okay just just clarify it to be sitting here waiting that's on the agenda as well yes sir hi my name is Steve mcjack I'm with Aces energy in Honey Falls and we're looking to do a solar system uh it's a ground Mount system uh it's going to be several hundred feet off the road um yeah behind quite a few trees um setback from the adjoining properties quite a bit also yeah this you actually were in last month yeah but then just the way the circumstances worked reviewed it had to go to get a variance would have been nice if we could have just approved it and went and got the variance and followed through but I don't I don't think anybody have any issues That Grew From the last meeting I so no no we were all okay with it then so I guess um I think did we did a seek around this um I believe in the last meeting yes we did okay then we can move on with a motion then so public there's public hearing hearing is a public hearing for this again this is a public hearing this is for a a solar panel project down on Lake Road if there's any neighbors that wish to speak in regard to it done okay then we'll close the public hearing for this project bring it back anybody you guys all right want I make a motion for it yeah I'll make a motion um for preliminary site plan approval uh 1822 Lake Road associated with the installation of the uh PV system sub to PRC comments um subject subject determination of zba for requested variances all approvement shall be constructed according to the specification of to Webster that all site work to be in compliance with the standards of the town of preliminary and final approval are depicted on the cover page of the final design plans um subject to resolution of final approved minutes approvals are subject to drawing number sheet number pv-1 okay have a motion a second second a second all in favor I I okay I guess you're all set thank you thank you sorry for the delay in it next item on tonight's agenda in-law apartment located at 1235 Lake Walk applicant Daniel Noble is requesting an accessory apartment waiver associated with the construction of an 880 ft addition to be located by behind the existing garage located on a 79 acre lot located in an R1 single family residential zoning District under Section 350-53 lakewalk along with my wife Barb um and we are requesting um two waivers relative to the build of an access apartment that will be located behind our existing garage added to the house to look as though it's always been there uh the first waiver is relative to the overall size and the second waiver is the uh placement of a uh front door uh if you will to the apartment yeah I saw where where you've located the door I personally don't see an issue with it it's the way the code reads you can't have a front door you know entrance and should be a separate entrance and where they've located it is good um I don't have a problem with that um square footage you're okay with that I am that's exceeding living area existing house is 2688 Square ft 888 square feet is the proposed addition so that falls within the parameters of of the of the the uh the code I believe so the code states that um accessory apartment shall be limited to a maximum of 35% of the gross floor area of the principal dwelling um excluding the floor area of an accessory apartment or 750 square ft whichever is less so the applicant is within the 35% but they exceed the the 750 square ft which is the reason for the second waiver okay so no variances or anything or reported that's correct he good right okay thank you um was going through your application your architect your engineer did this I have architect I got to say this is one of the most complete applications I've seen in a long time did a really good job with this thank thank you I'm I'm Randy peacock hi Randy yes no you did a a good job with this I'm went through it all I can offer you a few uh reasons why we're at this size we did try to look at a an addition that be a little bit smaller to fit within that 750 square ft but we're really uh attempting to to incorporate some Universal Design for future handicap accessibility so the rooms are a little bit larger um to allow for wheelchair access at some point in the in the future uh and there's some peculiarities of the house uh where this addition fits bits behind the garage there is uh currently between the garage and the house a uh an area of the that the living space of the house that is just over a craw space it doesn't abut the basement so we didn't really have the opportunity to make it would be less efficient to put the Mechanicals for this addition into the basement and make the long runs through the crawl space out into the addition so approximately 60 square ft of that uh additional 130 is a mechanical space for a furnace and a water heater there and uh the other you know you're looking at an area of 10 x 13 roughly over what's permitted um and that gets eaten up pretty quickly when you make the bathroom a little bit bigger to fit a wheelchair and when you make the bedroom a little bit bigger so you can run a a wheelchair can excess around the bed where your where where you actually have your entrance you have the sidewalk going alongside the garage there correct yes yeah it's for an elderly it's kind of a little bit of a walk going down but it's but it's as required by the code this is also accessible through the house so it's possible to go through the house um I think the entrance there on the side is for the most part designed to allow for a guest to come visit without having to go through the main house um that's why it's done with a little covered overhang area so you can stand out of the rain when you ring the doorbell okay and and to be frank it also gives us room in the future if it was necessary to build an accessibility ramp um to run along the side of the garage to get up to that space yes okay that's fine again I I I don't have any issues with it this just turned out well yeah I like what you're doing to have an in-law or so on move into a place like that I think that's a good be commended for that that's good I've already heard from my mother says why aren't you building me one so I actually pulled that off one night here my son was sitting in the back and somebody had the same thing going on here I said gez I hope my kids do this for I didn't see you back there crazy but anyways anybody any concerns on this Dave none whatsoever it yes all right all right all right let's see it's actually an accessory get these papers all reorganized all right um this would be this would be an unlisted action under Seeker so no no impact on the environment on this particular case it's just an addition onto a house so I'll make a motion for a negative deck second and a second all in favor I I I we good um make a motion for approval for get the address again it 12:35 Lake Walk where is it 1237 1235 1235 Lake Walk Estates um addition and make that subject to we can go through this thing or just conform to the accessory apartment code the size they meet the 35% I don't want to read the whole thing utility service you're you're putting all one service service one service