Traffic Executive Summary from “Traffic Impact Report”, dated July 28, 2026 (Passero Associates – Amy Dake, P.E.)
The purpose of this report is to evaluate proposed highway improvements associated with the Focused Attraction of Shovel-Ready Sites (FAST NY) funding grant received by the Webster Economic Development Alliance (WEDA) to implement improvements on behalf of the Town and Village of Webster, NY. The FAST NY funding award triggers a process whereby Xerox Corporation dedicates several privately owned roadways and land to the Town and Village so that their property can be accessed from a public right-of-way and therefore subdivided. The funding will be used to reconstruct and extend several roadways in the vicinity of the Xerox Campus, along with multimodal improvements. The project will position the campus and surrounding area for subdivision, redevelopment, and investment of vacant and underutilized property, fostering business attraction in key strategic industries. Within this report, the operating characteristics of the study intersections and potential impacts to the adjacent roadway network are identified. Mitigating measures, if needed, are provided to minimize capacity or safety concerns. To define traffic impact, this analysis establishes existing baseline traffic conditions, projects background traffic flow including area growth, and determines the traffic operations that would result from future development in the area based on the November 2024 Reimagine Webster Brownfield Opportunity Area Plan (BOA). All figures and supporting calculations are included in the Traffic Impact Report (provided under separate cover). This comprehensive Traffic Impact Report provides the Town and Village of Webster, the Monroe County Department of Transportation (MCDOT), the New York State Department of Transportation (NYSDOT), and other involved and interested agencies with detailed information allowing for a “hard look” of potential traffic impacts. The study was completed in accordance with the procedures of the SEQRA, the NYSDOT, ITE, and local requirements. Project Location and Description The project study area extends from North Ave/Webster Rd on the west side to Basket Rd on the east side, Mitcheldean Dr to the north and NY Route 104 to the south. The roadway improvements covered by the grant funding include: 1. 2. 3. 4.
Reconstruction of Orchard Street from Panama Road to Phillips Road Reconstruction of Panama Road from Orchard Street to Chiyoda Drive Reconstruction of Mitcheldean Drive from Phillips Road to Salt Road Construction of a multimodal trail on the west side of Phillips Road from the NY-104 interchange to Chiyoda Drive

Study Area To ensure a comprehensive analysis of traffic operations, a study area was selected consisting of the following intersections. These intersections were identified with input from the WEDA, the Town and Village of Webster, MCDOT and NYSDOT. 1. 2. 3. 4. 5. 6. 7.
NY Route 104 EB Ramps/Salt Rd (CR-6) – signalized (NYSDOT) NY Route 104 WB Ramps/Salt Rd (CR-6) – signalized (NYSDOT) Salt Rd (CR-6)/Mitcheldean Dr – unsignalized Phillips Rd (CR-8)/Mitcheldean Dr-Chiyoda Dr – signalized (MCDOT) Phillips Rd (CR-8)/San Jose Dr-Orchard St – signalized (MCDOT) Basket Rd (CR-4)/Tebor Rd-Boulter Industrial Park– unsignalized North Ave (NY-250)/Orchard St – signalized (NYSDOT)
The NYSDOT Projects in Your Neighborhood web portal was reviewed. There are no planned highway improvement projects in the nearby study area. It is noted, however, that the Monroe County Department of Transportation (MCDOT) is planning a “Road Diet” lane reduction project for Phillips Rd. It is anticipated that the intersection geometries will remain the same while segments between intersections are reduced to one travel lane in each direction. This is accounted for the ETC and future analysis conditions. Existing, Background & ETC Conditions Turning movement traffic counts were collected on Thursday, April 30th, 2026 by Passero Associates at five of the study area intersections listed in Section 2.3 to determine peak hour traffic volumes. These include Phillips Rd (CR-8)/Mitcheldean Dr-Chiyoda Dr, Phillips Rd (CR-8)/San Jose Dr-Orchard St, Basket Rd (CR-4)/Tebor Rd-Boulter Industrial Park, North Ave (NY-250)/Orchard St, and on North St at the potential location for the Chiyoda Dr Extension. The other three intersections including NY Route 104 EB Ramps/Salt Rd (CR-6), NY Route 104 WB Ramps/Salt Rd (CR-6), and Salt Rd (CR6)/Mitcheldean Dr were collected by Passero Associates on Wednesday May 31, 2023 for the NY Route 104/Salt Rd Ramp intersections and Wednesday January 10, 2024 for the Salt Rd/Mitcheldean Dr intersection. Traffic counts were conducted between 7:00-9:00 AM for the weekday AM peak period and 4:00-6:00 PM for the weekday PM peak period. The peak hour traffic periods generally occurred between 7:30-
Page 3
Project No. 10012 Webster Transportation Infrastructure Project
