captions Language: en before we uh move further if there's uh going to be any public comment we are going to limit public comment to 5 minutes uh we have one item on our agenda today um I have the proof of publication uh here for that item uh with that I'll call for attendance Mr short here Mrs bolo here Mr spado here Mr CA here Mr artuso here miss Cory here Mr DeMarco here we could all stand for the Pledge of [Music] Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all um see with that uh move on to our our first item did you want me to read it or Y have to read it in yeah okay so the agenda item this evening is for publisher Parkway applicant Matt mcelin representing agents Mike Richie from cic engineering and Matt melen from melen Industries zoning district is the op core Area North Office Park the request uh requesting a building size larger than what is permitted associated with the construction of a multiphase development totaling 300,000 Square ft with the first phase totaling 120 square ft where the maximum allowed is 45,000 Square ft and the proposal is the construction of a 300,000 ft manufacturing warehouse phase one includes the construction of a 120,000 ft building and then just to add a little bit of context and get it on the record um as you all know uh any development within the op District requires a referral uh from the town board so this project uh was initially presented at a town board workshop on December 5th of 2024 um the town board uh that same night uh did approve a resolution to refer it to the planning board for the purpose of site plan review and the project and the applicants appeared before the planning board uh last month at the January 7th meeting uh for sketch plan review which brings it to tonight's uh application before this board finally the relevant sections of the Town ordinance um 350-2 C1 light manufacturer ing enclosed Warehouse or wholesale use public utility enclosed industrial process and service where the maximum building size is 45,000 Square ft and with that we'll turn it over to the applicants great thank you um so good evening thanks for having us so um just want to do a quick introduction of our team and and who we are before we get started promise to keep that under two minutes uh my name is Matt mccalpin I'm the presid CEO and uh owner of helping Industries uh with me tonight we have our CFO Darla Lacy and our recently retired CFO Mark lockerby and and now consultant and our partners at ctit engineering Mike Richie so mcalpin Industries we're a contract Precision she metal fabrication house so when you think of sheet metal components we bring in material we cut it we form it we insert Hardware uh we manually weld it we robotically weld it we paint it and we assemble it and our part go into a lot of different assemblies that you may um have exposure to in your day-to-day lives um but we don't have any product that we can necessarily point to so we're business to business so whether you've ridden in a a hybrid bus a high-speed train used a self Kias at a store ordered something online the way that that product gets to a warehouse to your front door we have a lot of automation components in that uh we do some medical Parts um parts that go to Data Centers HVAC systems that sort of thing uh was started in 1964 by my grandfather uh he uh was on the family dairy farm here in Webster and long story short he decided to open up his own tool and die shop in ' 64 um so we've come a long ways and in fact this Friday we'll be celebrating our 61st so our company uh has a strong culture we're very proud of that we work very hard at that every day uh we are also a veteran owned company and uh we're very excited to uh partner up on this project in Webster it's been a long time coming we've been looking for a good place to expand our business for uh going on two years now um we had a couple things we were working on that didn't didn't work out but uh this this property wiggled loose and we're uh we're excited to be here so it's important for us to get this variance of the uh being a over 45,000 ft² in Office Park we believe that this building uh it really uh fits the area um there's a couple buildings right next door adjacent to the property that are larger than 45,000 ft in fact one's almost 400,000 I believe another one that's 160,000 and again we're really excited to be here we um we take a lot of pride in what we do we we like to say we do things the right way um and part of that is being part of your community and we have already started to reach out to our neighbors we're talking to mirror show management we're going to go speak with them next week uh we even started talking to some of the neighbors to understand what their concerns are um and everything's been going pretty well so far a lot of strong support from the community lot lot of support from the town board so far really appreciate that um so again just really excited to be here and and appreciate the support so with that I'm going to turn over to Mike who can answer any questions on on the variants we're seeking approval for go Mike thank you uh Mike Richie costage engineering um and again we did submit application requesting an area variance for the approval of a 300,000 foot manufacturing warehouse code permits 45,000 squ ft I'd be happy to go through the the standard uh um criteria if if you'd wish um but that was submitted as part of the application um I I'll ask the board I I'm good I read through it I thought it was all good does say so so just you know another item we have submitted to the planning board uh for special use and sight plan uh review um and we're anticipating going uh to the March meeting so uh we'd be happy to answer any other questions the board may have uh thank you for your time thank you um with