captions Language: en no not good at all all right I guess we can get started okay okay I guess it's uh 7 o'clock i' like to welcome everyone to the October 1st planning board meeting would you join in a Pledge of Allegiance please Al United States America all right call R Mr Anderson here Mr P here Mr Co here Mr Mal here mrus here Mrs M here Mr Taylor here okay uh we've got a full agenda actually this evening Dave why don't you go ahead you want to start with the first I think it's Savers you want to you want to just uh make sure everybody knows that we don't have a full board tonight well we've got five we got a quum yeah we don't we can there's two two members excuse me two members are not here so if anybody as an application concerned about the number of votes if not we man okay okay yeah go ahead item number one on our agenda tonight Savers sign located at 980 Ridge Road applicant Kirk Wright is requesting sign approval associated with the replacement of several existing building mounted facade signs and tenant panel on the monument sign for Savers within the Webster Plaza on a one 1.7 17.03.2012 d3.1 located in HC high-intensity commercial District under Section is looking to do what they're calling uh a refresh On Their donation center signage um we're changing basically square footage per square footage uh 94.5 coming or 94 coming down 94 going up um the only real change is the entere exits on the donation canopy M uh the ones that are in place now are just too small they're not working for them uh they want to do some illuminated uh signage there and try to get uh people to enter through the enter and exit through the exit Okay the uh you have that you also changed the sign the donation center sign the Big Green right on the face there yeah right there changing the signage itself uh right any painting of walls is not in my scope my opinion I went through all the signs you're proposing I have no problem with them my opinion the only one that I don't care for is that one there with a big blotch of green Sherman Williams green whatever um I prefer to see what you have there currently that's the only sign that I have an issue with I see the one I'm talking about that big green it's painted it it doesn't look the green background L yeah just doesn't look attractive to me the other one where the letters show that's a whole lot more attractive in my opinion if you can change that or whatever board decides you see that one John you see that yeah yeah the other ones are fine I mean I think that's those are good changes again the uh painting of the wall is not in my scope I'm just here for the signage mhm it is called out on the application though yeah that it's painted that color it's called out as painted that color and has a specific color number MH so it has incorporated it into the application so leave it as an agreement to change the requested you know approve the signs that are requested other than the donation center sign uh leaving the original sign as it is currently yeah in that area right would you okay go along with that I got to test my understanding the new sign has darker faces MH what I think I'm hearing is you don't want the wall painted green you're okay with the sign itself well the letters actually the lettering is a little bit different um it is darker yeah I I don't know do you guys what do you think the one that's up there now is a lit back lit isn't it yes uh the new one will be the same MH yeah so why why change it right you're right well the blue against the white would look it would show up more than the green against the white like it is above make a whole issue all night on this but I'm going to suggest we just leave the sign as it currently stands for the donation center the main sign remain as it is and approve the additional requested signs that's what I'm thinking anyways where you guys at I'm with you y you all right with that J you okay with that yeah all right want to move in that direction then okay what if we change the faces on the existing to this darker green say green or blank dark green it's like a dark green yeah yeah it's digitally printed dark green PMS 567 translucent vinyl it's called out on uh one sheets here seven of nine um first impression looking at it I like what's there just my opinion again this the darker green will will do a little better C contrast and color and make it show up more I understand you don't want the the of it is 20 some feet I mean Heck if anybody doesn't see that sign they people freaking blind the darker Center the letters on the uh the darker center for the donation center is that the same color that's proposed on the enter and exit signs uh I believe so they look it's hard to tell when you see it on a print like that they I'm going to guess they're probably the same col they are they're called out as the same PMS 567 translucent green so what you're saying is okay so the entrance exit and donation center sign would all be the same color without the dark green background yes sir without the lime green want to call it yeah the lime green all right that's fine wall you guys all right with that that work for you then that's fine with me okay let's do that they would give the contrast and they would eliminate the yeah the Sheran Williams yeah right right electric lime color yeah all right um what else we have on that public so we want to make a motion to approve that is this for that sheet is that something for this sheet is this something we would have to have them re submit to the town before the town would issue a permit on it you have to modify it to demonstrate that they have the owner recognizes it that electric lime has been eliminated from the project yeah well we we have put that in a resolution and then that's what that that's what they'll have to pres yeah they when you give it to the town that I guess Josh they'd have to just modify it on their drawing right correct just take that green off it' be all okay all right all right we going do a seek around it sure the T ofer ples will consider request by applicant Kurt Wright with vital signs to upgrade the existing building mounted and panel signs for Savers located at 980 Ridge Road on tax ma parcel 15-11-3 point1 the planning board classifies the proposed action as a type two action under Section 67.5 C2 of the State Environmental Quality review regulations and therefore is not subject to further review okay I have a motion in a second second a second all in favor I okay we're good somebody want to make a motion for the approval of the signs yeah I'll make a motion for the sa for uh applicant Kurt Wright for approval of the sa signs at 980 Ridge Road uh as presented with the only exception is now I'm not sure the lime green on the donation center is not going to be there is that correct correct yeah the lime green painting won't be there but the letters will conform to what he's asking yeah okay eliminate the green background okay yeah that's so that's the motion okay that be a motion a second second you have a second all in favor I I okay all right so what you want to do is have a modify that that piece and present that to the town for building permit gotcha okay have a good night permit thank you okay item number two tonight doggy Spa sign located at 696 Ridge Road applicant Jessica Costa of vital SS is requesting sign approval associated with the installation of a non-lit 17.5 ft building mounted sign and Associate tenant panels in an existing Monument sign to reflect a new business within the Heritage Commons Plaza