that's required one service for the house sorry do it this way and then we'll just just to make sure we're all on the same page then we'll just make it according to this code part of the code um certificate of occupancy you be delivered to the town building with agreement and form and substance uh suitable for recording in mon County Clerk's Office you know what that is right with that variances there's no variances required okay so I'll make a motion that we we approve the uh the accessory apartment and make that subject to chapter 225 of the zoning uh 225 491 accessory apartment code okay we'll make it as simple as that second all right have a second hi all okay we're good thank you now is that a did we have preliminary and final or is that just a just a waiver just it was okay that was it then all right we're good good luck than next item on the agenda Bill Gray signage located at 964 Ridge Road applicant Charles Kelly is requesting a conditional sign approval associated with the construction of two 100t and 1 180 squ foot single-faced building mounted facade signs located on a 6.7 acre lot located in a high intensity commercial zoning District under Section of the code of the town of Webster uh good evening yes sir I am Jim Gray from Bill gra restaurants yep um just we were we were with you guys about a year and a half ago talking about the the front face of the building um we've already completed the liquor store and now we're moving on to the uh restaurant portion um and the continuation down to the end of for the third tenant uh as well as the proposed Monument sign that we were asking for um on the on a hard road yeah we looked I'm looking at the sign and you know what we're my concern with the sign is you're looking for what 20 foot excuse me what were you looking for for height for the monument sign uh 15 15 yeah okay I think we did talk about maybe taking 10 foot when you were in last November we we discussed it then we had yeah we were just we were I don't think we really set set firm on a on a that's well the minutes that's what reflects minutes i' read I went through them um I guess my question is why do you need to sign that big well we're just we're just going based off of some of the surrounding areas that that that sign up on the corner of um uh hard and ridge is is 20 ft high no it's not 20 ft that sign is I believe 15 ft from the it also sits down in the low low part of the grade too it's like 3 feet lower than the road and all the other signs along Ridge Road they're all six foot and they got I went through them allall today I just took a survey of them and one all six foot high the one on uh Hooligans is it's a six foot high sign and they've got like 16 establish you've only got four so when you're coming down hard Road where I'm riding down hard Road from Ridge m going north that sign is going to be a huge panel right by your entrance there you know I don't I don't know why why I can't why I can't conform I guess bottom line you got to go up to the mic gotta go up go up to the microphone yeah go use the microphone just give us your name I'm Charles Kelly the general contractor so you have to go to the north for that where they're talking it's not up there it's it's down the first time I was talking about was right there yeah right M and from from from top to base it's 20 feet I think that I think well okay if you want to say it I'm saying it's 15 but it's lower than it's even lower than the road and that sign was a pre-existing nonconforming that's before the code changed Okay so that sign's been there for longer than you or I that's for sure uh but the other ones are all six foot high and to give a sign that big what do we do with the next person that comes in because the code says six foot see that's where I the next next week we'll have somebody coming in and say we want a 20 foot sign you know try and keep things the other the other issue too is in our guidelines refers to to signage and so on you know Planning Development guidelines and the sign is supposed to be like Bill Grace like you have there for the sign but home of the greatest cheeseburger is that necessary that's not part of the sign that's an advertisement up there it's part yeah what's that it's part of our logo and brand for yeah yeah know you know McDonald's Had Brands too they had big golden arch we got rid of that didn't we you know so how do we get things into perspective well I'd also like to make mention that that's based on how the building has been uh broken up it's technically two spaces that's what we're trying to say it's two spaces of the same place Bill Grace has always been with especially with our um restaurant and Tap Room they're two separate they're always divided so they've always been a clear separate entity for both and we've always had signage that reflect both um so that's kind of why we're proposing that and then obviously the bill grades in the center the so that show that the side the whole that whole section is Bill graay and one side is the restaurant and one side's The Tap Room the bill Grays I don't have an issue with the the two on the extremes I maybe if they were made smaller something but this is we're putting commercials up see and this is some of the things that we've according to the guidelines this we gotten away from now we're referring back to this again and saying a lot of this was still this was originally proposed to you guys back in no November over a year ago I'm talking we did a 3D drawing that had this on it yeah each one of those signs was present they in the same size and the only real question I leave it up to the point I mean it's everybody it's a decision but I'm if everybody goes with this I'm okay I'll go with it but I'm I'm just it's against everything and and where's the hardship I mean you're going to get a variance next week you have to go in for a variance for these things what is it what's going to claim to be the hardship well you're going to have to convince the board okay Tony that there's a difficulty I would just like to mention that I'm sorry discussing the zoning board is not pertinent to this tonight what they need next week so let's try and maintain what we need tonight for the planning board well this has to get a variance up correct well I'm looking down the road to say what how would the V got to look at that side too that's for the zoning board to decide so let's try and keep it within the parameters of what the planning board can do tonight okay we're not excuse me this is part of the parameters of the planning board always has been is to look at what the future is the next move for this that's called planning so the next step for them would be to go to the zoning board so my question is how would the zoning board so helps me to understand how would the zoning board look at this to give a variance see what I'm saying that's all how much VAR question request what's that how much of a variance is going to be requested well for the sizes I guess it's it's oversized for the in the number of signs on there too I think what is there one there's you got three signs on the facade there there's three there