that I guess questions from from the board so phase one is 120,000 Square ft it's primarily to the south of the property phase two and three those will end up uh expanding north um I didn't see how much of a buffer between Publishers Parkway and the northernmost um so tree buffer ultimately what are you proposing don't know the exact exact distance but that Northern rectangle if you will is I think four and a half to 5 Acres okay um but do you have that Dimension I don't know if we have the exact Dimension it's it's roughly 300 ft to to the to the north yeah cler M that's what I scaled that's but okay yeah I mean uh yeah it's I I don't have the exact Dimension from the edge of disturbance for the final build out the to the top but that uh Northern portion is 743 ft and we're halfway into it so yeah it's approximately you know uh 300 350 ft uh to Publishers with no disturbance at all prop with no right of trees essentially right of trees of existing veget to remain y yep perfect uh are those going to be listed to remain on your plans or uh yeah they're listed on the grading plan to remain like the proposed clearing limits is all sh we don't have the okay uh access is only going to be through hard correct is that that's what's proposed nothing on to Publishers yeah there's no there's no we had gone initially had discussed potentially having a second access off of Publishers uh but I I think it's not really warranted especially uh you know as Matt can attest to it being a shift uh type operation most of the the first shift is there before anybody uses the road so that access off Hard Road will primarily be you know unused for most of the time that employees are showing up uh to work um and quite honestly I think you had mentioned three maybe in the first phase uh three to six truck trips per day so really there's not a lot of truck traffic proposed uh we are proposing a minor uh radius increase on the existing driveway on Hard Road just to make sure that any trucks coming in uh will have no problem entering but with that really didn't seem to be much of a need to put in a thousand foot of extra Road uh and I think the big part too is the the traffic pattern for people coming and leaving most everybody's going to be getting off 104 and turning right into the site not many people would be coming from maybe Five Mile Line and over so it seems a little bit redundant the original plan had two access points but the more we looked at it knowing the traffic on Publishers it there's no sense in had any additional traffic cutting through there especially when school gets out or you know so we decided a couple months ago to actually a month ago to to get rid of that access point got and uh they did have a traffic study completed for this just to ensure that there wouldn't be any uh conflicts with that driveway at Hard Road and the conclusion of the report stated that you know no changes to that driveway or or Hard Road itself would be needed even at full buildout so that report went all the way through full buildout then they went all the way through full buildout okay um you indicated correct me uh I think you said three to four trucks a day is that yeah about three first first EXC first phase about three trucks a day and at full buildout sorry and at full buildout at full buildout it's hard to say I would say six to seven on average and when we say trucks are we talking 18 wheelers are we talking 18 wheelers okay uh and phase two is the headquarters how many employees um I guess not Factory workers or how many employees so I mean phase two and three are are hypothetical at this point you know the need right now to grow the business is we need to put up 120,000 square feet and that's going to be all operations uh we wanted to make sure that if we were going to move in this space that we have the opportunity to expand if and when we need to and have that flexibility in the future and one of the thoughts was do we have you know headquarters there do we have office staff there and if that is the case um that's that's a total of 115 jobs that would be in phase two additional and those 115 I would say about 60 are our office staff does that sound right about 60 would be office St they they stagger shifts and everything operation yeah we run we run two shifts right now first shift a little bit heavier than than second shift what are those hours uh first shift starts at 6:00 a.m.
okay um with some of them starting a little before that okay second shift ending uh second shift one one 1: a.m. gotcha okay so there will be traffic leaving a second shifted yeah it's it's early morning late night however you want to say it yeah fa phase one I think there there would be about 20 of our Associates that would work on on second shift gotcha okay and you're consolidating both the Hollenbeck and the midan facility in this no no no no no oh so this is an addition to those fac this is the first phase is all growth okay do you plan bringing those in eventually or you know one thing in our in our business it's always changing in fact we just changed some things last month so okay um I'm I'm certainly open to what the future may hold but as of right now we need the 120 for growth and expansion um as things evolve over the next two five 10 years there's the possibility of a consolidation but at this point our our primary focus is expanding the company and and getting that space to do that okay good other questions from the board just further down the line uh for signage you GNA obviously U sign is already there are you planning to go into it on the other side of we started talking about we haven't been able to get in touch with uh with that facility just yet but one thing we do want to discuss with them is um something better with the sign because there's um there's