Good to see you are finally here. We have been watting for you for about a

month and half now.

Appearing before the board was Mohammed Alsalalt. T think we came to the wrong meeting one

thine.

Anthony Casciant

Alright, so you are going to put the sign up out front.

Mohanimed Alsalati

Yes. store front sign,

Anthony Caseiani

Is this sign itor what is the deal with it?

Mohaniuned Alsalafi

Pe. 227 September 5, 2023 Planning Meeting

Anthony Casciani

Is the sign lit?

Mohammed Alsalafi

Yes

Anthony Casciant

So, it is all lit from inside. All the letters and all individual letters ?

Mohammed Alsalaft

Yes and mounted to a raceway.

Anthony Casciant

Josh, this meets code, ok for size?

Josh Artuso

Yes, it meets all the requirements.

Jennifer Wright

The only other thing is the fagade before the sign goes up. fs the sign already

up? It’s not up?

Mohammed Alsalafi

Itis not up and has been down for three months since they received the

notice from you guys, we Look it down.

Jennifer Wright

That is the only other thing is when the signs are replaced, sometimes you can

see on the fagade so just inaking sure that the front of the building is freshly painted behind the

Sign.

Mohammed Alsalafi

We will have it covered, yes.

Josh Artuso

Are you proposing a panel in the monument sign for the whole plaza as well?

Mohammed Alsalali

No

Jennifer Wright

There was one there al one point and that was laken down, so you are nol going

to add that back in?

Mohammed Alsalafi

If they want to. Should we apply for another permit?

Anthony Casciani

What is he talking about? A sign for the road? No, I don’t think you should

have to get another permit because that sign was there for tenants in there and you are a tenant in

there, I don’t see any issue. As long as if goes in, and itis nota separate sign,

Mohaimined Alsalafi

IL is not a separate sign,

Anthony Cascianis Justa placard that goes in there, right?

Mohammed Alsalali

Yes

Anthony Casciant

Lam ok with thal Are you guys ok with that?

Board all agreed,

Anthony Casciant

Do you have to get approval from the owner for that?

Mohammed Alsalafi

We got the approval from the owner of the plaza.

Anthony Casciani

Ok, you are all set with that then.

Appearing before the board was Andrew Warne, Ulrich Sign Co. [tis a pretly straightforward

request. There is an existing 3 X 10 box sign already on the building and all we are looking to do

is simply change the face plate on it as you can sce Burd Physical Therapy.

Anthony Casciant

Same location and everything?

Andrew Warne

Nothing is moving. the box is slaying the same. We are just looking to pul the

hew face in,

Anthony Casciani

Alright, anybody?

John Kosel

Is the sign hiv?

Andrew Warne

Yes, internally Lit,

Derek Anderson

Is the white opaque on it when it’s Tit?

Andrew Warne

The whole sign will be lit but the whole sign will be translucent and vinyl.

Derek Anderson

And the while is opaque

Andrew Warne

Yes

Anthony Casciant

So, the white ts Mat.

Andrew Warne

No, the whole sign face will be It just like how the other one was before.

Anthony Casciani

Should be just your letters or numbers should be lit and the white should be

darken so that the white doesn’t show the ight at night. The idea was to always tone them down

and that was away of doing it.

Andrew Warne

Ok.

Anthony Casciant

Who is doing your sign?

Py. 230 September 5, 2023 Planning Mecting

Andrew Warne

Uldrich Sign Company. That is just the material, [Cis just poly carbonate, so il

does allow light to pass through it, So potentially, if the board wanted, we could figure out how

to put a block out on it.

Anthony Caseciani

That is what we have done in the past.

Andrew Warne

That is not what the previous sign was. The previous sign just hacl...

Anthony Casciant

That is probably something that they did later, gosh know but and actually the

code even calls for that. So, if you can do that, that would be great.