yes yeah but you have two you have two entities you have a tap room and you have Bill Grace right so they each get one sign is there separate entrance for an additional sign is there a separate entrance for each yes sir yes there is and based on most how all of our tap rooms have always been designed we we make them separate for the fact that we try to keep more of a family atmosphere on the restaurant side and a Tap Room for you know the SP sports bars or keep them separate keep that keep our both Brands you know like that it's just been the way we've done it for as long as we've built them it's like C bre correct yep um the the the 10 foot signs obviously they're so they're said I'm proposing they're two separate entities as as I was saying they're also if we we reduce the size of those then it kind of the other our other tenants are 10 foot size uh in size so that kind of shrinking those would wouldn't be very wouldn't be aesthetic be pleasing I mean personally would kind of make everything kind of look asymmetrical across the way okay all right anybody any issues with that well so then the signs actually it's a sign for each different business The Tap Room is a separate business correct correct Bill grav is a separate business so does a signage really they're both they both obviously fall under the umbrella of Bill gra but they are two like I said two separate are you going to include an address on the signs uh 964 since the beginning of last year we had had numerous signs before us and the overall perception of the board at least was to include the address make it easier for people to find it even though everybody has a tracking system and all that stuff yeah on the on the on on the building signs or on the monument sign Monument sign I don't see why we couldn't do that yeah absolutely yeah make it a lot easier yeah okay I think that should be one of the conditions if we're going to approve this this that they include the number the address so as far as the the building back to the building sign is everybody okay with the layout of that with the three signs on there I mean I can take or leave the world's greatest cheeseburger but that's apparently I don't remember ever seeing that on your other buildings the one in Greece I don't think it has the world's greatest cheeseburger sign North gree Road I believe has it um North gree has it um I think on doesn't Ontario have Ontario has that on the the monument sign has Bill gry on the building it says home RS gra cheeseburg on it okay well again I'll just go back to what I just finished saying earlier you know the guidelines specific to what a sign is and it's not for commercializing it's for the name of the establishment um if you guys are all okay with it fine with me um the monument sign um when we talk that it's in the minutes from the last time they were in and the height of that we went to a height of 10 feet we cut it down to 10 feet um I mean if I mean we can we can work with that we can we can work with 10 feet if we have to but I mean a different T yeah I mean I I just don't understand 15 feet every every sign in town is six feet the only the only one of the reasons why we did that is because I got I walk went down to the corner by A Hard Road in the widewaters uh the where you go into where um MNT is and everything that's that's 15 feet tall I I'm just saying I maybe I measured them wrong but I that's that's a that's that that sign is for like lows and that's for the whole comple understood and and you have a base you have a base of four and a half feet here I mean right no I meant I meant from the yeah we could lower the we lower the base you have a 32 in base and then the sign goes up from there right so I mean we're we can modify it and I'm sure you can I mean that's that's that's again we're trying to the tenants that are going to be in there obviously want to be advertised make it easy and visible for you know people to see it as you come up it's a busy road yeah but if you eliminate the base or make it smaller you'd be under the 10 ft so we could adjust it to get where we're 10 feet overall getting back to what I point that I raised where would you put the numerical address on this sign oh we could have I mean we would just probably on the side of it we can modify we'll modify either on the either Michael which yeah Mike Mike's from Skylight signs they do all ours yeah you can uh you can put the address right down side the side view okay um my x-ray vision isn't working tonight I can't see you through the pillar so if you could I over there over there the side view do that here because that's facing that'll be facing Hard Road okay is that double-sided the sign or what yes sir double sided unlit excuse me interior lit interior yes all right 10 foot mhm yep couldn't you put the numbers on top of Bill Gray so then as you're heading East on Ridge Road you could see it we can we can certainly do that but again we want us to lower the sign so that'll reduce the size of the tenants panels so but you got 10 feet you're working with what am I missing here everybody's got 16 signs on six foot high anything you need sir yeah we can we can make we'll make we'll make we'll make adjustments How would how would you guys like to see the um well I would I would agree I think I think it you could put it on the side but I think on the face that's what people are looking at primarily um you're right if it goes on the Bas and we shrink the base down a little bit then the snow is going to pile up against and you won't see that yeah we that's having this that's that's that's a general story we've heard every sign it's been in somehow they all work but yeah you can lower it down it doesn't have to be 32 in on the base I mean if you weigh 18 in snow never comes up on it anyways I've never seen any of them covered but it's just the size of it okay so 10t you guys can work it out put the address on it sure all right that work with you guys Steve y yeah you guys John yeah that's right all right with that all right the building what do you want to do you want to leave it as is the way it's presented let them go to the zoning board that's all yeah I would leave it the way it is all right okay somebody want to make a well we got to do a Seeker on this this will be Al this will be a type two action negative deck that be a motion a second second have a second all in favor I I I and a sign you want want make a motion for the sign da I'll make a motion uh let's see here for the Bill Gray signage located at 964 Ridge Road um for what do we have 200 200 square foot signs and 180 180t Square sign and on the on the monument sign there it's going to be no longer than No taller than 10 ft and it will have the address on it is that everything I think that's everything I'll second it got okay second yes okay we have motion to Second all in favor I okay we're good with that um anything else on there nothing right that's not no all right I guess next step is go to the zoning board thank you very much okay take care fourth item on tonight's agenda scottage shortbread company sign located at 700 Ridge Road the applicant Ian McDonald of