Located between the east end of Conifer
Cove Lane and Webster Road. Applicant Grove Underhill, LLC is requesting PRELIMINARY
/ FINAL SUBDIVISION AND SITE PLAN APPROVAL (
PUBLIC HEARING
) associated
with the creation of 9 lots for construction of 8 single family residences and an associated
stormwater management facility on a 5.55-acre parcel having SBL# 065.18-1-27 located in an R
3 Single Family Residential District under Sections 269-11, 296-20 and 350-12 of the Code of
the Town of Webster.
** Applicant has requested to table this matter to the August 6, 2024, Planning Board Meeting**
(Mark Giardina read the second_application):
UHAUL SIGN AT 1039 RIDGE ROAD: Located at 1039 Ridge Road. Applicant Deborah Yost
is requesting SIGN APPROVAL to reface a 25 SF building mounted fagade sign and a 29.6 SF
monument sign to reflect the change from Life Storage to U-Haul Self-Storage on a 5.93-acre
parcel having SBL# 079.15-1-8.008 located in an MC Medium Intensity Commercial District
under Section 265-7 of the Code of the Town of Webster.
After talking with Josh, this applicant quite aways out of town and we decided,
right Josh?
That is correct.
We can act on this without him having to drive all the way down here for it
and this is nothing more than an application replacing the size and everything of what the existing
signs were. They are just changing it to U-Haul.
I just want to clarify up on the screen right now is the previous signage so what was
Life Storage. So, what they are proposing to do is simply reface the existing monument sign and
replace the building mounted sign that is near the entry door, and this has been removed. The
larger Life Storage and they are not proposing to replace anything in that location. So, it is just
the small building sign near the entrance and monument sign.
Give the fact that the applicant is not here, why don’t we get on record of what
the final consists of which is a letter from the representatives; sign application; sign permit; an
instrument survey; a photograph of the front of the building; non-collusion disclosure; a measured
design of footage on the proposed signs.
| have a question, on the monument sign, is that the address below the sign, }can’t t
ell?
Yes, | do believe that. That is the street address on the bottom center of the sign.
So that is going to stay?
Pe. 99 July 2, 2024 Planning Meeting
Yes, they are just going to be replacing the top portion. The based already has the
address on it. I will also add that 1 know the boards concern with signs that have white
backgrounds, and I did confirm that this sign will not be lit in any way shape or form
Derek Anderson:

MARINA CHRYSLER DODGE JEEP ADDITION EXTENSION OF APPROVALS:
Located at 943 Ridge Road. Applicant Pattonwood Properties Inc. is requesting a 1-YEAR
EXTENSION OF FINAL SITE PLAN APPROVAL (
PUBLIC HEARING
) associated with
the construction of a 3,379 SF building addition to an existing car dealership on a 4.82-acre
parcel having SBL #079-15-1-22.104 located in an MC Medium Intensity Commercial District
under Section 269-17 of the Code of the Town of Webster.
Appearing before the board was (DID NOT SIGN IN) John Gabrielle representing Pattonwood
Properties Inc real estate company and Marian Chrysler Dodge Jeep who is the applicant. We are
basically just looking for a one-year extension for the permit that was granted a year ago. Due to
a bunch of different reasons with some delays here and there we are looking to extend this for
another year.
Yes, I think we talked about this before. Again, just for the board, I think Josh
sent out a copy of this in an email in regard to it and INAUDIBLE we knew what it was, and you
have it here. (NOT SPEAKING INTO THE MIC AND FACING BOARD).
There are no material changes.
No, we are just looking for a one-year extension of the prior approval.
Before we go any further, [ have a question, fast March I was driving by Marina Dodge
on a Wednesday night about 7:30 and it was dark out and they were unloading cars in the middle
of Ridge Road in the left-hand turn lane, and we had the Code Enforcement guy go over and talk
to them there. Well, two weeks ago June 19" about 9-9:30 in the morning I was driving by and
there they are again in the middle of Ridge Road unloading there full-size dodge vans. What do
we have to do to get you guys to get those trucks off of Ridge Road and onto the property to unload
them.
Pg. 101 July 2, 2024 Planning Meeting
Again, our property ts large enough that we can accommodate those transport
vehicles and unfortunately a lot of these transport companies, some of these drivers that they hire,
and they may not always be familiar with the property itself, so it is hard for us to control what
they do they are all independent companies. We have certainly made each and everyone of the
manufactures that we represent as well as the any of the other transport companies that they are to
pull onto the property and unload in the back and we have more than any other dealers that are up
and down Ridge Road for loading and unloading vehicles as far as a complete drive area and the
change that we are asking for has no material change to that at all so. 1 apologize that, that is
happening. We certainly do not control those independent truckers.
Don’t they come in and check with you guys to see where you want the cars or
anything.
You would think but there is a lot, in todays day and age with as much ecommerce
that is going on. People buying vehicles and selling vehicles all over the country. There are a lot
of these independent truckers, they call them “hotshot” drivers where they buy a three-car carrier
and then they suddenly are in business to transport and hauling. Was this a larger unit?
When I was coning here tonight, there was a larger trailer pulling out onto Shoecraft
Road so I know some of them do, do it.
The majority of them unload and load on our property and unfortunately, we tell
each and everyone to do that and I will reiterate, as far as I am concerned, our property has the
best ingress/egress for that particular purpose.
Yes, they don’t have to turn around or anything.
They can drive in and drive out.
Is it possible that maybe if they refuse to....] mean, unloading in the middle of Ridge
Road is very unsafe. It is possible that your people could call the Police there and encourage that
guy to get off the road I mean...
We can certainly go out there and inform them that they are not to unload or load
there but calling the Police, I don’t know. I would leave that up to the board. I don’t know if that
is something we wanl to start doing.
Do you know ahead of time John when a shipment is coming.
No. They don’t notify us when they are going to show up. Sometimes they will
drop off vehicles after hours. You said this was 9:30 in the morning when you went by?
Yes, two weeks ago.
Pg. 102 July 2, 2024 Planning Meeting
So, we are open for business and there is staff there.
I have seen them pull in and come out the backside and I have seem them
unload on the site. Garber or Doyle, whatever it is now, they were notorious on the road. They
are inside now so they don’t unload on the road. They corrected the problem. Probably the only
thing you can do is when a truck comes, I mean you have to have guys seeing a truck pull up, just
tell them.
We have done that. We have gone out there and told them they are not allowed to
unload or load there. Sometimes they will move the truck . They are independent from us; we
don’t own them. They are contract workers for the manufactures.
In my opinion, if anyone sees it, the Police should be notified and write them
a ticket.
Well, if the Police are on patrol al! the time, ] am sure that they have to see it.
But they probably don’t think twice about it. Maybe they are not informed of
it. Maybe that is something that needs to be discussed with the Town Board to say talk to the Chief
and this is what you should be doing basically.
We will do our best to have our staff, when in the future they pull up and they are
unloading, and we can tell them that they can’t do that.
This is a public hearing, anyone wishing to speak? There is really no one here,
I will close the public hearing.
