estimating any of those increases accordingly for records management we have a slight increase for services rendered and Records management
supplies for machine and computer contracts light inem this includes our general code laser fees support town clerk software for fees and Licensing and copers and the postage meter subscriptions and Publications line item is for ecode which is found on the town's website which is where you'll find the town code and the town minutes um for conference and transportation this will be used for my attendance at the New York State annual town clerk's conference and the annual New York state tax receiver conference um and also for travel to minro County Town Clerk meetings which are held two to three times um per two to three times um I'm sorry they're held every two months um for easy passes um sales for easy passes have remained flat there's no increase for that line item background checks for pudders licenses remains unchanged and then we're going to go on to revenue for town clerk fees town clerk fees are comprised of New York State DEC hunting licenses fishing licenses marriage licenses and miscellaneous
fees for return check charges those are our return fees we charge $20 for any checks that return for insufficient funds easy passes there's no change for easy passes that remains flat dog control fees are charged to the dog owner when animal control picks up any lost dogs and for the Webster Central School District tax collection reimbursement this is where the reimbursement we received from the school district will be posted for towing permits there's no change to this line item there's an increase for games of chance as we are realizing more revenue from these these events um on to dog licenses we continue to partner with animal control officer Barb Hollands which has helped to increase the number of dogs being licensed in the town um for town clerk fees this is comprised of peder licenses of $3,000 and wasti huler refuse licenses at $5,500 and the last item of the town clerk permits consists of special event
permits of $2,700 and one Mobile Home Park permit of $300 and that is it any questions yeah the only significant increase in your budget overall that I see is the uh part-time Personnel went from 23,000 to 35,000 so I'm assuming that's a step increase Paul yeah okay otherwise looks very good thank you no great job I don't have any questions to thank you thank you good job thanks to next Information Technology Steve pce come on up all right ready to go there Paul you're ready Steve all right Steve peace on Information Technology uh first three lines is uh
payroll um myself our system assistant network administrator Tom camoo and our help desk uh technician Anthony Sone um those are step increases except for me I believe I've just cost of living increase um Capital purchases you see a big decrease in that Capital line we'll get to that towards the end of this budget presentation uh director's training seminar there's a slight increase in that uh with the additional Personnel that we have we added an additional license for our online training uh smartphones are pretty flat uh technical support uh the cost has gone up um everybody's basically increased their rates uh expenses are flat website design and maintenance that's like the main ministration stuffff like that because uh Bridget actually pretty much takes care of everything else now uh what else we got uh cell tower rent um that's a slight increase that's where we have equipment up on some cell towers around town for uh wide area network connectivity between her facilities uh so you see that we have an actual decrease in her budget for this for next year uh but that's due to The Debt Service the department has uh currently we have a storage solution that we have financed that we do have to pay for um but then on top of that uh
we're looking to do a network infrastructure upgrade within all of our facilities uh after working with uh councilman kahill and Tom uh we determined that we could probably most likely get the entire thing done all at once for the same cost as trying to break it out year by year and purchasing small pieces so uh we're looking at with our current design and current prices and interest rates we're looking at trying to finance that and it would be an additional 685 roughly in our debt service so that's why I see The Debt Service is actually up the 9658 because that would be the what we currently owe plus what we were looking to finance right right I got that you got it right so the actual installment loan amounts to about 29,000 of this 96,000 that you see and the rest about 67 or 68,000 is estimate at this point based on Research Steve has done yeah uh Our rough estimate to upgrade the entire organization's infrastructure that's in all of its facilities is roughly $250,000 that we're basically looking to finance out over five years six years something like that so based upon research for those costs and today's interest rates and things like that that
was the best possible number we could come up with so that's why our Capital purchase line has been decreased so much because we trying to find money in our budget to try to keep the Department's budget as reasonbly flat as possible and still be able to fit this large project in we appreciate that thank you and that's pretty much for it if you got any questions no did a great job with research on the up you and tomra big help with yeah working out the way to get that done because it would have been a seven eighty year project if it wasn't for right coming up with a solution it's definitely a way to go do it all at once no and I I appreciate the team effort on that I would think that when when you talk about a 7 to eighty year project doing it the other way by the time you get to year six or seven what you've done in year one probably needs to be updated already with some of those things exactly by the time we get to the end we would have to start all over right now we'll try to get it all done one in a year and then we'll have four years of brand new shiny infrastructure that well eventually to be a replace to well few rules but just have to rip the Band-Aid off for the cost of it but I think it's good plan thank you well like I said we we did our best to try to get our Capital purchases Downs to try to offset those costs so hope the the main goal is to try to get
the financing at the time that we going to make the purchase to fit within that budget reduction but sure it'll be close wonderful thank you Steve y thank you I have no further questions thank you Steve y thank you and next is Art Patron um from the sewer department where there is a lot happening these days all right so um I I'd first like to thank because this is thank a few people honestly because this our budget every year is uh very involved and this year U was no exception even a little bit more involved so I want to thank everyone that helped on this uh Rick can you know Mary and lamb uh Paul Patty and supervisor to uh really get this to where it is and it makes sense uh both
for next year and for many years to come so we can uh with that take it away off we go um I'm just going to hit the highlights because obviously there's numerous line items in this budget um we're going to start with the sewage collection system g812 uh over time we did increase that uh 53.85% uh due to the fact that with the project we have uh ongoing there will be uh we expect uh some coordination with contractors taking tanks down take bringing them back up online bypassing and so forth so we're just planning for a little bit more overtime on that uh hopefully won't come to fruition but we wanted to get it in there uh compensation on the collection uh this will be a new maintenance mechanic uh this maintenance mechanic was scheduled for last year and um so we're going to be held off a little bit and we're going to put it in this year uh Capital purchase equipment uh that was uh dropped significantly as you can see by $112,000 uh this has a few small items and uh again we really try to cut back
on things that maybe we can uh move around we do have um some new equipment being purchased uh with the project so this was a good place to try to cut back a little bit this year uh vehicle operating lease expenses uh up 133% I I will say that and we just had a Enterprise meeting today that I I think our vehicles three years ago were uh literally in shambles um they are much more functional now uh the guys take care of them uh they appreciate uh driving vehicles that have heat and uh and are much more uh conducive to uh working U so they're very very excited about that and they are very well taken care of that I can tell you uh repairs to uh system uh that's up significantly and the biggest portion of that is going to be doing some heavy cleaning of the uh Mainline on schel road so we can get in there and that's one that's collapsed uh two to three times we're going to do a heavy cleaning on it then we'll get a camera in there afterwards uh to see uh
what areas we need to uh line but the first step of that is cleaning it and then we can plan in the future to take care of those bad areas uh wet well cleaning uh it's down 41% uh we've been doing more of our own wet well cleaning uh with a new truck so we were able to back that down with a new flush truck uh the village charges are the Village charges those are for um some out of District users uh the bioxide we zeroed right out uh we're not using that or won't be using it uh next year uh generator maintenance on the lift stations so we got 22 uh 22 pump stations majority of them have uh standby generators this is just a cost increase to have the uh general maintenance done on those by an outside firm uh we're going to go over to G 8130 uh again overtime is up a little bit for the coordination of the uh project at the plant uh compensation employees this
includes a new uh treatment wastewater treatment plant operator uh we're going to jump right bre down we've got two items there at 40368 and 40372 FL feric chloride and sludge hauling uh again uh faer chloride uh we just bid that and the price went up uh just keeps climbing on us so uh that's to cover those costs and the sludge hauling uh is the sludge hauling it did increase a little bit uh this year well going into next year uh because we'll be cleaning some tanks and it is our respon responsibility to dispose of that it's actually less expensive for uh the town to dispose of it than to have contractor dispose of it art will we I'm sorry to interrupt but it seems like the better time to ask the question as long as you're on it will we see a decrease in that um that hauling cost once everything is cleaned and the new project is up and running we absolutely will uh and that is that was right the premise of you know this project uh again we have no we have no control of the cost we just bid it it went up again uh we had one uh one response to the RFP uh and
honestly uh Rick and I went and Charlie went back and forth with them uh because it went from a uh we used to be a little you know you could have a handshake deal to a point but now it's a much larger conglomerate that must be running cassella sure and it's a if then and all that so uh absolutely because right now now we're hauling uh 70 to 80% water and if we have to send out the uh glass fertilizer it is only 10% water wonderful so thank you so it doesn't go away it just gets significantly reduced it will get significantly reduced ideally it will go away completely that's our hope that's our hope but you know staying conservative go away completely not next year but the following year then correct okay correct how's the dryer building progressing uh they actually just dug for the Footers uh the past two weeks they've been putting rebar in and forms uh and they should be pouring I would think in the next without having the schedule in front of me in the next uh 10 to 14 days excellent thank you uh telephone so not a big number $4,700 but uh that one up I know Maryann
has been working with Paul and Frontier uh these are just charges and unfortunately Steve left that they just keep dinging us uh for all of our stations for copper lines uh the prices just keep going up and going up uh we're trying to work with Frontier to put in fiber uh we've tried two stations over the last month uh it is very inconsistent these are for our alarms uh so uh they're working to rectify that situation uh once we get up and going in I think I had it in last year's budget was uh more of a cloud-based system that will tie into our scada I I honestly I did not put it in there this year there's just too much going on uh for us to even consider something like that uh so we'll stay with the fiber copper lines for our alarms at this point but the plan is to take those up to a cloud-based system uh and it be a little less expensive overall and uh a lot lot more user friendly well with the entire plant going over to the ska system at some point it seems like it' be wise to hold off on that and bring it in when we get to that point right so right the the plan is on a skada we've upgraded the skada two years ago in preparation for this uh project and that our our VT SK
is what it's called the software uh it is able to pull in the stations as well so we planned for that great uh computer maintenance that is just uh upgrading computers uh lab supplies are down and you'll see another uh decrease the village has uh decided to uh no longer use us for their testing uh and that that is their choice um so with that comes a decrease a decrease in Revenue but also a decrease in layup supplies so buildings and ground maintenance as we can see everything is under construction so we did decrease the cost of that uh the line item for that for $5,900 uh there still are things around facility that need to be maintained but we felt that was a good spot to uh redu some some expenditures uh I I will jump into this one uh 8134 41 cuge preventative
