WEBSTER CENTRAL SCHOOL DISTRICT Brian Freeman, Assistant Superintendent for Business 119 South Avenue, Webster, NY 14580 (585)216-0017 brian_freeman@webstercsd.org

To: Brian Neenan, Superintendent From: Brian Freeman, Assistant Superintendent for Business Re: 2025-26 Bus Purchase Cc: Board of Education Date: 1/30/2025 Below you will find two resolutions prepared by district bond counsel, William J. Marquardt of WJ Marquardt, PLLC for the purchase of school buses for next fiscal year. The district will recommend purchasing the following: ten (10) IC Type C, 64 Pupil Conventional Front-Engine Buses with a 66 passenger capacity. The total purchase price for these buses will be $1,825,000. In addition, the district is required in two years to begin a conversion to zero emission buses. In order to prepare for that transition and gauge community support on the issue, the district is proposing purchasing the following: one (1) IC Type C, 64 Pupil Conventional Bus Electric Model with a 66 passenger capacity. The total purchase price will be $525,000. I wanted to highlight for you these changes for the 2025-26 proposition. The overall proposition is more than last year by $625,000 ($1,200,000). The greater amount is based on the following changes. First, we are recommending purchasing five (5) more 66 passenger buses than last year in an effort to prepare for any pivots or last minute changes from New York State in regards to the zero emission mandate. The mandate is very fluid with many questions left unanswered. The additional diesel buses gives the district fleet greater flexibility and adaptability should the timeline for the process change. Secondly, we are recommending 1(one) zero emission bus for the following reasons: ✔ Testing & Training-allowing time for drivers and maintenance staff time to gain experience with the new technology ✔ Infrastructure Preparation-want to test and optimize the charging infrastructure before full scale implementation All the bus purchases will be eligible for Transportation Aid through the state. The state aid is spread over the five year payment cycle for the Diesel buses and eight year payment cycle for the Zero Emission bus and will have an increase on our debt service for 2026-27, which is the first year a payment will be due for this purchase. Please let me know if you have any questions. Thank you.