historic signs and restoration is requesting sign approval associated with the installation of one six squ ft single Bas building mounted facade sign located on a 46 acre lot located in an MC medium intensity commercial District under Section um from the renderings provided it looks like it is on the building already it was already in place yeah yes so they put it up without our approval there's something in the window I seen but I don't think I don't remember I don't know just okay so they don't actually have I don't Rec see can we approve this without them being here we don't I don't think we should I think they should come in what they're requesting is within the code thats it right it means it doesn't need any variances or anything like that no because it's almost like a replacement from oh well so we can just approve it is it lit I don't know anything about the same that's all all I'm seen is a picture of that's all we've got which one is it Scottish Scot yeah but is it the blue one or is it the Redwood one get two I think they should commit we should wait until they come recommend we have no idea where the sign is or what color it is or anything is it back LP yeah I have no idea okay all right you want to have them come back y table on it to table it to the February whatever what would it be I don't know well we'll get it all right so we'll table that to the February meeting um let's see all right all right all right well move on to the next one I guess Mark okay Legacy games located at 803a Ridge Road the applicant Jessica Costa of Vital Signs is requesting sign approval associated with the installation of one non-lit 26.6 square foot ACM building mounted facade signs with digitally printed Graphics to be mounted to the face of the building located on a 3.54 acre lot located in a medium intensity commercial District under Section 4 February 4th planning board meeting okay second second all in favor the next one okay we'll make a motion to the table the shread sign to the February 4th meeting also second second in favor okay next item on the agenda Brahman n natur Al nature excuse me preserve side located at 1775 r Road applicants Lura wri genesy land trust and Emma Oaks costage are requesting a conditional sign approval associated with the construction of a 11.2 squ ft double-sided freestanding permanent mounted side on a 71.
acre parcel located in a large lot single family residential district under Section 2657 of the code of the town of Webster hi I'm here yes sir yeah somebody here some here tonight Mike Richie from costage engineering uh Emma Oaks couldn't be here tonight so uh I'm doing the meeting for her um we are proposing a freestanding sign for the brainman Nature Preserve um It's The Preserve itself exists there's a parking lot that this board approved I believe last year um and it's essentially a walking trail uh the property itself is on the south side of Ridge Road between basket and Ridge Road Extension um and the applicant genesy land trust is proposing one freestanding non-lit sign um and I believe uh pictures of another Nature Preserve as an example was submitted as well as the renderings of the sign itself it's yeah that's an example right there of one on I think on Philips Road not Philip sorry 5 Mile Line Road 5 m line right so it essentially be the same as that but instead of the GS and nature preserve it'll be the Eva and Harland brayman Nature Preserve and it'll have the genesy Land Trust sign below it so almost identical to that one um this did need to be uh sent over to the zoning board because the code requires a 25 foot setback um and that would push it kind of into the woods so we are proposing the sign to be 2 feet off the property line um and it's been submitted and it's on the agenda for zoning board next week so uh we're requesting uh site plan approval uh obviously conditioned upon receiving the variant from the zoning board okay when I was reading your your paperwork is the 23 foot sign setback variance requested where 25 is so what you're looking for is to be two feet from the road not not 20 you're not looking for a correct we're looking to be 2 feet from the road instead of uh 25 as that was right so it's kind of backwards How It Was Written and again I don't I think an AAL may have been submitted of the site itself and uh you can see it's very heavily wooded back there so if you were to set it uh back at the setback it it would be pretty obscured as with the previous applicate um do you have room to put down 1775 Ridge Road on this sign uh I believe they could I I'd have to check with them um I don't know if that would require to come back to the board or if that would be a condition of your approval I'm sure they could uh add the address onto the sign you're just asking for like the 1775 to be put on it yes yeah I I think that's that certainly can be uh added to the sign something we came to an agreement last year about the new signs coming up just the difficulty of people yeah First Responders yes yeah and we can work with them whether that's on the genesy land trust portion one or the one above it they can just make it slightly slightly larger to to accommodate that all right um okay we can we can move forward with our approval on this then make it we'll have to make it subject to uh the uh appearance for the zoning board getting a variance all right um I I'll make a motion for a type two Seeker around this negative deck second second have a second all in favor I I I'll make a motion for the approval of the signed contingent and The Advocate receiving the necessary variances from the zba second as presented I should say sorry I jump second all in favor hi you're good thank you right you're all set take care next item on tonight's agenda Vision Auto Group located at 785 Ridge Road the applicant Robert Sanders is requesting preliminary final site plan approval and a public hearing associated with the construction of a 1,400 ft 50 by28 enclosed Edition for vehicle service area entry and building facade improvements on a 2.4 acre parcel located in a medium intensity commercial District under section 26911 of the code of the town of Webster yes sir good evening uh link swed rock with BM Associates um we've been here a few times uh to do sketch plan review with you on this project uh the project has um evolved over the some time but it's uh as far as the building addition is consistent it's, 1400t building Edition um for the new vehicle entry to the dealership uh create a service area drop off point and then um external improvements to the building uh when we were initially here last year um the board had raised some concerns about the amount of vehicles on it and emergency access as well as um the amount of cars and loading and unloading on Ridge Road so we met on the site during the sketch plan review we've been to a couple of different PRC comments uh this plan um has been revised multiple times to try to add us um the planning board's comments as well as PRC staff comments regarding the around the building um some of the last comments that we've addressed from the PRC included the um additional sherrow around