8:30 AM for the AM peak hour and 4:30-5:30 PM for the PM peak hour at the study intersections; these time periods were used for analysis purposes in this study. The weekday turning movement count data was collected on typical weekdays while local schools were in session. No adverse weather conditions impacted the traffic counts. The traffic volumes were reviewed to confirm accuracy, seasonality, and relative balance between intersections. Older traffic data were adjusted using a growth rate of 1% per year to achieve representative 2026 existing conditions. The actual differences in traffic volumes between study intersections can be attributed to temporal variations in traffic volumes as well as activity related to side streets and driveways located in the segments between the study intersections. Background traffic volumes represent the traffic conditions during the proposed build year (ETC) without the anticipated highway improvements or any future development in the study area. The transportation improvements evaluated in this study are expected to be constructed over the next two years. The widely accepted methodology for preparing traffic impact studies requires that any projects in the study area that are currently approved and/or under construction must be considered in the traffic analysis. Projects that are contemplated but not yet approved are not included in the traffic analysis. Based on guidance from WEDA and Town & Village of Webster, the background conditions at ETC include traffic related to Fairlife and some nearby residential development. To account for normal increases in background traffic growth, including any unforeseen developments in the project study area aside from the identified projects, a growth rate is applied to the 2026 existing traffic volumes in the study area. The growth rate is determined based upon a review of historical traffic information obtained from the New York State Department of Transportation and a June 3, 2024 Memorandum from MCDOT, which provides a recommended growth rate for each town in Monroe County. Traffic volume data from various ATRs published on the NYSDOT Traffic Data Viewer were reviewed and it was found that traffic has generally decreased between 2015 and 2024. The MCDOT Memorandum states that the Town of Webster has a recommended growth rate of 1.0%. Given the historical NYSDOT traffic information in the study area shows that traffic has been decreasing, a growth rate of 1.0% is used to account for normal increases in background traffic growth, including any unforeseen developments in the study area for the three-year build-out period. The ETC conditions build upon the background traffic volumes and evaluate the roadway improvements covered by the grant funding. The improvements evaluated under the ETC conditions include: 1.
Reconstruction of Orchard Street from Panama Road to Phillips Road • The overall cross section of Orchard St will be reduced from 4 lanes to 3 lanes. The eastbound Orchard St approach to Phillips Rd will remain unchanged. The westbound San

6.
Jose Dr approach will be re-striped to provide one exclusive left turn lane, one exclusive thru lane, and one exclusive right turn lane 2. Reconstruction of Panama Road from Orchard Street to Chiyoda Drive Reconstruction of Mitcheldean Drive from Phillips Road to Salt Road Construction of a multimodal trail on the west side of Phillips Road from the NY-104 interchange to Chiyoda Drive Extension of Chiyoda Drive from the termination of the existing Drive westerly to the intersection of NY-250 • Chiyoda Drive should consist of one westbound lane approaching NY-250 Extension of Boulter Industrial Parkway from the termination of the existing Parkway westerly to the intersection of Salt Road • Boulter Industrial Park Extension should be designed to provide one exclusive left turn lane and one shared through and right turn lane. Mitcheldean Drive should be re-striped to provide one exclusive left turn lane and one shared through and right turn lane. The eastbound and westbound left turn lanes should be aligned opposite one another. This will provide appropriate geometry for the future if and when a traffic signal is needed. Additionally, providing two westbound lanes will improve off-peak congestion that may result from traffic associated with the multiple recreational facilities in the area.
The extension of Boulter Industrial Parkway from the termination of the existing Parkway westerly to the intersection of Salt Road will provide an alternate route for traffic associated with Fairlife. Therefore, the analyses take into account diversion of a portion of the Fairlife peak hour traffic from Basket Rd to Salt Rd using the new Boulter Industrial Parkway extension. Traffic Analyses This study evaluated the ETC conditions including intersection capacity analyses, left turn lane warrants at the newly created intersections, and signal warrant analyses at the newly created intersections. The results indicate that neither left turn lanes nor traffic signals are warranted at the newly created intersections under the ETC conditions. The November 2024 Reimagine Webster Brownfield Opportunity Area Plan (BOA) Plan identified development opportunities and associated public improvement projects which resulted in the FAST NY grant funding for the roadway improvements evaluated in this traffic study. In order to design these roadway improvements to last into the future, an ETC + 20 analysis has been completed that takes into account some of the potential future development identified in the BOA Plan. A Master Plan Concept was created as a part of the BOA Plan and was used as a basis for evaluation of future development for this traffic study.