maintenance I did keep that in there and I will keep that in there until that centrifuge is taken out of service uh because as we all know or don't know when that centrifuge goes down it is very costly um we just had a service on it last year um however as of two days ago we believe uh there's another issue with it so so we're going to leave that in there just as the safety net so uh conferen in the schools it again not a big uh big increase and I wouldn't normally touch on this however this is a kudos to Rick canel uh since he's been here he has uh really driven us to uh get involved uh and The Operators get involved into more education uh going to more conferences and things like that so that is really a kudos to him and we want to continue doing that and also kudos to our employees who've taken advantage of that we had one last year who was named operator of the year that's correct and uh one of our other employees received a scholarship that's absolutely correct as a result of all this training correct yeah so uh so operation maintenance
continued on the next page uh so cleaning service and supplies this is bit of an estimate um that we spoke to the cleaners uh when we're in our new admin building uh obviously they'll will be more cleaning needed uh for it so and there's Denise Jones calling in let's just I should bring her in uh we're going to skip over boiler conditioner and so forth so we'll go down to 4432 uh lab analysis again that's sort of driven by uh the village so we're not doing as much of their work anymore uh industrial pre-treatment uh increased uh tremendously by $30,000 so per DEC in EPA we need to do a headworks analysis that has to happen uh about every 10 years the plant hasn't done one in many many many years so it's a costly um test uh uh has to be outsourced so we're planning for
that Paul do you want to go through employee benefits yeah uh employee benefits are based on history and expected Trends uh I have it have it up year to year about uh 40 41,000 or about 6.3% so not too bad on the benefit side does that just commence or it with the salary increases yeah uh as you add people as salaries go up of c f goes up workers comp New York State retirement contributions historically we um the employee benefit lines have been budgeted uh a little too high so I'm trying to reain that in and get the budget down to where it reflects more where we actually think we're going to end up so a 6.3% increase um had that been budgeted closer to actual that would probably be more like a 10% increase so I'm trying to get it down to reality okay which makes it easier to budget yep thank you so going to go to sewer operation and maintenance Revenue side
uh first one you're going to see is uh 02117 high strength organic waste HS so uh this is this will be a new Revenue line for us uh this is a very conservative number uh we're hoping to bring that portion of the plant online in uh you know late Q3 Q4 so that should drive some numbers for us uh septic waste that's another one we haven't been able to take septic waste in probably 3 years uh due to the state of the facility so again you know Q3 Q4 uh to try to bring those haulers back should probably talk about Fair life too yep let you gra that one yeah we've got Fair life sewer rents in here uh this I think is conservative they're they're saying that they may be online and setting us flow in October of 2025 so we budgeted 900 units which is each unit is 60,000 gallons of flow so the 900 based on what they're saying the flow is going to be eventually 2 million gallons a day this 900 may be very conservative but since it's unproven we prefer to stay you know reasonable absolutely and and
earlier in the year they will be uh they will be flushing their lines cleaning tanks doing some wash down and so forth so we will get a uh nominal volume from them uh early in 2025 speaking of fair life I just does anyone know how they're doing with their schedule based upon what we're predicting uh actually yes I had a I had a call yesterday uh Josh and I are on you know numerous different calls but as far as I understand uh from their because we always look at flow on our technical calls and uh right you know what's constituted in that as as of we know right now they're still on schedule unless great yeah which means they think they're going to have at least one line operating by October of 2025 right oh yeah yeah absolutely right uh it was made very clear in in my call that uh any deviations from that um they need to share that immediately and and they were all on the same page because they understand that you know our schedule is uh paralleling their schedule well they're making tremendous progress with their uh construction over there well and I I think part of what
keeping all of that on track is there is a weekly meeting with several of the principles in the project so that everybody is in communication and they know where things stand and there are no delays because of communication gaps uh there was a decrease in Village treatment and that really goes back to what we spoke to earlier the village is uh now Outsourcing Outsourcing their uh all of their lab testing uh to a third party back to you sir yeah interest earnings I increased uh rates have been very good uh for the past year or so we've been able to earn 5% 5.2% in that range uh they're projected to come down over the next year to two years by about a percent so this uh this number of the 100,000 is conservative uh because eventually the rates will come down so but I was able to increas it substantially year to year it was ,24 so on the onm side we're looking at a rate based on the number of units of
2977 compared to 297 cents uh in 2024 on the capital side uh Capital site uh building improvements so uh again we're holding that flat at $5,000 everything is not being touched at the plant and there's always something that pops up uh so we wanted to hold that line in there uh engineering Consultants that's been at $110,000 for quite a long time uh it seems that the uh projects we're getting into uh just with residents uh proposed sewer projects the the cost or the in-depth that the engineers have to get into is more and more especially as we start talking with uh uh New York State and their attorneys so we just felt it'd be appropriate to bump that up uh $5,000 uh Capital Improvement pump stations so this really goes along with uh what we've been doing the last seven years is upgrading our pump stations uh again Antiquated uh systems uh we will be putting in new rail systems the rail systems we have in some of the stations
um you can't purchase anymore can't buy pumps that fit them anymore uh Paving Paving for Clem Road uh that's back in there again uh is it's just gravel uh and uh the fence is not in great shape uh there's also uh replacement pumps uh for a couple stations and um just some items that will make the stations run more efficiently and reduce the number of call outs that our staff has uh was there an opportunity for grant money there or no no I thought there was no not for uh not for things of this nature okay unfortunately uh Capital Improvements collections uh these are uh repairing problem lateral uh spotlighting uh leaks in the systems things like that it's uh so that we increase that $10,000 again just due to cost increases and capital purchases buildings we Dro that down uh $9,000 with all of the work that's being done do you really need $31,000 for
building improvements since there's so much new construction going on there uh that's a great question remember they're really not touching the buildings they're touching the infrastructure in the buildings but we did reduce it $99,000 um you know there are roofs there are uh Windows there are um numerous garage doors garage door openers and things like that that still need to be maintained that are original you know 50 years old so uh we felt it prudent to at least uh keep keep some money in there at this point okay but again great question you you think that everything's being touched and and it isn't thank you on the uh Debt Service side um the the total debt service cost for principal and interest uh is going up uh fairly substantially year to year we're up about 1.1 million uh we'll be closing on a bond anticipation note renewal at the end of August for about $35 million uh a year ago we borrowed 33500 33,500,000 so we're only
increasing in a million5 and the reason for that is because we got a $20 million Grant from New York state so that Grant is saving us substantial amounts of money in principal interest uh over the the eventual term of the serial Bond um so the we actually got a very good rate um I was I originally had forecasted a rate of 3.75% in the tenative budget but uh yesterday or Tuesday when the rates came in they they're going to pay us a band premium which lowers the rate so when you net everything down I think the rate was 4% but after the premium it was 2.9 36% and uh our consultant Municipal solution said that's the best rate they've seen this year so uh we get the the gold star for the the best interest rate it's always our timing was perfect because we had that little uh couple of day financial Market scare and they that's exactly when our band sale took place and it actually helped us lucky wow it's always day in timing actually yeah it's always great when you bring us that news thank you
right so that's where we stand on debt service uh transfer to other funds uh this 40,000 for the command pipe that's just uh our share for expenses that occurred before the uh Bond resolution was passed so we'll be transferring that in I did uh budget a substantial amount 540,000 to be transferred in the sewer capital reserve and that's because uh we have sub substantial revenue on the books uh for 2025 uh the biggest piece is this 2 mil $190,000 uh for the industrial commercial use charge and that's actually the entrance fee that Coca-Cola Fairlife will owe to the town uh it actually amounts to 21, 900,000 uh we're striking a deal with them for it to be paid over 10 years so this is the first installment which is set to be paid in July of 2025 uh the company be life will also be reimbursing us for 96% of The Debt
Service cost on the conveyance pipe project so that amounts to $770,000 so overall our revenues are up when you include both the capital and the onm site our revenue is up about $3 million or 232 our expenses are up but our revenue is up even more which is actually driving the rate down on the capital side the rate expected to be $436 last year was 9817 and certainly this is Testament to what we've been talking about with the project being at such a high cost but we're looking at certainly um substantial revenues from this right and both agreements with Coca-Cola on both the conveyance pipe and the um entrance fee the entrance fee is Set uh but the the flow is is the other one that we've been working on we hope to actually um have a resolution next week to put those in
place and everyone has been working overtime between both Coca-Cola Fairlife and the town um on getting these set and I I think we're getting closer to that I know that people are anxious to see those things signed but both sides want to be sure that they are are airtight and respect both sides of those who are signing so it's been a lot of work but we will get there and um hoping it happens by next week but we're not going to do it if it's not right the what's interesting the New York State grant that we received uh Ed To Us by Governor hook for $20 million that actually saves the town about $1,400,000 over a 30-year period each year for 30 years it's amazing yeah a a big saving to this to this project yes thank you any questions I had a question you talked about the industrial pre-treatment and it was going up $30,000 and you mentioned it was just something that needed to be done my question was on the timing with some of the other increases in the budget does is that is that time sensitive does that
have to happen in 2025 it does yeah it does have to happen uh it it is driven by our Regulatory Agencies okay and they're requesting it and then the cleaning I guess that went up like 61% 61.2 n correct is and and you mentioned it's just a bigger space is it does it really that much you think yes we we don't know so again in until the building is finished we won't uh we won't know what the actual cost is we worked with the uh with the cleaning company to try to get some ideas of what it is um so to put it in perspective the sewer department never had a cleaning service up until four years ago we were U cleaned it ourselves so uh what we don't want to do is is have a new facility and not take care of it um again we should hopefully dial those numbers in by the end of the year once the building is up and occupied okay yeah are there any other questions no
thank you Art thank you art it's been a very detailed and uh constantly moving project and projections appreciate it and Paul thank you for all your hard work on that as well we are let's see we're still running ahead of schedule that's great so next up we have um the Webster Public Library and Adam take it away well do thanks P good evening everyone um just as a quick Preamble um Patty had asked me to do a little explanation of how the Webster Public Library is a little bit different from most of the other departments um in the town um we have a appointed Library board appointed by this um this board um which acts as the um fiduciary agent as part of the library um I as prep preparation for this meeting I had to take um a draft budget to them for their line item approval um in April of this year um to prepare it to be ready to bring to the town board obviously um so we're supported uh
primarily through the tax dollars uh of from Webster um but we also have two 501 separate 501 c3s that support us the friends of the Webster Public Library um which if if you're familiar with our library we have a bookstore that they run um just inside the Library um so far this year they've been able to raise $40,000 for us um which is a big win um we're internally grateful for their uh energy and efforts um and then the foundation which manages a um small endowment uh of about half a million dollars as of the large donation that we received last year um and that interest gets spun off to fund special projects that might not otherwise be funded um through our operational budget thank you of course thank you yes I I wanted you to add some color to that because as you said it's it's your department is different and I I think a lot of people don't understand all of that so I I appreciate you uh refreshing people's memories my pleasure and I could go on and on about Library law for probably longer than any wants to be here I'm sure you couldn't that's why you're so great um so uh into the budget um uh so so uh first three line items are all um salary dollars the biggest change you'll
