Appearing before the board was Steve Miloaiczyk and I' m with ACES Energy in Honeoye Falls
and we are looking to do a solar system. It is a ground mounted system. It is going to be several
hundred feet off the road behind quite a few trees and the setback from other properties also.
Yes, you were actually in last month and just as circumstances were we
reviewed it, and you had to go get a variance. It would have been nice if we could have just
approved it and went and got the variance. I don' t think... does anyone have an issues from the
last meeting. I think... did we do a SEQR on this?
I believe at the last meeting, yes.
We did. Then we can move on with a motion then. Yes, this is for public
hearing. This is for a solar panel project down on Lake Road if there are any neighbors that wish
to speak. None, so we will close the public hearing for this project and bring it back. Anybody?

IN-LAW APARTMENT. Located at 1235 Lake Walk. Applicant Daniel Noble is requesting an
Accessory Apartment WAIVER for overall size and to have the entrance at the front of the
structure, associated with the construction of an 880 SF addition to be located behind the existing
garage located on a . 79- acre lot having SBL# 050. 01- 2- 11 located in the R- 1 Single Family
Residential Zoning District under Section 350- 50E of the Code of the Town of Webster.
Appearing before the board was Rich Chester and 1 am the property owner at 1235 Lake Walk
along with my wife, Barb and we are requesting two waivers relative to the build of an accessory
apartment that will be located behind our existing garage added to the house to look as though it
has always been there. The first waiver is relevant to the overall size and the second waiver is the
placement of a front door if you will to the apartment.
Yes, I saw where you located the door. I personally don' t see an issue with
it. It' s... the way the code reads, you can' t have a front door, it should have a separate entrance
and where they have located it, it' s good. Square footage, you are ok with that. ( NOT CLOSE
ENOUGH TO THE MIC... Its 2688 square feet , 888 is the proposed addition so that falls within
the perimeter of the code.
So, the code states that accessary apartments shall be limited to a maximum of 35 #k
of the gross floor area of the principal dwelling excluding the floor area of an accessory apartment
OR 750 sq feet, whichever is less so the applicant is within the 35 % but they exceed the 750 sq
feet which is the reason for the second waiver.
Ok, Sri no variance or anything is required then.
That is correct.
1 was going through your application your Architect/ Engineer did this, I have
to say, this is one of the most complete applications that I have seen in a long time. You did a
really good job with this.
Pg. 5 January 7, 2025 Planning Meeting;
Arcisilect that prepared plans_ I could Offer you reaaons wily %kc W-C at this sire.
One we did try to look at an addition that would be a little smaller that would fit within that 750
sq feet but we really are attempting to incorporate some universal design for future handicapped
access ability, so the rooms are a little bit larger to allow for wheelchair access at some point in
the future. There are some peculiars of the house. Where this addition fits behind the garage
there is currently between the garage and the house, an area of the living space that is just over a
crawl space. It doesn' t abut the basement so we didn' t really have the opportunity...... it would
be less efficient to put the mechanicals for this addition into the basement and make the long runs
across the crawl space out into the addition so approximately 60 square feet of that additional 130
is mechanical space for a furnace and a water heater there and you are looking at an area of 10 X
13 roughly over what is permitted. When you make the bathroom a little bit bigger to make it fit
a wheelchair and when you make the bedroom a little bit bigger so you can run a wheelchair and
access around the bed.
Where you actually have your entrance, near the sidewalk going along side
the garage there, it' s kind of a little bit of a walk.
It' s required by the code, and this is also accessible through the house so it' s
possible to go through the house. I think the entrance there on the side is for the most part
designed to allow for a guest to come and visit without having to go through the main house.
That is why it is done with a little covered overhang area so you can stand out of the rain when
you ring the doorbell and to be frank, it also gives us room to build in the future if necessary to
build an accessibility ramp to run aside of the garage to get up to that space.
Ok, that' s fine. Again, I don' t have any issues with it. It has turned out well.
I like what you are doing to have an in- law or have someone move into a place like that, you are
to be commended
for that.
I have already heard from my mother and says, why aren' t' you building me
one. ( LAUGHTER)
I actually pulled that off one night here. One night here my son was sitting in
the back, and somebody had the same thing going to here and I said, geez, I hope my kids do
the same thing and is said, Oh, 1 didn' t see you back there. ( LAUGHTER)