on a 1.16 acre parcel having number 07917 - 1-81 located in an MC medium intensity commercial District under Section 2657 of theak of the town of Webster yes ma'am hi uh Jamie Catalano Jessica couldn't make it also from vital signs though um so yeah same signage we always do in this Heritage Commons Plaza nothing's illuminated just changing out the tenant um I don't know what else we come here a lot for these this Plaza yeah I know you have a standing appointment I know the next one's me too same Plaza um yeah it all conforms conforms to the front for your uh facade right Josh for sizewise it's okay it's all right yes it's consistent with all no issues with other signage and then you'll you'll have a copy of it on the on your Monument sign out in front too also yeah it's going right on the bottom of the monument okay all right anybody any issues or no good with it all right do a secret let's move Ahad Town wer planning board consider request by applicant Jessica Costa with vital signs to install a bilding mounted and panel signs for doggy spa located at 696 Ridge Road on tax back parcel d181 the planning board classifies a proposed action as a type two action under Section 67.5 C2 the State Environmental equality review regulations and therefore is not subject to further review okay you need a second second all in favor I I motion to approve doggy's paw I'll make a motion uh for applicant Jess Jessica Casta Vital Signs uh for doggy Spa sign located at 696 Ridge Road for a building mounted sign and a tenant panel sign and the existing Monument sign uh as presented okay I have a motion you a second second have a second all in favor okay we're good with that one you know this let me just before you do the next one it seems kind of like a waste anybody like what the heck are these people coming in having to get a permit for a sign as simple as they are sometime like this if we didn't have this requirement for sign approval could you imagine the signs that it would be all over this town so that's the reason for this so it seems like minor issue right now but what happens when somebody comes and puts a 20 foot x 30 foot sign in their front of their building that's where we have the issues on so this way here at least the town has some control over it before it gets to that point so anyways that's it go ahead I'm sorry okay number three love a lot sign located at 696 Ridge Road applicant Jessica Costa of vital SS is requesting sign approval associated with the installation of with a 16t non-lit building mounted facade sign and Associated tenant panels and an existing Monument sign to reflect a new business within the Heritage Commons Plaza on a 1.16 acre parcel having SPL number d181 located in an MC medium intensity commercial District under Section 265 D7 of the code of town of Webster okay what is an ex adult or whatever the heck that is I guess it's a amphibian from Mexico maybe like a big salamander is my understanding oh is that what it is that's what I hear I've never and reptiles what do you say rattlesnakes there you s i I just make the sign I don't know oh Mel it's getting kind of crazy here huh I know okay that's all I was just curious all right so this is another sign basically right one couple over couple couple away from yep yeah okay same thing and it meets all the requirements okay that an issue I don't believe anybody no colors are nice all right all right want to do a secret at T wer plan board considered a request by Jessica Costa with vital signs to install a new sign for Ladle located at 696 Ridge Road on taxback paral 07917 - 1-81 the planning board classifies a proposed action as a type two action under Section 67.5 C2 of the State Environmental Quality review regulations and therefore is not subject to further review okay have a motion your second second have a second all in favor I and a motion to approve Jen why don't you keep going you're on a roll I know I'm on a r here looking High tonight uh thank you guys no no we're not done oh I'm not done yet no that was just the Seer oh we don't want get away that I'll make a motion for applicant Jessica Casta VI signs to approve a love a lot sign located at 696 uh Ridge Road for a 16 square foot build non lit building mounted sign and then two panels for the monument sign at the road as presented okay that's this motion we need a second second you have a second all in favor all now we can see tonight okay see you next week okay okay number four Aberdine estate sign located at 1630 Queens Cross Lane applicant Bernard Yakov Angelo is requesting sign approval associated with the installation of a 34t square square foot Monument style subdivision entrance sign on a 68 acre parcel having number 0502 D3 -1 located in an R3 single family residential district under Section sign approval for a monument sign uh which is an entry graphic depicting the location of the community okay at the um uh entry of the uh the community on the North side okay and it's on lot we're we are proposing on lot 101 or also known as 1630 Queens Queens Cross Lane a sign has submitted to you okay uh the sign will be uh the whole Monument is is about 12 foot wide by 55 in High and um the um the sign itself is probably around 34 Square fet okay and uh it'll say aberin States uh the L go similar to this here this what it'll look like you know we'll have two posts have con concrete block underneath uh and they'll be faced with lime wood uh lime Stone over the top the sign itself okay will be a moss green okay the lettering the uh area around it will all be off white okay um as well as the other areas around here I'll be off white uh it's um nice looking sign consistent with what we've done in our other communities this is at Rose Hill States this is what it looks like we put that in just to give people that are visiting the stuff knowledge that they're com upon the site okay it's good for safety it's good for making people aware of what community they're they're coming up to um so as an entry entry graphic we try to keep you consistent um and this is what they would look like um and the sizes I think everything was put in the application as I said the post themselves would be in the the ledge rack type Stone okay and uh be securely on two concrete block posts Bernie is that is that a lit sign at all or pardon is it going to be lit uh yes there'll be there'll be a it'll be lit on on timer connected to the model home this is going to be the model home interior the lighting is it shined up or is it shined up okay got it that's a nice looking sign yeah mhm okay anybody something that should stay pretty decent too over the years you know so I the town just has a couple comments before the board takes any uh further action on it um just two minor issues is 5T shy of the required setback from Queens Cross Lane so we would just ask that it be moved 5T to the north um for the location just to meet the the setback requirement and uh we also were curious as to um the maintenance plan for the sign um will this become the the responsibility of who ultimately purchases uh that home yes it'll be a deed restriction right in their deed when they purchase okay okay okay that was one of our questions and concerns cu the town often does uh get requests to um maintain and repair these signs and and a lot of times we don't own them they're on private property so we just want to ensure that uh that'll be adequately maintained moving forward uh Josh uh off the queen Cross Lane it was 20 and it's going to go back 25 feet right so if it's back ends up 