HEGEDORN’S PLAZA REDEVELOPMENT

Located at 964 Ridge Road. Applicant Matt

Tomlinson of Marathon Engineering is requesting SKETCH PLAN REVHIEW associated with

the proposed redevelopment of the former Hegadorn’s Supermarket Plaza on a 6.68-acre parcel

having SBL #079.15-1-1.1 located in an HC High Intensity Commercial District under Section

269-5 of the Code of the Town of Webster,

Appearing before the board Appearing before the board was Matt Tomlinson with Marathon

Engincering and we are the Civil Engineers on the project Al Hazelwood is the Project Architect

and then we have various representatives of the ownership with us as well. We are excited to be

here and appreciate the board adding us to the agenda. We have liad some initial discussion wath

stall and wanted to bring this to the board because we do want to advance Planning Board

approvals. We felt that sketch plan discussion and getting some feedback on what are plans

would be a beneht to help us streamline the approval process as we come forward. We are

looking to submit at the next deadline which is in aboutla week and halfso we will be back in

front of Unis board relatively quickly assuming that we are not headed in the complete wrong

clirection,

So. as mentioned, the property is al 946 Ridge Road, down the streel, at the northwest corner of

Hard Road and Ridge Road . We are proposing some updates to the facade which | wall turn

over to Al ina couple minutes to talk through, but the site plan changes is that we wanted to

highhieht for the board and i you can see the cursor is primarily focused at the front of the plaza

oriented to Hard Road. As you know, there are some vacancies m the upper level of the plaza

Pg. 232 September 5, 2023 Phianning Meeting

and the parking lot slopes very steeply from south to north which causes some issues with ADA,

Accessibility, parking in there as well. The majority of the parcel is currently paved with very

lite landscaping. So, we are really looking to dress the plaza up. Not juston the fagade and for

accessibility but also by adding landscaping and islands with some traftic common as well. So,

you will see a new green perimeter: a flattened access drive that brings vehicles to the rear of the

parking vs right along the front which allows for some cut through traffic which we will be

looking to avoid and then the addition of a retaining wall to help lift up that lower northern

portion of the plaza parking so that folks can more casily walk to the front door along the entirely

of the fagade, Those changes did necessitate in a loss of parking spaces, Right now, there is 308

parking spaces on the plaza and so in order to help clevate that and try and maintain as much

parking as possible, we have reconfigured and restriped within the existing pavement limits in

the lower parking and looking to provide some access or accessibility within the corner tower

with stair; clevator or combination of those that would allow for overflow parking on the lower

level to casily come up to that upper level on the plaza as well.

] neglected to mention, there is one row of parking added within some green space on the lower

level just to get us closer. So, the proposed number of spaces is 290 parking spaces in total at the

plaza with a net loss of 18 spaces. We think that a mixed-use development with multi tenants

and there will be sufficient parking for it number one, and number two, we have been able to add

alot of green to the plaza which has some stormwater benefits; some beautification benefits

without losing very many spaces. We think it will be a great addition to that, With that, | will

turn iLover to Al to talk about the fagade of the building.

Al Hazlewood

The upper piece which will call the cast building clevation 1s onc that presents

itself to Hard Road. We have taken the original building that has some small additions and

canopies and some loading docks and those types of things anc have removed them and raised

the grade as Matt said to facilitate public and pedestrian access into, he plaza strip and the store,

the plaza itself can be broken out into numerous layouts but at this pot we have it somewhat

phased and into three or four layouls depending on how you want lo reference them. Over on the

right had side, which would be the north, is the and | have indicated that there is probably going

10 be a vertical evaluator lift that would provide access from the lower level of the site to the

main level. So, like Matt had said, we have access for folks lo vertical elevation without

somewhat of a hazard. Then we have the fagade improvement around to the south and has it

wrap some of the front of the building to soflen some of the harshness of just a flat building and

we have also added the stone, vencer that we are going to propose further down where the

loading dock is. On my drawing it indicates that the loading dock on the side of the south will be

modihed and will only be for boxed trucks. Ie wouldia’t be meant for any semi-trailer (ruck

access, “That loading dock would be towards the northwest corner of the property. fs there any

questions anyone would like to presen?