of( 2) 100 SF and ( 1)
180 SF single faced building mounted facade signs located on a 6. 7- acre lot having SBL# 079. 15I- I. 1 located in the HC High Intensity Commercial Zoning District under Section 265- 7 of the
Code of the Town of Webster.
Appearing before the board was Jim Gray from Bill Grays Restaurants. We were with you guys
about a year and half ago talking about the front face of the building. We have already completed
the liquor store and now we are moving onto the restaurant portion and the continuation down to
the end for the third tenant as well as the proposed monument sign that we were asking for on
Hard Road.
Now I am looking at the sign and you know what, my concern with he sign is
your looking for what, 20 foot....
Pg. 7 January 7, 2025 Planning Meeting
EXCLISC 1110
What are you looking for the height of the monument sign?
15
Ok, I think we did talk about maybe taking 10 foot when you were in last
November and we discussed then.
Yes, I don' t think we were really set on a height.
Well, it reflects in the minutes. I went through them. I guess my question is,
why do you need a sign that big.
We were just going based off of the surrounding areas. That sign up on the corner of
Hard and Ridge is 20 feet high.
That is not 20 feet. That sign I believe is 15 feet.
From the base to the top?
And it' s on the lower grade. It' s like 3 feet lower right off the road and all the
other signs along Ridge Road, they are all six foot and they have...... 1 just went through them all
today, I just took a survey of them and all six foot high. Even Hooligans is, it' s a 6 foot high sign
and they have like 16 establishments on it, and you only have four. So, when you are coming
down Hard Road from Ridge going north, that sign is going to be a huge panel right by your
entrance there. I don' t know why it can' t conform bottom line, I guess.
Charles Kelly. I am the General Contractor. So, you have to go to the north where they are talking.
It' s not up there it' s down. ( VIEWING ON THE SCREEN WHERE THIS SIGN IS LOCATED)
The first sign I was talking about is right there and from top to base is 20 feet.
Ok, if you want to say, I am saying it' s 15 and it' s even lower than the road
and that sign was a preexisting nonconforming.
That is before the code changed. So, that sign
has been there longer than you or
1. The other ones are all 6 foot high and to get a sign that big,
what do we do with the next person that comes in because the code says 6 foot. See and then next
week will have someone coming in and we went a 20 foot sign. Try and keep things.— the other
issue, in our guidelines it refers to signage and so on, planning development guidelines and the
sign is supposed to be like Bill Gray' s that you have there for this sign but home of the greatest
cheeseburger, is that necessary.
That is not part of the sign. That is an advertisement up there.
EVERYONE TALKING AT THE SAME TIME.
It is part of our logo and brand.
Pg. 8 January 7, 2025 Planning Meeting
Yeah, 1 kno\ v, McDonald,, had brands to. They had the bib golden arch; we
got rid of that didn' t we. So, how do we get this into perspective.
I would also like to make mention that it, based on how the building has been broken
up, it is technically 2 spaces that is what we are trying to say. It' s two spaces but basically in the
same place. Bill Gray' s has always been.... especially with our restaurant and tap room are two
separate and they have always been divided. Clear and separate entrances and we have always
had signage to reflect both. So, that is why we are proposing that and obviously Bill Gray' s in
the center to show that that whole section is Bill Gray' s, and one side is the restaurant, the other
side is the tap room.
The Bill Gray' s I don' t have an issue with the two on the extremes... I... maybe
if they were made smaller or something. We are putting commercials up and these are some of
the things that according to the guidelines... that is what we have gotten away from. Now we are
referring back to this and saying.
At lot of this was originally proposed to you guys back in... well over a year ago.
We did a three D drawing that had this on it and each one of those signs were present and around
and the only real question was the monument sign. ( ANTHONY
CASCIANI
SPEAKING
AT
THE SAME TIME)
It' s everybody' s decision but if everyone goes with this, I' m ok with it but it
is against everything. Where is the hardship and you have to go in for a variance next week for
these things.
What' s going to be the claim for the hardship? You are going to have to convince
the board that there is a difficulty.
Tony, I would just like to mention that, discussing the Zoning Board is not pertinent
to this tonight for what they need next week so let' s try and maintain what we need tonight for
the Planning Board.
Well, this has to get it variance though. I am looking down the road to say
how or what for the variance... you have to look at that side to.
That is for the Zoning Board to decide so let' s try and keep it within the parameter
of what the Planning Board can do tonight.
Excuse me, this is part of the parameter of the Planning Board and always has
been. To look at what the future is, the next move for this.
That is called Planning so the next
step for them would be to go to the Zoning Board so my question is the Zoning Board and helps
me understand how the Zoning Board would look at this to get a variance.
How much of a variance is going to be requested.
Pg. 9 January 7, 2025 Planning Meeting
For the sizes, I guess. It' s oversized for the number of signs on there to. Wiiat
you have three signs on the facade.
Yes, there is 3 there but you have two entities. You have the tap room, and you
have Bill Gray' s. So, they each get one sign.
EVERYONE
SPEAKING
AT THE SAME TIME)
Is there a separate entrance for each.
There is.
And based on how all our tap rooms have always been designed, we make them
separate for the fact that we try and keep them more of a family atmosphere on the restaurant side
and a tap room for the sports bars. Keep them separate and keep both brands. It' s the way we
have done it as long as we have built them. The 10 foot signs obviously, they are two separate
entities as I was saying and if we reduce the size of them, are other tenants have 10 foot signs in
size so kind of shrinking those would be.... not very esthetically pleasing. Personally, it would
kind of make everything A symmetrical across the way.
Ok, anybody with any issues with this.
So, the signs actually is a sign for each different business. The tap room is a separate
business, and Bill Grays is a separate business...
And they both obviously fall under the umbrella of Bill Gray' s, but they are as I
said, 2 separate.
Are you going to include an address on the signs...
964?
Since the beginning of
last year, we have had numerous signs before us and the overall perception of the board at least
was to include the address making it easier for people to find it even though everybody has
tracking system and all that stuff.
One the building signs or on the monument.
The monument sign.
Yes, I don' t See why we couldn' t do that.
Yeti, it makes it a lot easier. l think that should be one of the conditions if we are
going to approve this that they include the number and address.
So as far as the building sign, is everyone ok with the layout of that. The three
signs
on there.
Pg. 10 January 7, 2025 Planning Meeting
Mark
Giardina:
1
mean,
I can take or leave
the worlds
greatest