see here is under salaried Personnel um this is in there's there's two changes here what you'll notice is that um I'm just going to go down to the hourly for a second you'll notice the decrease despite um the library much like parks and wreck being highly affected by the increase in minimum wage so even though we have a minimum wage increase which amounts to about a 3.3% increase which I extended to um all Library Personnel in the hourly category um I took two uh prior to me joining Webster Public Library there was a full-time position um that was then split into two um we tried that for two years um and the ability for us to cover the service desks as well as the flexibility that we need for someone who does off hour and um weekend work um is has not been conducive to the part-time position so I took two part-time positions that had been previously carved out from a full-time position and um moved that into the salaried Personnel so that is one of the salaried Personnel changes that makes up for that uh rather large increase um the other is a new full-time uh librarian so um as it stands we have two full-time Librarians that serve the
children and youth services department um and we have one full-time librarian that is part of the Adult Services Department and the rest is made up from part-time staff um i' posit that um you know our primary demographic is um people who have a lot of free time so that could be caregivers um uh retirees Etc as well as young families um and that uh Gap in service is really something I'm trying to address um our programs is something we're known for at Webster in fact uh we've had double- digit increases in our um foot traffic um year-over-year uh since I've been part of the library uh and I'd like to continue that good work because um we do have a very loyal audience um so that amounts for the um increases in the salary personnel and then um the other increases there are Cola uh We've adopted the 2% Cola of the Town um and then there are three um uh people in the salari personnel as well as myself who are still receiving steps um and as a reminder the libraries precedent here is that steps are only a 1% increase uh un like the town steps um so you know it helps keep our overall figure down um although may also hurt our retention
um moving along um the equipment purchases went up about $1,000 uh we've been using that to um update our lighting um our next Capital uh equipment purchase that we will probably add try to address is our security camera system um that those prices continue to go up um and so we're trying trying to outfit that in a way that we can more effectively use our security system um our automation Capital this is what we the line we use to purchase computers um as you've heard all the other department heads say in the past two meetings uh costs for computers are going up are um that particular line has been flat for almost 10 years at $10,000 um I'd like to increase that to $155,000 to help uh get better machines uh as well as take care of our aging uh technology that's equipped with our rooms so think projectors think uh TV uh monitors that go into our study rooms that kind of thing excuse me um moving down we've got a handful of flat um line items um so the membership and notices uh this is our membership to the New York Library Association this did go up
33% um uh that's you know just something that we've got to stay plugged into um I think that um you'll find in in a slight update I've got at the revenue side that it's worth the money um but uh that did go up significantly um as a reminder or for those of you uh who are newer to our budget um we Paul and I did separate out our building rent expense which is our contractual rent in our lease as which is a a fixed cost along with escalations I think we have one or two left before before the end of the lease in 2032 um so that's the uh 4329 line building run expense and then we did separate out the building common area charges and taxes that's a variable expense so that really goes back to how much tax the landlord is playing proportional to our square footage as well as any improvements they do to the shared property um and we take a best guess at that it really depends on what's been needs repair um and that kind of thing um and of course this is I'm sorry to interrupt you but this is one of the downsides and we've talked about this at length of us being a tenant in that Plaza it's it's not ideal I was not here
when that decision was made the library actually used to be in this building many many years ago um I'm sure at the time it made sense but as the years have gone on that's um that's really a tremendous part of your budget that it would be nice to be relieved from so I know as we look towards the end of that lease it's something that you're trying to to plan for the future absolutely and I I think that uh we all recognize that absolutely yeah that's uh that's a significant increase I think about $990,000 of that as taxes that we wouldn't otherwise be paying and I and I just want to say I think I've said that at previous budget meetings but councilman kahel I'm really indebted to the work that you did prior to me coming on in terms of investigating that lease because um it helped me not reinvent the wheel but try and me some focus on how to prepare for the future um moving along um we do have uh so I think I've I've made it pretty plain I'm trying to get our library materials this is line 4530 Library materials these are the the books uh and the movies and Etc that we loan out I'm trying to get us up to comparison with our peer libraries those are the other large Suburban libraries in merrow County um they're all spending
about $100,000 we were at $100,000 when I started um this is again another downside to having having the lease uh is that our building expenditures are significantly higher than our peer libraries um but I am trying to rebuild that and that will help us uh increase our circulation um so I've been kind of slowly plotting along with a $10,000 increase each year um next one is uh natural gas that's the other big change um rg& and um the public Ser uh Public Utility Commission Public Service Commission approved the rg& rate hikes that we're all dealing with at home um we're dealing with that ourselves um so you'll see an increase in natural gas um and then and we always hope to come in under that um we did uh through a foundation um project in install new uh thermostats and new sensors that try to get a better handle on this big warehouse space um as many of you probably heard me say like this is where I did my shopping when I was a kid in school it was an old as building it wasn't built to hang out and read a book and take a class um so hopefully we can come in under that um the next line you'll notice um uh I'm estimating that our electric will be down significantly because of all the LED upgrades we've
done um that's thanks to the foundation as well as assemblyman Melo um we're down 25% year-over-year so far this year and we just finished the final phase of that project in July um we've replaced 63 four lights in the library all over to LED um and this SEC this last phase was the second largest so we should be seeing a significant rebate from rg& as well as a decrease in energy usage obviously that's competing with rg's rate hikes um but we're down pretty significantly so far so I'm I'm I'm hopeful that we will come in quite under that was that a grant that that assemblyman mangalo secured for you yes that's right yeah that's a grants and Aid um and I'm happy to say that uh assemblyman Mela and Senator Brook have committed another $30,000 to us this year wonderful thank you yeah moving on um oh we're going to employee benefits um Paul would do you want to take a stab this yeah uh I have employee benefits up about 24,000 year to year which is about 7.4% so once again it's based on history and uh the trends that we see in the future and the number of employees of course
so moving down to the revenue side um our I think I've mentioned before uh shortly after I started um we changed over our vendor for printing um and we're getting an actual accounting of how much revenue we're bringing in which we were not receiving before um I'm pleased to say that I think we'll actually exceed this $9,500 in Revenue um but again I want to be conservative and not um not shoot for the moon and and fall fall down there um s also our library card replacement fees that's been adjusted it's looks significantly up it's actually adjusted to actuals of what we're seeing um this year uh Billings for replacement and Lost Books again that's just an adjustment to actuals um interest and earnings uh thanks again for Paul uh for your help on this um we saw a significant increase in our interest both because of the rates and because of the strategy we're using to try and prepare for the end of the lease so our fund balance is up uh significantly um and so we're realizing some additional interest there for Revenue correct unclassified revenue is uh we're estimating at $600 it may go up but um because we're adding a new um amenity to the to the libraryies budget
um but it will flatten out it'll be Co a cost neutral thing so I expect that our unclassified Revenue actually be higher um but it'll end up being cost neutral um and then the only other thing um back to my comments about the Nyla increase of $250 um uh some of you may know I I am the chair of the New York State Library U association's legislative committee um and we had a really good year this year um and so our state aid is actually not going to be the 12,500 that you see printed um but $13,988 this year so um we got a we got a win there I'm sorry 13,988 thank you you're welcome so that's up about 14.8% and that would uh for just so you don't need to all do the math yourselves uh that would bring the inter fund transfer uh Revenue uh that 2.54 four million number to uh 2543 so it's it's down about uh $1,500 any questions could you just reiterate your $16,300 please I thought on the salary
line yes yeah absolutely you you you added one librarian and then one salary person you bumped up yep that's right and did you attribute that part of that to an increase in attendance so partially yes so so we have the increase in attendance and also I took um there were two part-time positions in the part-time line I combed into a full so that's part of it's beinged from the to the salar line as and then there is one FTE increase right yep so how do you track your attendance at the library we have a door counter so we've got a um like an IR camera and it can count it actually can count what it thinks is an adult or a child even um and so we track traffic in and traffic outes yeah and so we've had like I said I think it averaged 13.2% over the last year that's great in July we almost hit 20,000 which is a little shy of 2019 numbers so pre-co numbers it has nothing to do with the kids running back and forth like this right I mean they did that in 2019 too so they love that door opener let me tell you that much yeah all right thank you so much yeah thank you that's all I thank you Adam I have no questions anyone else thank you I don't have any questions we spent time in the
library together and as a new board member and you took me through a lot of this so much of it is familiar it'll be nice when we can have our own library and not have to rent the space for sure yes especially you do have a lot of you know events and stuff like that too for the kids my granddaughter just loved the library so oh we love her there too thank you thank you everyone thanks Adam and now we have two Public Works uh presentations the first will be Josh artuso with Community develop velopment I think they're going to do it together oh we're doing it together all right and Keith Mortimer our new town engineer it's the Josh and Keith show yeah all right good evening um so we're gonna like they said this is kind of we have a combined budget between Josh and I so we're going to um tag off of each
other um on areas that we each have respective jurisdiction over so the first one is Building Maintenance uh that falls underneath the engineering department you'll see that uh I'll highlight some of the the the the big increases here first one is going to be the uh Capital Improvements you'll see we're going from 20,000 to 205,000 um so just some background on that we are uh the previous uh Town engineer and uh her assistant engineer uh developed a five-year Capital Improvement program to address um maintenance and items that are on our campus between um the town court and the town hall and the police department and to that end they had come up with a total capital of somewhere in the neighborhood of um a million dollars and this includes anything from HVAC Replacements to um just things that have come to their end of their useful life whether that's the generator that's for the town uh town hall building um and uh some other items that we just know that we've
got to address here over the next uh five years uh we'll be taking a a hard look at that list um as we go into 2025 but we do know that they had identified some top priorities and we will take those on here um immediately so this $25,000 includes about um it does include about $20,000 of just general improvements so that's what we had had from last year um those are sort of the unforeseen situations um the other three items that make up this is about $40,000 to seal and stripe the town parking lot uh another $20,000 to replace the retaining wall that is behind the uh Town Hall generator and then the big item is $125,000 to upgrade the elevator in the town hall building that is um most of the components to that elevator are Obsolete and no longer uh fixable so we're going to do a a complete overhaul of that um elevator and get it um back up to not only code but also to make it a
operational the plan is to use uh appropriated fund balance to pay for these one-time expenditures uh I've appropriated $910,000 in the general townwide fund uh of which these costs including the facility assessment which Keith will talk about in a minute uh within that 910,000 and this this also helps the Town come in line with our fund balance policy uh the fund balance uh unappropriate fund balance and the general townwide fund is running a little high compared to the policy so this just helps reain it in and helps us get some things done that uh we need to have done thanks I have to say I I had an injury a few weeks ago we're making steps rather difficult um and for the first time in 15 years I took the elevator at Town Hall which I was feeling just fine about until I got a preview of the budget and saw that we were doing work on the elevator and then I was a little more concerned with taking that elevator so I we we keep it running yes you do and it's we are we are keeping it running but as I understand um um you know previous assessments by the uh you