Pe. 233 September 5, 2023 Planning Meeting

Anthony Casciani

At this point, | think itis moving along well. Jolooks good. When we spoke,

I inentioned the loading dock and you agreed to climinate the tractor trailers. Ithas been a

headache with those guys parking in the road and everything. So, box trucks are fine and then the

large trucks going around the back.

Matt Tomlinson

The box trucks would be able to stage that loading area without encroaching in

traffic and then tractor trailers can come down and loop around back and use the north portion

and thanks for bringing that up. One of the other benefits with potential users with not as a

heavy delivery as a grocery store or some others. We will expect a few less trucks delivery wise,

at least on the large side, so there would be some benefits related to just how many delivery

vehicles we are queuing in along the front on Ridge Road there and really help with circulation,

Anthony Casciani

And the other issuc, Matt we spoke, E don’t know what is going to be required

for any detention or anything on that site.

Matt Tomlinsom So, the storm water requirements are, if you reduce your disturbance limits,

which we are not disturbing all of the plaza but the whole front forthe most part. Ifyou add 25

% greenspace from what is there today that satisfies all DEC all stormwater requirements and by

extension the towns MS4 requirements so we will have that detail for this board when we come

back in, but L anticipate that any stormwater treatment is required it will be relatively minimal

because of how much landscaping we are adding.

Anthony Casciani

That area that you show to the north, where you have five...yeah. right there.

(SHOWING PLANS ON THE SCREEN) That area, if nothing else, somewhat of a containment

like what they have down in front of Taco Bell.

Mait Tomlinson

Yes, there is some bio retention there.

Anthony Casctani

What do you call those retentions?

Matt Tomlinson

Bio retentions areas.

Anthony Casctani

And they look good to, so you still have a decorative setting.

John Kosel

On the northeast corner, is the liquor store still going to be there?

Matt Tomlinson

That addition will be coming off the plaza.

AL Hazlewood

The portion of the liquor store that is current there, or contained and the

northeast corner is going to be removed and the upper portion of it, if you follow the sequence,

will be an addition or part of the main floor and then we would be squaring off the building so

there 1s no projections lowards the east.

Pe. 234 September 5. 2023 Planning Mecting

Matt Tomlinson

Right now, along this fagade there is about an 8-foot grade change from the

existing grocery store entrance to where the liquor store ts, so we are looking to fill in that entire

fagade to have a level frontage to the plaza,

Jennifer Wright

What about the corner, the southwest corner. Is that whole parking lot going to

be...... because that parking lot gocs down a hill a bit is all that going to be Hat as well,

Matt Tomlinson

im sorry, are you talking down here, northeast corner?

Jenniler Wright

Southeast at Ridge Road right in the intersection where it goes to Shoccralt . |

am trying to envision that. Doesn’U that slop down as well. That area is not fat either,

Matt Tomlinson

It does slope down a bit and right now the pavement actually goes right up to

the sidewatk a little on Ridge and there is very lithe separation along Hard Road as well so, we

have pulled the parking areca back towards the building a little bit in order to slope up the lawn

Justa touch in that area so , it will fall away from the building just tike anormal parking lot like

Weemnans or anything like that but it will be much flatter than it is today.

Jennifer Wright

| was just ying to picture how you will fll that in, “Phat is alot of Hil

Matt Tomlinson

It just takes money, thats i. (LAUGHTER) and yes, it will be a substantial

change lo that plaza.

Derek Anderson

On the west side, is that? ] feel like there is a slope to that to.

Matt Pomlinson

At the rear of the plaza?

Derek Anderson

Yes, on the west side of the building. ICs been awhile since | lave been back

there.

Matt Pomlinson

[Cs rchatively (Mat at the lower level.

Jennifer Wright

That is where they do all the cross-counly car washes. [tis pretty fat back

there.

Anthony Casciant

[t's flat bat in kind of climbs where the roadway goes.

Jennifer Wright

Are you still going to have room for the cross country and the car washes back

there.

