SKETCH REVIEW

(MARK GIARDINA READ INTO THE RECORD)

COBBLESTONE PLACE PHASE 2: Located at 1025 Ravenside Lane. Applicant Evan Van

Epps with Brickwood Management is requesting SUBDIVISION OF LAND in association with

the construction of a 3-story building containing 47 market rate apartment units on a 5,0-acre lot

having SBL# 079.15-1-8.003/SEN2 located in the MHR Medium High Residential District under

Section 296-18 of the Code of the Town of Webster.

Appearing before the board was Jake Calabrese with Marathon Engineering. (NEVER

SIGNED IN) I am here to present the subdivision for 1023 and 1025 Ravenside Lane in

preparation for the site plan of the 47 unit apartment complex.

To give a little background, we presented the sketch plan in November of 2024 to the

board and we were progressing with design and we found out that the initial Passero plans

that were completed or approved in 2015 for the 2 building 6 units senior living facilities

did not actually subdivide the property so we went to the Zoning Board last month to get

the appropriate variances needed for the that subdivision and I do have that list if anyone

needs to see that but the property line that we are proposing is the same exact one that was

approved in the plans back in 2015 in the Passero plans and we have submitted this for

preliminary review to Greg Bly in Monroe County Survey Department and the one note

that he had that he added into the plans is the extension of the existing easement because

we are subdividing the 2 properties. We need to now extend or create a smaller easement

just for what is the existing building on 1023.

Anthony Casciani

Ok, you received all your vartances.

Jake Calabrese

Yes, correct and those variances were created just because of the

subdivision line that was not actually subdivided so we had to formally go through those

variances.

Anthony Casciani

And again, just to reiterate, you were in in November so there was a

sketch plan review by this board for the project; went to the Zoning Board and received

your variances and now you are back here for the subdivision.

Jake Calabrese

We are back here for the subdivision to get the...

Anthony Casciani

What is it, 1023 and 1025 correct.

Pg. 79 April 1, 2025 Planning Meeting

Jake Calabrese

Yes, there is actually separate (ax parcel id’s already created but there is

just no formal subdivision.

Anthony Casciani

Alright, anyone have any concerns or issues with this. It was originally

approved years ago for this type of operation. Anybody... Alright, do we need to do a

SEQR on this. Derek, do you think.

Derek Anderson

It’s administrative we just do it to cover it.

Anthony Casciani

pretty straightforward it’s just a set of raceway mounted channel letters. The little lettering above

there with the green bars in non-illuminated, if anyone was wondering. They currently have a set

of raceway mounted letters. This is just the updated branding that he was sent from corporate,

so,

Anthony Casciani

Is there something up there right now.

Collin with Elevated Signs

Yes, I don’t know if anyone can see this but...

Anthony Casciani

Well, that’s ok but there is some

Collin with Elevated Signs

Appearing before the board was Corinne Sands. Good evening, Mr. Chairman, council and

follow board members. I am the Project Manager at Rapp Signs Incorporated. So, I am the

designated agent for NBT Bank, and I am here to request their approval for a signage package

for their new location at 1075 Ridge Road. At the moment they’re requesting a set of 24 in flush

mount channel letters with LED illumination on the front of the building; a 50” x 125” panel non-

illuminated letters but there’s already some gooseneck lamps on the back side of the building

replacing their monument signs with new faces that are reflective and that match their cotors

scheme and adding a clearance sign for safety purposes for anyone going underneath the drive-

through canopy covering the ATM surround with the new NBT bank logo and then door banding

across the front for the hours.

Anthony Casciani

So, I guess the bottom line, what your doing is just replacing the signs that are

currently there with new names and so forth.

Corinne Sands

Correct.

Anthony Casciant

There is no additional signage.

Corinne Sands

No.

Anthony Casciani

Everything is the same

Corinne Sands

Yes

Anthony Casciani

Everything meets the required size, are you good with that Josh. Everything’s

good.