some residents in that area that people pull into their their driveways thinking that they're going to the uvar building and obviously that's bothersome to the residents so we would like to work with them and putting a new sign up that would be a little bit more um easier to identify where to go I mean one thing we talked about we haven't brought it to the town yet but maybe that road needs to be called something else give it a different address because you plug in the U of buildings address on Hard Road and now you're pulling into a residence you know driveway so if it's a different street name um and their address is on that road our address is on that road um it would just be a lot easier when people pluging into their their GPS and they'll be able to find their location a little bit easier thank you right because right now you plug in your address it'll be Publishers Parkway they'll drive up and it'll be a bunch of woods exactly yeah um uh question about during construction because you mentioned uh one of the neighbors concerns with um people dve pulling into their into their residents to go to the U ofar um there's also been concerns during construction of of that facility uh of dust and constant construction is there any uh mitigation means that you would be proposing during construction to minimize dust dirt on the roads Etc yeah we've uh we've heard um some concerns in fact um we started talking to some of the residents and and Mark lockerby here if you want to come up he's had most of the conversations but I think the advantage um or the benefit of this location compared to the ufar building is we're not adjacent to the the residence property right so um any dust that's in the air I mean we're we're over 800 feet away from the you know early stages of construction um but it turns out the biggest concern we've heard from residents is not necessarily the dust it's it's the geese and and I joke about it but Mark already become an expert on how to how to keep geese out of your retention Pond but you've had some conversations with some of our our upcoming neighbors you want to another that a little bit so I met with um three of the residents um that back up to ur ur MC's um parking lot also um um spoke with MSM uh Vice President of Operations there um we also spoke with the resident that that attended uh one of the prior meetings so got a good understanding of of concerns um and and my questions were related to what what things can we improve on from what you experienced maybe before you plus or minus and key things one was geese and so I've got a a number of scenarios uh MSM has has utilized the scenario worked many different things to try and improve that and they've got some scenarios that have that have work for them uh there's also some guaranteed Solutions you one being solar where you have lighting set up that really deters uh geese from from the area um there's there's a couple more that you know we're exploring and we're going to you know we'll be be working on those uh that was that was number one um the what you'd mentioned relative to the dust uh we have a lot of things that um so there's two things associated with that one was some sometimes the backup of the trucks um going into the the site um we think we can alleviate that multiple different ways again exploring a lot of lot of different ways but uh traffic coming from the north instead of all that coming from the south would be another another means that will be exploring uh plus got other a couple other ideas I want to U develop a little further U and um the dust part of it uh We've G I don't want to pass that picture two pictures yeah so we we have worked with our Builder to understand some of the things they would do to to mitigate some of some of the concerns so they're working on on U this is I don't know if you guys would like to pass this around but um this is left part you can imagine the concerns of being in the state park and having construction in the middle there as well so they work with them to figure out what's the best way to adopt that philosophy with with this build here so so first and foremost they they developed the construction entrance again um and staging area um and getting all that set up in advance um and then they start the clearing of the site which should be the trees and such um and do cuts and fills as needed um to um to start um they they would do the uh Retention Ponds put those in place um again that helps a lot and there's some runoff that's been experienced by some of the neighbors that that'll alleviate that and prohibit that um also uh put um putting uh stone for the the parking and the building having that all all done in advance will also uh uh mediate uh alleviate some of the Dust um also putting the uh the green areas uh uh putting the dirt and seating those would also alleviate the dust and also the runoff and uh alleviate the runoff uh and rough grading the retention pans again uh you know for the runoff and also for um as as you're doing the the building site uh there's any any water needs to be extracted can be pushed towards those those retention pounds so I mean in summer you guys are looking at ways of mitigating that during construction yes you know final final means there there's a plethora of means to be able to be used but you guys are exploring it to be able to mitigate those those concerns of the residents in the area yes okay and and Swip inspections will be needed on this there will be weekly if not bi-weekly inspections and obviously if there are any s conditions that need to be remedied whether it be dust or erosion or anything else um it'll be noted to the owner to the contractor and the town yeah we'll hear about it and and then you'll hear about it I think we noticed too the dust really is kind