25 26 feet there's no problem right as long as the minimum is 25 okay sounds great okay okay anybody any questions or concerns with that sign that's good looking sign okay go seek around that one t weer planning board request considered the request by applicant Bernard Yakov Angelo to a monument sign for aberina States located at 1630 cleans Cross Lane on tax parcel 050.0 2-3-1 the planning board classifies a proposed action as a type two action under Section 67.5 C9 of the State Environmental Quality review regulations and therefore is not subject to further review okay need a second second J have a second all in favor I hi all right I'll make a motion for approval aberin Estates sign as presented subject to the applicant uh relocating the sign uh 5T further to the north uh making a 25 ft instead of the proposed 20 ft okay I think that should do it I need a second I'll second it I have a second all in favor I all right we're good all right good thank you very much appreciate your time thank you item number five U-Haul sign located at 1039 Ridge Road applicant Deborah Yos is requesting sign approval associated with the installation of a 39.2 25 ft building mounted internally lit Channel letter sign to reflect the name change from Life Storage to U-Haul Storage on a 5.93 acre parcel having SP number 15-1 d8 008 located in MC medium intensity commercial District under Section 265 d-7 of the Cota town of Webster is there anyone here for that application so uh as you may recall a couple months ago uh U-Haul came before this board for permission for a smaller sign near the entryway of the door and due to their uh being out of the area I had presented on their behalf which I also agreed to do this evening yeah um so as you could see what what was approved um was the little small sign uh down on the first floor here they're now looking to have a more substantial sign for um identification of the building itself um it it does meet the um size requirements and it's um definitely code compliant uh basically just uh Channel letters that would be internally lit and with with a white white face okay so that's that's the handwritten two 2.5 and 157 correct 157 2 and2 ft High all right it meets meets the requirment per size yes and actually they'll still have less signage than the former life storage that was here previously yeah okay is that sign going where the Life Storage sign was I believe the Life Storage sign was on the um the right end of the brick facade um that's since been removed and then now they're proposing to locate it over the the windows okay all right no no issues with it anyone no okay not not a question about the sign but since it's here this is one of those buildings that um I've always wondered if it actually meets the town's code requirement for the lighting you for what for the light pollution going off the property lines oh the the you you drive by this at night and you see that that whole front area is very well lit and it shines out across the street and um it is internal lighting but it just happens to go across the lot line and I've always wondered how that really ties into the town's lighting code for I think I think the code says any lighting any down lighting or off lighting has to be with on the property not cast on to joining properties I think that's the way it reads isn't it yes there is a provision uh I think there's a small allowance for some light spillage but that's very low that's certainly something that we could follow up on we do have a light detection meter that we could measure at the property line and see if it's in compliance or not yeah it's now it's getting darker earlier it's get be more more noticeable is this towards the Ridge Road um direction or the where it fa is Ridge Road and really any of the place that has all those large windows on the front that you could see inside to the hallway oh so the the light that's within the building itself right cuz it's so bright you see all the bright orange lockers on the inside but that lighting spills out through these massive Windows really it's it's kind of one of those things that we've noticed in the past where okay you have outside lighting you look at the compliance for lighting plan on that but this has been a trend on some of the buildings where we have very bright interior lighting right spills out through the windows into the neighboring lat lines just just something to point out something to maybe check in to see if there's a way to mitigate it somehow okay okay mind you SE around yet Jer Tana Webster planning board considered a request by applicant Deborah yoast with Yos and neon displays Incorporated to install a building mounted sign for U-Haul located at 1039 Ridge Road on tax P excuse me tax parcel 07 9.15 D1 d88 the plan and board class specifies the proposed action as a type two action under Section 67.5 C2 of seeker and therefore is not subject to further review okay you have a motion me a second second second all in favor I I I got through that motion to approve the sign I'll make a motion to approve the U-Haul sign located at the 1039 Bridge Road by applicant deel yos for a 39.25 square foot building mounted internally lit sign as presented okay have Motion in a second second have a second da all in favor I I okay we good all right that's all set okay number six Fairlife project located at 1886 tab Road applicant Fairlife is requesting final site plan approval to reflect minor modifications to the the originally approved site plan associated with the construction of a 785,000 ft milk processing plant warehouse and support service buildings on approximately 106 acre parcel having SPL number 0663 D1 d281 located in I industrial district under Section too Webster I got a question what's that it says final site plan approval but shouldn't it be a site plan modification yeah really that yeah I would agree with you Dave they should probably read as a modification to the final approved site plan right that's okay okay right yes sir gentlemen thank you thank you for your time this evening um sitting next to me is uh Josh H director of civil engineering for has school myself Darren Ward senior director for fair life who's overseeing the current construction project and startup of the factory in its entirety so as it lays out we just want to walk you through some minor changes we've made to the SE plan provide some explanations to why we've done that and uh hope hopefully get a better understanding where we're going I just wanted a quick project refresh and nothing too honorous so the production facility itself is just under 800,000 ft it sits on 110 acres the facility itself will apply will employ approximately 250 possessions from management operations admin rolls Etc and on a typical day we will process somewhere in the in the region of 5 million plus pounds of dairy product milk capturing all of that within 100 mile radius of the plant okay just a quick update as we got views from the west and uh we have views from the East as well I believe so just giving you a brief update of where we're sitting in the current construction plan okay so really what we'd like to do is there's seven items that we want to walk through to explain the before the original civil plan and what we've done to change that why we've changed it and give everybody a detailed background so number one uh if you don't mind Josh we'll go through them so what you'll see is a format for all of the slides is what it was originally on the left and what we proposed to do on the right so in the