Josh Artuso

Yeah, we did take a look at the previous variances associated with the last bank and

all of what they are proposing falls within what’s already been granted.

Anthony Casciani

Ok. Now is this a new outfit or are you just going in with the bank that’s there.

Corinee Sands

So, they just opened it today actually.

Anthony Casciani

Ok...alright anybody, any concerns. Basically, just duplicating what was

there. New names; same size, and same number of signs. Anybody have any issues with it.

Appearing before the board was Ian MacDonald from Historic Sign and Restoration (DID NOT

SIGN IN) and I am representing the Scottish Shortbread Company, and I am proposing to do a

traditional style sign. Overlayed plywood with cutout letters the word shortbread would be cut

out of half inch PVC stock. I’ve got a painted border around the perimeter as you see. The lion

rampant logos on either end are hand painted. The top and bottom arcs will be separate pieces

cut out of the same material raised off the surface, so the entire sign has some dimensionality to

it. The letters are raised; those two panels are raised; kind of floating at the top and bottom. I'll

be installing it on the face of the building with hidden fasteners and | am going to make a French

cleat. It will just hook on and you won’t even see the fasteners and non-lit.

Anthony Casciani

Ok. No outside sign, monument sign or anything in the front. This is just on

the facade right.

Yan MacDonald

There is a monument sign already there for the 3 businesses that are there. I’ve

got some lettering on that and we’re probably going to take off and I want this to be the focus of

the business. As well as being the sign maker, I’m also the owner of the Shortbread business so

I’m kind of doing double duty here tonight.

Anthony Casciani

1048 SHOECRAFT ROAD APARTMENTS: Located at 1048 Shoecraft Road. Applicant

Shoecraft Road Apartments LLC is requesting PRELIMINARY/FINAL APPROVAL in

association with the construction of four (4) 10-unit multi-family residential dwellings on a 5.20-

acre lot having SBL# 079.19-1-15 located in the MHR Medium High Residential District under

Section 269-11 of the Code of the Town of Webster.

Appearing before the board was Link Swedrock with BME, can you hear me good. With me

tonight is Nick Gracios and John Garcios from Shoecraft Road Apartments LLC and Megan

Sereni from BME, my office is with us as well.

We are here tonight (o talk about are request for preliminary final site plan review for 1048

Shoecraft Road. The proposed development is located at 1048 Shoecraft Road, and we are

proposing for 10 unit multi-family residential buildings with an existing single family house on

the site that will continue to be used as a rental with existing barn, garage, and the barn is to

remain and we are going to use that as amenities for the apartment project. This plan you guys

have seen a few times. We have been here a couple times for sketch plan, and we’ve been to a

bunch of multiple PRC meetings to work with staff. The plan has changed quite a bit over the

time and with the coordination with the town I am just going to go over and highlight a few of

Pg. 86 April 1, 2025 Planning Meeting

the revisions we've made. So, the big thing is the rental unit. We’re going to reduce that. The

existing house that has three units in it and we are going to reduce that to one unit and just to say

that the proposed project meets all the requirements of the code; road widths; parking areas lot

coverage setback requirements as well as density and the allowable green space is 42% when

allowable 75% . In coordination with the town, as you recall the road actually went off before to

the south and the road now with the...working with the town we’re now proposing a 26 ft new

access drive off of Shoecraft Road maximizing our distance from Meadow Ridge which ts across

the street the road here trying to maximize the distance there and a new...the access drive will

access Shoecraft Road now we’ve added a dog park amenity area which was added and we also

have added additional guest parking, relocated guest parking; added guest parking based on

conversations with just spreading it out throughout the site. The dumpster enclosure we’ve

removed, and we’ll be using individual totes. We have added a sports...we’ve added a sport

court area for the residents as well as the existing barn that we’re leaving and we’re going to keep

for an amenity area for the residents and the buildings wil! be served like I said, new access drive

off of Shoecraft Road will be proposing a exist a new private sanitary sewer to serve the 40 units

as well as a new private water main that would be coming in with a hydrant .