Page 5
Project No. 10012 Webster Transportation Infrastructure Project
It is noted that this traffic study/analysis is not intended to serve as a traffic impact study for approval purposes for any of the developments evaluated. Proposed developments will still be required to provide their own traffic studies as necessary for agency approval purposes. Analysis of the ETC + 20 conditions evaluated future build out of a portion of the BOA Plan. The future development evaluated is comprised of the following components: o o o o o
Residential Townhomes and Apartments (±1,133 Units) Office (±100,000 SF) Light Industrial (±1,813,000 SF) Retail (±263,000 SF) Recreational (±136,200 SF)
It is noted that warrants for left and right turn lanes were reviewed at the Salt Rd intersection with Mitcheldean Dr/Boulter Industrial Park Extension as well as the NY-250/Chiyoda Dr Extension intersection for the ETC + 20 conditions. The analyses indicate that northbound and southbound left turn lane warrants are met under the ETC + 20 build out conditions. Additionally, a southbound left turn lane is warranted on NY-250 at the Chiyoda Dr Extension intersection under the ETC + 20 build out conditions. Traffic signal warrants were also reviewed for these two intersections under the ETC + 20 build out conditions. The signal warrant analyses indicate that a signal is expected to be needed under the ETC + 20 build out conditions only at the Salt Rd/ Mitcheldean Dr/Boulter Industrial Park Extension intersection. Conclusions and Recommendations This report evaluated proposed highway improvements associated with reconstructing and extending several roadways in the vicinity of the Xerox Campus, along with multimodal improvements. The analyses evaluated existing baseline traffic conditions, background traffic flow including area growth, traffic conditions at the estimated time of construction (ETC), and determines the traffic operations that would result from future development in the area based on the November 2024 Reimagine Webster Brownfield Opportunity Area Plan (BOA) under an ETC + 20 scenario. The results of this comprehensive study determined that the existing transportation network can adequately accommodate the ETC conditions with the proposed roadway improvements. Potential future ETC + 20 Conditions may require additional improvements beyond those covered by the funding provided for the proposed highway and multi-modal improvements. The following sets forth the conclusions and recommendations based upon the results of the analyses:
Page 6

Conclusions 1. 2.
3.
4.
5.
There are no changes in levels of service as a result of the proposed highway improvements under the ETC conditions. Neither left turn lane warrants nor traffic signal warrants are met under the ETC conditions at either the Salt Rd intersection with Mitcheldean Dr/Boulter Industrial Park Extension orthe NY250/Chiyoda Dr Extension intersection. Warrants for left and right turn lanes were reviewed at the Salt Rd intersection with Mitcheldean Dr/Boulter Industrial Park Extension as well as the NY-250/Chiyoda Dr Extension intersection for the ETC + 20 conditions. The analyses indicate that northbound and southbound left turn lane warrants are met under the ETC + 20 build out conditions. Additionally, a southbound left turn lane is warranted on NY-250 at the Chiyoda Dr Extension intersection under the ETC + 20 build out conditions. Traffic signal warrants were reviewed for the Mitcheldean Dr/Boulter Industrial Park Extension and NY-250/Chiyoda Dr Extension intersections under the ETC + 20 build out conditions. The signal warrant analyses indicate that a signal is expected to be needed under the ETC + 20 build out conditions only at the Salt Rd/Mitcheldean Dr/Boulter Industrial Park Extension intersection. Pursuant to the State Environmental Quality Review Act (SEQRA), this detailed analysis demonstrates that the proposed roadway and multi-modal improvements do not result in any significant adverse traffic impacts at ETC.
Recommendations 6.
Future development within the study area should be required to provide independent traffic impact studies that will inform when future roadway improvements (such as left turn lanes on Salt Rd, a southbound left turn lane on NY-250 at the Chiyoda Dr Extension, and/or a new traffic signal at the Salt Rd/Mitcheldean Dr intersection) may be needed.
II.
Geotechnical Evaluation/Soils
A geotechnical evaluation was prepared by Foundation Design, P.C. dated July 1, 2026. Field work was performed between May 18, 2026 and May 21, 2026. The investigation included twenty-seven (27) pavement cores, two (2) hand holes and four (4) topsoil thickness measurements. Existing roadways included Orchard Street, from Panama Road to Phillips Road; Panama Road from Orchard Street to Chiyoda Drive; and Mitcheldean Road from Phillips Road to Salt Road. Proposed roadways included Chiyoda Drive Extension from Panama Road to Route 250 and Boulter Parkway Extension from the approximate existing termination of Boulter Parkway to Salt Road. A multi-modal path along the west side of Phillips Road from Chiyoda Drive Extension to Orchard Street was reviewed for existing conditions.
Page 7
Project No. 10012 Webster Transportation Infrastructure Project
The primary objective of the evaluation was to review the condition and makeup of the existing roadway and surroundings, for re-use or the need for total reconstruction. The roads and explorations are shown in the “Preliminary Plans” located in Appendix A. The results are summarized below in “Table No. 1 - Core Summary”.
