Proposed Development Moratorium Town of Webster Town Board Workshop March 19, 2026

What is a development moratorium? ✓A temporary halt on approvals for new development projects meeting specific criteria

✓Serves as a pause to thoughtfully evaluate existing regulations, policies and procedures before additional development occurs

Common reasons for implementing a moratorium: ✓Rapid growth and development pressure ✓Overloaded infrastructure (roads & energy)

✓Outdated zoning regulations in need of updating to reflect modern uses, standards and community priorities

Why Webster? Why now? •

Experiencing increased development interest and pressure for large-scale development projects

•

At the same time, the Town is: • Updating its 2008 comprehensive plan • Anticipating changes to the Town’s zoning code following adoption of the updated plan

•

A temporary moratorium would allow the Town to complete this work to ensure that future development is consistent with the community’s long-term vision

•

Typically coincides with upcoming policy updates that come from a comprehensive plan update which is currently underway and expected to be completed in the next 6 months