The system would be private. We would take the water service to the existing house and take it

off the new water service. The garages and things that we have proposed is all consistent with

sort of what we talked about, actually we pushed everything back. So, each one of these buildings

has 10 units like I said, each unit has it’s own garage and has a 25 foot wide or long driveway in

front of it. So, it has room for a car in the garage as well as a car in the driveway in front of it.

So, that’s one thing that we talked about earlier. The visitor parking, we've ...so basically that

provides two spaces per unit as well as like I said the 24 visitor parking spots that we provided

through the site area. Storm water, we’ ve collect with a combination of stormwater facilities with

the new ...using the new updated DEC design manual for bio retention areas a combination to

collect and detain and tret the post development runoff that drains to the east to an existing swale

within an easement that goes to the north.

We’ ve also proposed a turnaround at the end of this termination that meets New York State fire

code that we reviewed through the process with fire staff regarding the 26 foot wide fore access

drive as well as the turnaround at the end to make sure emergency vehicles can turn around at the

end. We also received town PRC review comments from the last review, and we provided written

responses addressing all those comments and I think we feel comfortable that we would be able

to address all those with revised plans and I guess we are looking to see if there’s any other

questions, we can answer from the board tonight and J think PIl stop talking now.

Mark Giardina

Question that I] have, in the October meeting it was asked what exit and entry

way you're going to have, and North Estates Drive was selected. Tonight, we’re talking about

switching that over to Shoecraft Road. Could you explain in depth why.

Link Swedrock

I think talking with PR...1 mean, it was really a coordination with town Staff

and I though that’s what we were looking at. The big thing was accessing off the other road was

giving us a lot of .....we’d have to provide a turnaround at the end of that drive and it make it

Pg. 87 April 1, 2025 Planning Meeting

very awkward to provide access to the site and provide emergency access into the site to make

sure emergency vehicles can get om there and access could be provided to get to these 40 units

was discussed that this seemed like a much cleaner way to get emergency vehicles in service the

40 units and also cleaner for the residents to come in and out and it was really coordination and

with the town on the direction we thought that you wanted to go.

Mark Giardina

Another item that was mentioned in the October meeting was the traffic study.

Mr. Casciani mentioned that as a suggestion. You have provided a traffic study for the board for

the sake of just public knowledge could you enlighten us as to what that traffic study indicates.

Link Swedrock

Yeah, we did a well...we did include a traffic trip generation analysis within the

engineers report that was included in the engineers report, and I don’t have that right in front of

me now, but we have analyzed the number of trips based on the background traffic and we

submitted that with out engineers report. I don’t know if the town has any more comments on

the information we provided.

Anthony Casciani

As far as that goes, I spoke with the Town Engineer in regard to that today

and he was satisfied with it.

Link Swedrock

I think we provided him with what he was looking for.

Anthony Casciani

] know there was concern on that and he was satisfied with it.

Link Swedrock

Like I said, I didn’t see any other comments from the PRC on that and it was

part of our information we tried to include in the engineers report.

Anthony Casciani

Well, this has been in a few times now and it’s been modified and gone over

quite a bit. Again, tonight, this is a public hearing so if there is anybody here, neighbors that wish

to speak either for or against this.

Chelsea Gasper at 1044 Shoecraft Road: I have plenty of concerns. Pm a terrible public speaker

so I apologize. So, for one, changing the entrance and exit is there's the bus stop that ts right

there for both sides of the road. My son gets on the bus and then the other side is the middle

school and the high schoolers so it's morning and night and that would just kind of concern me

for the already existing traffic and you are going to add more, The other thing is, where they are

building the new road is flooded all the time, se 1 don't know...1 feel like that’s going to make it

maybe better or worse because of all the water is going to run off of it and I've tried to get that

fixed for the only 3 years that I have owned my house. [ve remodeled the entire thing inside, so

the outside was next, and 1 do doggy daycare and boarding it's like my entire life. So, when we

bought the house, we saw the land behind it as like potential. So now, that potentials kind of gone.