In summary, the results found indicate conditions that are suitable for pavement restoration vs. total reconstruction. Reconstruction will be required for a portion of the project (assume 10%-15%) with varying degrees of milling and resurfacing required for the remaining percentage. Existing storm sewers and appurtenances will be upgraded as necessary to drain stormwater. Impervious surfaces will be decreased overall on existing roadways.
Page 8
Project No. 10012 Webster Transportation Infrastructure Project
The new roads will be constructed to the equivalent specification of a commercial highway as outlined by the Monroe County Department of Transportation. New stormwater management will be incorporated. The geotechnical evaluation also looked at the potential for groundwater and bedrock. Shallow groundwater was encountered in several areas including Panama Road, Mitcheldean Road, and existing Boulter Parkway Extension. The project as currently proposed will require shallow excavations in limited areas to replace storm systems. The road reconstruction is not anticipated to be at a depth that will encounter groundwater. Only one location has water within three feet (3’) of the existing surface and in this area (western Mitcheldean), no storm sewer is proposed to be installed. Bedrock was also measured. The depth varied, but was shallowest at the location of the new Boulter Parkway Extension. In this area, bedrock was found to be consistently at approximately 4’ in depth. To avoid excavation of the bedrock, the roadway and drainage will be constructed above the rock. The road construction may require inputting of additional granular material (gravel) to accomplish its construction.
III. Wetland/Stream Investigation A wetland and waterbody investigation was completed by Costich Engineering on April 22, 2026, in accordance with the Corps of Engineers Wetlands Delineation Manual (1987) and the Regional Supplement to the Corps of Engineers Wetlands Delineation Manual: Northcentral and Northeast Region (Version 2.0). The investigation identified one palustrine forested wetland, one perennial stream, and one intermittent stormwater ditch within the project area. The palustrine forested wetland encompasses approximately 3.29 acres within the investigation area and extends beyond the northern project boundary. Based on field observations, the palustrine forested wetland did not appear to have a continuous surface connection to the perennial stream or another jurisdictional waterbody. The palustrine forested wetland is not subject to regulation under the current NYSDEC Freshwater Wetlands Program and would not be federally jurisdictional under the current regulatory framework; the regulatory status of the palustrine forested wetland will be determined upon issuance of the pending USACE Jurisdictional Determination. The perennial stream is a naturally occurring perennial tributary to Mill Creek and is considered a federally jurisdictional Water of the United States (WOTUS). The proposed roadway extension includes the installation of a 10-foot-wide precast reinforced concrete box culvert to convey the perennial stream beneath the proposed roadway. The existing stream has an approximate bank full width of 8 feet, and the proposed culvert span is 1.25 times the existing bank full width, consistent with current regulatory guidance for maintaining stream continuity and aquatic organism passage. The project has been designed to avoid and minimize impacts to aquatic resources to the maximum extent practicable by limiting disturbance to the
Page 9
Project No. 10012 Webster Transportation Infrastructure Project
minimum area necessary to construct the crossing. Permanent impacts to the perennial stream consist of approximately 800 square feet of stream disturbance, including 704 square feet associated with the culvert installation and 96 square feet of permanent riprap at the inlet and outlet for scour protection. The culvert will be embedded approximately 20 percent below the existing streambed and backfilled with native stream substrate to maintain stream continuity, hydraulic connectivity, natural sediment transport, and aquatic organism passage through the crossing. Temporary disturbances to the perennial stream will include approximately 72 square feet associated with installation of a temporary downstream check dam and approximately 330 square feet associated with construction of a temporary lined stream diversion channel, including grading at the inlet and outlet to convey stream flows around the active construction area. The temporary diversion will isolate in-stream work while maintaining downstream flows throughout culvert installation. Erosion and sediment control measures, including silt fence, temporary stabilization of disturbed soils, and prompt restoration of disturbed areas, will be implemented throughout construction to minimize sediment transport and turbidity. Upon completion of construction, the temporary diversion channel and downstream check dam will be removed, the stream restored to pre-construction contours, and all temporarily disturbed areas permanently stabilized. Riprap installed at the culvert inlet and outlet will provide long-term scour protection while maintaining stream stability. Because the project includes work within a federally jurisdictional stream, authorization from the USACE under Section 404 of the Clean Water Act will be required prior to construction, along with a Blanket Section 401 Water Quality Certification from the NYSDEC, as applicable. The proposed stream impacts have been avoided and minimized through project design, construction sequencing, and implementation of best management practices, and the crossing has been designed to maintain the hydraulic and ecological functions of the existing stream. The regulatory status of Wetland A will be determined upon issuance of the pending USACE Jurisdictional Determination.