but tha(),
apparently....
I don' t' remember ever seeing that on your other building. The one in Greece,
I don' t think it has the worlds greatest cheeseburger on there.
Greece has it , North Greece has it and Ontario has the monument sign has Bill Grays
and the building has it on there.
Well again, I will just go back to finish what I was saying earlier, the
guidelines is specific to what a sign is, and it is not for commercializing, it is for the name of the
establishment. If you guys are all ok with it, fine with me. The monument sign, when we talked,
it' s in the minutes from the last time they were in and the height of that, we went to the height of
10 feet. We cut it down to 10 feet.
We can work with that.
We can work with 10 feet if we have too.
I just don' t understand 15 feet. Every sign in town is 6 feet.
The only reason we did that, because I went down to the corner to Hard Road and the
Whitewater' s, where you go into M& T, that is 15 feet tall. I am just saying and maybe I measured
them wrong.
That sign is like Lowe' s, it' s for the whole complex.
And you have a base of 41r2 feet here.
Yes, we could lower it.
We have a 32 inch and then the sign goes up from there. We can modify it.
BOTH PARTIES SPEAKING AT THE SAME TIME
I' m sure you can.
Basically, want to be advertised to make it easy and visible for people to see it as
they come up. That' s a busy road.
But, if you eliminate the base OR make it smaller, you would be in the 10 feet.
We could adjust it to get 10 feet overall.
Pg. l 1 January 7, 2025 Planning Meeting
Getting back ( 0 [ Ile point, where would you put the numerical address on the sign.
Probably on the side of it.
( NOT AT THE MIC,
Mark Giardina:
HARD TO HEAR) down along the side.
My x- ray vision is not working tonight, can you come around to the mic.
And that will be facing Hard Road.
Is that double sided?
Yes sir.
Un- lit, interior lit.
Yes
Alright, 10 foot.
Couldn' t you put the numbers on top of Bill Gray' s so that if you are heading
east on Ridge Road, you could see it.
( NOT AT THE MIC AND HARD TO HEAR) We can certainly do
that but again, you want us to lower the sign so that will reduce the size of the tenants panels.
But you have 10 feet that you are working with. What am I missing here.
Everyone has 16 signs, and they are 6 feet high.
Will make adjustments. How would you guys like to see the address.
I think that you could put it on the side, but I think on the face, that is where
people are looking primarily.
( AGAIN, NOT AT THE MIC AND HARD TO HEAR) Shorten the
base down a little bit, then snow is going to pile up and you won' t see it.
Yeah, that' s a general story we have heard that at every sign that has been in
It doesn' t have to be 32 inches on the base. If you
were at 18, snow never comes up to it anyway. I have never seen any of them covered. Ok but
it' s just the size of it,. so 10 foot and you guys can work it out putting the address on it . ( BOARD
WAS OK WITH IT) The building, what do you want to do with it, leave it as is, the way that it
somehow but yeah, you can lower it down.