the site the no we added no parking line uh no parking um fire Lanes um we've identified all the parking spots on there and we've um also they purchase or they leasing additional property where they're doing where they they're storing more cars and doing their deliveries from now and then um we also just um worked with the emergency access and grade out the areas where that is so this hopefully will improve where people come in and they're dropping their vehicles off for maintenance the intent is for them to have somewhere to go to drop their car off um be able to drop it off see somebody at a desk and then um take off for their car get serviced where they can either park it in the back or they'll take it directly in for service so um I think I'm going to keep it short so I'm going to just leave it at that I think um like I said I think we've answered a lot of the questions to this point so if there's any other questions I'll I'll give it my best well I think the biggest thing is that area that maintaining the 25 foot on the side that's the big issue we had when we had met talked yeah um it's kind of tight but you just can't park cars in there it's got to be remain open it actually is a fire Ling then going through there too yeah so we we tried you've done the way you've redesigned it that's good that works out well what what improvements are you doing for the facade um basically um they're just upgrading it to the newest Nissan um requirement um I'm not great with the building materials but uh it's a installation of new ACM metal building panels and a new SSG glass curtain wall system did did we ever get anything showing that um I have um you have I have plan I don't have colors but I did submit the elevations with the with the application of the um next one I think has the elevations so it does have I do have elevations I didn't have materials or colors there but that gives you an idea of um basically what they'll what it'll look like with the addition from talking about the facade itself the front yeah okay yeah right there just wanted to make sure it wasn't going to be something like a McDonald's or you know crazy colors or anything like that no it's it's all the same materials it's same materials it's going to be consistent with there I think the colors are just going to change a little um to to their new um I think they just try to keep things spruced up as they the intent of the addition is basically just to bring cars to get them into the service area right bring you're going to pull your car directly in there you're going to drop your car off and you're going to head out and leave your car there for um service or whatever okay all right this is a was a preliminary hearing for this and against public hearing if there is anyone here wishing to speak either for or against this that being any we'll close the public hearing bring it back I have a question you're you're currently uh bringing your new cars they have you're storing them out in Ontario or someplace I believe they yes they got a when they bring them in are they going to be driven in individually or they going to have a trailer bring several cars in at a time my understanding is they'll be unloaded there and the cars will be driven from Ontario to the so they're not loading and unloading on uh Ridge Road okay all right any other any concerns questions Davey no you good all right then U have to do a secret on this this would be an unlisted action with a negative deck no environmental concerns on this project need a second second second all in favor all I um concern in the back was the buffer in the back but they've shown we did meet there they did show where the buffer was actually the full distance and they were good with that didn't look like it initially but it did conform all right I'll make a motion we uh we approve the uh vision Vision Auto Group at 785 Bridge Road um as designed as presented and we can just make this put a few things that we need to have and make that uh there's no variances required see no land being conveyed no subdivision all improvements construct so number eight can put down we're not doing preliminary approval this is preliminary this is there I'm sorry okay so number eight all improvements conformed okay according to specifications of the Town um number 10 I'll sight work to be compliance with the standards in town is this a public is there a public hearing first to yeah I opened it there was nobody okay I closed it uh let's see comply with all the requirements of state county and town agencies number 12 and pretty much that's pretty much it and is presented U might add in there that no no cars are to be unloaded on the road and that the pass through along the west side of the building is to remain open for the 25 ft as shown on the drawings so nobody goes parking cars in there otherwise it's going to be a VI ation U anything else you need to have anything can think of no pretty much got it okay that being a motion why anyone second it nobody second I I'll second it okay Mr Mr jordina Mr Malta Mr and uh Mr Co I and Mrs mtin I okay final approval make a motion final approval make that subject to any PRC comments uh subject to all preliminary approvals subject to all applicable governmental fees and subject to Department of Public Works approvals and significant construction to commence one year from this date of January 7th 2026 conditions we don't have to put that see the engineer we don't need that letter I don't know if you have to have a letter credit for the town for this did they I don't believe so I don't think so I don't think so okay I won't even put you in make it all subject to all engineering and town governmental approvals we'll leave it at that that would be it that would be a for final approval need a motion second all in favor I I I all right good thank you have a good one you too all right Mar you can go next item on tonight's agenda RG station 73 located at 891 Clem Road applicant Eric Thorne rg& is requesting an additional sketch plan review of plan revisions associated with the modernization of an existing electrical substation including an expanded substation yard with a new fence control house switch gear buildings Transformer and Lighting on a 0.77 acre parcel located in an R2 single family residential district under Section 29 269-5511 for the code of the town of Webster good evening Mary stline from laella Associates and I'm here tonight with Eric thorn of R Genie um I was wondering if you have the uh more updated renderings okay so we were here back in October of 2024 to get some initial feedback on the um uh renderings of the proposed substation expansion uh and we've come back with two options uh for consideration by the planning board we have uh received some comments from PRC as well um at this point RG would like to be able to move forward with further design and uh ordering of materials associated with the build building and the perimeter fence line which is why we've kind of focused on those updates Within These renderings and we have not um yet really address the comments related to uh Landscaping um and those will be addressed uh