know by Mary the town engineer and they had it had gotten to the point where it's become more and more expensive to right fix and maintain and I do remember some maintenance issues with that over the years so down for a while I understand anybody gotten stuck in there does it have to be inspected annually it is okay and it's past its inspections yep okay yep yep yep we're we're trying to I like I said I understand that we had a significant it was down for a significant amount of time um because of the inability to um get the parts for it so yeah I remember signs in the parking lot telling people that if they needed to be on the Upper Floor they had to park around the front and it was was a mess yep yep um so we're working through that um this we we've budgeted 125,000 for that elev elator um we uh are working with our service agreement uh contract um that does the the work on the elevator now these days um and actually we're looking at costs that may come in below this but we're running conservative just given where costs seem to be headed uh the other large item here to
talk about is the facility assessment so I think everyone has heard or maybe has heard about the uh the HVAC systems that we have throughout Town Hall Town Court you can literally hear it yeah yeah and there's actually um and and in my discussions uh with the rec center folks they also have some aging systems over there that need replaced so what we've identified is um so that we understand what we're dealing with is to actually um have a a mechanical engineering firm come in and do a complete assessment of our hbac systems and help develop almost um essentially I'll call it a mini master plan and an approach on how we can um keep the systems running that we have but also then replace them and upgrade them accordingly um you know for example I know that uh over in the town hall we our hbac system is a cob together um bunch of residential uh heaters furnaces and AC units and we want to
make sure that we don't disqual and start replacing those at five6 $8,000 a pop um but I want to make sure that we can do a more comprehensive maybe improved approach to how we how we do that work so these are C this is cost in there to to to assess these these systems and to give us a plan to move forward and how to spend money appropriately and I'm sure as we start to look at replacing those we're going to certainly see savings and efficiency and and uh absolutely operations of of newer units that are more appropriate didn't we do something similar to this a few years ago we had a company come in and assess a lot of our equipment and put together a plan I don't remember I'm unaware of that I think you're referring to the HVAC maintenance contract that we have with Monroe piping right um the first step I thought in that contract was them coming in and putting a full assessment together so are we doing this all over again no what they they did um basically an inventory of what existed at all of the Town facilities um they never really
took it to the next level um as was originally envisioned so having that in hand is that something we could turn over to the company that we're selecting or we select to come in so they have that information so that's a lot of due diligence that they don't have to do oh absolutely yes we would provide them with that inventory yep yeah um and then just finally one comment I'd like to make on the maintenance line here of $40,000 we would Envision that as we are addressing some of these issues that we have here whether it's the elevator or um the generator uh repair retaining wall and many other items that this actual $40,000 we would hope to either keep steady or actually see a decrease in this this line item um going forward with respect to the maintenance line and you know it is that something some monies that we could put forward word for like replacing tiles those sorts there's still broken tiles broken tiles in the entry way when
you're walking through the grout is not where it should be so you can feel the Tipping right and we absolutely can um I I do believe that probably from what I observed from underneath those floors that those tiles have been over a plank floor um and so that's a problem and so there's the the issue so I don't know if a fix if that's the actual fix right um but yeah yeah sorry to interrupt nope that's okay the town the town hall building has some unique uh construction aspects to it it sure does so all right I think that's all I had to preview on that one everything else is pretty status next section okay so this is uh the budget for the fire Marshall's office which is um under Community Development um the first line item being overtime uh that's for when the Fire
Marshall and Deputy Fire Marshall need to respond to emergencies that are occurring after hours um if there's a house fire an accident um they also respond to support the police department um in cases of hoarding situations so that's what that overtime uh is for uh the two salaries are obviously governed by the uh Union contract we did have a slight uh increase in the computer equipment and Licensing as we are going to be purchasing uh an additional computer uh so that we have Windows 11 prior to um Windows 10 uh becoming obsolete uh the capital purchase uh vehicle accessories that's actually directly related to um two line items down which is the purchase or the replacement of one of our oldest fleet vehicles um it is uh we're following the Enterprise uh multi-year plan of replacing our vehicles so this year um
we would be replacing the Fire Marshall vehicle uh which is a 2016 Ford uh with with a more modern vehicle and then the capital purchase uh vehicle accessories is basically outfitting that vehicle with the uh radio equipment antennas uh lights and Sirens that the fire Marshall's vehicle uh requires um so there is a an increase in the lease expense uh for this year it will now reflect two vehicles instead of one uh We've kept uh pretty much everything else flat uh in terms of the training and supplies we did uh up the fuel cost slightly based on um Rising fuel prices are there any questions on the uh fire Marshalls portion of the budget I just have a question on the revenue of the fire inspection fees that's kept flat between 24 and 25 yet in the part-time Personnel
there's a note about inspections are up due to the town taking on Xerox they used to have their own fire marshal and additional multif family buildings and businesses yet you're not expecting an increase in revenue for that oh that's a good point um I believe that the note is a leftover from a prior Year's budget ask okay um we have seen an increase in the number of um fees that we are excuse me that we are charging for the annual operating uh permit for certain types of businesses and establishments um but I think um we based that number on current projections which are tracking uh right about the same as this current year all right thank you that explains if it's a leftover note but we are charging zerox for inspection fees correct yes because we are now responsible for those buildings all right all right this one I can take on so um a change to this um that's not
been um that's new to the the this particular evening in budget we are pursuing our um construction inspector position which is a part-time position uh so that is the first line so that is showing that we were not anticipating it for 2025 um but we are now probably we will be putting that back in assuming we have a suitable candidate um and and hope to bring that person online um uh as soon as possible given workload I would also say that we would probably move over the Thousand for the potential for overtime as well uh the dollar values there for staff are um um are are just uh what they are as far as step increases and uh cost of living increases the uh we aren't anticipating adding any more um staff we do have a vacant position also within that line um for a GIS person we'll keep that in there for now however we uh we may forgo um filling that position in in light of another item here at a lower
level that I'll talk to um everything else on this uh section of the budget is uh fairly consistent um minor changes here and there just reflect um you know acrel um as of 2024 and projections but uh um so there'll be some ups and some downs but everything is fairly flat um the one item I'll point out before we move too far is the record management so we are um Surly trying to get ourselves to be paperless and to reduce down the amount of hard copies of plans and books and things that we have so we have identified 50,000 for scanning um that would be scanning not only um a lot of the items that are in The Sandbar uh library but also those that might be in um our archives as well um just getting these items electronic um makes retrieval of the information easier uh and more expeditious quite frankly when we're uh trying to address uh residents concerns and com uh concerns and issues that they may have and we need to pull back some historical
information about what has occurred in and around their their area that they might be talking about for anyone who has spent any time in The Sandbar Library they would realize that that's a very good expens of funds is that for outsourcing scanning or buying scanning equipment like an engineering size scanner yeah for outsourcing we would Outsource that um I mean we've started doing a little bit of um uh uh assessment or or looking into this um we realized that we can probably scan um somewhere in the neighborhood of 50,000 sheets of 8 half by 11 paper for $3,200 so if you want to think about that it's a a standard sized bookcase full of binders and Swip reports and Engineering reports so um and we just don't have the equipment nor the manpower to do that internally um and the these folks that do this on the regular have the uh ability to um uh quality control um and then
deliver these items back to us electronically um our idea is is that most of these items that once they're scanned we no longer will keep the hard copies that we'll just maintain them electronically um and then finally the other large item um go down to 4332 GIS Engineering Services so we have um we this is a a little bit of a um a concern that has arisen um as I mentioned our GIS person our position is vacant that person uh resigned about a month into the job um not quite sure what what their concerns were but um they they certainly they did not last um we've also had some previous experiences with trying to get our GIS system updated and and assets completely documented and accurate and um we think the best approach here is to step back and have um a consultant um a firm come in that does GIS that can come in and
get ourselves up to a solid base with our assets um in the system itself um I we're guessing it's it's a $100,000 Endeavor but we're un unsure at this point um the other aspect of this is we just went through our EPA an EPA audit EPA DEC and there are going to be subsequent requirements um as being an ms4 um uh Town um where our mapping has to be more and more accurate and more and more complete or or thorough um in what we're maintaining so uh it's challenging to um hire the right candidate to probably take us to the level we need to take our system to at this point um we reached out we did advertise for this position and we got a fair number of candidates or potential candidates but most of them came in with um either very little education a class
or two in GIS and no experience or some ad hoc experience meshed with some education but nothing of nothing robust enough to get us to where we need to go so we're going to try to take a different approach with this and and and um in 2025 really get our get our GIS database up to um up to Snuff and and something that we can then work with and maintain going forward there's a substantial increase in the inspection and Engineering fees Revenue um I believe it was at the toward the end of uh 2023 Coca-Cola Fair life paid us I think it was $1.3 Million uh as a fee uh at the start of the construction project project uh that revenue is being recognized uh over about a 2-year period and about $4,000 of that's going to fall into 2025 we did not budget for it in
2024 building okay for the building department uh there really hasn't been much change in terms of personnel uh still holding the same uh employee count from 2024 uh you will notice that there's a slight increase again in the computer equipment and Licensing line again that's associated with our um computer upgrades so that we are in a good position when Windows 10 is no longer supported by Our IT department um the other notable increase that you'll see is in the to town code compliance line um so we've really we've upped that quite a bit for next year as we've been taking a more aggressive approach to uh remedying code violations these are things that uh either vacant homes vacant properties that are not being uh kept up uh we do have a vendor that we authorize to go uh cut the grass or do uh cleanups of properties and then
an invoice is uh sent out to the owner of record uh from our finance department if they do not pay uh that money then goes onto a tax lean so it's it's needs to be recognized in the budget budget as an expense But ultimately um the town does recoup its money over time in this line um everything else uh pretty much remains uh flat from last or this current year um so if there's no questions or comments on building I'll just go right into the the zone board of appeals again these are the stiens that are given to each of the zoning board members for their attendance at the meetings uh 50% of the recording secretary salary is funded uh in this part of the budget the other 50% being under the planning board and then of course um the deputy Town attorney to the board um is also