Appearing before the board was Mike Ritchie from Costich Engineering . Emma Oakes couldn' t
be here tonight, so I am doing the meeting for her. We are proposing a free standing sign for the
Braman Nature Preserve. It is the preserve itself exists, there is a parking lot that this board
approved I believe last year. It is essentially a walking trail and the property itself is on the south
Side of Ridge Road between
Basket and Ridge Road extension
and the applicant,
Genessee
Land
Trust is proposing one free standing non- lit sign, and I believe pictures of another nature preserve
as an example was submitted as well. As the renderings with the sign itself. That is an example
of one right there on, I think Phillips Road. ( SHOWING ON THE SCREEN) NOT Phillips, I am
sorry it' s Five Mile Line Road.
So, essentially it would be the same as that but instead of the Gosin Nature Preserve, it will be
the Eva and Harland Brayman Nature Preserve, and it will have the Genesse Land Trust sign
below it so almost identical to that one. This did need to be sent over to the Zoning Board because
the code requires a 25 foot setback and that would push it kind of into the woods, so we are
proposing the sign to be 2 feet of the property line and it' s been submitted and it' s on the agenda
for Zoning Board next week. So, we are requesting site plan approval and obviously conditioned
upon receiving the variance from the Zoning Board.
Anthony (= asciani: Ok, when I wa., reading here through the paperwork, the 23 foot sign setback
variance requested where 25 is so what you are looking for is to be 2 feet from the road not... your
Pg. 15 January 7, 2025 Planning Meeting
not looking for a...
Correct, we are looking to be 2 feet from the road instead of 25 as code. So, it was
kind of backwards the way it was written. Again, I think an arial may have been submitted of the
site itself and you can see it is very heavily wooded back there so if you were to set it back to the
setback it would be pretty obscure.
As with the previous application do you have room to put down 1775 Ridge
Road on the sign.
1 believe they could. I would have to check with them. I don' t know if that would
be required to come back to the board or that would be a condition of your approval. I am sure
they could add the address onto the sign. You are just asking for the 1775 to be put on it.
Yes
Yes, I think that can certainly be added to the sign.
We came to an agreement last year about the new signs coming up and the
difficulty of people...
Yes, first responders
and we can work with them.
Whether that is one the Genesse
Land Trust portion on or the one above it. They can just make it slightly larger to accommodate
that.
Ok, we can move forward with our approval on this but will have to make it
subject to receiving a variance with the Zoning Board.

the construction of a 1, 400 sq. ft ( 50 x 28) enclosed addition for vehicle service area entry and

