Zero Emission Buses By 7/1/2027

By 7/1/2035

All newly purchased, leased, or contracted buses must be zero emission.

Every district must only operate, maintain, and contract for zero-emission buses.

Districts can apply for a two year waiver to extend to 2029 and 2037 respectively Makes cost related to the lease, purchase, construction, or installation of zero-emission buses and infrastructure as well as electricity used as fuel all aidable transportation expenses Allows for 12-year leases of buses, as opposed to current 5 year allowance now Requires U.S. based purchasing Labor provision to address job transition (mechanics) Bond Act that is up in November to voters hinges on a lot of the aid and implementation of this plan ➢ Set up to cover the “local share” of costs after transportation aid

Commissioner of Education (with NYSERDA and OGS) is authorized to waive these procurement requirements if it is deemed in the public interest to do so due to a number of factors, including cost, availability and impact on students

Things left out that we were hopeful for… ▪ Career and Technical Education Investments ▪

Increase salary limits for aid from $30,000 to $60,000

▪ Prior Year Aid Claims ▪

No funding for backlog of claims ($800,000)

▪ Capital Outlay Increase ▪

Continues at $100,000, had hoped to go to $250,000 or higher

▪ Universal Meals ▪ 7

Since USDA did not act, never gained steam

Thanks! Any questions?

Reminder

Legislative session ends in June, so still possible for items to change