IV. Stormwater Management The stormwater management approach for the project has been developed in accordance with the New York State Department of Environmental Conservation Phase II Stormwater Rules, the New York State Stormwater Management Design Manual dated July 2024, and the SPDES General Permit for Stormwater Discharges from Construction Activity dated January 2025 (GP-0-25-001). Chiyoda Drive Extension (Town of Webster) The proposed improvements include the extension of Chiyoda Drive from its existing western terminus to Webster Road (NYS Route 250). Existing site conditions within the project area consist primarily of wooded and brush-covered land, with drainage generally flowing overland to the north
Page 10
Project No. 10012 Webster Transportation Infrastructure Project
and west. The proposed roadway improvements will include a two-lane roadway with paved shoulders and a 10-foot-wide multimodal asphalt path connecting to the existing trail. Stormwater management for this portion of the project will be provided through vegetated swales, bioretention practices, and a wet stormwater pond. These practices are intended to provide the required stormwater quality and quantity controls for the proposed improvements. Boulter Industrial Parkway Extension (Town of Webster) The proposed improvements include the extension of Boulter Industrial Parkway from its existing western terminus to Salt Road (County Road 6). Existing site conditions within the project area consist primarily of wooded and brush-covered land, with limited gravel areas. Drainage generally flows overland to the north and west. The proposed roadway improvements will include a two-lane roadway with gravel shoulders. Stormwater management for this portion of the project will be provided through vegetated swales, bioretention practices, and a dry stormwater pond. These practices are intended to provide the required stormwater quality and quantity controls for the proposed improvements. Mitcheldean Drive (Village of Webster) The proposed work along Mitcheldean Drive will include roadway resurfacing and associated repairs. Existing drainage infrastructure will be utilized to the extent practicable, with improvements provided where necessary. Existing drainage swales will be excavated and restored to improve stormwater conveyance and management within this area. Because the proposed work will result in a reduction of impervious cover, new stormwater management practices are not anticipated to be required. The restored stormwater swales will provide water quality and quantity controls for this portion of the project. Panama Road (Village of Webster) The proposed work along Panama Road will include construction of a new sidewalk along the western side of the roadway, in addition to roadway resurfacing and associated repairs. Minimal ground disturbance is anticipated for this portion of the project. Existing drainage infrastructure will be utilized to the extent practicable, with improvements provided where necessary. Existing stormwater swales will provide water quality and quantity controls for this portion of the project. Orchard Street (Village of Webster) The proposed work along Orchard Street will include a roadway diet that will reduce impervious surface area and accommodate construction of a new multimodal path along the northern side of the roadway within the existing pavement limits. Minimal ground disturbance is anticipated for this
Page 11
Project No. 10012 Webster Transportation Infrastructure Project
portion of the project. Additional improvements will include resurfacing and repair of the existing asphalt pavement. Existing drainage infrastructure will be utilized to the extent practicable, with improvements provided where necessary. Because the proposed work will reduce impervious cover, new stormwater management practices are not anticipated to be required. Phillips Road Multimodal Path (Village of Webster) The proposed work along Phillips Road will include construction of a new multimodal path along the western side of the roadway. Due to the limited extent of disturbance, the SPDES General Permit for Stormwater Discharges from Construction Activity does not require new stormwater management practices for this portion of the project. Stormwater management practices implemented in other project areas will provide surplus water quality and quantity controls to offset the minor increase in impervious area associated with the proposed multimodal path.
V. Human Health (From Whitestone Associates – Chuck Guzzetta, P.G.) Based on a comprehensive review of recent design-phase geotechnical and wetland field investigations, the proposed project involving construction of the new roadway on the former Xerox facility site will not result in significant adverse environmental impacts related to the generation or management of contaminated material. The proposed project may require excavation of cover material and soil, including pavement removal/repair, topsoil removal, stockpiling, and replacement, and shallow excavation for road base and storm systems. Whitestone Associates was engaged as an independent consultant to perform environmental field screening and laboratory analyses of soil samples collected along the existing and proposed roadway alignments. This included 27 cores and 7 test pits. Field screenings and samples for lab analysis were collected on May 18, 2026 and May 21, 2026. This field screening and laboratory analysis is not required as part of the proposed action, but was performed to help inform design and construction activities. The findings did not identify elevated levels of contaminants. Based on the field screenings and laboratory analysis, it is not anticipated that contaminated soil or groundwater will be encountered during construction. Should contaminated soil or groundwater be encountered during construction, the existing Xerox Soil Management Plan and Groundwater Management Plan provide established procedures for the identification, handling, characterization, and proper disposal of impacted materials in accordance with applicable regulatory requirements. Accordingly, the project is not anticipated to result in significant adverse environmental impacts associated with the makeup of soil and groundwater within the project limits.