original proposal we were going to utilize a scale building so we would bring in the milk weigh the milk uh at a full tanker empty the milk and then the tanker would leave get back on the scale validate what it's emptied and move back around the site since then we've explored other Technologies and we've decided that we're going to measure the flow of milk coming out of the tanker so we no longer need to weigh the tanker so with that in mind we've shortened the route that the tanker will now take around the site so we'll still come through the guard housee um but a lot lot shorter route as you can see going up into milk receiving which is the white building at the top of the page North and then we've also added the direct tanker exit if you see instead of having to go back around the site it will now pull straight back out of milk receiving going forward and exit the site immediately so it's really been driven by us utilizing different technology and allowing us to shorten the linear length of the roadway quite considerably and reduce the amount of times the trucks are starting and stopping any any further questions on that one before I move to the next I have a question question after these tankers are emptied do they have to be cleaned out or anything or sometimes and sometimes not so it really depends how many times they've been used that day like if they're on their third and final run of the day then we will clean them inside the building before they leave for the for the remainder the day okay so this new the new design you're showing here actually reduces a lot of the ashfall yes yeah we've produced a lot of impervious surface there and uh a lot of truck movement I think it's great yeah okay okay so by the very nature of moving the scales we've also moved the truck guard housee we've moved it further into the property to ensure that we've still got the correct amount of tanker spaces and tanker queuing before the truck guard housee um just to give you a little background to the operation every single milk tanker that comes into our facility has a 15minute slot which is an appointment that they have to be there by and when they do come in they get way through at the truck house we're not we're not stopping them to check in and think at that point all those checks are done at milk receiving so they literally they come through they get W through the into the property the administration and the testing of the milk receiving all happens in the building so really this is just a very uh a product of moving the roadway we're moving the truck guard house to make to make it an obvious straight shot into the the property yeah and to daren's point we we do still maintain the uh seven 17 truck staging that we had in the original approval now Super Tank 100% of Super Tank what are the super tankers they larger trucks or something yeah so a super tank who's considered 10,000 gallons a typical tanker is 6,000 there are some 10,000 gon super tankers but it's not common so the mix is a very typical mixture okay is there any safety checks at the guard house we we safety we're safety checking at at milk receiving so that that's where that operation would happen okay no more further questions I'll move to the next one if that's okay okay so at a point we were waiting for the Department of Environmental and the Army Corps of Engineers to to make a determination on a small piece of of uh what we wanted to determine that it was not Wetland once we got that determination as you can see in the top leftand Corner we decided to take some of the trailer parking spaces away to the right of the picture in the yellow box and moved them up in front of the dock doors which for us is a more more efficient operation to move the trailers to where they'll finally be loaded and unloaded so we always uh kept that off of the plans because we wanted to make sure that that determination was made by the core of engineers and New York State Environmental so the same amount of parking spaces we've just reconfigured them now that doesn't impact any drink AG or anything in that area does it no you'll see that we have the similar drainage whes to the north so we added another drainage s just to the north to the north of that to handle that additional uh trailer parking there okay right okay I don't want to rush anybody I'm just yeah I guess the unsa thing is that you did received the from DEC in the core of engineers a letter saying that there's no impact or no determination away absolutely yes so just to clarify yes we have received that and we have submitted it to the town okay go to the next one joshu so when we first laid out the Civil plan we were still working on the details of the wastewater treatment plant which sits in the bottom corner of the property um the the images that you see on the left hand side was really a conceptual design what we've what you see on the right is the final detailed design so the number of tanks and the rate of flow nothing nothing has changed there if anything we've really just spaced out the roadway a little bit around it but the actual wastewater treatment building has been reduced in square footage so again we we put the road in all the way around so we're not backing up any Vehicles Etc so everyone's got a path around so really the tanks remain closed everything is the same flow rate same design it's just a reconfiguration of the tanks in the building so the pre-treatment building reductions 8800 Square ft yeah reduction well yeah again I mean I think a lot of that's driven by the technology is we go out and look for Innovation all all these modern things that are being changed with modern modern technology wait another year might might even be better yet huh you're always you're always behind the Cur it's always risk versus months yeah okay any further questions no okay number five please [Music] don't um um you can see on the left hand side versus the right hand side this is really about Us increasing some of the burms around the perimeter of our property giving us more uh Landscaping capabilities prevailing a bit more green space um and if you look on the left hand side you can see to the far left there's a small linear burm that we've now changed to more of a round burm and we've done that with the view that that way we can scatter the trees on that BM and get more privacy and less line of sight for our neighbors off to the top corner of that property and if you look also we've added some more trees back in the top corner of that property close to a perimeter of our neighbors so really that's it's really just Crea a little bit more green space for us gives us a little bit more flexibility on landscaping and uh just trying to be mindful of of our neighbors really just a question are you you folks are neighbors around there I guess okay now just a question can you see it okay on the screen here yes okay I didn't know how that was working out there so okay just so they're aware of it too I'm sorry go ahead any more questions on number five yeah okay number six so this is really again around a conceptual design at the beginning when we were first first uh designing the building not really knowing what outside space would be for our employee so the what you see on the left is really just a small Pavilion with some very basic grass Landscaping what you see on the right is more extensive landscaping and we put some some walking paths in really just a matter of trying to improve the experience for our during their break Etc when they go outside so it was