Matt Tomlinson

There will be plenty of room back there. Yes, we are not really changing the

pavement limits. Just restriping itand maybe some new lighting. we will see where tt fits. “Phe

only really change through the parking again ts the row there just to make up some of what we

Pg. 235 September 5, 2023 Planning Mecting

fost on the front so you can’t sce what Fam looking out but there will be an additional row of

parking and then right in the front of Warren’s we are putting some parking along the frontage

of the store for convenience and ADA accessibility as well right in here,

Jennifer Wright

Now, is Warrens staying there and through the construction?

Matt Tomlinson

Yes

Anthony Casciani

Ok, anyone else,

Derek Meixell

This looks fantastic. Some fill company ts going (o be very happy.

(LAUGHTER)

Anthony Casciani

You have a pile of dirt over by... When they dug up Hard Road. Whatis all

that dirt over there. That is a major pole of it. Is that what that is for’? Ok, EF guess we are all set

then,

(Anthony Casctani read the fourth application):

457 PINEVILLE LANE IN-LAW ADDITION: Located at 457 Pineville Lane. Applicant

Robert & Jennifer DeVos for are requesting an ACCESSORY APARTMENT WAIVER

FOR OVERALL SIZE associated with the construction of a 916 Sk handicap accessible in

law addition to an cxisting single-family residence on a O.45-acre parcel having SBL# 050.03-

6-74 located in an R-3 Single Family Residential District ander Section 350-50 of the Cade of

the Town of Webster.

Appearing before the board was (NOT SPEAKING CLEARLY INTO MIC AND DID NOT

SIGN JN) INAUDIABLE Construction, The plan is to hopefully build this for Bob DeVos

and wife and mother in-law who is presently looking lo move in the proposed addition which

goes beyond your square footage requirement with the town. Essentially what this is, ts a

handicapped accessible in-law apartment that will have a small kitchenette; small, handicapped

bathroom; a bedroom and it living space.

There is access to the family through a doorway so thal they can share meals if they so desire

but al the same time, she can have her own space . We looked into meeting and conforming

with (he square footage requirement. Phe customer actually paid an architect to do a drawing

and we went through the process to see if the square footage that would conform would work

with what we were looking to de, and it became to cumbersome and not actually a comfortable

living space. Iwas really difficult, and we couldn't get her the square footage that she needed

if she potentially went into a wheelchair, which she is not but when we construct these types of

projects. we hike lo anticipate any future issucs that might arise.

I don’t see any other issues. The property is a farger property where it docs not obstruct any

ones view: the grade is such that we should not have any water drainage issues. We looked at

Py, 236 September 5, 2023 Planning Mecting

other areas in the house lo potentially do this sometimes we wall build out a garage but thal

didn’t work in this particular situation. That’s the overview of what we are anticipating doing.

Anthony Casciani

Josh, the waiver for a project like this, did they have to get a vartance at all?

Josh Artuso

No

Anthony Casciant

They did not, so this would be parlof waiver that would be with the town,

Josh Artuse

Correct.

Anthony Casciani

Ok, so if we are good with that and we move on with the size and so on

and so forth, can we do preliminary approval on it too?

Kyle Taylor

Preliminary/Final is not required. It ts just an overall variance for deviating set

forth in the code with 35%. See section C-3.

Anthony Casciani

Ok

7. ver Ir . ; . i srotoqe

Jennifer Wright

How much bigger it ts.

Anthony Casciani

1s quite a bit bigger

Applicant

It is approximately 900 square feet going from your ordinances which is S00 square

fect,

Josh Artuso

Well, 500 is if it is detached and 750 if itis allached so 750 is usually the

maximum and they are proposing 916,

Anthony Casciani

Ok, my concern was that they we didn’t have to show it as a public hearing

and obviously not then. OK, we are good with tt.

Derek Anderson

(nol speaking clearly The layout that is in the package is that the ultimate

layout that you are going with and the ramp, that must run on the side of the garage for aceess

lo the front of the house.

Applicant

Essentially Cts nota ramp itnot a visible ramp. We are building on grade and the

pitch on that property is such so that there is a grade change on the back, so we got lucky there.