Page 12
Project No. 10012 Webster Transportation Infrastructure Project
VI. Archaeological Resources An archaeological review was completed for the proposed project in accordance with applicable federal and state historic preservation requirements. The project limits are located within a previously developed industrial corridor that has been extensively disturbed by past development, roadway construction, utility installations, and other associated infrastructure. The project was reviewed by New York State Office of Parks, Recreation and Historic Preservation (SHPO), which determined that the proposed undertaking will have no impact on archaeological resources within the Area of Potential Effects (APE). A no-impact determination letter has been received from SHPO, indicating that no further archaeological investigations or cultural resource studies are required for the project. Based on the existing developed conditions, previous ground disturbance within the project limits, and SHPO's determination, the proposed roadway reconstruction, pavement rehabilitation, and associated improvements are not anticipated to adversely affect archaeological resources.
VII. Multi-Modal Improvements The proposed project includes the construction of a multimodal path network along multiple existing roadways within the project limits. The paths are intended to improve transportation connectivity by providing safe and accessible facilities for pedestrians, bicyclists, and other non-motorized users while enhancing connections between residential neighborhoods, commercial areas, parks, recreational facilities, and other community destinations. The multimodal paths will generally be constructed adjacent to the reconstructed roadways and will be integrated with the overall roadway improvements. Construction will include the installation of new pavement, curb ramps compliant with the Americans with Disabilities Act (ADA), crosswalks, pavement markings, signage, drainage modifications where required, and other associated infrastructure necessary to provide a safe and functional transportation corridor. The path alignments have been developed to maximize user safety, improve accessibility, and minimize impacts to adjacent properties and existing utilities while accommodating existing roadway constraints. The multimodal facilities are intended to encourage active transportation, improve mobility for users of all ages and abilities, reduce conflicts between vehicles and nonmotorized users, and support the community's long-term transportation and complete streets objectives.

ENVIRONMENTAL ASSESSMENT FORM – PART 1
This Document was previously reviewed by the lead agency prior to submission of this report.
Page 30
Full Environmental Assessment Form Part 1 - Project and Setting Instructions for Completing Part 1 Part 1 is to be completed by the applicant or project sponsor. Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. Complete Part 1 based on information currently available. If additional research or investigation would be needed to fully respond to any item, please answer as thoroughly as possible based on current information; indicate whether missing information does not exist, or is not reasonably available to the sponsor; and, when possible, generally describe work or studies which would be necessary to update or fully develop that information. Applicants/sponsors must complete all items in Sections A & B. In Sections C, D & E, most items contain an initial question that must be answered either “Yes” or “No”. If the answer to the initial question is “Yes”, complete the sub-questions that follow. If the answer to the initial question is “No”, proceed to the next question. Section F allows the project sponsor to identify and attach any additional information. Section G requires the name and signature of the DSSOLFDQWRUproject sponsor to verify that the information contained in Part 1is accurate and complete. A. Project and $SSOLFDQWSponsor Information. Name of Action or Project: Webster Transportation Infrastructure Project
Project Location (describe, and attach a general location map): See Attached (Sketch Exhibit)
Brief Description of Proposed Action (include purpose or need): Webster Economic Development Alliance (WEDA) was awarded a FAST NY Track C Grant to implement roadway improvements in the vicinity of the Xerox Campus in the Town and Village of Webster. The purpose of the grant is to provide funding to rehabilitate existing roadways and create roadway extensions to improve circulation, access, and safety in this area. The project will also include multimodal improvements such as sidewalks and trail connections. The project will position the Xerox Campus area for subdivision and redevelopment, fostering business attraction to vacant and underutilized property. The project does not include any redevelopment or new buildings, only transportation infrastructure. Specific project elements include an extension of Boulter Industrial Parkway; extension of Chiyoda Drive; rehabilitation of Mitcheldean Drive, Orchard Street, and Panama Road; and a multi-use path connecting the Hojack Trail to Town of Webster Recreation Complex.

B.i.ii. Coastal Resources. Is the project site located in a community with an approved Local Waterfront Revitalization Program? The Town of Webster Local Waterfront Revitalization Program was adopted on September 4, 1997. The LWRP generally addresses land use and resource management along the Lake Ontario waterfront and associated coastal areas. While the project site is located approximately 2 +/- miles south of Lake Ontario and is referenced within the broader planning area, it is not located within the immediate waterfront zone. The proposed action is consistent with the overall planning objectives of the LWRP and is not expected to adversely impact coastal resources or public access to the waterfront. See attached map to reference the location of the project site relative to the LWRP boundary.