My son as my middle school teacher like Lam just so happy to be back in Webster and if this goes

through I’m so worried about like what's going to happen because | mean now they’re putting in

a dog park which is great and I'm so here for that but I’m worried that it’s going to be like more

and more problems and 1 am going to be pushed out of my home and Fam a single mom so it’s

Pg. 88 April 1, 2025 Planning Meeting

nat the easiest... don't know, | really don’t know what to say to these, | play with dogs for a

living. It's been my life for 8 years and longer than that because when I graduated from Webster

T went to walking dogs because I was terrible with speaking with people because I was in house

fire and I am covered with scars head to toe so that was just hard to deal with so I worked with

dogs and that’s why I’m like so overwhelmed too because I feel like this happens so fast and |

haven't even had the chance to be settled in in this home so. I guess 1 was okay with putting the

road somewhere else but now I'm like this is just going to keep getting closer and literally getting

pushed out and I feel like there’s so many other spaces that you could put it and that is my piece

on it, I guess. Thank you for listening to me and thank you for being patient.

Jen Fonseca at Forest Drive. | do not live on Shoecraft Road but l was born and raised in Webster

and Webster, if you look behind you is where life is worth living and I see another encroachment

not only on her property right there but that whole area is already developed tremendously with

apartments and all I see in Webster are apartments and apartments and apartments and yet

people are saying, “Where are the single family homes” and that has been a big issue not only

in Webster but across the United States as we know with things that are going on. So. to put

another apartment building right there at that corner where there are a lot of apartments already

going in, it encroaches not only on her property but the existing homes that are there right now

and as she said, just with the buses and with the school across the street that new entrance way

from Shoecraft. I travel on Shoecraft all the time because my church is over there and also in

Summit knolls area, and it is going to be a nightmare. Next thing you know we will have to put

up a light over there which is also going to be a hassle. So, 1 don't know what trip thing is stating

that it’s all within limits. If is a safety concern, but it is also a concern for her business which

these apartments will be over looking her business and her yard and her privacy. [imagine that

the drainage problem would probably be taken care of which would be a blessing for her but yet

on the other hand, another apartment building over there. [ just see that whole area....and if you

go down Ridge Road, I bet you any of you that go down Ridge Road just on a Saturday morning

at 9-10 o'clock is like crawling down Ridge Road. Now you're just adding more, and I keep

seeing it growing and growing and growing. We're starting to look like Irondequoit or Greece

and that is where we are heading. So, [ just want to caution you on approving this and putting in

yet more apartments over there which is already inflated and how long it is that going to last.

So, please strongly consider that and especially that additional entrance way on Shoecraft Road,

thank you.

Anthony Casciani

I don’t think anyone here would actually disagree with you on this board. We

all feel the same way but see the problems come into this. This is what we read on the news, and

you see it on Facebook and everything. LEverybody’s complaining about it and we’re in

agreement, however. However, our hands are tied in that regard because the town’s zoning allows

thal area to have apartments, it isn’t like it was zoned for a building or a particular. It’s zoned for

apartments and if somebody has the property, the owners of the property, they have the right to

develop it. The best we can do is get the best we can get out of it that’s why...they didn’t just

come in and like that you know. It’s difficult situation but we’re tied in regard to that and alls

we can do ts minimize the size where we could on it; deal with the traffic situation as best as we

can; have traffic studies done and a lot of this, there’s other projects. I] mean in all the years

there’s projects that have come in and “OH MY GOD, it’s going to be the end of the world in

Webster” and they end up not being as bad as what we assume they’re going to be . No guarantee

what’s here. The biggest thing when the young lady spoke was where the kids wait for the bus.