Medium- Intensity Commercial District under Section 269- 11 of the Code of the Town of
Webster.
Appearing before the board was Line Swedrock with BME Associates. We have been here a few
times for Sketch Plan Review with you on this project and the project has revolved over time but
as far as the building addition is consistent. It' s 14, 000 sq foot building addition for the new
vehicle entry to the dealership service area/ drop off point and then external improvements to the
building. When we were initially here last year the board had raised some concerns about the
amount of vehicles on it and the emergency access as well as the amount of cars and unloading
and loading on Ridge Road so, we met on the Site during the sketch plan review and reviewed a
couple of different PRC comments.
This plan has been revised multiple times to try and address
the Planning Boards conmient%as well as PRC staff comments regarding the access around the
building.
Some of the last comments that we addressed was from the PRC included the additional
COULD NOT HEAR) around the site and we added a No Parking line; No
Parking fire lanes; and we have identified all the parking spots on there and we have.... and also
Pg. 17 January 7, 2025 Planning Meeting
they are leasing additional property where ticy arc storing more cans and doing there delkerics
from now and we just worked with the emergency access and grayed out the areas where that is
so this will hopefully will improve where people will come in and drop their vehicles off for
maintenance and the intent is to have somewhere to go to drop their car off. Drop it off and be
able to See someone at the desk and then take off for their car to be serviced. They can either park
it in the back or take it directly in for service. I think 1 am going to keep it short, so I am just
going to leave it at that . Like I have said, I think we have answered a lot of the questions to this
point so if there are any other questions, I will give it my best.
I think the biggest thing is that area maintaining that 25 foot on the side. That
is a big issue we had when we had met and talked. It' s kind of tight but you just can' t park cars
in there. It has to remain open. It actually is a fire lane going through there too. You have
redesigned and that works, it looks good and works out well.
What improvements are you doing to the fagade.
Basically, they are just upgrading it to the newest Nissan requirements. I am not
great with the building materials, but it is new installation of ACM metal building panels and a
new SSG glass curtain wall system.

The addition is basically just to bring cars to get them into the service area.

Right, you are going to pull your cai dl[' CCIIy in and drop yottr c, u' off and thell
you are going to head out and leave your car there for service or whatever.
Alright, this is a preliminary hearing and if there is anyone here wishing to
speak for or against this. Seeing no one, we will close the hearing and bring it back up.
I have a question, currently you are bringing your new cars, your storing them out in
Ontario or someplace.
I believe yes.
When they bring them in are they going to be driven in individually or are they going
to have a trailer bring several cars in at a time.
My understanding is that they will be unloaded there and then the cans will be
driven from Ontario, so they are not loading and unloading on Ridge Road.