really one of those elements that was conceptual to begin with and as we got further into the design it was like okay listening to our employees and our Associates what what would you like to see outside so it's it's more of a an experience within that break time to go outside walk the path sit on the bench and get away from the hustle ble one thing to point out on this the trees that are in this area are in addition to what was on the original approved plan so it's not that we move trees from the other areas these were in addition to it so all of these trees are added from the original number MH just to make it more Park like exactly I think that's very attractive yeah and again reduce the building square footage of the employee Pavilion 1500 foot so there's a whole lot lessia surface yes with this yeah I think that's the running theme really throughout all right and the last item number seven is I'm going to hand over to Josh because he knows for far more about this denight yeah so so we wanted to include this slide because there was some concerns about drainage so we've met with some of the Neighbors about the drainage concerns around the property and then also met with uh Pat Stevens with the town of Webster drainage department to walk through those concerns and the the resolution so I just wanted to walk through those real quick with you just so you can see that uh We've considered all those areas and that they have been addressed so working from the uh the northeast corner the uh the yellow that's our main discharge point so that is actually the the existing discharge point that we're still using so in the original state this property all drained from south to North to where the that uh that yellow node is so we're maintaining that and as you go around to the north uh we are also maintaining that drainage as well so we put in the L-shaped berm that's on the North side and so that's keeping the drainage uh from the top of the burm continue to go north and from the south of the BM going down to the wetlands and that matches what the original conditions were uh as you go around to the the other side of the north there is a a drainage soil just off our property and so we're maintaining that as well and then that goes into the wetlands that run uh you can see kind of going across that North part of the property in the northeast corner uh that is a low area and so uh we are matching that um just to the South that you can see that blue line that is a uh underground storm system that we've added so in its original state this area used to drain to the north to that corner that blue pipe actually captures the runoff on the BM and now takes it over through our pond system so we're actually reducing the amount of runoff that's going to that northeast corner so in its existing state before we started it was a low area that held water uh it still will because it's off of our property but we're reducing the amount of water that's going over there from our property um as you come to the South um so there was some concerns about making sure that we captured that water that's coming off the BM so it doesn't go to the east um so we are putting in a uh V bottom sale just to the south of that blue line to make sure that we capture any of that runoff and there's an existing burm that is just to the east of our property so right now we're we're putting we put in the new BM there's an existing BM and it kind of creates a Valley and that water then goes to the north up to the blue piping and we capture that and take it through our pond system then as you come to the South um where you kind of have the the S curve uh that area goes into another drainage soil it's an existing soil so we're continuing that drainage into that area and then as you come to the south of the page at uh Route 104 that area goes out to the railroad RightWay and we're continuing that as well so there's a BM on that South Side that's the green you can see so everything south of that continues to go into the railroad RightWay and then to the north of that goes onto our property is captured into our storm drainage system and then the uh the West Side kind of that whole length uh up to where it turns uh the property uh goes to the east so everything that hits the property line comes into our property is captured in our storm water system so there's no discharge at all to the West in that area and then you come around the uh the South Pond um so our neighbor just to the the south of that pond that area goes flows to the north we're going to continue that flow so that will flow into our storm water Pond to match the existing conditions and then to finish it out just uh next to the Rock Gym there's a drainage sale and we're maintaining that as well and um we're continuing to flow just a small area into there to match existing so just wanted to show this to you guys so you can see that we're uh we're trying to to make sure that we are a good neighbor and that we're capturing any of these concerns that are coming up any questions on the drainage so that blue pipe on the east side there that that perimeter drainage of St that is on the back side of the BM correct and that collects it and then brings it back into the property to the detention that's correct y so originally we had it going up to the northeast corner but because of the elevations uh we weren't able to get enough cover on the pipe and so we found that it would be better to take it to the West over into our drainage system which then also reduces the amount of water going to that northeast corner where there's standing water that's usually there okay anybody questions on it or no okay that that was the last item I'm sorry that was the last item that's your last onek yeah um well the they're here for you know changes to the original approved site plan um looking at it as far as what I can see so far here is the changes have been favorable as far as reducing environmental issues I mean less black top more green space more Landscaping um anybody have any issues or any comments on that at that point I think those to me those are the biggest things um all the details as far as drainage and so on and so forth they they perview of that actually is engineering detail and that's all been done by Paul and so on so I Know You Paul spent a lot of time working on this one right yeah sure did um anybody John no questions okay again this now this was just for a modification of approved site plan this is not a public hearing this evening by uh standards um I don't see where I'm looking at everything they showed us I'm reading some notes here and I'm willing to move forward with a motion to approve the modifications are you all right with that Dave yeah all right then let's make a I'll make a motion that we Grant the approval for fair life for the modifications to for a modification to the final approved site plan for fair life Coca-Cola and I think um again I'll just add a couple of things I said do I wrote notes just decrease the ashphalt they increase the Landscaping uh it's less impact than with the proposed modifications they've shown on other things on there also um and I think what we we should add in there this this part also I believe uh this is something that's still to be done I believe uh the entire perimeter of the site shall be given further review by hasell as construction proceeds to ensure no standing water will be created impacting neighbors properties and there will need to be step to address the stagnant water and more care to the drainage