That may be something we’d have to look at with the school district to see what can be done in

regard to that. [ would make a not of that.

Jen Fonseca at Forest Drive

Yes, | fully agree that...l wouldn’t say so much hands are tied. Yes,

it’s zoning but zoning is created where. Here at the town level so I'm not blaming anybody I'm

just stating that looking at where life is worth living and seeing that growth and | did read Tom's

latest newsletter talking about how positive the growth ts since 1970's where we used to be 29,000

in regards to our population and where are we not, at almost 50,000 which does require housing

but what kind of housing and how can we also look at that zoning moving forward to ensure that

we are increasing our residential neighborhoods and that ability to buy and stay and become

part of this community and to maintain that Webster small town feel.

Anthony Casciani

One of the good things right now is just currently getting started. There’s a

comprehensive plan, I don’t know if you’re familiar with it. That’s going to involve the town in

general. All the zoning and so on for the whole town. So, that may be a positive thing in a couple

years for properties that are remaining for how they get rezoned and so on and so forth but right

now, we are doing the best we can with what we have.

Jen Fonseca at Forest Drive

Thank you and I thank you for all of you that work so diligently on

this committee because I know it’s something that you do and give up your time for it so I’m not

trying to be negative or combative or anything like that. I’ve never spoken in front of this group,

right Frank, but it does concern me where we are going with out town, with our county and in

our State.

Mark Giardina

It was raised about the school buses and that is something that 1 should have

included in my comments as well but there are times during the day when the school buses are

pulling out of Schroeder or they’re coming down the road to pick up children, it does tie up traffic

and traffic is a problem. It’s going to be a bottleneck in certain hours of the day. Even in the

evening it’s a bottleneck.

Anthony Casciani

As far as the school that may be something you can look al.

Link Swedrock

Yeah, we just looked up the trip generations so this projects projected to have

19 trips in the morning and 23 in the pm. Peak hours. So, that is the trip generations. Just so you

know but yeah, we certainly can look at it but also keep in mind that the proposed road is on the

driveway that is there. That exists so were keeping...we’re maintaining a driveway that there.

We are widening it because we need to make it 26 foot wide for emergency vehicles and access,

but we can certainly look at the school and the stops. We don’t want to conflict with any of that.

Anthony Casciani

Okay.

Mark Giardina

Well, the young lady who was talking, the one that owns the house. She’s right

Pg. 90 April 1, 2025 Planning Meeting

about the flooding. That gets...it looks like Lake Ontario over there sometimes especially when

we get heavy rain and the other thing, I noticed is that there are some huge trees on the borderline

between the property that you want and her property and I’d like to know, what is going to be

done about those.

Link Swedrock

We’re proposing to keep them.

Mark Giardina

You are going to keep the large trees.

Link Swedrock

If unless we hear otherwise, we were trying to keep them unless they’re in bad

shape or anything, but we were trying...our plan was we moved the road all the way to the south

and we tried to maintain those trees on the border here (SHOWING LOCATION ON THE

PLANS).

Anthony Casciani

So, if the water is there that’s actually... you’re showing a detention area there

anyways so that’s a plus.

Link Swedrock

(TALKING BUT CAN NOT HEAR HIM...NOT NEAR THE MIC)

Anthony Casczani

So, that would alleviate some of the water problems.

Link Swedrock

We have a bio retention area proposed there.

Anthony Casciani

As a result of this and I know your concern was with water, there should be

no more water coming towards your property than you get now from wherever. From the road

or from the other joining properties. This, what they’re designing here, should contain that water

in that area.

SOMEONE SPEAKING FROM THE AUDIENCE.