accounted for in here um the town attorney to the board uh I think that's when additional outside potential Assistance or additional legal um support is needed but correct I think we've we've eliminated that for for next year um as the town will be selecting a uh a firm moving forward um so we're not in anticipating the need for additional legal support above and beyond what's currently being provided yeah the attorney costs may end up switching from salaries to a contractual uh fee which will be paid to the law firm but right and I we see how it shakes out I just want to remind everyone that we're looking at that because of um our current Town attorney Jessie's expected retirement at the end of the year I correct um on the revenue side of things we've slightly reduced uh the zoning fees based on current projections
history and then going into the planning board it's much like the zoning board um the compensation for the board members uh the other 50% of the recording secretary salary um and again the attorney that assists that board uh We've kept we have upped a little bit of mileage uh as we've noticed that members are um more regularly claiming uh reimbursement mileage for their site visits um slight increase for the signage and those are for the um the property under review signs that you see for Pro projects that are going before any of the boards um another notable expense in this portion of the budget is the um master plan expense so that is uh the anticipated cost for the comprehensive Plan update that the town is going to Embark upon um however that will be offset with um the $100,000 grant that we were awarded from New York State um however we do have to show um the the
master plan expense um followed by the revenue to help offset that right the employ benefits I have uh up about uh 33,000 year to year or about 8.7% uh on the revenue side there is some uh sales tax revenue get that gets charged to this fund uh 12% of the overall Mundo County C tax revenues here I've got it at 84,000 and I've increased interest earnings to 45,000 up from 20 the previous year as uh the rates have been good you still think the 45 is relatively conservative so it's a safe number to put in overall revenues up about 24,000 other revenues great so this particular fund I actually have the amount to be raised by taxes coming down to zero and I've done that with uh sales tax revenue and the use of appropriated fund
balance uh zeroing it out along with zeroing out the highway Part Town Fund allows us to allocate sales tax revenue to the general townwide fund which helps uh offset some of the debt service costs related to the highway building project you'll hear a little more about that when Pat Uh gives you this highway budget presentation in a few minutes very good thank you does anyone have any other questions for Josh and Keith thank just going back to the gis with the with the gis Services when you talk about GIS assets and ms4 town mapping what does that entail what what G describe to me what gets mapped from a GIS perspective sure so anything that is um what they call uh an outfall so anything so the uh the uh if you have a pond that where the the water outfalls from that pond has to be mapped we have to map location elevations um we would be part of this would also be um us establishing or
reconfirming our um manhole information um that's all the ms4 stuff well that's or or it would be all the town stuff but the mapping for the count for the for uh the for for ms4 I know outfalls is one of the big ones that we have to be a part of mhm I could get you the other information as well I don't have it off the top okay that would be great y great and I'll just add that there are areas of town where we're completely missing information Al together uh the locations of storm water pipes and grates and things of that nature so I'm I'm assuming that that would also filling in the gaps in parts of town where we simply have no information at all okay this has been an ongoing issue for almost as long as I've been on the board and trying to complete this GIS information I know that somewhere a long time ago I think we had contracted with perhaps one of the engineering firms in town to do some part-time work on getting this up to date is that do you remember that Josh I've heard of that um that was before my time but yes I my understanding is there's been a couple
efforts I know a couple summers ago we utilized our and the arrow unit that our department purchased yes um so we have been making progress over time but I think this will allow us to really take a big step forward right all right I think we've been working on it but because it's been so peacemeal that we really haven't made the progress that we had hoped for and I think with a dedicated effort hopefully we can bring everything up to speed yeah and and I the the what we're finding I I I know I'll speak for both Josh and I what we find is a there is a a big interest by the community um to have access to a public facing right GIS um to so we are we've been reluctant we have a draft version of that sort of sitting back but we have been reluctant to release it um for fear that some of the information is not accurate sure um you know we've so and the there's just becoming a a bigger and bigger demand for this information to be available so uh we really do we need to kind of step back before we step forward and then really
take a a solid step forward with getting this our database up to date and up to like I said up to Snuff so that we can kind of put this step behind us and then bring someone on eventually to help us maintain it um as well as for the uh for Josh's group um in the planning side to be able to use it as an actual research and and an analysis tool thank you going forward sounds good no other questions thank you Josh and Keith thank you Josh and Keith yes and we are five minutes ahead of schedule Pat next up we have the highway department Pat Stevens is our Highway superintendent so Pat and Paul take it away perfect good evening the highway department good to see everybody again all right we can jump right into it I I wanted to jump on the gis thing but I'll hit that when we get to drainage because it it does kind of
overlap and there's a few additional things that the EPA is asking for there's a new general permit this year that the dec put out it was effective January 1st and they have an entire schedule for the next three years to become compliant with that new permit and there are some more stringent things one of them is the mapping uh we have a great base of that but there's some specifics I'll touch on that when we get to drainage because there's some adjustments and I also don't want to talk a whole bunch about stuff that's not in my budget so okay um so we'll get right into it uh the the general fund uh townwide first section um I'm I'm going to kind of move things and try to hit on some of the the highlights some of the things that might have changed a little bit uh give a general overview if there's any specific lines in there that anybody has any questions about please interrupt as I'm going uh because there's a lot of stuff here so I don't want to uh miss anything that anybody's interested in so please just uh interrupt me anytime not not a problem um so the first sections there are salaries uh mine and our White Collar staff those are per the the current contracts uh there was there's new white collar contracts in place that that dictate those adjustments uh and then as well as the nonunion uh salary schedule that was put together this past year in voted on um
that reflects what's happening there if there are increases these are all Merit increases are not guaranteed but we do budget for them uh then it gets into compensation uh over time things of that nature there's minor increases again based on those budgets the the cola adjustments and things of that nature is what you see for increases there uh Capital Improvements the building we took that down just a touch because I'm really hoping that uh with the new facility coming online uh our operating budget for the buildings is going to go down significantly because there will not be as many uh items in disrepair that need to be addressed so we took it down a little bit this year but hopefully it goes down a lot uh in years to come uh very soon uh security monitoring uh training cleaning things of that nature down through there uh just been generally increased to factor in material cost and labor um through those sections uh some minor adjustments on the uh utilities front the natural gas we had uh seen a slight um uh underutilization of that line so we we dropped it down slightly to reflect uh the past year um so in general that section is has moved up slightly uh in relation to salaries and
and general progression y so then we hop right over um get into Street lighting and signals um the there's the street lighting districts uh that that do exist that are paid for uh generally the increases here are are due to material and labor uh we do Outsource um the road striping which is the biggest line in there um actually to the county the county has their own program that does that currently and we've seen those costs go up significantly in the last few years and they've attributed that to literally the cost of paint and then the same labor increases that we see uh with our staff so that's that's the majority of the the increase there um on to off-road drainage this is a small portion of our drainage uh program uh that has to do with with certain pipes and conveyances along um along the roadways but outside of them uh it's it's a very small portion of our drainage program we are lucky enough to have the dedicated drainage fund where we do most of our drainage projects out of so this is a small portion of uh items and those have just been adjusted to uh reflect what are currently seeing as some as the the general labor increases and minor um due increases and
things of that nature for our relationship with the Monro County storm water Coalition uh that jumps us right into the highway town fund uh which is one of the more active and complex funds that we have it contains our one of our largest item which is equipment um so there's some general increase for employee compensation again in alignment with the the contractual um situations that have been negotiated and put in place that's the labor um then it gets into uh purchases for chips equipment um last year we had opted to not have any of the chips funding uh the chips funding is the funding that comes from the state to us in various different pots for different improvements that we do it's it's become relatively significant um it's it's between uh2 and $400,000 a year that comes out of that program uh it's a great program we we we uh spend some time trying to talk to our local uh politicians and go into alany and stuff to make sure that fund goes on it's a it's a big factor what we do um this is a new account uh we decided to be smart to isolate the chips equipment rather than mix it in with all the other equipment we're buying makes it a little simpler to track against the revenue
that we're budgeting correct it's a little cleaner uh previous to this line if if we wanted to spend chips money uh for equipment it would come out of the equipment line so it was difficult to line up the revenue lines now there's a a chips line that shows the income from the state as a revenue line uh that matches the chips equipment expense line so it can be uh better defined that that amount of chips money is for equipment uh in this section uh then the the big item the uh purchases of equipment um in there we have uh the tandem dump trucks uh I believe there's one in there currently um we are looking at purchasing a vac truck uh this year uh similar to what the sewer department uses um it is become more and more apparent that uh with all the utilities and our right away and we go to do a repair Hydro Excavation is almost always needed we're doing it on a regular basis to avoid uh tele uh fiber Communications various gas lines uh when you go in these rways now and you call in the Dig Safe ticket through 811 the RightWay is full it's becoming more and more full with green light fiber uh all of these types of things in the RightWay so we find this
is a very effective way to do it um it'll also allow us to uh take a more aggressive approach to our catch catch Basin uh maintenance and cleaning uh it works it's very very efficient in doing that so we'll be able to hit more of our catch basins on an annual basis to clean those out which will um improve the the longevity of those that infrastructure as well as our water quality which is a big part for the ms4 uh program uh to do that so uh it also comes on the tail of currently we use two pieces of equipment to do the same operation we use utilize our sweepers our Tenco sweepers as a vac uh because there's an option to do that and then we have a separate water truck that goes along and does the jetting uh the vac truck allows you to both Jet and Vac at the same time with one unit so with with the water truck that we have uh reaching the end of its useful life uh it didn't make sense to us to spend a substantial amount of money to get another truck that just hauls water when we could use uh the combination of the two uh it is a very big ticket item but I think the utilization will actually be excellent and it'll allow us to improve some of the services we already we already do um along with that uh our sign maintenance truck that we use to uh do traffic control also needs to be replaced um and we do have a older
mechanical sweeper that's due to be replaced so there's there's four or five pretty large items in there um truck purchasing continues to be the biggest challenge in all of this a lot of these other items I talked about you can order and get the trucks still have a multitude of issues um we just became aware of the potential piece of legislation recently that came out with uh some of the clean energy initiatives that could uh impact us even more I don't have enough information right now to fully brief the board but it might be something we're coming in front of uh with with obligations of dealers to um have a certain amount of EV style Vehicles which unfortunately with the work we do don't exist uh they they don't currently have a product on the market that can plow snow and and do the duration that we need uh that we can purchase um and there's uh um some legislation that we've been presented to us that indicates some of the trucks that we currently buy may come through with titles that say they can't be registered in New York another fine example of legislation getting in front of reality unfortunately in our case very directly right it's not it's not a lack of a want to to participate in an initiative sure it's the physical impossibility right which is a really a much different situation so uh we'll probably be back to discuss certain