There is an existing walkway there so we can enter right into he addition at that level and it

actually Ges in with the level of their house. ft's kind of strange but we have some luck on our

side. So. there won't be a visible ramp but, in the negatives of that from the neighbors point of

view,

Something like this, is this something in ficu of a regular cell tower

ordinarily...

Robert Burgdorl

Yes, instead of being on a tower the antennas are simply mounted on a

structure.

Mike Crosby

[ts more of a fill in type of site so of course you are familiar with our traditional

macro sites, like the one we have at the Police Department. We call that one Hard & Ridge and

of course one at the town highway garage so of course we have various, ccll tower macro Lype

sites that provide the blanket umbrella coverage area but because we have been building

coverage deliciencies and also because of the capacity needs [rom those big siles being

overloaded this is more of a densification effort to fill in the existing network arcas where we

are having coverage and capacity issucs. The coverage is related more to in building number one

and two, Verizon like other wireless carriers is licensed by the FCC lo operate is various service

bands so we have various [requencies that our service operates on and not all created equally.

Our higher frequency bands tn this case, this ts a what we call a mud-band coverage. site, Our

mid-band service when we add that to this site, which this site is designed to have, it will help to

olfload not only the existing mid-band in the area but also the low band that gets into the area

from the neighboring cxisting site. So, it’s like a three-dimensional puzzle that you put together

and there is different pieces that fit in different ways. This is a nice opportunity for us to use an

existing structure without having to have a major impact visually.

Robert Burgdorl

And this will provide the same service in terns of the user, it does the same

things as a regular macro would do

Anthony Casciani

So, do other ...this is Verizon so would any other would have the opportunity

to co-locate? | don’t know bow these work.

Mike Crosby

Phis is not intended for....dhis is just for Verizon,

Anthony Casciani

So, this is just for filling in basically.

Mike Crosby

Any of those other carriers at various points and time Pam sure, they do ful it type

siles as well and what we are doing does not prevent them from doing something similar, They

just may have a different way of doing it and we certainly cannot speak for them,

Pe. 240 September 5, 2023 Planning Mecting

Robert Burgdorl

If they wanted to co-locate on this building, of course we have no control over

that. They would have to go to St. Ann’s and work a deal with them and then come before the

town to get their approval.

Anthony Casciani

Alright well, this is a public hearing. 1] guess we will bring it back to the

board. Does anyone have any issues or concerns with it?

Dave Malta

This is a popular situation through out the town to be located on top of a building

like this. Which ! think is way betler than INAUDIBLE

Jennifer Wright

It also ts set way back and you won't see tt. The other peak is about the same

height as the tower would be.

Anthony Casciant

Josh, does this have to go to Town Board lor someone to be lead agent for

something like this?

Josh Artuso

In terms for SEQR? [dow t believe they declared themselves as lead agency [or

this.

Anthony Casciant

Alright, in that case, we can keep moving forward with it.

2, Significant construction shall occur within one year, as deemed by the Planning

Board, to expire on 9.5.24

Robert Burgdorf

Phat’s no problem, we understand. We INAUDIBLE construction schedule

and it depends on what is in front of it, and it should be done within a year or at least started.

Mike Crosby

It's a big company and we have a lot of projects going on and this is a key

steppingstone Tor us to get it into the build plan so of course once we vet our building permit

then it gets in the hopper for build plan, but we already have all of our sites that are im

construction for 2023 so it would be in 2024 and the minimuns that we would start would be

in 2024.

Anthony Casciant

You should be ok within a year, Even if not, you would just came back

and re-apply and that shouldi’t be an issue.

Mike Crosby

These are things we dont know 100% sure sitting here but that sounds good,

SPLASH CAR WASH EXTENSION OF APPROVAL: Located at 1013 Ridge Road.