practices around the perimeter of the entire site the reduction in drainage is noted um in areas such as the PO5 the rest of the perimeter will need to continue to promote storm water to travel along the base of the burm and not Pond for more than 48 hours prolonging the ponding at the base of the burn ter indicates a failure in the conveyance it will need to be assessed and REM remediated uh this shall continue to be monitored during the swip's inspection and corrections made as necessary okay yes all right that's something you guys you work out with engineering and stuff and along I guess that would be it anything I don't think we have to put anything else in there we're just approving the modification is presented pretty much coverage along with this note right yep correct we okay with that Josh I think that's all we need to cover yes okay then that would be on motion I'll second it have a second have a second Mr K hi Mr Malta hi Mr Anderson hi Mr C hi Mrs M hi okay excellent thank youate time good luck with the project it's going nice yeah number seven rg& station 73 modernization located at 891 CLM Road applicant a form RG is requesting sketch plan review associated with the modernization of an existing electrical substation including an expanded substation yard with new fence control house switch gear buildings Transformer and Lighting on a 77 acre parcel having SPL number 4-2 d17 web located in R2 single family residential district under sections 269-5511 of the Cod of the town of web yes ma'am good evening uh Mary stline with LaBella Associates and I'm here with Eric Thor of rg& to talk about rg's proposed modernization project at station 73 so the parcel uh contains an active electrical substation currently uh which was built to the 1950s and includes a substation yard with a fence a Transformer a small switch gear building and a driveway surrounded by a grass lawn the proposed construction would consist of developing an electrical substation meeting the current standards of RG and the required industry standards such as the national electrical Safety Code which have changed as you might imagine since 1950 uh the new substation uh would replace the existing uh outdoor electrical substation um which is located on the Eastern end of the property uh the new substation will contain more Modern Gas insulated switch gear equipment which will be housed inside of uh GIS buildings so this planned uh modernization and expansion of the substation will support upgrades to to the transmission and distribution lines in the area providing backup circuits to support the growing electrical demand in the Penfield and Webster areas so the uh new substation as shown in this rendering would include two pre-engineered metal sided uh GIS buildings one control building which is also a pre-engineered metal sided building uh one Transformer with a oil containment Foundation that's the the black item y uh and then electrical vaults handholes duct Banks conduit trenches uh all surrounded by a new stone substation yard which is surrounded by security fene with vehicle Gates and then there would also be a new proposed lighting uh the lighting at substations generally consists of wall uh wall packs mounted to the building for security purposes um there's also uh perimeter lights around the um outside for security purposes as well those are only on From Dusk until dawn and then uh the installation of um work lights which are used only if there's work necessary at night um substations are unmanned uh they don't require additional uh parking if anybody needs to visit the site they will generally go inside the gates um and park inside um of the fenced area there's no need for sanitary SE there's no need for a water service and there's no need for uh trash usually following construction or trash removal um we understand that screening will likely be an important consideration here however our gen prefers not to have vegetation around the perimeter of the substation uh for safety and security purposes uh following construction of this new substation the existing substation would be decommissioned so the ideal situation is to construct the new sub adjacent to the existing substation while it's under operation so that customers in the area don't um see any um lack of of service so you keep the new one running or get the new one online and then you can uh terminate the the old substation but it means that we essentially need to use the entire parcel construction is anticipated to start in quarter two of 2026 so it's still a long time off but we wanted to to um come to have this discussion with the the planning board and get feedback as the detailed design engineer Engineering Process starts um the project will require a variety of town approvals uh we know we will need a site plan approval there's the potential for area variances ough we'll try to minimize those moving forward um just the nature of a substation lends itself to uh meeting variances sometimes for um open space requirements and and sometimes uh setbacks uh and uh we know there'll be the need for a building permit uh due to the location on a county road we know we'll have to go through the um Monroe County uh review under genu um General Municipal law 239 we also know we'll need to um work with Monroe County to discuss the new entrance off of Cl there are no state or federal approvals anticipated uh the project site is 77 Acres uh therefore it doesn't trigger the need for coverage under New York State's uh General Construction general permit however we know that we'll need a Swift uh with the Town based on the town's threshold that's reduced from the one requirements um so that's a a general overview and uh we'd be happy to take any questions or discuss further a couple of things my my opinion anyways what can be done to visual impact with a metal building that tall what can be done on those buildings instead of the metal sighting I mean you you've got projects around other places and they they look nice this no offense but this looks like a prison I 100% have heard that comment before um you really this is this is the stand that RG has in place right now however there are um options for different facades um they have to work with the um it had to be compatible with the equipment that's inside of the buildings um but there are options that might include um a faux stone veneer um or or some kind of um wooden like a a faux wood veneer as well and that's something we can work with the town on just due to the nature of being a substation we can't have wood go use the mic cuz it's epic and you here um just due to the nature of being in a substation we we can't have uh wood material facades so um anything that we we don't like wood anyway we you like brick and stone right right Stone and and uh you know uh faux type materials um just due to uh the nature of them being pre-manufactured buildings they are exterior metal cladding uh so we certainly can uh you know go back to the project team uh with you know some other potentially available options uh in the line of metal cladding but something that is more uh you know visually appealing yeah this this would be this would be fine in an industrial area yeah but being a residential area Neighbors on both sides much better than and the lights are 45 ft tall so where's the bulbs where's and how does the light were flat down or so I I assume that you're referring to uh the the towers uh adjacent to the Transformer um those are actually lightning uh rods to protect the the Transformer