The bids were opened on Thursday, February 13, 2025, at 2:00 PM at the Buildings and Grounds Warehouse. Bids were accepted for HVAC, electrical, plumbing, site work, and general construction. Upon review, the bid pricing aligns with the budget for this portion of the project. Additional alternates, not originally included in the initial design, were also bid and can be awarded due to favorable pricing. Included, you will also find three (3) resolutions for approval: Resolution #1 – Rejects the apparent low bidder for site work (Zoladz) due to non-compliance with bid instructions. Resolution #2 – Rejects the apparent low bidder for plumbing (Thurston Dudek) for the same reason. Both contractors were given the opportunity to withdraw their bids but did not, making these resolutions necessary. Resolution #3 – Approves the slate of contractors and their low bid totals. Based on the project team's recommendation, contractor references, and previously completed projects, the construction team recommends moving forward with all three resolutions. RESOLUTION #1 REJECTING NON-RESPONSIVE BID FOR CAPITAL CONSTRUCTION PROJECT WHEREAS, the Board of Education of the Webster Central School District (the “Board of Education”) solicited bids from prime contractors for construction services in conjunction with its 2023 Capital Improvement Project Phase 2 the Webster Schroeder High School and the Willink Middle School (the “Project”); and WHEREAS, bids were received and publicly opened on February 13, 2025; and WHEREAS, the Project Architect (LaBella Associates) and the project Construction Manager (Campus Construction) reviewed the bid and Bidder’s qualifications for the Project, discussed the Project and its bid for site work with Zoladz Construction (“Bidder”) and by letter dated February 27, 2025, and related correspondence, recommends rejection of the bid for failure to comply with certain requirements set out in the Invitation to Bid; and WHEREAS, the Board of Education has determined that Bidder failed to submit a valid response to Alternate #2 in its bid submission; and WHEREAS, based on Bidder’s failure to submit a bid in compliance with the requirements of the bid solicitation and the Instructions to Bidders, the Board has determined that it is in the best interest of the School District to reject the bid submitted by Bidder as non-responsive; NOW THEREFORE, the Board of Education hereby resolves to: 1. Reject the bid submitted by Bidder in connection with the Project as non-responsive; and 2. Authorizes the President of the Board of Education, the Superintendent of Schools, or their designee, to notify the Bidder of the rejection of its bid and take all actions necessary or convenient on behalf of the Board of Education to reject the said bid; and 3. Upon Board of Education approval, this Resolution shall take effect immediately. RESOLUTION #3 AWARDING CONTRACTS FOR CAPITAL CONSTRUCTION PROJECT WHEREAS, the Board of Education of the Webster Central School District (the “Board of Education”) solicited bids from prime contractors for construction services in conjunction with its 2023 Capital Improvement Project Phase 2 (the “Project”); and WHEREAS, bids were received and publicly opened on February 13, 2025; and WHEREAS, the Project Architect and the Project Construction Manager reviewed the bids and bidders’ qualifications for the Project, discussed the Project with the lowest responsible bidders and by letter dated February 27, 2025, recommend award of contracts as set forth herein; and WHEREAS, the Board of Education accepts the recommendation of the Project Architect and the Project Construction Manager and determines that it is in the best interest of the School District to accept the bids and award contracts as set forth herein; NOW THEREFORE, the Board of Education hereby resolves to award the following contracts for the Project: Prime Contract #201: General Construction Contract to Javen Construction Co., Inc.