Section C. Planning and Zoning C.2.a. Do any municipally-adopted comprehensive land use plans include the site where the proposed action would be located? If yes, does the comprehensive plan include specific recommendations for the site where the proposed action would be located? The Town of Webster Comprehensive Plan Update, dated December 2008. The site is included in the municipality’s comprehensive plan as part of a larger industrial campus/area. The plan provides general land use recommendations supporting continued industrial use within this area; however, it does not include site-specific recommendations for the project site. The proposed action is consistent with the overall land use designation and intent of the comprehensive plan. See attached map for location of the project site relative to the Town Comprehensive Plan Future Land Use Map. The Town of Webster is currently in the process of updating its 2008 Comprehensive Plan, Webster 2040. Although the latest plan has not yet been adopted, the proposed action is consistent with the Community Vision and Policy Framework, which lists “provide efficient travel networks for commercial and industrial traffic” and “support reinvestment in underutilized commercial and industrial areas”. The Community Development Strategy section of the Webster 2040 plan includes a future land use map denoting future character areas throughout the Town. The majority of the project site is within the Research and Industry Character area, which encompasses the Town’s existing industrial uses and is envisioned to be “maintained as appropriate areas to target light industrial and supportive commercial development” (Webster 2040 Community Development Strategy). The remainder of the project site is located within the Reimagine Webster character area, which is synonymous with the Reimagine Webster BOA master plan (see above). The proposed project is consistent with the future land use vision articulated in the Webster 2040 draft documents completed to date.

See attached map for location of the project site relative to the Webster 2040 draft Community Development Strategy map. The Village of Webster Comprehensive Plan, dated 2011. The site is included in the Village’s comprehensive plan as part of an industrial area. The plan provides general land use recommendations supporting continued industrial user within this area; however it does not include site-specific recommendations for this project site. The proposed action is consistent with the overall land use designation and intent of the comprehensive plan. See attached map for location of the project site relative to the Village Comprehensive Plan Future Land Use Map. C.2.b. Is the site of the proposed action within any local or regional special planning district; designated State or Federal Heritage Area; watershed management plan; or other? NYS Heritage Areas: West Erie Canal Corridor. A map is included at the end of this document. Reimagine Webster Brownfield Opportunity Area (BOA) (2024). The Village of Webster received funding from the New York State Department of State Brownfield Opportunity Area (BOA) program to develop a vision plan for the North End Business District. Brownfield Opportunity Areas are areas within a community whose economic vitality has been negatively affected by the presence of vacant, underutilized and dilapidated properties. These properties are sometimes impacted by environmental contamination (or the perception of contamination) which has impeded redevelopment, resulting in a lack of investment and in some cases, deteriorated physical and/or aesthetic conditions. The BOA boundary, located in the Village of Webster and Town of Webster in Monroe County, is the historic industrial hub of the community and includes a mix of residential, industrial, and commercial uses. The area is made up of approximately 569 acres and 227 parcels, with a large swath of underutilized parcels on the east side of the study area, which are part of the historic Xerox campus.” Several of the project elements included in this action were the result of recommendations made in the BOA Nomination Study that received broad community support from both the Town and Village, including the Chiyoda Drive extension and the Phillips Road multimodal connection. These connections would enhance circulation, access, and safety to and through the area, making it a more attractive employment center that promotes quality of life for residents, employees, and visitors alike. See attached map of the BOA boundary relative to the project site.

Section D. Project Details D.1.b. Proposed and Potential Development Total acreage of the site of the proposed action: 22.21 +/- acres The site is comprised of: • Proposed Boulter Extension Right of Way • Existing location of Basket Road Field Parking Lot • Future location of replacement Basket Road Field Parking Lot • Existing Mitcheldean Right of Way • Proposed Chiyoda Drive Right of Way • Existing Panama Road Right of Way • Existing Orchard Street Right of Way • Proposed Phillips Road Multimodal Trail Total acreage to be physically disturbed: 18.57 +/- acres It is assumed that 90% of the right-of-way for existing roadways will be disturbed. It is assumed that 100% of the new right-of-way and new parking lot will be disturbed. Total acres (project site and any contiguous properties) owned or controlled by the applicant or project sponsor: 0 acres The Webster Economic Development Alliance does not own any property within the project site. D.1.c. Is the proposed action an expansion of an existing project use? Two roadways are being extended to improve circulation in the area. This includes Chiyoda Drive, which will be extended approximately 1,000 linear feet to create a new intersection with NY-250, as well as Boulter Industrial Parkway, which will be extended approximately 1,600 linear feet to create a new intersection with Salt Road. This totals 2,600 linear feet of extension. D.2.b.i. Would the proposed action cause or result in alteration of, increase or decrease in size of, or encroachment into any existing wetland, waterbody, shoreline, beach, or adjacent area? Yes. A previously relocated stream is located adjacent to the current intersection of Chiyoda Drive and Panama Road. The stream is identified as 845-9 tributary to Mill Creek, Classification C. D.2.b.ii. Describe how the proposed action would affect that waterbody or wetland, e.g. excavation, fill, placement of structures, or alteration of channels, bunks, and shorelines. Indicate extent of activities, alterations and additions in square feet or acres. Approximately 150 linear feet of piping will be installed to channel the stream beneath the future extension of Chiyoda Drive. The anticipated square footage of the stream to be channeled through a pipe/culvert is 750 square feet. Disturbance related to the crossing of this Army Corps of Engineers-regulated stream will not exceed Army Corps of Engineers permit requirements.