parts of that um in the up upcoming season I'm I'm a little confused if I could interrupt I'm sorry um under in the detail you have the vector truck or sweeper at 350 but then note the VOR flush truck costs 475 so if you go to the root of the 475 flush truck you'll still be purchasing the 350 sweeper no um that's kind of a complicated situation um there was a couple there is a couple of options I'm still working on um we we have the opportunity to potentially utilized a used vac truck um I know there are some around okay uh but it's whether or not uh we we could facilitate something like that of taking one that's slightly used to be dramatically less if we go with the full sweep the uh full vac truck which is the 475 uh we would utilize the chips equipment line as well as the 350 for the sweeper and the sweeper would move to a different year if we're not able to facilitate uh um that would be if we got the used vac truck so if we got the used vac truck at say 75 or $100,000 then we could also get the sweeper okay before you buy a used back truck make sure you talk with everyone down at the sewer department and don't
buy the same model as the one they had that we've put so much money into we finally got it right but we don't want to go through that discuss that further yeah yes hopefully that's not the one that's up for sale no it's not so is a little that that is a little bit complex like there I'm GR glad you asked about it if if we do have to purchase a brand new vac truck then we wouldn't do the sweeper the net would be the same to get to the 475 with the 350 thanks yeah um yep so that's a little complicated um moving down through another big item in that section is equipment repair and maintenance um we've increased that a little bit because we used it up last year um I've spoke a lot here about our desire to bring the average age of our Fleet down by continuing to purchase aggressively um as aggressive as possible and we have continued to do that but we haven't yet see the fruit uh we still have trucks that are 20 years old in the fleet we have our oldest one is 22 we still have another one that's 20 so we we haven't quite tipped the scales on that I had an interesting conversation this week with uh another Township in Monroe County asking me what the average ages of our our truck was um so I hadn't done the math in a while so I rid it uh we're pretty close to 11 years as an average age um and he had indicated that there's a couple of towns smaller than us who
were actually currently achieving like a 7 and 1 half year uh average they've really gotten it down you know my target is once we get to 15 we'll be in a lot better shape if we could get to 10 someday that would be amazing I think that would really drive this number to almost cut it in half this maintenance of 468,000 um so it's definitely something that other townships are working toward doing and I think on a smaller scale able to do it faster than we are um the town that I talked to was Gates so they they they their average is older than ours still but they're they're trying to make moves and everybody's sort of looking at what everyone else is doing to try to see if they're being unreasonable or not about the the goals I I think that your our employees do far too good a job at maintaining these vehicles because you would never guess how old they are by how they look they just really do their their best to keep them in shape yep it is it is a huge effort they take a lot of pride in that they do a fantastic job with it so uh yeah it's hard to spot the 20-y old truck the 22y old truck which is pretty great uh and it does help us when we we go to um resell those trucks they do very well um it it's yeah it's great to see their work coming foru where people will go to an auction and ask where our equipment is they want to go look at it although like anything
else you do get to the point where no matter how well maintained it is a 20-year-old truck just doesn't have the resale value that a 12-year-old truck would have yep uh you know it's not all miles we have some of these trucks that get up to like 15,000 engine hours and things of that nature it really there's not only so much you can do before a major repair is needed and we're still having too many of those larger 10 $20,000 repairs that are just end of life of some of the components um correct um so those are the big items in that section that uh kind of contribute to the the increases there um hop over to the the revenue section that goes along with this fund um in general we've we've kept these uh in line uh except for the chips line I I talked about the chips line um for equipment and the adjustment of that this year we adopted to have more money on it and like I said that's the line that'll lines with the chip expense up above so you see that we're taking the the funds that we given and then it's being spent in that line it's a more direct coalation between what's coming in and what's going out that that's how that's covered the rest of the stuff we try to be as conservative as as possible uh we're still having good success with our partnership with the county um but
the work does uh vary year to year uh quite a lot so there's a couple of those that we made some adjustments um I think the the one line maybe for the rental or no it was one of these is for Parks uh we we had a big uptick for Monroe County Parks through a different IMA the one or two years uh I believe that was primarily arpa funds so that has slowed way down so we've made those adjustments to make sure that we don't have unrealistic revenues in here um that is that's another great partnership where we get to do work in Webster Park and things like that uh that benefit our residents and and generate some revenue for the taxpayers um but we we try to be as conservative as possible in this section best to be conservative yeah I've also included a $500,000 transfer from the highway Park toown fund which compensates the highway tode fund the use of their equipment on jobs uh it's just something we've been doing for a few years now yeah that that's a interesting situation Paul's been asking me for some real-time data to track if that's appropriate and I was able to put some together this year with the number of hours of of what's used on on different things and and basically what it comes down is to is a a very high percentage of the equipment hours what the
equipment is uh working on is actually in the the other fund that that receives it and all 100 100% of the equipment expense is in this fund so that transfer uh when you're only doing 20% of the expense in the OR of the work uh in the account that receives 100% of the cost uh there's definitely an imbalance that that uh transfer is very very Justified situ I think Paul isn't that something you instituted when you first came on board pardon isn't that isn't that something that you had looked into and instituted when you first came on board looking at the discrepancy those two funds yes yeah yeah I checked New York State Office of the State Controller and uh they felt it was justified yeah hopefully at some point we'll have a little firmer documentation but Pat's working out yeah we're we're starting we think the 500,000 is pretty darn close if not conservative correct yep next section is benefits we have a small uh serial bond that we're paying on some uh we actually took a bond out for some uh equipment that was purchased a few years ago so it's very short term it uh matures in 2027 so couple years to go on that
one uh I actually budgeted employee benefits completely flat year to year uh just based on actual history uh what's in the budget is is sufficient so okay that BR to the part toown part town um so there's a couple of key things in here that have been uh adjusted you will see the the the same tracking of employee compensation there's there's large um parts of the employee effort in here sick and vacation time uh fuel we feel that we've generally caught up with uh we basically track that with the industry it's been significant increases in the last few years but uh last couple years it's been a lot more stable um the lines I'm talking about were we've made an adjustment are the general repairs material uh which are General Road repairs uh one of the big ones so it's our preventative maintenance program which is the chip Seal program um that is increasing so we're we're essentially there's nothing changing about the total amount in the fund we're changing where it is and what drives that is that guidance came out about the chips program earlier in this year
further defining what the chips funding could be used for um and they put a life cycle um aspect to it saying any any treatment that you're paying for uh you can't pay for even if the treatment lasts longer you can't pay for it for 10 years or any less than 10 years so if if we do work on a road and we use chips funding they're saying that you can't use chips funding on that road the name of that road again for 10 years and our chips program is currently at an 8-year cycle and we were primarily paying for the chip Seal program this is going to get confusing because it's the chip Seal program uh otherwise known as oil and stone uh with the chips funding uh and so if we want to stay on an eight-year cycle based on that guidance that came out we can't continue to use that funding so what we did was we shifted so that we will pay for the permanent repairs with the chips funding so our capital projects our gutters our Paving that types of stuff we will utilize the chips funding for that because we don't do that treatment on our roads every 10 years we do it it's a lot longer than that when you would go and that allows us to use the the same amount of tax um
revenue and and funding to fund their chip Seal program our oil and Stone program instead of um the chips money funding that program so it's a little complicated I feel like I'm not explaining it uh super super great but you'll see that line that changed by about $250,000 and then you'll see the road material chips uh that that's the 250 that's being shifted from the road material Capital Improvements line which was 255 and now it's 60 so we're just switching how we pay for these things that's that's the something that we would have paid for with the permanent improvements through the budget it it's we're just switching it up yep that's all it is is a shift it it looks like a big change in these lines but it's a shift of what money funds what to match the guidance and the legislation that has come out about how often you can utilize the chips funding on the roadways thank you uh yeah it's a little complicated uh other services have uh remained uh relatively the same amount of effort needed in there uh fall leaf pickup uh we're showing a slight decrease there and that is primarily in our um tree removal and grinding front
we've been able to establish a uh beneficial relationship with a local company that will utilize any of the excess um materials that we have and they will they give us a A reduced rate for grinding it so when we collect all the leaves in the fall which is what this effort does bring them back to our yard uh stack them they start to compost then we have to put them through a very large grinder to get them to really start to decompose and turn into the uh the compost that were able to offer back to the residents uh that effort was starting to get up uh in the 3040 $50,000 range uh by working with this company um they will take some of the material that that's raw in exchange for those services so we've driven it back down to between 10 and 20,000 uh for that effort which allows us to capture a little bit of a savings in in an area where there very labor intensive and we know that labor is goes up uh every year regularly um um so we were able to make some gains there and drop that down ever so slightly uh snow and ice uh pretty consistent um the the inter Municipal contracts we have with the state and County to provide snow and ice on their roads have made some adjustments in the last few years uh to give us some
increases um I have we haven't seen those come in yet so we're not banking on them in a big way um we we keep this line in line we we' have had some light Winters the last few years I don't know if uh there's going to be adjustments made for that but when it comes to budgeting we can't take big adjustments even if it was a light year the year before because it's so inconsistent and if we end up in a year uh that isn't light or becomes heavier than average um we we kind of need to remain in the same position there to be able to handle that it's it's not an optional uh service where we can cut it off uh if it snows too much so that's why that one um increases uh along the same lines for labor basically is the is the big change there services for other governments um we're we're doing a similar amount of that uh year-over-year the big one there is the county road work uh we have seen that a healthy amount of that continue uh this year we're able to work with them on Lake Road a small portion of Clem um and and it and it worked pretty well it's it's improving those roads and it's good to be able to do work for them and generate Revenue in the town employee benefits I've got budgeted
uh pretty flat year to year only up about 1% overall 1.2% on the revenue side uh we do budget sales tax revenue in the highway Park to fund I dropped it by $84,000 that Revenue actually shifted over to the general townwide fond uh which helps pay for The Debt Service on on the highway building project which is greatly appreciated it's good to be able to utilize some of those funds from that um to help offset that y it's coming along awesome down there uh then you see the transfer and funds right that's the one we were talking about this is where it comes from correct um so that's the transfer we talked about earlier uh then we hop right into the drainage District I believe yeah um so this is a a fund this is the primary fund for our drainage efforts um and it's still is the area where we have the longest waiting list the most items that come in it it dominates uh our resident complaint section uh at the town uh you which is it's not a good thing in any