during design of the uh substation improvements we uh have updated the quality of the building materials have chosen some um different different materials to give it a little more uh variation and color uh and we also have modified the fence from the chain link fence that was provided before uh to a new high security steel uh Palisade fence which appears rather solid in the renderings but when you um look at it closer up there is space in between the uh portions of the fence change change the fence on it and everything see that but the issue I've got with this as I said the last time defense I think is an improvement over the chain length that you had there before but the buildings still not to be it looks like a prison yeah so I I looked I looked up I looked up some residential designs for electrical substations and there's all kinds of them and they make them look like a house even I mean with a gate C roof on it that makes it this is in a right in the middle of a residential neighborhood sure so what can be done to make this thing look somewhat residential I know you have to have fence understand but what can make that flat roof building it I don't know they look at it's again a residential neighborhood when you're looking at this thing it should look like the second story of a house that's what I'm saying it should look like gable roof there should be gable roof there should be either false windows with shutters or windows with some shutters so it looks like you're looking at the second story of a colonial type home not this I think you did the nail on the head it does look like a prison or a goog or something like using that term but I mean well that's what it looks like to me it looks like it's it's is there any an industrial complex and it's not you know we don't want industrial no if it was in the industrial Zone that's different but you've got houses all around that whole that whole area um can that be modified to change the roof Style on it to make just make it look like it fits in somewhat you know so so I I mean I can bring that certainly back to uh the engineering team um you know we can definitely uh add some fake Windows um for sure onto this onto the sighting uh just to kind of explain what we did with these two renders the last time we were here um one of the the comments from the board was to uh look at upgrading and improving the the building facade materials uh so in working with uh some architectural Engineers we uh came up with two drastically different uh material Styles uh the tan one being a a faux brick type material uh the gray one um being more of a uh like an aluminum type sighing uh just to kind of give it more of a residential sighting look um in in doing so uh we're kind of looking to the to the board to uh see if there was a a preference in the the style facade that we can uh add to these buildings of of what might be more preferred again like I said we can certainly look to to add some some faux Windows to these to make them look more excuse me more residential um like a second story like you said yeah if it could if you can do something with the design of that thing to make it look more like residential you know I just went out line and I thought what there's got to be some other way I mean you drive around you see like some of the smaller operations you know they're they look like a house actually and understand this is bigger and you can't make it look like a a house but a residentially designed electrical substation refers to a substation specifically designed to minimize visual impact noise levels when situated in a residential area then it goes on I want to read the whole thing but it's it talks about Aesthetics and so on and so forth landscaping and you somehow you guys can figure out how to make this thing fit into a residential neighborhood I'm sure and we do I know I know some of the neighbors are already been upset over over what was even being done but understand you can't do anything about that but let's see what we can do to make it look attractive you know right and we do intend to uh add some perimeter Landscaping which I know was a a comment before y um and that'll be you know built out with with the final design once we you know have a full grasp on you know the full site layout and and uh fence lines understood yeah if you can change the design of the building a gable roof on them or something something to make it look like a house you know or an apartment or whatever is there uh you know between these two directions um from the the the faux styling is there a preferred option whether the the fake brick look or a you know more of a siding look which would be the gray one we don't necessar they have to keep the gray as the color that can certainly you know change if that is kind of the the sticking point there more of a styling Aesthetics well the siding actually most of it is hidden because you know because of your fence and so on but but if they add a second story you'll see the sing or whatever ordinarily a building if it was a Structure going up a new building going up and it was in the open it would be a brick or somewhat you know designed material you know not just you know aluminum or metal siding I don't know what the extent is what how far they can go or something like that but right now you're showing vinyl sighting it it would be not necessarily vinyl but like a a a faux vinyl sighting obviously we have to keep in mind of the types of materials that are within the elal substation itself so uh it would be designed in a way to uh look that way but utilizing materials we can efficiently use in a substance that's what would fit in the neighborhood M yeah does that help you at all I mean something we can yes yes something we can show neighbors because there are neighbors that are going to be concerned I've already heard of a couple of them um just if you again said 10 times but just a Gable on it something something to dress the roof up okay instead of just a flat roof okay you know I think that's a simple thing to do on on something like this okay yep all right that would that would make a big Improvement out of that believe I have a question is that fence is that six foot or is that taller than six foot uh it's a it would be an 8 foot fence yeah will there be will there be a barb wire on the top of it no barb wire on the top with the style fencing yeah no broken glass nothing it's just a nice f this yeah this this render image gives you a little bit a little bit of a better perspective that there is some gaps in that the slats of the fence so it's not a solid black uh look now the fence looks fine I I think that's okay it's just what's above it sure that's not pretty sure it's a compound okay good enough okay all right thank you thank you well it's all there just for sketch plan anyways just to go over some of what you know the changes that making do we need to set a return date for them or uh no that's up to them when they just reapply for when we get the table we're not tbling it was just a okayu for a RW no action last item on tonight's agenda maplan Industries located on publishers Parkway