of like a June July August type issue you know you don't see it as much in the wet weather and I think the thing hopefully if the schedule works out a lot of the you know Mass earthor rough grading can be done you know springish early summer and get stabilization and that's really what cuts down on the dust you can get those bare Earth areas seated and get grass to grow uh it goes away and then you would mentioned a stabilized construction entrance we've seen sites where contractors bring in a street sweeper y um you know just and or even you know hose down you know the existing portion of the access road to make sure you're not tracking anything out under Hard Road so yeah we see that pretty regularly and understand that's a concern that people wouldn't want you know dust to over their car I've also left the card with all the neighbors and my cell phone number U we built another site out in W worth and that worked out extremely well so hopefully I get the call before anyone else does and before you think about it if they do it the job that you believe they're going to do you have more than enough distance from the edge of the existing road to the actual construction so uh without seeing the grading plan or the erosion control plan I'm assuming that your construction entrance is right behind the existing one correct so you know if you need to just have a couple you know 10 20 extra feet of gravel and that'll diminish a lot of the stuff that you're bringing off site before you even get to the to road before you get to publish this Parkway other questions from the board Ken no they've all been answered all right that I'm going to turn to um there's anybody that wants to speak for against this project come on up so just a reminder you have five minutes um name address and then um your concerns right thank you hello my name is Dave Mali I live in West Webster off of gravel road I request there be a connection to the 104 Trail through this property that enables easy safe active Mobility transportation to the neighboring U ofar medical facility um if that's achieved I support this area variants so it thank you uh with that turn it back over to any other questions or comments from oh thank you uh we did receive one comment online um you wna yes sure this is from David Naka who resides at 893 Hard Road apparently Mr NAA attempted to speak at the planning I'm sorry at the planning board meeting but whatever the reason was he was unable to speak at that time so he provided Mr artuso the following um there was a neighbor apparently at at the planning board meeting that expressed a concern with respect to the road access to Publishers Parkway um and the applicant at that time said it was not their intent to have a road existing and entering from there only keeping the Hard Road a single Road access which I think is consistent with what was represented tonight uh apparently the resident was also living on a hard Road directly in front of the U ofar uh building that went up observing that it was pure chaos in hell with the constant construction vehicles developing the land uh during the approximate year and a half that the construction took place uh the level of noise and dirt was intolerable uh it was Airborne from all directions on both uh uh Mr noa's property and on Hard Road the concern that the um speaker that Mr Naka has is that because in his opinion it's a three-phase project and that the construction could in fact be three times longer than what it took to uh construct the U ofar building School traffic uh was a concern um the start of school the end of the school day in an hour or so during special events um concerned with with apparently the use or the construction during those periods he goes on to indicate that most of the most of the rest of the year uh Publishers Parkway is otherwise a ghost Road want to make sure the construction vehicles are notified to avoid those hours he's recommending that the uh access road coming off of Publishers Parkway which is not the case but if it were to be the case that it' be immediately constructed before any land and Building Development uh so as not to place all the focus on Hard Road he goes on to indicate that he's not opposed to the m mcalpin building there but very concerned about the size the amount of employees the delivery via 18 wheelers and those trucks having an access on an unnamed Road onto Hard Road only in addition to the construction phases which will be in his opinion years long he's he also advised the planning board uh of these same concerns thank you uh I need you to speak into the mic sorry all the technology it'll just pick it up there so the uh the construction for we have a similar building there's this 120,000 foot building that we built nine years ago um and from from uh initial shovel on the ground till it's complete uh complete with actually equipment moved in was was seven months we're we're in end of September really October so it won't be an extended duration like that same same contractor same group working on it quick question as a followup to that into the comment um three phases but as we discussed here tonight phase one is the immediate phase that is necessary um phase two and three are not necessarily planned but it was developed for future growth in in your best estimation how long is how long before phase two and or phase three actually gets constructed knowing that the economy is different now we have new tariffs and and everything else going on um so it it's really a a shot in the dark but best best estimation I can best estimation phase two five years um phase three maybe 10 10 years from now okay perfect uh you all already owned the property or it's contingent on these approvals uh we we do not own the property yet okay there there's there's a