The meeting was open to the floor for public comment and the following Webster residents
appeared before the Town Board.
Jesse Williams, a Webster resident, addressed the Board to report significant financial,
emotional, and legal hardships following the purchase of his home in 2024. He stated that major
structural, safety, and mechanical defects were discovered after closing, despite a Federal
Housing Administration (FHA) appraisal and professional real estate process that indicated the
home was in good condition. Contractor estimates for required repairs exceed $100,000, and Mr.
Williams described unsafe conditions involving the roof, furnace, drainage, electrical systems,
structural supports, and other areas. He and his wife filed a pro se lawsuit in Monroe County
Supreme Court but have struggled with procedural requirements and now face time-sensitive
legal deadlines.
Mr. Williams formally requested assistance from the Town of Webster regarding potential
violations related to building safety, fire hazards, drainage, electrical concerns, structural
integrity, and code enforcement at his home address. He asked for review under Town Code
Chapters 27 and 119 to determine whether documented conditions fall within the Town’s
enforcement authority. He also pled to the community for help identifying qualified legal
counsel able to review his case before the deadlines expire. Mr. Williams expressed appreciation
for the Town’s help with prior FOIL requests and emphasized his family’s commitment to
Webster and their urgent need for support.
Kevin Lockhart, a Webster resident, addressed the Board and stated he intends to vote no on all
Town spending unless persuaded otherwise. He raised concerns regarding the Webster Solar
Garden approval process, noting that the Town has a specific solar energy law regulating
large-scale systems (Town Code Chapter 155). He questioned whether the project was properly

Webster Town Board
reviewed under this law, suggesting that reliance on general industrial use provisions may
conflict with the Town’s specific solar regulations and may ultimately require judicial
clarification.
He also discussed farmland preservation, citing Monroe County’s 2026 Agricultural and
Farmland Protection Plan, which shows Webster has lost nearly 30% of its farmland since 1997
and still lacks a standalone protection plan. He emphasized the need for measurable
implementation standards. Lastly, he described a recent incident in which a local senior fell and
broke her hip on a gravel pathway near the library and CDS Monarch Senior Housing. He
requested County assistance to fund a sidewalk along 880 Hard Road to improve pedestrian
safety for seniors, noting the Town’s financial constraints.
Monica Gorlick, a Webster resident, addressed the Board about expectations for public officials,
emphasizing that elected representatives must be able to accept criticism, consider diverse
viewpoints, and make decisions that reflect the interests of the entire community. Ms. Gorlick
noted that policy decisions should not be driven by personal or party considerations and that
public service often involves receiving difficult feedback. She stated that respect is earned
through conduct in office and encouraged officials to approach their roles with openness and
resilience.
Ms. Gorlick addressed specific recent votes, expressing appreciation for certain decisions while
raising concerns about others, including a policy matter brought forward at the end of a meeting
without prior agenda placement. She encouraged reconsideration of a recent vote regarding the
Pride flag to help restore unity within the community. She thanked individual Board members
for their service and concluded by expressing appreciation for the opportunity to speak freely.
Mark Stoch, a Webster resident, came before the Board to continue his reflections on the
meaning of the American flag and the Pledge of Allegiance. He highlighted the significance of
the phrase “one nation under God, indivisible, with liberty and justice for all”, noting that these
ideals have guided generations of Americans. Drawing from his military service, he described
the daily routine of saluting the flag as a reminder of the Constitution he had sworn to defend and
the shared freedoms that unite people of different backgrounds, beliefs, and political views. He
emphasized that unity is not created by uniformity, but by choosing to stand together despite
differences.
Mr. Stoch stated that this understanding of unity carries important implications for public
officials, who represent all residents equally and have a responsibility to act with
professionalism, fairness, and integrity. He urged Town leaders to focus on bringing the
community together, including by raising one flag, the American flag, which he believes reflects
the shared purpose and common values of all citizens.
He expressed his appreciation for Webster and his hope that the Town continues to uphold the
ideals of dignity, respect, and unity embodied in the Pledge of Allegiance. He thanked the Board
for their time and reaffirmed his belief in the importance of serving the community and the
nation.

Councilman Hunter presented the following Resolution and discussed the Intermunicipal
Agreement between the Town of Webster, the Webster Police Department, and the Webster
School District. The agreement provides for two police officers to be assigned to the district
during the school year to assist with school-related matters. The IMA was received, and legal
counsel was asked to confirm that it had been reviewed and contained no issues. Attorney for
the Town, Kyle Taylor, stated that from a legal perspective the IMA has been reviewed.
Councilman Cahill asked for clarification on a provision in the Intermunicipal Agreement stating
that the school district would reimburse the Town for its share of salary and benefits for the
assigned police officers. He specifically inquired whether the reimbursement included pensionrelated benefit costs. Police Chief Dennis Kohlmeier responded that, to his understanding, the
reimbursement covers both salary and all associated benefits under the 75/25 cost split, including
pension expenses.
Councilman Cahill raised concerns regarding language in the School Resource Officer (SRO)
memorandum of understanding, specifically a provision stating that an SRO may stop, question,
or interview a student without prior authorization from the principal or contacting parents. He
expressed discomfort with the possibility of a police interview occurring without parental
notification or legal representation, noting that the wording appeared to permit such actions.
Cahill asked whether the paragraph could be clarified or revised to better reflect protections for
students and parental involvement.
The Police Chief explained that the contract language is intended to clarify that SROs operate
under police authority and not under the direction of school administrators. He noted that the
department’s internal policies govern when officers may interview juveniles, including
requirements for parental notification, except in legally recognized circumstances such as child
abuse investigations, imminent threats, or situations where notifying a parent would compromise
safety. The Chief emphasized that the contract does not override police policy and that the
school cannot restrict an officer from taking legally authorized police actions. Board members
acknowledged the explanation but noted the wording appeared ambiguous and asked whether it
could be made clearer.
Board members also discussed the long-standing positive relationship between the Police
Department and the school district, with the Chief stating that the program has operated
successfully for more than a decade with no issues related to roles or authority. The Board
reviewed concerns regarding internal process and agreed that future SRO contracts should
include the Memorandum of Understanding in meeting materials. The Chief confirmed that past
practice had not included the MOU but that procedures were adjusted to ensure complete
documentation going forward.