Chelsea Gasper at 1044 Shoecraft Road: Unfortunately, my house is the lowest spot of both sides

so the water flows from the back of the property and the side of the property and then you literally

add the road runoff too. It goes right there, and I don’t have a culvert in front of my house so it

literally just basically getting flooded. We installed a sump pump underground to pump out water

with a hose because we needed it but those trees that he was speaking of too, they’re dead

because of the water. Like if you look at Shoecraft and look at the houses, there’s a htge

blossoming tree, beautiful and 1 actually already spoke to them about cutting it dawn and they

said they were going to, and it didn’t happen yet but then you look kind of like a little bit to the

left and the trees have all fallen because they’re just so wet. So, the water all in there is just really

bad.

Anthony Casciani

This should actually help it with that detention area.

Chelsea Gasper at 1044 Shoecraft Road: Yes, | mean from the side for sure but even from: the

Pg.91 April 1, 2025 Planning Meeting

back you're going to put the pavement up there I'd be worried that it is still going to run down.

SONG fo } gong

Anthony Casciani

Well again, not to be ...but they have drainage containment, you know

detention ponds if you will even to the backside of the property which is the low point so the

water should go that way. See that, you have become a better speaker, second time up.

Chelsea Gasper at 1044 Shoecraft Road: Yes, it's just a lot at first.

Anthony Casciani

Anyone else wish to speak. Ok, no one wishing to speak than what we are

going to do Is we'll close the public hearing; bring it back up to the board. Any comments, board

members.

Mark Giardina

I would like to know how long they expect the project to take to fruition,

Nick Gracios

Once we get final approval, we are hoping to build all the buildings in about a year

and a half to two years max.

Mark Giardina

2027

Nick Gracios

Well, whenever we get approval, we'll have to have probably a few months before

we start so it really depends on when we get final approval but a year and a half to 2 years from

start of construction through completion. Including all site work.

Mark Giardina

Okay, thank you.

Peggy Maltman

If you do take those dead trees out, will you replace them with anything to give

her some privacy.

Nick Gracios

We can talk to her directly and come up with a good plan and Chelsea after this

meeting, if you want to meet, we can meet in the hall and talk through some of the issues you

have, and we can address them.

Derek Anderson

Actually, I just have one question. The hot box for the meter and the backflow

preventor it’s necessary because it’s private service and all that good stuff. What I’m wondering

is, is that going to create a sight distance issue for people that pull out look to the right. Does it

have to come back farther into the parcel.

Link Swedrock

We can review that, bul the intent would be that it can be far enough back where

it shouldn’t be a problem with sight distance and we’re also trying to make it a nicer looking

structure not just a hot box structure so we have enough room to pull it back there.

Derek Anderson

So, you’re usually about 4 ft high right. The ones you are looking at.

Link Swedrock

It will probably be a litthe higher than that. It will probably be 6-7 feet because

Pg. 92 April !, 2025 Planning Meeting

of ...it's going to be a big main going back there for the hydrant so the valves on those are about

3-4 feet themselves.

Derek Anderson

Yeah, so that’d be my only comment is take a look at the sight distance as

They’re pulling up and stop so you’re not looking at essentially a wall.

Link Swedrock

We will take a look at that for sure.

Anthony Casciani

Anyone else?

BOARD

No

Anthony Casciani

Well again, this project has been in several times, and it’s been modified and

reviewed. I guess we can move forward with a preliminary approval on the project based on all

the information that has been presented.

(MARK GIARDINA READ INTO THE RECORD)

FINGER LAKES FEDERAL CREDIT UNION

Located at 71] and 715 Ridge Road.

Applicant Jason Stanley is requesting SKETCH PLAN REVIEW in association with the

demolition of the existing structures (two-story residential dwelling, barn and garage) and the

construction of a new 2,600SF banking facility with internal site parking on a proposed 2.26-acre

lot having SBL#s 079.17-1-78.111 and 079.17-1-79 located in the MC Medium Intensity

Commercial District under Section 269-5 of the Code of the Town of Webster.