okay the lighting lighting is not shown yet at okay St but I think they're generally um on the range of like 20 ft okay tall and they're full cut off fixtures I think you one of your comments in here is um I mean I can understand you know screening you want to have it somewhere exposed but you got fence looks good on it um however I think all vegetation doesn't have to be 8 10 feet high it can be you know 3 four feet you know but Landscaping is is a necessity I think in a again it's a residential area like Dave said you know it's you got Neighbors on both sides of you right there you know you know and you can't make you know that type of a building look like a residence but get it as close to conforming to comfortable as for the Neighbors as possible my suggestion would be when you come back in you're in here just for sketch plan review tonight but when you come back in if you could bring some samples of materials that you could use on that building so we can actually physically see what we're looking at would you would you guys agree with that y something you can get hands on and really get a feel for yeah we would want that during preliminary for sure okay all right yeah um what you proposing yeah I think you're you're okay with that uh the fence is what's how high is that fence 10 foot uh it's I think it's in your paperwork with a one foot Outrigger just Barbed Wire yeah I I believe that will require variances I I don't believe that height fence is permitted in a front yard and I also don't believe we uh allow barbed wire either MH um so I think we would encourage a more it could still be a security fencing but more decorative in nature okay so the issues we're looking at then are fence fencing and Landscape and say and building materials um okay I did have one other other question I'd like uh the applicants to respond to um is there a rationale or necessity to relocate the entrance to where it's being proposed because the concern is it is adjacent to the hojack trail and it would likely be utilized as a part you know parking area for people that are looking to get on the trail so it in our thoughts internally we think it's the current location would probably be a better uh at least removed from the trail it be less appealing for people to park in that location yeah so again this is this is very conceptual uh plan so uh the main intent um for the access at this point is as as we stated previously the existing station uh intent is to remain uh online um and that's where the existing driveway is uh so in order to account for construction of the facility uh we'd have an alternate entrance which in turn would uh turn into the entrance to the station which would allow um for you know should there there be a need for it it allows for um you know a mobile substation to enter the facility without having to back up or turn around um you know to to help offset um should there be a failure at the station at some point um so it just allows for a a straight in um and out scenario uh but we can certainly as we progress through you know detailed design of the station we can certainly look at uh you know alternate entrance and and eress options Yeah just something to consider okay anything else anybody no so we touched on landscape fencing building materials and try something that would make it look somewhat attractive in a residential area bottom line okay okay all right anything else anybody no no no concerns with drainage and all that in the site that's for sure okay I guess that's it then we're good thank you thank you okay item number eight Sho craft Road apartments located at 1048 Shoecraft Road applicant Shoecraft Road Apartments LLC requesting sketch plan review associated with proposed construction of four 10un apartment buildings on a 5.20 acre parcel having SPL number 0791 9-1 D15 located in mhr medium high residential district under sections 269 -5 and 350-1 14 of Dakota town of webst hi my name is Megan stery with BME Associates we are the site civil engineers for um the applicants stre craft R departments LLC here with me tonight are Nick and John graos from Gerber homes they can answer any questions regarding the buildings um so we're here tonight for sketch plan discussion and review for the apartment complex located at 1048 Shoecraft Road the project consists of four 10un apartment buildings uh approximately uh 5.2 Acres project is located off of Shoecraft Road um just south of Ridge Road in the Webster Plaza and is east of the Webster Sher High School the project is is uh surrounded by existing apartment uses so it is in character with the existing area uh including the um Waverly Apartments to the South the the Webster Green Green Apartment Homes to the west and south of quiny Park Apartments um the parcel is located with the within the medium high residential zoning district and the development has been laid out to comply with the development standards within the district including unit density standards setbacks and the 50 Foot buffer for multif family buildings within the mhr district the existing home Barn garage and Silo are proposed to remain and the proposed access will be off of the north Estate Drive to the South a total of 91 parking spaces will be provided within the site uh which include one driveway space one garage space and 11 visitor parking spaces located centrally within in the development a turnaround is also proposed in order to comply with New York State Fire code requirements that turnaround will be placed within an easement in the town for utilities storm sewers will collect drainage within the site and will discharge to the proposed storm Water Management Facility located Northeast in the northeast corner uh the sanitary sewers and water M will likely be pulled off of Sho craft Road uh to the West the storm water quality and quantity controls will be um located within the north northeast corner of the existing site within U an existing low area drainage from this facility will be directed Northeast to the existing soil that runs along the eastern boundary line and final design will ensure that um proposed runoff rates will be reduced from existing conditions um no full Landscaping is proposed uh that will be during final plan design however just the concept plan shows that General intent for the time being uh so we're here for any questions before we go into final prelim final design the the house that you proposing to leave the house all in the same way I think that was the original discussion wasn't it yes the houses to remain and like the house and the apartments will be part of the same law yes so how is that going to work is that going to work out or uh unfortunately no um there were some issues so there yeah there was some internal discussions with a couple different departments at the town and when it comes to uh assessment purposes for taxation uh emergency response and assignment of addresses um we cannot have a an apartment complex on the same parcel as a single family home so the the town would likely require that the existing structures be subdivided from the area of the proposed development um now that may trigger the need for variances I believe they're trying to include that area um to meet the density requirements but the town would prefer that they pursue variances rather than leave it on a singular parcel there's just too many issues with that uh this is Nick graziosi with uh Sho craft Road Apartments uh that's fine with us if that's the direction the town would like us to go okay um some of the neighbors