RG& E STATION 73: Located at 891 Klem Road. Applicant Eric Thorne, RG& E is requesting
an additional SKETCH PLAN REVIEW of plan revisions associated with the modernization of
an existing electrical substation including an expanded substation yard with new fence, control
house, switchgear buildings, transformer and lighting on a 0. 77- acre parcel having SBL# 064. 142- 14./ WEB located in an R- 2 Single Family Residential District under Section 269- 5 and 350 11
of the Code of the Town of Webster.
Appearing before the board was Mary Steblein with LaBella Associates and I am here tonight
with Eric Thorne of RGE. I was wondering if you had the more updated plans. ( VIEWING ON
THE SCREEN) So, we were here back in October 2024 to get some initial feedback on the
renderings of the proposed substation expansion, and we have come back with two options for
consideration by the Planning Board and we have received some comments from PRC as well.
At this point, RGE would like to move forward with their design and materials associated with
the building and the perimeter which is why we had focused on those updates on these renderings,
and we have not really addressed the comments related to landscaping and they will be addressed
during design of the substation improvements.
We have updated the quality of the building materials and have chosen some different materials
and a little more variation and color and we have also modified the chain link fence that was
provided before to a new high security steel palisade fence which appears rather solid in the
renderings but when you look at it closer up there is space in between the portions of the fence.
You changed the fence on it and everything, I can see that but the issue I' ve
got with this as I said the last time, the fence I think is an improvement over the chain link that
you had there before but the building still not to be... it looks like a prison. I looked up some
residential designs for electrical substations and there are all kinds of them. They make them look
like a house even. They have gable roof on them. This is right in the middle of a residential
neighborhood. So, what can be done to make this thing somewhat residential.
to have a fence I understand that but what can make that...
I know you have
that flat roof building, I don' t know.
Pg. 21 January 7, 2025 Planning Meeting
Again, it' s a residential neighborhood. When you are looking at this thing it Should
look like a second story of a house. It shouldn' t look like this. There should be a gable roof,
there should be either false windows with shutters or windows
with some shutters, so it looks like
you are looking at the second story of a colonial type home not this.
I think you hit the nail on the head, it does look like a prison.
I hate using that term but.
Mark Giardina:
EVERYONE
Well, that is what it looks like to me.
SPEAKING
AT THE SAME TIME
We don' t want an industrial look.
No, if it was in the industrial zone that' s different but you have houses all
around that whole area. Can that be modified to change the roof style. Just make it look like it
fits in somewhat.
So, I can certainly bring that back to the Engineering team and we can
definitely add some fake windows for sure onto the siding and just to kind of explain with what
we did with these two renders the last time we were here.
One of the comments from the board
was to look at upgrading and improving the building facade materials so in working with some
architectural engineers we came up with two drastically different material styles. The tan one
being a faux brick type material and the gray one being more of a... like an aluminum type siding
just to kind of give it more of a residential siding look. In doing so we are kind of looking to the
board to see if there was a preference in the style facade that we can add to these buildings of
what might be preferred. Again, like I said, we can certainly look to add some faux windows to
these to make them look more residential like a second story like you said.
if you can do something with the design of that thing to make it look more
like residential.
I just went on line and thought there' s got to be some other way. I mean you
drive around and see like some of the smaller operations, and they look like a house actually and
understand, this is bigger, and you can' t make it look like " a house" but a residentially designed
electrical substation refers to a substation specially designed to minimize visual impact and noise
levels when situation in a residential area and then it goes on. 1 don' t want to read the whole
thing, but it talks about aesthetics and so on and so forth. The landscaping and .somehow you
guys can figure out how to make this thing fit into a residential neighborhood.
I know some of
the neighbors have already been upset over what was even being done but understand you can' t
do anything about that but let' s see what we can do to make it look attractive.
And we do intend add some perimeter landscaping which I know was a
comment before and that will be built out with the final design once we have a full grasp on the
full site layout and fence lines.
Pg. 22 January 7, 2025 Planning Meeting
Ycall. if you change the deign of the building, a gable ioof on their of
something to make it look like a house or apartment or whatever.
Is there, between these two directions from the faux styling, is there a
preferred option whether the fake brick look or more of a siding look which would be the gray
one. We don' t necessarily have to keep the gray as the color. That can certainly change if that
Is kind of the sticking point there. There more of a styling aesthetics.
Well, the siding actually most of it' s hidden because of your fence and so on
but ......
But if they add a second story, you' ll see the single story.
Ordinarily a building, if it was a structure going up, a new building going up
and it was in the open it would be brick or somewhat you know designed material you know. Not
just aluminum or metal siding. I don' t know what the extent is or how far they can do with
something like that .
Dave Malta. Right now, you are showing vinyl siding
It would be not necessarily vinyl but like a faux vinyl. Obviously, we have
to keep in mind of the types of materials that are within the electrical substation itself so it would
be designed in a way to look that way but utilizing materials we can efficiently use in a substation.
That' s what would fit in the neighborhood.
Does that help you at all. I mean something we...
Yes
Something we can show neighbors because there are neighbors that are going
to be concerned.
I' ve already heard a couple of them. Again, ten times, just a gable on it
something to dress the roof up instead of just a flat roof.
Ok_
I have a question, is that fence 6 foot or is that taller than the 6 foot.
It would be an 8 foot fence.
Will there be barb wire on the top of it.
Eric Thorne of RGE; No with this style of fencing. This rendering image gives you a little bit of
Pg. 23 January 7, 2025 Planning Meeting
it better perspecti,, c that there are sonic gaps in that slats of the fence so it' s not a solid black look.
No, the fence looks fine. I think that okay it' s just what' s above it not pretty
it' s a compound.
Ok, good enough.
Suggestions/ Conditions: Change roofing to be more residential looking, like a second floor of a
house_ Dress the roof up.