D.2.b.iii. Will the proposed action cause or result in disturbance to bottom sediments? If yes, describe. It is anticipated that the installation of a pipe/culvert for the 845-9 tributary to Mill Creek will result in disturbance to bottom sediments. A permit will be obtained from Army Corps of Engineers to complete this work and all work will conform to the Army Corps of Engineers Nationwide Permit requirements. D.2.e.i. How much impervious surface will the project create in relation to total size of project parcel? 1.64 acres impervious surface will be created for roadway extensions for Chiyoda Drive and Boulter Industrial Parkway. 22.21 acres refers to the total size of the project site as identified in item D.1.b. D.2.l.i. Hours of Operation During Construction. In accordance with Town and Village policies, roadway construction will be permitted from 7am to 9pm on weekdays and from 8am-9pm on weekends and holidays. D.2.n.ii. Will proposed action remove existing natural barriers that could act as a light barrier or screen? Tree removal will only take place within the proposed right-of-way of Boulter Industrial Parkway and Chiyoda Drive extensions to accommodate road construction. Existing trees outside of the proposed right-of-way will remain and act as a barrier or screen. To the extent that the future Chiyoda Drive extension alignment approaches, intersects, or runs parallel to the existing Chiyoda Trail, vegetative screening opportunities will be used to maintain the character of the existing trail.

E.1.c.i. Is the project site presently used by members of the community for recreation? The Basket Road Field parking lot, owned by Webster Central School District, is currently used as an accessory use to the ball fields located at this Webster Central School District facility. The Town and Webster CSD are coordinating on a solution to relocate the parking lot to a more appropriate location. Webster Central School District is contemplating additional enhancements to the Basket Road Field facility. Should this project move forward, coordination of design and construction activities will take place to ensure safety and minimal impact to surrounding properties. The Chiyoda Drive extension will be located near the Chiyoda Trail. The project sponsor is actively collaborating with the Town Parks Department and Friends of Webster Trails to develop a design that minimizes impact to the character of the trail and maintains visual screening, along with improved pedestrian crossing at NY-250. E.2.h.i. Does any portion of the project site contain wetlands or other water bodies (including streams, rivers, ponds, or lakes)? The project site includes the 845-9 tributary to Mill Creek. E.2.h.ii. Do any wetlands or other waterbodies adjoin the project site? The project site adjoins 845-9 tributary to Mill Creek. E.2.h.iii. Are any of the wetlands or waterbodies within or adjoining the project site regulated by any federal, state, or local agency? Yes, 845-9 tributary to Mill Creek is regulated by the U.S. Army Corps of Engineers. E.2.h.v. Are any of the above waterbodies listed in the most recent compilation of NYS water qualityimpaired waterbodies? If yes, name of impaired waterbody/bodies and basis for listing as impaired. 845-9 tributary to Mill Creek is part of the Mill Creek waterbody. According to the Department of Environmental Conservation (DEC) Environmental Resource Mapper, Mill Creek and its tributaries are classified as impaired due to irregular levels of fecal coliform, dissolved oxygen, and phosphorus. Due to the nature of this project, which will culvert a small portion of the tributary, it will not have a significant impact on impairment of the tributary.

April 27, 2026 Mike Ritchie Vice President Costich Engineering, DPC 217 Lake Avenue Rochester, NY 14608 Re: SEQRA Webster Transportation and Infrastructure Town and Village of Webster, Monroe County, NY 26PR02996 Dear Mike Ritchie: Thank you for requesting the comments of the Office of Parks, Recreation and Historic Preservation (OPRHP). We have reviewed the project in accordance with the New York State Historic Preservation Act of 1980 (Section 14.09 of the New York Parks, Recreation and Historic Preservation Law). These comments are those of the OPRHP and relate only to Historic/Cultural resources. They do not include potential environmental impacts to New York State Parkland that may be involved in or near your project. Based upon this review, it is the opinion of OPRHP that no properties, including archaeological and/or historic resources, listed in or eligible for the New York State and National Registers of Historic Places will be impacted by this project. If further correspondence is required regarding this project, please be sure to refer to the OPRHP Project Review (PR) number noted above. If you have any questions, please contact Sydney Snyder at the following email address: Sydney.Snyder@parks.ny.gov Sincerely,