Appearing before the board was Evan Gefell with Costich Engineering. (DID NOT SIGN IN)!

represent PW Cample and Finger lakes Federal Credit Union. I spoke with the president of the

credit union today and he had a commitment he couldn’t come but we are here for concept review

at the corner of Ridge and Hatch. So currently on the parcel there is an existing residential house

and two other accessory structures, garage, and barns. The two lots currently are about 2 acres .

The intent is to remove the structures and build the new banking facility. The building will be

25-2600 square feet. Do you have the site plan.

So, together the acreage is 2 acres. We oriented the structure to the corner of Hatch and Ridge

utilizing an access that will be off of the Country Max existing entrance Ridge as we don’t want

to have a separate connection to Ridge Road . I know Country Max has submitted a letter stating

that you know, during their approvals, the board wanted cross access. There is no easement sel

but the credit union has approached them and today based on that letter to start working thought

that discussion. The second entrance would be onto Hatch and again, we kind of oriented the

sight angle to address the intersection and allowed the parking to stay in the rear of the property

and then the, as everyone knows, the grade falls off pretty quickly to the south off Ridge. So,

keeping it up closer to Ridge mitigates or limits the amount of grading that has to happen there

and in the southern portion of the site there is also large vegetation buffer that the client definitely

wants to maintain as much as possible. (APPLICANT HOLDING RENDERING UP) You can

see the darker spot here So the drive up, there will be an ATM and 2 electronic tellers, and |

asked the question about the queueing and there is enough there for roughly for six cars. They

currently, Finger lakes Federal Credit Unit is currently down the road where they ...815 Ridge

Road, they currently lease that building and they’re looking to purchase this property of have

purchased this property to build their own and no longer lease.

So, speaking to the credit union, a person can drive in and utilize one of thee three drive ups and

not have to wait. They can be served immediately. So, I think we are going to sheet flow to a

couple of bioretention areas and then the drainage will continue to the south. Utilities will be

picked up off of Ridge and Hatch and I think the water we can get without being in the DOT

right away. So, yeah, that’s an overview of the concept of where we are.

Anthony Casciani

J] think you’ ve done @ nice job with this. I think the whole plan is a nice plan.

I’m glad to hear that you are...that they are working along with Country Max to resolve that part

and the only issue I have is onto Hatch Road and I feel very strong if that connection should go

south and connect to the other entrance to Country Max. The reason, is I know there are some

difficulties involved but that section of Hatch Road is super busy and you are almost right across

Pg.96 April 1, 2025 Planning Meeting

from Goshorn’s exit right there and he docs a lot of business and there's a lot of people

unfortunately take advantage of that because they come out, go north onto Hatch Road, cut into

his property and then go out to Ridge Road and then come back through that way using his

property to avoid the light and the traffic. I think that particular configuration in there should be

added to the southern entrance to the Country Max. Other than that, [ think you have a great plan.

Evan Gefell

Thank you, great. It is something that we can explore and discuss for sure. There

were also some building renderings kind of their brand and what they were thinking. So, it’s kind

of a mix of different materials. There is some bricks on it, some cultured stone, some aluminum

accents, and glass. So, pretty modern looking.

Anthony Casciani

I think it’s an attractive looking building. It’s an asset to that whole area right

there actually.

Dave Malta

I think it’s a great use for that corner.

Anthony Casciani

Low volume of traffic We did have Burn Dairy, and they wanted to put a full

service station gas and that’s like yeah, I don’t think that is going to work and that was

discouraged. This is minimum traffic IT would just like to see that one issue resolved.

Derek Anderson

Hopefully they can work that out because the configuration that’s there now.

You were talking about people cutting the intersection, that would be an attractive way to cut the

intersection going east.

Anthony Casciant

That is what they do. They’ll cut right though there to get out.

Derek Anderon

Because right now it stakes up really to Country Max’s driveway if not beyond

it,

Anthony Casciani

And that section of Hatch Road is kind of a nasty piece anyways because it’s

actually got railroad timbers on the side there to right to widen and make a turning lane to go east

off of Hatch onto Ridge Alright, anybody have any other concerns. Ok, I guess we are all set

with it.