applicant Matt maplan is requesting sketch plan review associated with the proposed construction of 120,000 squ ft of manufacturing warehouse with tractor trailer loading docks parking utilities and other Associated amenities on a 25.6 acre parcel located in an office Park zoning District under Section gentlemen good evening first and foremost I just want to vow to the board that we plan on putting a billion up that doesn't look like a prison like take a couple minutes just to explain a little bit who we are and what we do uh my name is Matt mcalpin I'm the president CEO of mccalpin Industries I'm a lifelong Webster resident grew up here uh my wife grew up here um we're raising our two kids here um we're heavily involved in the community especially Youth Sports um and just love the idea of our company having a footprint in my hometown uh we are a Precision sheet metal fabricator so we offer our customers a wide variety of capabilities uh we cut metal we form it we weld it uh we paint it and then we also offer warehousing capabilities for our customers uh we're celebrating our 61st year uh Milestone next month my grandfather started the the company back in' 64 in the early 60s he decided to leave the family dairy farm here on salt Road and start a new career and that's how we started the business in 64 and that's uh it's a heck of a story if you catch me outside here I'd love to tell you uh we're also a veteran owned small business I'm a United States Marine Corps veteran uh we also have a very strong culture uh we hire for culture first and we hire for skill set second uh we believe if you fit our culture we'll find something for you to do here uh we also for a company our size we have a high level of sustainability efforts you know a company our size you may be surprised to hear that we track our carbon footprint uh not a lot of companies do that at least our size um and we're also heavily involved in the communities where we where we currently are we're we have a facility in the northern portion of the city um we're also in East Rochester and and wallworth and uh I won't get into everything that we do but I'll just highlight one of our our big events is our annual charity golf tournament um where we raise funds for local homeless veterans as well as cancer research so it's been uh it's been a long road to get to where we are here today uh we identified that we needed more space to support our growth uh well over a year ago um I think it was uh maybe probably about a year ago now where I reached out to to Matt Chatfield um and spoke with him and Tom flarity um put me in touch with uh is it Josh Josh artuso and we uh we started the search for for property and the long story short is this is the one that wiggled loose but uh it's been a long road to get where we are but uh we're excited to be here um so I also brought with me today our partners with with uh cage engineering Mike Richie which um he's uh doing double duty tonight um and he's going to go over the site plan a little bit with you but a couple things wanted to point out um this is going to be a three-phased approach our immediate demand is the first uh building uh which is 12,000 sare ft which we have designed to be on the most southern portion of the property uh we believe that that facility will create about 20 to 25 new jobs um and then as we continue to grow uh we would add to that facility going north and if you take a look at um going from the from the bottom of the rendering there to to the north there's also Al a piece of property um in the far north portion about four to five acres um that's being left untouched that's intentional uh preliminary discussions with the town is that there's interest in maybe partnering on something on that property I I believe uh a library was brought up at one point um we're we're very interested in creating a long-term partnership with the town and we're very interested in continuing those conversations about how that property could be be used in the future um lastly you know one thing that we do internally is we have an internship program um an apprenticeship program as well and we work with local trade associations local high schools we also work with Webster high school and when we take a look at this property and what we're trying to do to create more awareness of manufacturing in the area um it just seems like it's a great opportunity and even a responsibility to continue our um our education program and put an education center in so we can bring in young students and get them more interested in in uh manufacturing so that's uh that's our intentions um we're very excited about it um again I got Mike here from cage to answer any questions and I'll turn over to Mike thanks man thanks um again this is sketch plan so we're here to introduce the project and receive feedback that you have so that we can apply that to our formal planning board application so what we are proposing uh phase one as Matt said is 120,000 Square ft and that's along the south side of the property kind of the darker uh portion of the building and the rendering there um and planning for the future uh they hope to be successful as they've already been um so we're planning for a full future buildout of up to 300,000 square feet uh which we've shown in in two additional additions there going north um on our plan we're showing uh an access off of the I guess recently constructed access off of clam Road uh that was built for the U ofr facility that access road is actually uh on melen property um so they we would propose to extend that um from where it's ended now into the site um we are also at this point showing a second uh access onto Publishers Parkway and with discussions with Matt um it certainly would not be needed in the first phase uh and that may be something that would be considered uh for future phases um we did receive comments uh from the PRC uh those two comments were related to Traffic and uh requesting that a traffic study be prepared and the second one was that uh we show future phasing to maybe clearly indicate what's going to be built first and what's for later um so getting back to the the traffic study comment a traffic study was prepared for this property uh a handful of years ago uh when an application came in for a senior living facility uh the traffic study at that time uh did not recommend any improvements to the highway infrastructure then um you know if if this board and town staff feels that in I guess another look back at that traffic study is warranted we could do that but I I would uh just uh let everybody know that based on um Matt's uh understanding of of what they'll need when this uh starts up uh the first phase is anticipated there'll be 60 employees over two shifts um with roughly 40 coming in in the the morning shift which is at 6:00 a.m.
