To whom it may concern,
We are submitting our request for an easement encroachment and permit request to install a privacy fence. Since the purchase of our house in 2013 the natural green privacy barrier has eroded. Small trees and newly planted trees have died or been damaged In storms, the clearing and improvements to the Hojack trail, and the clearing of trees and bushes at the business located directly behind our property have resulted in unobstructed views Into our yard and home. Pedestrians enjoying the Hojack trail can easily see Into our home where we once were barely able to see the trail from our windows. The business behind our house has vehicles coming and going and workers that can easily see Into our home.
We are proposing a 158 ft long by 6ft tall fence to restore some privacy to our home. Construction would entail dog ear pressure treated fencing that would run along the back edge of our property line.
Thank you for your consideration and for all you do to serve the Webster community.
Melissa and Andrew Phillips

Proposal to install a fence in a Town Drainage Easement.
After reviewing the site and discussing the residents’ desire to install a new fence along the rear of the property, the Highway Department is supportive of their pursuit of a License Agreement to perform this work within the drainage easement located along the West side of the property.
The drainage swale running parallel to the rear property line will not be affected by the placement of the fence, as shown on the attached sketch, and therefore the fence will have no negative effects on the drainage of the overall area, including neighboring properties.
All zoning and permit approvals are still required.
Sincerely,
Patrick Stephens Superintendent of Highways
