***

Supervisor Scialdone invited Sharon Pratt, from the Historical Society and Mike Morency,

Village Trustee, to the podium to present a plaque to the homeowner of 121 East Main Street as

part of the Webster Historical Society’s annual recognition of local properties that represent

architectural integrity and historic significance.

Ms. Pratt explained the guidelines for awarding historic property plaques, noting that qualifying

homes must be at least 50 years old and maintain their original appearance. A Main Street house

in the Village, built in 1913—once home to a doctor and later the Swingley family—is being

honored and its new owners, the Boyers, are welcomed. A plaque was presented, with the

reminder that it must be displayed where it can be seen from the street.

***

The meeting was open to the floor for public comment and the following Webster resident

appeared before the Town Board.

Kevin Lockart, a Village of Webster resident, came before the Board regarding the upcoming

Monroe County Bay Road revision scheduled to begin June

15. Mr. Lockart explained that they

had spoken with residents across several nearby neighborhoods, many of whom expressed

significant concern about safety, traffic flow, emergency access, and the impact of the proposed

“road diet”. Residents also questioned the unusually narrow two-foot shoulders. Mr. Lockart

noted that much of the community’s worry stems from uncertainty and emotion rather than

technical details, emphasizing the need for clear and consistent communication.

Mr. Lockart urged the Town Board to take a more active role in the communication process,

citing that residents seek guidance from Board members and can benefit from their direct

involvement. He stressed the importance of listening to residents’ concerns, ensuring that all

affected households receive timely information, and demonstrating how the project will improve

safety and support long-term planning goals. Mr. Lockart expressed that addressing residents’

emotional concerns is essential to reducing anxiety and helping the community adjust to the

roadway changes.

Pat Stephens, Highway Superintendent, explained the following Resolution. The contract under

discussion followed a complex process that began with an Request for Proposal (RFP) intended

to minimize project costs. Initially, the Town considered dividing the scope among several

consultants, but it became clear that the structural designer, acting as the engineer of record,

holds legal obligations that cannot easily be transferred to another firm. Because the engineer of

record must verify construction of their own design, the Town ultimately reunited the full scope

under MRB and requested a proposal from them. Although the resulting cost was at the upper

end of expectations, it remained within budget and aligned with the planned project outline,

prompting the recommendation to move forward with contract approval.

Board members emphasized that this experience highlights the importance of issuing RFPs for

engineering services at the outset of major projects, since the engineering firm effectively

“owns” the drawings and limits later flexibility in selecting construction administration or

management providers. They noted that while policy requires RFPs only above certain

thresholds, the Board may choose to request one for any project they deem significant. Members

acknowledged the complexity of the process, expressed appreciation for the staff work involved,

and characterized the contract negotiations as a valuable learning opportunity for improving

future project planning and procurement.

Resolution No. 187: MOTION by Councilwoman Wright, seconded by Councilman Cahill, to

authorize the Supervisor to sign a contract with MRB Group for Construction Administration

Services on the Salt Barn and Truck Wash Out Building Project in the amount of $214,800.00.