requesting SKETCH PLAN REVIEW associated with the proposed construction of 120,000 SF
of manufacturing warehouse with tractor trailer loading docks, parking, utilities, and other
associated amenities on a 25. 6- acre parcel having SBL# 079. 06- 1- 32. 123 located in the OP Office
Park Zoning District under Section 269- 5 of the Code of the Town of Webster.
Appearing before the board was Matt McAlpin and I' m President CEO of McAlpin Industries.
I' m a lifelong Webster resident, grew up here, my wife grew up here and raising out two kids
here and heavily involved in the community, especially youth sports. I just love the idea of our
company having a footprint in my home town. We are a precision sheet metal fabricator, so we
offer our customers a wide variety of capability. We cut metal, we form it, we weld it, paint it
and then we also offer warehousing capabilities for our customers.
We are celebrating our 61 year milestone next month. My grandfather started the company back
in 64 and in the early 60' s he decided to leave the family dairy farm here on Salt Road start a new
career and that is how we started the business in 64 and that' s a heck of a story. If you catch me
outside here, I would love to tell you. We' re also a veteran owned small business. I' m a United
States Marine Corps Veteran and we also have a very strong culture. We hire for culture first
and we hire for skill set second. We believe that if you fit our culture, we' ll find something for
you to do here. We also for a company our size, we have a high level of sustainability efforts
you know a company our size maybe be surprised to hear that we track our carbon footprint and
not a lot of companies do that at least our size. We are also heavily involved in the communities
where we currently where we are. We have a facility in the northern portion of the city and we' re
also in East Rochester and Walworth and I won' t get into everything that we do but I' ll just
highlight one of our big events is our annual charity golf tournament where we raise funds for
local homeless veterans as well as cancer research.
So, it' s been a long road to get to where we are here today and we identified that we needed more
space to support our growth well over a year ago and I think it was maybe about a year ago now
where I reached out to Matt Chatfield and spoke with him and Tom Flaherty who put me in touch
with Josh Artuso and we started to search for property and the long story short is this is the one
that wiggled loose but it' s been a long road to get where we are but we are excited to be here.
I also brought with me today oLir partners from Costich Engineering, Mike Richie which is doing
double duty tonight and he is going to over the site plan a little bit with you but a couple things I
Pg. 24 January 7, 2025 Planning Meeting
wanted to point out. This is going to be a three- phased approach our inimedlate demand is the
first building which is 12,000 sq feet which we have designed to be on the most southern portion
of the property, and we believe that that facility will create about 20 to 25 new jobs and then as
we continue to grow, we would add to that facility going north. If you take a look at going from
the bottom of the rendering, there to the north there is also a piece of property in the far north
portion about four to five acres. That is being left untouched that' s intentional. A preliminary
discussions with the town is that there' s interest in maybe partnering on something on that
property and I believe a library was brought up at one point and we' re very interested in creating
a long-term partnership with town and we are very interested in continuing those conversations
about how that property could be used in the future. Lastly, one thing that we do internally is we
have an internship program and an apprenticeship program as well and we work with local trade
associations;
local high schools and we also work with Webster High School and when we take
a took at this property and what we are tying to do to create more awareness of manufacturing in
the area it just seems like it' s a great opportunity and even a responsibility to continue our
education program and put an education center in so we can bring in young students and get them
more interested in manufacturing. So, that' s our intentions and we are very excited about it.
Again, we have Mike here from Costich to answer any questions and I will turn it over to Mike.
Mike Ritchie. Again, this is sketch plan so we are here to introduce the project and receive
feedback that you have so that we can apply that to our formal Planning Board application. So,
what we are proposing, phase one as Matt said is 120,000 sq feet and that' s along the south side
of the property kind of the darker portion of the building and the rendering there and planning for
the future they hope to be successful as they have already been so we' re planning for a full future
buildout of up to 300, 000 square feet which we' ve shown in two additional additions there going
north.
On our plan we' re showing an access off of the, I guess, recently constructed access off
of Klem Road that was built for the U of R facility. That access road is actually on McAlpin
property so we would propose to extend that from where it' s ended now into the site and we are
also at the point showing the second access onto Publishers Parkway and with discussions with
Matt, it certainly would not be needed in the first phase and that may be something that would be
considered for future phases. We did receive comments from PRC and those two comments were
related to traffic and requesting a traffic .study be prepared and the second one was that we show
future phasing to maybe clearly indicate what' s going to be built first and what' s for later.
So,
getting back to the traffic study comment.
A traffic study was prepared for this property a handful of years ago when an application came
in for a senior living facility and the traffic study at that time did not recommend
any
improvements to the highway infrastructure then but if this board and town staff feels that I guess
another look back at that traffic study is warranted we could do that, but I would just to let
everybody know, based on Matt' s understanding of what they' ll need when this starts up. The
first phase is anticipated that there' ll be 60 employees over two shifts with roughly 40 coming in
in the morning shift which is at 6 AM and then the other 20 coming in later in the day. So, when
we talk about traffic usually that 100 trips per hour is kind of a threshold for warranting a traffic
study and certainly in this first phase we' ll be nowhere near that and I think we would be more
Pg. 25 January 7, 2025 Planning Meeting
than ; A illing to maybe make that condition fur future phases needing that because obviously " e
don' t want to cause a traffic issue but that is something that we can work with town staff and I
believe that might have been the Town Engineers comment who issued that comment to begin
with. So, again, we have done some preliminary engineering, and we have the survey done on it
and we' ve looked at drainage, utilities are available for the property as Matt had mentioned, the
front four to five acres are going to be left undeveloped and left as woods for now. We believe
this is a good use of the property and some other things I would like to note as well. Matt did go
before the Town Board back in November I believe it was, and this project will require a special
use permit it is in the OP north core district so it requires a special use permit for the
manufacturing use and additionally this project will require a variance from the Zoning Board
because 1 believe code states maximum building square footage permitted in the district is 45, 000
sq feet so we haven' t applied to the Zoning Board yet. Again, trying to introduce the project to
the Planning Board and see what comments you do have so we can incorporate them going
forward.
How long do you think this project will take to complete?
Good question. The first building is really immediate. We are looking to be in
that building mid 26 and the next 2 buildings that is undetermined at this point. It depends how
quickly we grow as well as our needs and what we do at other facilities. It could be 4 years, it
could be 10 years, I' m not sure but I want to make sure we have that flexibility so we can support
our growth because one thing that is constant in our industry is that it is always changing, and
you have to move quick, or you are going to miss the opportunity.
( NOT CLOSE
ENOUGH
TO MIC, HARD

