At a regular meeting of the Webster Town Board of the Town of Webster, Monroe County, New York, held at the Town Board Meeting Room, 1002 Ridge Road, in the Town of Webster, New York on the 6th day of August 2026, at 7:30 p.m., there were present: Supervisor Alexander B. Scialdone Councilman John J. Cahill Councilwoman Jennifer S. Wright Councilman Nicholas E. Hunter Councilman Garrett J. Wagner Resolution No. ___: MOTION by ___, seconded by ___, to amend the Navitas contract to shift asphalt paving at the Webster Wastewater Treatment Plant facility from the Town of Webster’s scope of work with Barton & Loguidice (B&L) to Navitas’ scope of work. WHEREAS, the Town’s paving plan for the Webster Wastewater Treatment Plant has required multiple adjustments due to evolving site conditions, extending the design timeline under B&L’s projected bid, award, and construction schedule which would result in paving beginning after the 2026 paving season, forcing a delay until Spring 2027 and increasing the likelihood of winter damage to the prepared subbase; and WHEREAS, delaying the project to 2027 poses financial risk due to rising asphalt costs, with the Asphalt Index increasing from $643/ton in January 2026 to $799/ton at present; and WHEREAS, transferring the paving work to Navitas will allow the Town to begin and complete the paving in 2026; and WHEREAS, B&L has completed $10,000 of design work and will not charge the remaining $39,500 should the Town move the contract to Navitas, and has indicated support for the Town’s decision; and WHEREAS, Navitas has provided a proposed paving cost of $1,858,940.00, which includes the increased cost of asphalt and Navitas’ markup; NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town of Webster hereby authorizes transferring the Webster Wastewater Treatment Plant paving project from Barton & Loguidice’s management to the Navitas contract, enabling construction to proceed during the 2026 paving season, and authorizes the Town Supervisor to take all necessary actions to proceed with said amendment transfer.