Applicant Anne Riley, LLC Attorney for Splash Car Wash is requesting a 1-YEAR

EXTENSION OF SITE PLAN APPROVAL associated with the construction of a 7.000 SF

car wash facility and associated improvements on a 2.16-acre parcel having SBL# 079.15- |

16.003 located in an MC Medium Intensity Commercial District under Section 269-17 of the

Code of the Town of Webster.

Appearing before the board was Anne Riley. So, we had a varianee with the Zoning Board, and

they extended it last month, so we are just looking for this site plan approval to be extended for

another year. We are in Htigation, and PE represent the properly owner so we are in litigation, but

itis very possible thatit will be resolved shortly, and we don’t want (o loose these approvals if

we can get them extended.

Anthony Casciant

So, let me understand, the approval HW itis updated again, is that for the

owners of the property or for the applicant who applied?

Anne Riley

Iwas for both. [iwas applied to by both, The applicant and property owner.

Anthony Casciani

It is for the car wash.

Anne Riley

Ils for the property.

Anthony Caseiani

| am sorry?

Anne Riley

Il is for the property, and we want these approvals to be extended for a year for the

site plan and subdivision, Everything was approved last year.

Anthony Casciani

Yes, ] was reading itand there is Dave Clemons, and he was the original

applicant, so he received approvals. So. this is the update for him again.

Anne Riley

Yes

Pe. 243 September 5, 2023 Planning Mecting

Anthony Casciani

Along with Fox or whoever the owners are.

Anne Riley

Well, the Foxes own the property. Their entities own the property.

Anthony Casciani

OK. [just wanted to make sure that we had it, Ok, [don’t have any issues

with it.

Jennifer Wright

I thought there was one thing with the lighting.

Derek Anderson

Last year was the approval and one thing that £ found after that this was

approved, that the location that they have in Geneva and down the road, Ethink itis Seneca that

they way the buildings are constructed while the lighting is on the inside of the building that it

spills out in the road and you can read newspapers across the street from the amount of light

pollution that these facilities put out and ] want to make sure that the lighting is corrected that i

does not leave the building. They put glass all the way around the wash bays, and they have a

big lower with glass on the top and this really, really bright pink neon lighting that wraps around

the whole building and we cannot allow that. It is like a beacon that goes off and you see it from

miles away. Is an eye sore,

Anne Riley

In this approval for extension can you add that as a condition of that the lighting be

iddressed’?

Anthony Casctani

Derek, suppose we make the approval for the extension, subject to them re

appearing before the board for any updated or whatever prior to getting a building permit. Ok,

are you comfortable with that.

Derek Anderson

Yes

Anne Riley

That's a good idea because | can’t really address the construction,

Anthony Casciani

So, we will put the burden on them, When they come in to get a building

permit, they would have to re-appear for a short review of what they are doing.

Derek Anderson

The site has a lighting plan on it, but the lighting plan did not show these neon

strips at their other facilites thal wrap around the entire building and windows.

Anne Riley

Probably those other locates liked that.

Derek Anderson

Nobody would like this,

Anne Riley

} don’t know, and Phaven’t see any of those.

Derek Anderson

You can see it miles away and you can read a newspaper across the strect.

Pe. 244 September 5, 2023 Planning Meeung

Jennifer Wright

There is another one on 250 now in Pentield. They have replaced and rebuilt

where the old Perkins was.

Anne Riley

I have not been by tt, but itis not a bad idea to put that in your approval, so they do

pay attention to it. TPyou are saying that their lighting plan that they submitted last year doesn't

show that, then they should have to comply with what they submitted because that is...

Derek Anderson

Well, sec the problem ts that we require is strictly like a fight pole and they

cume that way inthe plan. The problem is this is the type of lighting that is wound up being pul

on the side of the building and an example, Oaklee as he built the Country Max. They have all

this bright LED lighting that goes around the entire building, and it is not showing up in the

lighting plan and the other issue with this place, is the interior ighting in the wash bays and the

way they do it. They have big glass windows that pours outside in the street. So, it is not

something that would be caught on a regular lighting plan, i€'s the lighting concept for the

building that needs to change.

Anthony Casciant

Ok, we will just do that and make that part of the resolution,
