Background:

Webster Town Board Kelsey Feeney, PHR, Director of HR July 28, 2026 Updated Commuter Use Vehicle Chart in Employee Handbook (Page 500-9)

On April 2, 2026, the Town Board voted to eliminate funding for one full-time Deputy Commissioner of Public Works position and to create one full-time Wastewater Treatment Plant Operator position. According to page 500-9 of the Town of Webster Employee Handbook, the only title authorized for a 24-hour assignment in the Sewer Department is the Deputy Commissioner of Public Works. With that position now unfunded, and the recent internal promotion of Dwayne Hilfiker from Assistant Chief Wastewater Treatment Plant Operator to Chief Wastewater Treatment Plant Operator, the Employee Handbook should be updated to reflect these organizational changes. The current Chief Wastewater Treatment Plant Operator has requested that the Town Board remove the title of Deputy Commissioner of Public Works and replace it with Chief Wastewater Treatment Plant Operator located on page 500-9 in the Employee Handbook.

Justification:

On page 500-8 in the Employee Handbook, it states “Vehicles may only be assigned for 24hour use when the employee and the vehicle meet one of the following requirements”: 1. The employee’s job requires that he/she be on 24-hour crisis call; or 2. The employee is only able to respond to the crisis with the use of a specially equipped Town vehicle.

The Chief Wastewater Treatment Operator meets requirement number one of the 24-hour vehicle use. This role is always on call and must be able to respond immediately to emergencies at the Sewer Plant, including flooding or other urgent operational issues.

Recommendation:

I respectfully recommend that the Town Board adopt an updated 24-Hour Assignment chart. Shown below is the current 24-Hour Assignment chart with the proposed change following:
