WEBSTER CENTRAL SCHOOL DISTRICT Brian Freeman, Assistant Superintendent for Business 119 South Avenue, Webster, NY 14580 (585)216-0017 brian_freeman@webstercsd.org
Mr. Brian Neenan, Superintendent From: Brian Freeman, Assistant Superintendent for Business Re: Emergency Project Approval Cc: Board of Education Date: 8/1/2024 Attached you will find the resolution to approve an emergency project. As part of the Building Condition Survey (BCS) process every five years, the district architectural and engineering firm does a comprehensive overview of all building systems. The main water line from the building was listed as in need of repair for corrosion, but it was determined it could be incorporated into the next project. Since the last inspection, the water line has deteriorated to a point where it needs immediate remediation. LaBella has determined that this water line is no longer functioning properly due to rapid deterioration and unforseen conditions (age, usage, maintenance). As the only water line into the building this system is an essential component of the building's life, health, and safety, and the repair qualifies for an emergency project. The funds are available to perform this work as part of the $85 million 2023 Capital project. However, we cannot wait until the Spry phase of the project has been approved by SED to begin this work. This project should also qualify for state building aid at our current aid ratio of 74%. The total estimated cost of the project is not to exceed $250,000 before aid is applied. Please let me know if you have any additional questions. Thank you.
EMERGENCY PROJECT WHEREAS, the Webster Central School District’s architect, LaBella Associates, has determined the District’s main water line is not functioning properly, cannot be repaired, and needs immediate replacement; and WHEREAS, the Board of Education has received and considered the report of its architects regarding the necessity for the immediate replacement of the corroded water line; and WHEREAS, the Emergency Project work is required to preserve the health and safety of the students and staff and for protection of the district's property; and WHEREAS, LaBella Associates has opined that this scope of work is a Type II SEQRA action. NOW THEREFORE BE IT RESOLVED as follows: 1. The Board has determined that the replacement of the water line is a Type II Action under the regulations of the State Environmental Quality Review Act, requiring no further review. 2. The Board of Education hereby finds pursuant to the Education Law, the replacement of the water line is an Emergency Project necessary to preserve the health and safety of students and staff and for the protection of the school property; and that the project is an ordinary contingent expense. 3. The maximum estimated cost of the Emergency Project as determined by LaBella Associates, the School District’s Architect, is approximately $250,000.00. The funding source for the project will be the $85 million 2023 Capital Project and to the maximum extent possible, state building aid. 4. The Superintendent of Schools and all officers and employees of the District are hereby authorized and directed to take all steps reasonably necessary or appropriate to complete the Emergency Project and to carry out the intent of this Resolution and to apply for any eligible state building aid and to recover any available insurance proceeds. 5.
This Resolution shall take effect immediately.