and then the other 20 coming in uh later in the day so when we talk about traffic usually that 100 trips per hour is kind of the threshold for warranting a traffic study and certainly in this first phase uh we'll be nowhere near that uh I think we would be more than willing to maybe make that condition for future phases needing that because obviously we don't want to cause a traffic issue but that's something that we can work with Town staff I believe that might have been the town engineer's comment uh who issued that comment to begin with um so um again we've done some preliminary engineering we have the survey done on it we've looked at drainage um utilities are available for the property as met ad mentioned the front four to five acres uh are going to be left undeveloped left as Woods for now um you know we believe this is a a good use of the property um and and some other things I I would want to note as well uh Matt did go before the town board uh back in November I believe it was this project will require a special use permit it is in the Op North core District uh so it requires a special use uh permit for the manufacturing use and additionally uh this project will require a variance from the zoning board uh because I believe code States maximum building square footage uh permitted in the district is 45,000 square feet um so those are um we haven't applied to the zoning board yet again uh trying to uh introduce the project to the planning board um and see what comments you do have so we can incorporate those going forward how long do you think this project would take to complete good question uh the first building is really immediately um we're looking to be in that building mid 26 um the next two buildings that's that's undetermined at this point depends on how quickly we grow um as well as maybe other needs depending on what we do with other facilities um it could be four years could be 10 years I'm not sure sure but we want to make sure that we have that flexibility to support our growth because one thing that's constant in our industry is it's always it's always changing and you got to move quick or you're going You're going to miss the opportunity and I would add to that you know we thought it was important to not just show the 120,000 square fet but the you know plan for the future so that infrastructure can be put in the ground to accommodate you know future impervious areas and roof areas um so that's that's why we shown that also uh usually want to do that for secret purposes how many loading docks we're the first phase I believe it's three loading docks and then showing four additional in the future yeah it's I believe it's two docks with a with one ground loading dock and in the course of a day how much traffic do you generate how many trucks usually on average maybe maybe three trucks a day so that's what I'm getting as so it's minimal yeah very the impact on the the neighborhood is minimal that's and I know Mike said that our first shift comes in around 6 the majority are there either at 6 or earlier so um and and being right next to the expressway it's even when they leave at the end of their shift there's not a whole lot of traffic in that immediate area is this 18 wheelers coming in yeah the probably two 18 wheelers and in a Box Truck Yeah is there a dryway off a hard Road where it goes up the flly Institute is that ex is that big enough for 18 wheelers yeah that's part of what we're analyzing right now if we go back to the county uh to widen that driveway to accept the radius for the the semi loading um and that's something that we will will show on the on the application the formal application this is not for you guys but when you're coming into that drrive wave now if you're heading north on har Road there's what should be a left-and turn lane is all painted with strip is I don't know whether you can find out of that going to be eventually changed for to a leftand turn lane I can talk to um the town Highway and engineering department to get an answer for you thank you okay I don't see anything that I think let's just use this the other way what was a pro originally presented was for town houses apartments and stuff yeah that would have been a zoo there that would have been a zoo there with that much traffic in and out of there this if anything minimizes the amount of traffic in the area it's an established business they've been in town for as you said many years was your grandfather Frank yes my him and my grandmother are still here in Webster yeah I know good people I'm assuming all these vehicles they will just be when you come on Hard Road they'll be going right up to 104 so they won't be actually going down into the residential areas yeah you're right y you're right so it's close to the express way you're not traveling through residential areas with it I guess the next step is proceed forward great thank you great looks good mhm great thank you thank you for your time yeah oh yeah sure it's not a public but I know you live right yeah I live right go why don't you listen hold on why don't you go up to the mic just for the record Put your name I know you live right across from with there Debby the sing uh Corner Hard Road and Publishers Parkway um my question is the road that is on Publishers the little road no one's going to be using that no trucks are going to be using that so so this was a little bit of older rendering um so right now the plan is especially with the first building is not to put that road in so our first sketch had that in um we don't even think we want that in even in the building two or building three um when the we meet with the town to figure out out how they would like to develop that they will probably put something in for that parcel but as of right now the newest plan won't have that road in there because it's as you know Hard Road and Publishers Parkway is a zoo from 2:15 to 3:30 in the afternoon you cannot even turn so a truck could not even enter that and they never do traffic studies at that time of day and um every parent of a willink and Thomas student Parks their car along our whole yard both ways and waits to pick up their kids and there's been no good answer for that so a tractor trailers and that kind of traffic would be very prohibitive that was uh that was one of the preliminary discussions on you know when when do your employees right but I mean as far as the project goes this is 150% more acceptable than what I've seen in the past I mean this originally was my family's land so I can tell you that I've seen lots of projects be presented for this area and have shuddered at all of them and the last one especially was horrible and um some of the other neighbors asked me oh you going to the meeting and cuz they know I come to the meetings and I said you don't want to oppose this you know I I said you really don't because it's a it's the best fit for a really busy area so I'm glad you're happy now thank you thank you thank you okay thanks a lot fellas thanks okay that it we got everything we have to approve two sets of meeting minutes yeah one was the big set what was that that was it was in November uh would like to make a motion to approve the November 12th 2024 meeting minutes have a second I'll second it have a second all in favor I I I also like to propose um approval of the December 3rd 2024 meeting minutes that that all right we're good thank you okay I guess that's it for this evening thanks for coming in