Mary Ellen Kimball at 1066 Hatch Road: When Country Max originally made their plans to build

there, that exit on Hatch Road was only to be utilized but that was a service read and not to be

used as an entrance or exit .

Anthony Casciani

Really?

Mary Ellen Kimball

Yes, really.

Anthony Casciani

It goes right into their site.

Pg.97 April 1, 2025 Planning Meeting

Mary Ellen Kimbail

f know.

(MR. KIMBALL, SPEAKING FROM THE AUDIENCE, CAN NOT REALLY HEAR)

Mary Ellen Kimball

It's a service road because they have their big trucks coming in there.

(MR. KIMBALL, SPEAKING FROM THE AUDIENCE, CAN NOT REALLY HEAR)

Mary Ellen Kimball

And there is a culvert there also on the right adjacent to your property and

I don’t know if it’s on your property or it it’s.........

(APPLICANT SPEAKING WITH THE NEIGHBOR) and in the spring time, it’s very active.

It’s that stream that comes down though there so I’m wondering what do you plan on doing with

that. (APPLICANT SPEAKING TO THE RESIDENT, NOT USING THE MIC AND HARD

TO HEAR) the original stream used to follow this path and when they built Country Max it was

diverted to that culvert that goes around so that will be part of our engineering to make sure that

it's ....going to handle what we’re putting in with the regulations that we have. We are not

allowed to add more than what’s going to it today and if you look behind the Country Max has a

larger retention ponds behind them and they and have to do the same thing where they have to

retain storm water and they can only allow so much to leave so they don’t............

Mary Ellen Kimbail

Right along the side of Country Max property is where it doesn’t

(MR. KIMBALL, SPEAKING FROM THE AUDIENCE, CAN NOT REALLY HEAR)

(APPLICANT SPEAKING TO THE RESIDENT, NOT USING THE MIC AND HARD TO

HEAR)

Anthony Casciani

Excuse me folks, this isn’t a back and forth thing. What they will have to do

is address what we are requesting when they come back in as far as that road connecting. They’ll

have to show the details. We're not going to resolve it right now. We are looking at it and we’re

all aware the drainage line going through there. I guess my question to you would be, what would

be the problem with them going and connecting to that roadway as opposed to putting another

driveway in. See what J’m saying, that’s why my suggestion is to eliminate that.

Mary Ellen Kimball

I understand that. Tam just concerned about

(MR. KIMBALL, SPEAKING FROM THE AUDIENCE, CAN NOT REALLY HEAR)

Anthony Casciani

Wait a minute, she’s up here speaking please.

Mr. Kimbatl

They said that that was just going to be a service road...a service road on that side,

Ok.

Pg. 98 April |, 2025 Planning Meeting

Anthony Casciani

Let me ask you a question, what would a service road be,

THE KIMBALLS ARE BOTH SPEAKING AT THE SAME TIME.

Anthony Casciani

One or the other is to speak, this is not a public hearing. We are just giving

you the courtesy to express something. My question is what is the difference between that being

a roadway or a Service road.

Mary Ellen Kimbail

The amount of traffic.

Mr. Kimball

Yes, the traffic has increased.

Anthony Casciani

Well, that’s good, I’m glad to hear that because that was the intent of it for

cars to go in and out. They could come out and go up to Hatch Road to the signal light to be able

to go out at a signal light as opposed to try and necessarily get out directly on to Ridge Road ona

heavy traffic day. That was the intent of that.

Mr. Kimball

Well, you were just saying about the chiropractor up there how people are cutting

through. Well, that’s what they are doing at Country Max now. They cut through Country Max

to avoid the light. So is one good and the other one not good.

Anthony Casciani

Alright, let’s end this conversation. We can not control that.

THE KIMBALLS ARE BOTH SPEAKING AT THE SAME TIME AND WALKING AWAY.