other sense than it's not potholes so it's not roadway complaints that come in first uh we have a lot of drainage issues and it's not really related to the roadways it's back backyards drainage conveyances um even with the efforts we've made for ashtree removal there's a lot of trees falling in creeks and things of that nature we're we're out on a lot more calls with this um so it needs continued uh increased funding uh we were able to do some of that this year um and this is the one that is funded by the uh drainage fee uh that comes up and we've been in here quite a few times talking to the board about uh we started with the residential uh right sizing of the drainage District which added 4,000 homes uh into the 11,000 or 12,000 that were there which helps distribute the cost against all of our residents because it is for common drainage features and this past year we were able to uh reassess and define the commercial uh property portion of this uh we we put together the demographic for how the the fee would be done uh went through a large GIS effort to uh map all 400 uh proper properties that were actively commercial um and assess the the correct fee across those which significantly increased the amount of
units you see there at the beginning the Consolidated special drainage District the number of units is 20,000 now yes whereas last year I think we were at about 15,000 something yeah exactly substantially so it speaks a little bit to the lack of capture uh we had been implementing that on new properties that had come through uh but hadn't assessed it across all the properties across town so even with this increase uh we should be able to have a slight reduction in that fee on on people's bills as far as the the amount for the unit um so again uh should have a very beneficial effect in giving us more ability to get out there and do more drainage maintenance work on ponds and and waterways uh that will improve the situation there and slightly reduce uh the typical household fee which is one unit uh from what it was last year yeah I expect the rate to actually drop a dollar or two year to year because there's so many more units and this is a section that this is our Department's arm of the ms4 program we talked about the gis um they wanted to they need to identify a lot of stuff
uh it's definitely going to become a part of the maintenance we do to start tracking that stuff a little bit better but the gis stuff that's specifically looked for there's there's some interesting things like interconnections they want us to map every place that another municipality or Township where their drainage crosses into our Township uh that's a big point of contention to understand if basically you're outside of your responsibilities waters are contributing to poor water quality and what you're doing and the first step is to know where they are map them so you can look at them in a storm that was a little interesting and it's going to be a big effort to go find those locations um the outfalls that they talked about what we've found is that we have a lot of ends of pipes marked but not all of them discharged to a water body of the state and they only care about the ones that actually go into a stream or Wetland or something like that so we have to go back and kind of differentiate between which pipes come out of a pond and go directly into a stream and which ones go into a conance and then where that conance hits the stream is the actual outfall point so there's kind of a lot of refinement of the base that we have in there that they're looking for um and then after that there it it rolls into the public Outreach portion where they want the public to be able to understand what the
infrastructure is we have what the what is the importance of the ponds that's another one locating the ponds we track commercial ponds and require them to do annual inspections and maintenance um but they want those locations mapped these are privately owned ponds so it's not something we currently have on the maps but they would prefer to know where all the privately owned ponds that we're sort of dictating the the inspections on are so thing things of that nature and and it it is a fairly robust effort especially in the field and when we talk about staff and utilizing staff some of what Keith was talking about with the Outsourcing we hope it's it's more like a one-time effort a big push to get it in place and then we can maintain with the staff we have to add full-time employees that you want to keep for a duration to do something that should be one big lift is isn't the right strategy right you you want to if it's not something that you need that effort on long term you don't want to take on that large expense of having full-time employees that um aren't necessarily being fully utilized so I think that was that's part of the driving Factor behind some of the approach to getting these things done it is a very big lift but hopefully once that specific effort is done the maintenance of it can be much more easily handled um maybe by some of the candidates that he described so
any questions how's the project coming along really good really really exciting uh we're we're pouring floors there's drywall in the building I actually saw them hanging a couple of lights today drop ceiling they're getting really close so it's it's it's still tracking for an early delivery before the end of the year originally in in April um it's really cool to start to see some of the rooms take space uh take shape uh we're able to walk some of uh you know the staff through and and you can really start to feel what the spaces are going to be like um so I I think there's a lot of uh a lot of genuine excitement about it so we're we're we're in good shape um as it goes with that still trying to make sure we we keep everything sharp and we're getting into some of the details now we have to talk about furniture and uh you know getting internet turned on and and uh we talked about the electrical service and the gas services this week so getting down to some of the stuff where they're really going to start to fire it up and it's going to start to look like a place that that we can work which is very very exciting so it it's all going really well hopefully we we stay on that path and um going to be exciting I'm excited to come down and see it yeah yeah anytime I know I missed John he stopped
by one day and and took a look I didn't get a chance to walk through it with you but yeah anytime anyone stop I'll make an appointment with you I won't take a chance that's might have better success and and any project that's coming in earlier than anticipated and under budget is always a wonderful thing yeah we're we're working toward it we got a really good team down there and uh you know my staff has worked really hard on it everybody's just as particular with what we're doing in this and and has a thought for cost just like they do with the trucks you know they kind of approach it the same way so it's it's great to see them uh being able to have input and uh and bring this thing home uh in the most cost effective way possible thank you thank you Pat I don't have any questions but I want to commend you on your thoughtful approach to budgeting you're very cost conscious in what you're doing in looking at bringing the the age of the vehicles down the the way you're thinking about New Capital purchases and two for one with the with the pump truck versus Jet and sweeper um and your creative problem solving around um keeping the cost of tree removal Low by working with um um you know vendor partner um and I think
it's great that you're thinking out of the box to um keep your department affordable thank you for that thank you very nice work he's a pretty good numbers guy yes he is he's a good numbers guy he is it's a huge compliment coming from this guy he does the big one I know best fantastic and Paul do we have any other wrapup messages as we end our uh Workshop budget presentation yeah uh well that wraps up our uh budget workshops I think the uh next action on the budget will be on September 5th um if there are any changes they will be incorporated for that particular board meeting and uh the board will pass a resolution to adopt the Tanda budget which makes it the preliminary budget which will be subject to a public hearing which as of right now is scheduled for October 17th so I think uh we have the budget pretty well set though at this point uh I was able to do the actual tax cap calculation just two days ago and we're under by about $5,000
so everything's looking pretty good good very nice that's great thank you very much that's wonderful considering where it started it was a rough year yeah nice work thanks yes thank you that concludes the uh budget Workshop portion of our meeting and we're going to roll into a regular Workshop agenda and we have one item it is the discussion and presentation on amending the ridge Commons Progressive development District the PDD and I think we've got Josh here to present that to us hi Charlie hello welcome wait a minute weren't you supposed to be here you're supposed to be yes I was but I commuted today wasn't and I'm
take us just a moment to get this set up we all set I believe we are are you Mr Fox nope you're not good evening I'm Mike montalto with costage engineering got it uh with with me this evening is Charlie Fox welcome uh we're here this evening uh to discuss uh Amendment of the plan development District approval for uh the properties at 985 987 991 and 1031 or 1013 Ridge Road all pretty much directly across from the town hall uh a little history in 2019 we had gone through the process with the the town and town board uh for establishing a plan development district
for the properties um which primarily allowed for a uh senior housing component as part of a residential use it also Incorporated a uh storage use as part of the commercial um the underlying zoning you know in in the area was medium intensity commercial the property also had uh portions of it that were Med medium high density residential that PDD was established in December of 2019 and we had a little uh hiccup I believe a thing called Co which kind of changed the markets uh the folks who were on you know who were discussing U developing a portion of the project for the senior housing went away the storage use uh backed out of their contract as well I believe that ended up down the road a little bit to the uh to the east the fox family has been actively marketing the you know the property over the years um and as a result of some
recent uh action on the property we're looking to kind of amend I guess the the discussion of the multifam residential to take away the uh Elder Care portion of it and not necessarily take that away but to add the flexibility of other residential uses um so that the residential component would include you know could include adult housing Hotel regular multifam or uh what is called Workforce housing there is a entity who uh is looking to purchase a portion of the property from the Fox Family there's particularly interested in the workforce housing component the workforce housing component uh what is Workforce housing sir pardon what is Workforce that's that's where I'm going that's where I'm going with that right now all right the workforce uh housing component is a more affordable housing type that is targeted at folks that have roughly 60% uh of what the average uh the median Town
income would be in this case I believe the Research indicates that the medium uh income in Webster is approximately $997,000 a year so it's it targets or allows folks who are roughly you know making about $60,000 a year or whatever to be able to uh purchase you know purchase housing rather than uh only just uh rent so it provides a ability to have increased housing types within within the town um and it primarily from a national standpoint it tends to Target you know folks who are younger in their careers potentially folks who are in education some Public Service folks or whatever who you know their incomes aren't as high but they're we're not talking about that this is uh you know subsidized housing or whatever for for low income this is based at uh medium income you know folks and allowing uh or providing opportunities for them to purchase you know purchase housing you know folks who are making rough pardon and and it could it could be rental as well I was just I was just going to ask that question whether it
was ownership or or rental I don't know the answer to that that's that's a a big thing to consider pardon that would be a big thing to consider in this sorry we can we certainly bring that you know that back to the folks who were looking at uh you know at the property or whatever um but you know the so from a general standpoint whether it be rental or you know rather than it being full market value or whatever you know it's targeting a you know a a folks who have a little bit lower than you know the the average income level but it's not you know um you know it's not section8 housing no I get it so that's that kind of in a in a nutshell is what the intent is is uh you know we're looking at the other uses or the other uh descriptions of multifam and you know residential type uses you
know uh from a marketability standpoint and to allow the fox family to you know have opportunities potential for development you know with with other folks as well not just to amend the PDD for you know only the workforce housing but to provide an opportunity to market the Ral residential component to you know a larger market so there are several proposed buildings and and pieces to this property um proposed building seven proposed building five to where are you talking talking for the workforce housing the workforce housing so that would be in proposed building seven yeah there has not been a new layout okay you know done for uh the workforce housing but that was the area that was previously uh contemplated for The Elder Care portion and that is the area that's under consideration for uh the workforce housing how many stories is that building pardon how many stories is that
