New York State public sector labor negotiation is a niche specialty with unique rules that have major consequences for the taxpayer including PERB improper practices, impasse procedures, mediation, fact finding, imposition and interest arbitration. Cost consequences. Personnel expenses constitute 55.5% of the town’s annual budget. A settlement difference of ¼% per year saves $255,000 during a three-year contract period. 3 contracts in one year are an unusually high annual workload. Historically, CSEA and Police have been offset by a year, but all three are up in 2026. Most towns use outside assistance for labor negotiations due to the workload and specialized nature of the process. Webster has historically used outside assistance for labor negotiations. For example, Pat Naylon, Esq. and Bernie Winterman. Webster’s Director of Finance and Human Resources Director have stated that they think outside assistance is necessary and beneficial for the taxpayer.
