Brian Neenan, Superintendent From: Brian Freeman, Assistant Superintendent for Business Re: Transportation Program Review Cc: Board of Education Date: 4/3/2023 Transportation Advisory Services (TAS) was engaged to perform an analysis of the student transportation program of the Webster Central School District. The purpose of this study was to provide a third-party perspective on the operating efficiency of the current transportation system. An overview of all aspects of the school transportation program was sought by the District. Some of the concerns the district was seeking to address are based on the driver shortage. One overarching question was asked pertaining to the current routing practices and providing guidance on inefficiencies within the department due to driver shortages. TAS performed their review utilizing data points provided by the district as well as through interviews with a multitude of stakeholders over the course of several months. TAS reviewed the following areas specifically for the district and had the following recommendations: ✔ The transportation facility ○ the facility is in good working order and should review periodically based on need ✔ Garage maintenance program ○ good history of DOT inspections over the past three years specifically ✔ Transportation financials (state reporting) ○ Monitor the other miles that are not aidable ○ Review output reports with staff at least once a year ✔ Fleet management ○ Review spare bus fleet and evaluate the replacement plan ✔ Labor agreement ○ Made suggestions for future negotiations that would help improve operations and employee recruitment and retention ADMINISTRATIVE OFFICE: 119 South Avenue, Webster, New York 14580 Main Switchboard: (585) 265-3600 • Fax Machine: (585) 265-6561 • Web Site: www.websterschools.org
✔ Management structure ○ Annual meetings with administration both building and student services ○ Organizational chart changes for the transportation staff ✔ Policies and procedures ○ review current board policies around walker distances and route creation ✔ Routing ○ ridership audits 3 times a year ○ review of best routing practices ○ Regional sharing ✔ Electric Bus Conversion ○ Significant challenges to transition by 2035 ○ Infrastructure improvements needed
It was also noted that Webster has the 5th largest in house transportation operation in the state as part of this audit. The district would like to commend the staff at TAS for their recommendations and thoroughness throughout the process. Please let me know if you have any additional questions.
