Birdsong-Ng BUDGET WORKSHOP #3 Assistant Superintendent Freeman gave a historical look on State Aid with a focus on foundation aid. 2023-24 is the last year of the 3 year phase-in and is the largest portion of state aid. Expense Based Aid updates were shared with a comparison of what the Legislative estimate may be. Webster’s estimates are: Transportation aid is projected to be approximately $7,000,000. BOCES aid is projected to be approximately $6,000,000. Building aid is projected to be approximately $9,913,944. Excess Cost aid is projected to be approximately $1,650,000. Instructional material aid is projected to be approximately $816,970. Although the state budget is late, it is safe to predict that formulas will be accurate for the presented projections on expense based aids. Whether set aside is in the final budget or not, state aid will still be received. There are no updates to the tax levy limit and it remains the same as in the February presentation. The three parts of the formula for tax rates include: Assessments, Equalization and Levy. Revenue streams including sales tax, PILOTS, fund balance, reserves, interest and miscellaneous items and projections were shared. Our final revenue number is $204,438,730 and our budget increase is 4.4%, unchanged from workshop #2. The average in the county is 5.66%. Formal budget adoption takes place on April 18, budget materials will be out by May 1, our budget hearing is on May 2 and the annual vote and election is on May 16. Budget related documents, presentations, etc., can be found on our website

Capital Project Workshop Superintendent Neenan shared feedback he received about the December 2022 capital project. Team leaders from Campus Construction, LaBella Associates, Fiscal Advisors and Marketing, WCSD Buildings and Grounds and Security participated in the workshop. Discussion followed regarding what was learned after the December project including strengths, weaknesses, opportunities and threats. Building summaries followed stating what was in the December 2022 capital project vs. a proposal for revisions of the scope of work for a future capital project. All proposed changes in the scope are 100% aidable. The proposed cost is $85,000,000 with a net tax impact of $0 using state aid, capital reserve allocation, expiring debt, etc. ADJOURNMENT M. Alt motioned, C. Roods seconded to adjourn the meeting. The meeting adjourned at 7:55 p.m. Vote: 5: Yes; 0: No. Absent: 2: S. LaDelfa, J. Richardson. Respectfully submitted,