We thought
it was
important to not just show the 120, 000 square feet but to plan for the future so the infrastructure
can be put in the ground to accommodate future areas so that is why we are showing that also.
We usually want to do that for SEQR purposes.
How many loading docks.
( NOT
CLOSE ENOUGH TO MIC, HARD TO HEAR) 3 loading docks and then
showing 4 additional in the future.
I believe it is 2 docks with 1 ground load dock.
And in a coarse of a day how much traffic do you generate usually.
On average maybe 3 trucks a day.
So that is what I am getting at, it' s minimal.
Yes, very and 1 know that Mike said our first .shift comes in around 6 and the
majority are there at 6 or earlier so and being right next to the expressway, even when they leave

Yes, probably 2 18 wheelers and a box truck.
Is that driveway off of Hard Road that goes to
is that big enough for 18
wheelers.
( NOT CLOSE ENOUGH

analyzing now as we talk to the county to widen that driveway for the radius of the semi- loading
and that is something we will show on the application.
This is not for you guys but when you are coming into that driveway heading north
on Hard Road there' s where there should be a left hand turn lane is all painted with stripes, I don' t
know whether you can find out, are they going to change for a left hand turn lane.
I can talk to the Town Highway and Engineering Department to get an answer for
you.
Ok, I don' t see anything. I think lets use what was originally presented was
for townhouses or apartments and stuff.
Yes
That would have been a zoo in and out of there. If anything, this minimizes
the amount of traffic in the area. It' s an established business, they have been in town as you said,
for many years. Was your grandfather- Frank.
Yes. Him and my grandmothers are still here in Webster.
I am assuming that all these vehicles when they come out onto Hard Road that they
will be going to 104 so they won' t actually be going down to the residential areas.
Yes, your right. It' s close to the expressway and you are not traveling down
residential areas.
I guess the next step is to proceed forward. It' s not a public hearing but I know
you live right across. Go up to the mic and give us your name.

to be using that.

the first building is not to but that road in. So, our fiat sketch had that in. We don' t c\ en thins.
we want that in for building 2 or building

would like to develop that, they will probably put something in for that parcel but as of right now,

2: 1 S to 3: 30 in the afternoon you could not even turn. A truck could not even eater that, and they
never do traffic. studies at that time of day and every parent of a Thomas student parks their car
along our whole yard both ways and waits to pick up their children and there has been no good

projects be presented for this area and have shuttered at all of them and the last one especially
was horrible and some of the other neighbors asked me if 1 was going to the nreeting.... because
they know I come to the meetings.... And I said, you don' t want to oppose this, you really don' t
because it' s the best fit for a really busy area.