I've had contact with their concern is traffic and we all know you know it's a heavy heavy traffic area there um I'm going to suggest there probably would need to be a traffic study done on this would you think Dave yeah dere for I mean something to I'm going to guess that's probably probably one of the biggest issues in that neighborhood is just the traffic I don't think the project is good you know but I think we need to address how how the traffic would be with the schools there and so on and so forth and regular traffic north south on uh Shoecraft Road gets quite heavy in the morning and afternoon and night yeah just to reiterate access I'm sorry sorry just to reiterate um we won't be accessing off of Shoecraft Road it would be within the apartment complex to the South you'll be going into the uh north of State correct drive right so there would be no exit or entrance on the Sho craft that's correct okay I saw that drive I thought that was a driveway but that's going to the house and stuff that's there yeah yes sir I think the area of concern that was discussed at the PRC was the intersection I believe it's Linden Tree Lane which connects to North estate so uh lyen Tree Lane and Shoecraft Road that's that's the area of concern because I believe it it directly butts up with the entrance to the high school MH and there's a lot of uh traffic that's out in that vicinity and I assume that most of the future residents would probably take that that path so I I think that's the the area of concern that was expressed North ofate Drive is a Town Road it is so you recommending have some sort of a traffic study done there to see times and amounts of traffic and so on I believe that was the intent of of of that discussion yeah yeah PRC okay um so you want to have have that you got elevations of the building you going be showing that um talking about separating the other the residential off of that so separate two separate tax accounts where else how many bedrooms are these apartments going to be they're going to be a mix of one two and three bedroom predominantly two and three um I believe the layout has two one-bedroom apartments so mostly geared toward um smaller families or elderly people um I mean basically you could have a a husband and a wife each with a car and then they could have a couple of kids in the living there with a car so you only got two parking spaces per per unit there some of them have uh two car garages with two parking spaces in front um right here both got to talk those units are two uh two car garages MH and it seems like a 11 visitor spaces for 40 apartments that doesn't seem like a whole lot um well not a lot of apartment places have two cars per unit uh I wouldn't um I mean there's no code requirement for the amount of visitor spaces I'm sorry we're meeting the code requirement for visit for for the spaces provided for the use because this is an area too where there's very little public transportation so most people who do live out there there are a couple they're each going to have their own car yeah so uh like we said there's one spot in front of the garage then there's one spot in the garage so right there every unit has at least two spots and then those um the eight other units also have four parking spots two inside two outside um plus the 11 additional overflow spots so and we've got a bunch of other apartments and this is kind of in line with what we've seen in our other apartment complexes for Gest parking do you have is well a lot of times there's you know uh guest parking so to speak I mean just black topped areas for additional parking anywhere in there uh that's something we can add look at look at you know kind of centrally located so you don't have to have it all over there' be some kind of active traffic control that would prevent people coming out from going through the the driveway that heads to the east there that goes through the Morgan development property there's no connection to the east I'm confused well actually if you someone that lives in the area and you know how to go down back roads you could actually get all the way over you can get up to Webster commas Boulevard from here if you wanted to take theack Trail if we really wanted to all you'd have to do is pull out of this development and turn left and go through that whole parking lad area and you wind up to the east I mean as a fellow owner of a car I would rather go on a dedicated Road as opposed to wiing weaving through an that's not the question the question is is there going to be an AC of control that prevents the residents who who rent from this place from driving through private property to get out of the development I also think that might be a Morgan properties yes issue that we can discuss with them so that's the question it's something to work I mean that would have to be on them if they're going to prevent us or having access I mean I don't see why somebody would go that way but I'm sure somebody would um but that would probably be Morgan properties who would have to address that issue would have to because it is private property if you turn left out of there correct so you do for sorage and also dumpsters I I can answer the dumpster one um we're open to either a centralized dumpster system or the totes um we've seen the totes have a little more success and a little more interest in the past uh couple years and they've started to be more common in apartment complexes so I think that would be our preferred option but that's open for discussion if there somebody is very strong about that and uh snow can be pushed to the West easily enough um there's plenty of green spaces Green Space to use um to the north there's also one refu area that we could push to either side of uh we can identify those on preim final plans as well okay so what have we looking at then we're looking at additional few extra parking spaces you contacting Moran in regard to going on their private property you're saying Derek yeah is your concern I apologize about that I didn't understand the question traffic what else anything else that we had there separation of the two Parcels yeah you'd have to have a variance then wouldn't he to for the D for the for the property uh depending on where they put the line and yeah if they want to keep the number of units yeah in order to keep the amount of units it wouldn't matter where we put the line we're at 7.9 units per acre so we would need a variance regardless all right what else do we need anything else no not right is all I see anywhere anything further Dave no not for sketch no okay so for preliminary you want to show what your building's going to look like and so on and so forth materials whatever I think the long-term plan is going yeah we can bring those next time we'll bring a board and submit them digitally what's that Derek I here for for the long term the the challenge is actually going to be making the storm water Pond work for the side of size of the development uhhuh with the area that you have yeah I know it's only sketch uh we were able to kind of size it based on the areas that we have left um it might wind up being like a bio retention for Quality Dry Pond for quantity but we there are ways to make a small area like that work okay all right I guess nothing further we can do with it tonight we're good end of The Next Step thank you very much okay have a good night all right what we got that it that's all right we're good well we got through tonight and I believe that's it for this evening so thanks for coming in