building the one that the one that was on the concept plan yes I believe that was a two-story building again that was a conceptual layout you know there there was none of this progressed the full site plan it was a it was a you know a Amendment of the zoning District to allow you know for folks for folks to then you know it would have to go through all the normal Planning and Zoning stuff you know the the the purpose primarily was to identify uses that folks you know could bring to the property without having to go through special use permits or you know spot zoning or any the rest of it so uh you know if it were to if it were to be reone you know if the PDD was to be amended then you know the workforce housing or any other multifam component would have to go through the you know planning board portion as well the the overall plan from 2019 has not been you know amended to to depict you know layout of of you know how that housing may happen is the thought of this that just that one proposed building seven would be where that housing or rental units that is the
portion of the property that that uh the fox family is is in negotiations with somebody for yes so that's so that's the main reason for coming and requesting a possible Amendment to the PDD is that parcel alone or is are there other things that are being well currently today it is it's four Parcels that has not been a that has not been subdivided per the lots that are on the that are depicted on the uh the PDD map so the intent it would be to amend the PDD map and it would then if you look at the chart it would you know where it said elder care or whatever and it identified lot s the use would get amended in that area to say you know the workforce housing or whatever so yes the intent would be that the amendment to the PDD would apply to that Port you know that lot or that portion of the landholdings that the for the fox family but if the PDD was amended is would it not be possible for proposed building six five and three in addition to seven to become that kind type of housing because in in
theory the PDD would not be specific to one left right no because the the the chart that the chart that's included in the in in the you and I'll let Town attorney can probably comment as well but my understanding is the map and then the the chart that was provided or whatever ends up becoming the underlying zoning so unless we were to turn around on that chart and say you know you know if you look at you know the chart it said hey you know lot one RB would be retail lot one restaurant re you know Etc so when you get to lot r3dd where it previously said multif family Elder Care you know unless unless we change this um table to have the the workforce housing under all of under all of those lots my interpretation of the amendment would be that the workforce housing would only be allowed on the portion that we're showing as lot r3d okay me to respond yes yes okay first of all I I I think it would be well eventually maybe sooner rather than later we should see the original
resolution that created the PDD because I don't know what it said I don't know what the standards were um if it was done in 2019 I was here perhaps uh uh Council councilwoman cataly was here and uh I don't know who else would have been here in 2019 most of us most of the people here were not number one number two that would set the um set the standards for what this particular PDD was intended for that's number one number two um the purpose of PDD uh was mainly commercial although it was in our in our code book it does expand expanded to residential and I'm going to specifically say uh for the record so when there's future reference made that we're talking uh three uh section A3 and that does specifically talk about residential in the pbd but it makes a reference to mostly senior citizens so that doesn't mean there that would be limited only to senior citizens but it may u it certainly gives a very strong
weight to senior citizen housing um I'm not so sure that um well let's put it this way the town Board of course has the ultimate uh authority to make a change to amend there there's no compulsion on the part of the Town board to make any changes but again it would I'd like to see what the original resolution is uh before we perhaps go any further I mean it's good to know what the concept is for this property or what the intent is but yeah we we do have copies of that that we can okay distribute to the board um I think it it took place very late in 2019 I think it was an initial meeting in November and then a public hearing and vote at the very end of December it was a different applicant though correct no it was the same applicant same applicant okay but a different plan uh my understanding is it was for the plan that that was provided it's for the it's for this this plan plan has not been amended this is the plan that the this is the same plan that got approved at
the time okay so this plan was was agreed this is this is the approved plan from 2019 okay all right so all right thank you for that now let's go back to this particular section seven right the multif family because the rest of it the rest of it is all medium commercial the that particular lot appears to be mhr yes so that's different zoning the majority of it is mhr correct different zoning District all right and the majority of what the parcel we're talking about I think SE where the building seven is going there's a portion that's in the MC but the majority of it's in the mhr would that normally make a difference oh here's the line right here show right between right right goes right between it okay I gotta Okay so we've got the PDD which covers the whole area and would cover both of those um with that I guess would that make a difference Josh in terms of uh terms of your department looking looking at the uses in the PDD in terms of the fact that it's in a a portion is in a different zoning District it's half it's half half commercial half residential well yeah I mean when I originally brought myself up to speed on
the history of it I did question how that particular parcel was approved for housing because the m a PDD doesn't really change the underlying permitted uses just but for some reason or you know whoever was analyzing at the time made a determination that it was okay to do that so the town board um did you know establish the PDD but as they mentioned it never went further through the site plan review process for a variety of reasons and it was referred to you know planning board did review and comment to the town board regarding okay when we went through this process when we first submitted it the PDD did not go all the way to the South it stopped at the zoning line and through dialogue with Town staff at the time the the boundary of the PDD was changed to include the entire Holdings that that but your but your client owns the whole partment yes okay yep they own they own all the but at that time the initially the PDD only went to the the edge of the MC District in other words when we first made the application by the time we
ended the process and it was approved the PDD boundary it is what's on the you know goes up you know was okay did end up including the medium high density residential portion when we first made application and started with Town staff it did not the PDD ended at the differentiation between the medium commercial and the high density residential or medium high density residential and through the town process that boundary got moved and there was dialogue back and forth between uh you know Charlie's you know between between Anne Riley I believe she had had some discussions with you as well other Town staff you know and acknowledging that there have been some turnover folks involved but the plan was also referred to you know planning board who did review it from a viability standpoint whatever before um the town board at that time made a determination and you know regarding the the PDD and then you know the subsequent site plan that finalized all
that never you know or you know that would be the next step of that didn't occur because you you know well yeah us users went away yeah so you know uh and we didn't want to confuse things we did not change the map the map that we the map we turned in just from a historical standpoint you know because we weren't really looking to change the map we were looking to basically change I think the verbiage regarding the use of that lot is this the only is this the only and I I apologize you may have already answered this that's already stated is this the only housing uh that's going to be included in this or is there going to be more housing that's the only housing that's currently the the rest of it is planned as commercial as today yes yeah okay but then that was the kind of the Genesis for my question was if if this PDD is changed and allows for housing here I guess there is a line does that mean even in the medium commercial area because it's approved as a whole PDD that those can be I don't think there's a black and white answer but I think that that if you looked at it from a legal standpoint I I think a reasonable
interpretation would be that yes that that may I would agree with that that that that's the way a court would look at and say yes the intent was therefore to expand it expand the uses in other words and I and I think I would I would be careful um and I know we're at a preliminary prelimin stage here I would just be careful basically to be adding a use that was not Point that's what I was getting at well and and I think also Mr montalto just answered the question is that currently this is the only one that we're looking at currently that doesn't mean it can't change that that's correct exactly yes correct I would you know here's what I'm not understanding that though I mean the PDD that was approved had senior housing in the southwest corner my understanding of the of the of the zoning is that the map that gets approved is what the what the underlying zoning is I can't then come in and and put Senior Housing up at the road so it's the same portion if we turn around and say that we're asking for multifamily on lot whatever that distinction is in the south in the southwest corner I would
not agree that I could then just come in and say I can put multifam up on on Ridge Road because the table that's part of the map that that gets filed and approved only identifies that use on the lot in the southwest corner southwest corner it has an acreage it has a lot it has project you know it has statistics you have the resolution I don't have it with me but I will say to that point um in looking at other pdds that have been established throughout Town it is consistent with what he just described um a parcel is identified for a particular use and then if you want to deviate from that I believe it would require some sort of an amendment like they're here tonight to pursue so I think that we could probably discuss this for another hour and I'm not sure we're going to we we're really going to make any progress on it um I know that my position in looking at this is that I want to see the documentation yes I was on the board in 2019 but I've been a little busy the past five years so um I I think I would like to see the notes from that I also want to see the notes from the public hearing I
would assume if we move to amend this PDD it will require another public hearing let's let's back up let's take it a step at a time the first step is is get the resolution get the minutes right that meeting give it to the town board members and then we can review it um uh I don't I don't know that the applicant would have to come back for that review it might probably not be a bad idea so if there's any questions um I don't think I don't know that we need a full-blown uh uh it could be done at a workshop I guess is what I'm meeting at I don't think it has to be a at a formal meeting at this point no but should we shouldn't we move to the point of amending this would that require a public hearing um I think so good question probably seems like it I'll say probably yes okay so right now there's a lot of probablies moving around on this project and I think we need to get um a little more history on it a little more detail so that we can understand how we got to this point today and where we want to go as we move forward and if you could provide um some information with respect to your initial question as to um this building seven will it be rental or own owner occupied
that would be beneficial that's my understanding there's a separate thing about amend okay yeah there's just too many probablies know um did you know there's a uh a funding appli deadline with the state of September 15th um Josh knows a little bit more about I forget the name of the yeah so I think this particular interested developer would want to be pursuing um a grant funding through the state uh the office of homes and Community Renewal and I guess the upcoming deadline for submitting projects for the upcoming cycle is is is the date that and they just announced this in the last week sure this date so I don't know if if the board could take consideration that that would be greatly appreciated yeah so I guess um we don't what the state's looking for at the time of application is whether or not the location is if the zoning allows the use
um so they wouldn't have to go through the site plan approval process prior to that but they would just be looking for confirmation sure the use is approved there okay all right well then it would um benefit us to get that information as soon as possible yes uh at this point our next meeting our next Workshop meeting is next Thursday those agendas have already been submitted as required to the local newspapers um we are meeting next and I was going to announce this anyway as a reminder to everyone next week we start our our new schedule of town board meetings where we're going to be having a workshop at 6:30 and that will be followed immediately by a town board Workshop or a town board meeting official meeting at 7:30 after that um this board will not be meeting again until September 5th at which point we will continue with that schedule of 6:30 Workshop 7:30 Town board meeting so those are some dates you might want to keep in mind As you move forward with this so I can gather the documentation
um from our records and I will make sure it gets distributed to the board members as soon as possible just let us know what you guys decide the next steps yes I think we can do that right well thank you very much thank you gentlemen thank you for for coming in appreciate it and with that I will close the workshop meeting of August 8th thank you all for tuning in and we'll see you next week good