pending contract yes contingent on anything other than the the approvals that that you're seeking from the town don't believe so okay and and all said and done the um the phases that are in the application that's about it it looks like about 30% of the coverage of the property the the building yeah the building is about % the total lot coverage building in prvious areas is just under 50% of of the lot based on your calculations I think it was 48% yeah right yep Y and just out of curiosity from the front end off of Publishers they going to kind of have a have a wooded look with with everything's loaded to the back end if you will or the South End of the property I think if you were on Publishers you probably wouldn't notice it was you're not going to see the building okay all right with that I'll bring it back to the board any other questions from the board the only thing I had is since it's accessed off our road even though the lot is fronted on Publishers and has a Publishers address you going to change to make it easier for people to find because as uh Mr short said if you're address is Publishers Parkway you're not going to have any clue to how to get there agreed and and we'll work with the the town clerk they're usually who deal with addresses and whether um it's possible to rename that private drive just to make it more uh specific or or not I I think if it it would based on how I saw the tax parcels and the kind of orderly development of of addresses it would get a hard Road address just because uh it does actually have currently the it's kind of a a flag lot the poll portion does touch hard um so I think if it were to stay if it wer to be renamed as a new private road I believe it would have a hard Road address thank you do you anticipate um we've got the the shift employee traffic and delivery and shipment of goods do you anticipate having a lot of customer visits as well or not not in our industry uh we do have customer visits if I had to take a guess maybe 10 a year would say the most at the most all right yeah we don't we don't have any Walkin traffic or anything like that but it would definitely be less customer traffic than calvalry which is somewhat larger in size very similar operations but much more integral working with the customer okay all right with that uh move to vote on Seekers I make a motion for a type two action under Seekers pursuant to nycrr section 61 7.5 of the environmental code second all those in favor I I see you want to go through findings yeah I just have to find them okay yeah to I was I was ready to jump in all right the essential character of the neighborhood will not change there are several other similar businesses or similar siiz complex in the area you've got calvalry robotics um which does much of the same work in a larger building um we've got the sports complex in between mirow management also is manufacturing to some degree um the benefit cannot be achieved by any other method the the 300 squ foot building is the maximum that the applicant is requesting um based on projections of growth of the business um even though it's going to be in three phases but given the size of the lot and the location of the building um I don't think it will look any more out of place than the Cavalry building at the other end of Publishers Parkway uh the request is substantial and that 45,000 Square ft is is permitted by code but um it's certainly not out of character or less substantial given the other buildings in the area and other buildings within office park districts within Town not even in this Hub of of activity and H Hub of Office Park um the proposed variants will not have any adverse physical or environmental conditions and the neighborhood um there will be a slight increase in traffic but nothing that's out of the ordinary for that type of work um the light will be mitigated dust and dirt will be mitigated during construction and it's far enough from any of the residents on Hard Road that I do not think that light or or noise is going to be an issue um the difficulty is self-created in that the owner does require a larger building than what's allowed um but there are really no properties and Webster that would meet the criteria of the size of the building that are currently available anything else that I have missed yeah I just want to add that um from Publishers Parkway the building and uh construction is set far enough back that uh anybody on publishes Parkway will most likely never know that uh the facility is there uh and similarly from Hard Road uh the facility is is set far enough back off of Hard Road uh that it has no no to or limited uh visual impact um to any of the surroundings at least for phase one at Le and phase NO phase one two and three because phase three is still about 8 uh I say but phase two right down the driveway you'd see the oh yeah sure down drive I'm being picky but yeah yeah understood anything else no no um with that if you would like I could make a motion yeah please all right I would make a motion to Grant an area variance for melen Industries located at 875 Publishers Parkway excuse me to allow a 300,000 square foot building where 45,000 Square ft is permitted on a 25.6 5 acre parcel having SP number 079.0 6-1 32123 located in an OP core core Area North Office Park District under Section 350-2 C1 of the code of the town of Webster second Mrs baa I Mr CA I Mr span I Mr short I all right you have your very variance um you have one year of uh one year to complete the project you need to obtain all building permits and all of the regulations so good luck good luck happy to have you guys uh moving to the town yeah welcome to Webster thank you um no minutes we do not have minutes this time no minutes this time okay um with that motion to end the meeting okay motion
