The board takes pride in our community and input received for consideration when developing a budget. Our students, staff, parents and community are the heart and soul of WCSD and we look forward to hearing an update on aid, revenue and the tax cap. We look forward to presenting a budget that the community will support. Assistant Superintendent Freeman reviewed the agenda, history of the foundation aid formula and shared our historical funding and a comparison of allocations per county. Our Transportation aid estimate is $7,421,930 based on the aid ratio staying stable and the expenditure projection as of June 30, 2022. The BOCES aid estimate for Webster CSD is $6,082,305, most of the aid is capital aid, not operating and the expenditure projection as of June 20, 2022. Our Building aid estimate is $9,220,768 based on anticipated final project estimates and final project reports for aid in 2022-23 that can be completed in December 2022. Public Excess cost/Private Excess cost aids are estimated at $1,750,000 based on anticipated enrollment counts, a June 30, 2022 final projection, student moves in or out of the district after December that are not updated in the state’s projections, and we plan for accordingly. Instructional Materials aids are estimated at $816,976 based on anticipated enrollment costs as of June 30, 2002 and public/private/parochial charter counts. A state aid budget comparison was shown. Revenue Streams Sales tax is projected to increase, PILOTS are projected to remain stable, we expect to maintain the same levels of appropriated fund balance, there will be a reduction on the use of reserves, interest rates are low and projections adjusted, facilities usage revenues and continuing education revenues are projected to remain stable. Tax Cap Update The three parts making up the tax rates are: Assessment (Local Assessor controlled), Equalization (State controlled), Tax Levy (District controlled). The 2022-23 Tax Levy Limit is $117,418,533, a 2.44% increase over this year. Our new levy is $116,818,533, a 1.9% increase, $2,191,726 over this year. The projected levy, equalization rates and assessments were shared along with resident savings by not going to the levy limit. It is expected that the estimate will change in August. Final revenue numbers were compared
including a three year look back. The total proposed budget is $195,813,457, a $6,999,012 increase over 2021-22 or 3.71% increase over 2021-22. We will be below the tax cap. April 14 is budget adoption, May 1 budget materials will be published, May 3 is our budget hearing, May 17 is the budget vote and July 1 begins the new fiscal year. Mr. Freeman will keep the board updated if there are any changes.
