Anthony Casciani

Welcome to the May 20, 2025 Webster Planning Board meeting. Again, I

would like to welcome everyone. This is a simple meeting here tonight. This was a requested

meeting to have a separate meeting in regard to McAlpin Industries project to move forward with

final approval on it and I would like to welcome you all here.

Pledge of Allegiance/Roll Call.

Summary overview of outcome:

TABLED MATTERS

:

1. MCALPIN INDUSTRIES

Applicant

875 PUBLISHERS PARKWAY

Status

APPROVED FINAL SITE PLAN AND SPECIAL USE PERMIT WITH

CONDITIONS.

MCALPIN INDUSTRIES

Located at 875 Publishers Parkway. Applicant McAl!pin Industries

is requesting FINAL SITE PLAN AND SPECIAL USE PERMIT APPROVAL associated

with the construction of phase I (100,000 SF of a total 300,000SF) of a light manufacturing

warehouse on a 25.65-acre lot having SBL# 079.06-1-32.123 located in the OP Core Area North

- Office Park District under Sections 269-10 and 350- 21 C of the Code of the Town of Webster.

Appearing before the board was Mike Ritchie with Costich Engineering and with me, we have

Darla and Mark from McAlpin Industries. We are here for final site plan and special use approval

for phase | of McAlphin Industries warehouse. We were here two weeks ago, and this board

Pg.98 May 20, 2025 Special Planning Meeting

granted and seqr and preliminary approval and there were some comments that the board had

from that meeting. Some site plan comments and comments related to architectures. We have

since revised those plans to address the Planning Boards comments and submitted revised plans.

After that, I did have a conversation with the Town Engineer, and he had one minor comment

about the access and the entrance. We worked through that, revised the plans again, had a

conference call with him and Josh and the Highway Superintendent yesterday and they expressed

that they were satisfied with the change that was made. So, with that, we would be happy to

answer any questions that this board has and again requesting final site plan and special use permit

approval. Thank you.

Mark Giardina

Tony, I didn’t read this into the record. Does it matter?

Anthony Casciani

We’ve got it. Actually, this was at the PRC again Thursday and it was

discussed and talked about widening that section of the road. The first thought was that what do

you call it, hot box or something was in the way. That's on the other side of the pond actually.

So, that road ts a clear cut going in so there is room to widen it, correct.

Mike Ritchie

Yep, and we did. We widened it to about 40 feet wide there at the entrance so that

even the largest truck won’t cross over the yellow line.

Anthony Casciani

| just had a couple of notes on there. 1 mean it’s a big, big piece of paper you

got. I have pretty good eyes but I’m having a hard time to see. I mean, you’re showing phase

three and phase two on the other page and so on but the exterior finish legend, I can’t see that,

and I didn’t bring my magnifying glass.

Mike Ritchie

We did submit some large sheets and it’s unwieldy to work with sometimes it’s a

little bit easier to see the detail on those.

Anthony Casciani

So, you'll have that all and will be blown up.

Mike Ritchie

Yep, and three copies were sent in,

Anthony Casciant

Just asking you the question, on and just the phase one...{OTHER BOARD

MEMBERS HAVING CONVERSATION WHILE TONY IS = SPEAKING)

Forget.......... Drazen speaking and passing plans that Tony already has.

Anthony Casciani

] saw that, but my concern is phase two and phase three, but [ want to see a

nice picture of phase one. Whal are we using for the material. So, | don’t know what you're

showing on there like the entrance.

Mike Ritchie

Yep, for phase one and again, it’s metal, exterior metal and around the main

entrance in phase one. Again, the intent that isn’t going to be the ultimate main entrance and

that’s just for right now, but it is going to be a stacked stone entryway with some highlighting in

blue. The main colors are, | believe they’re gray and what was the change? A white and gray and

Pg. 99 May 20, 2025 Special Planning Meeting

then blue accenting the entrance there and then the main entrance which would be in the second

phase. That’s ............

Anthony Casciani

When you ultimately get to that, that’s attractive.

Mike Ritchie

It’s tough to see but the rendering does show it, you know, a little bit better context

over the left that it’s you know, stacked stone; a little vestibule entrance with blue siding at the

entrance there.

Anthony Casciani

All right. That’s all I] had. You have accomplished everything that was asked

for.

Mark Giardina

Can | ask about the monument sign with the drawing that you have here. Is it

1964 because you can hardly see it. It doesn’t shine out like the McAlpin name does.

Mike Ritchie

Yes, we can work with the sign company to make it brighter white, so it pops out

instead of maybe the metal finish.

Mark Giardina

It would be helpful.

Anthony Casciani

Before you get into the sign, let’s keep that as a whole separate issue. U or R

has a sign out there. You are going to want a sign out there too. My suggestion is you guys work

together with them and put the two signs....] was talking to Josh today about it, on one pedestal

setup because that sign ultimately is their sign is going to have to get moved over anyways.

Mike Ritchie

That’s correct.

Anthony Casciani

So, they can keep the same sign, and you could put your sign...put one neat

pedestal and the two signs side by side. You don’t want two separate signs.

Mike Ritchie

And Mark actually had just mentioned that he’s had conversation with U of R and

they’re willing to work with Mc Alpin.

Anthony Casciant

So, as far as the sign, lets hold off on the sign. I don’t think that’s all important

tonight until you guys know where it’s going to be and what it’s going to look like.

Mike Ritchie

We are fine with that.

Anthony Casciani

The sign is a whole separate thing. The other thing with the sign too, the

address. Your address is.

Mike Ritchie

So, based on conversations with the board and town staff, you know there was

intent to not give this property a Hard Road address. So, we worked with Monroe County 911

and submitted a bunch of names, and they approved, we're okay naming the private drive Metal

Pg. 100 May 20, 2025 Special Planning Meeting

Works Way. We do understand that it creates a little bit of potential confusion with the U of R

facility since they have a Hard Road address and we are willing to work with the town; Monroe

County Emergency Services and whatever the most logical way to name that whether U of R is

willing to change their address from Hard Road to Metal Works Way and McAlpin works with

them on that.

Anthony Casciani

I think for them, I mean, they got thousands of clients. I don’t they will want

to change it. 1 think it would be, if you guys are agreeable to it, that it is to change yours to a

Hard Road address.

Mike Ritchie

we can certainly do that.

Anthony Casciant

Make it one road because that’s going to be confusing as all heck.

Mike Ritchie

Yep. We don’t want that. We understand. We don’t want emergency services

being confused.

Anthony Casciani

So, in the process of doing that, why don’t you guys work on your sign to

coincide with the Hard Road address.

Mike Ritchie

Yes sir.

Anthony Casciani

Anybody, any concerns with anything. This has all been beat up by

engineering, so [ don’t want to get into engineering.

Drazen Gasic

My question is phase two, do you guys have a rough schedule, like when are you

anticipating doing phase two.

Darla Lacey

Yes, as we've been planning, I think we have been getting more and more excited

for it. We like the look of the building and excited to expand. Right now, the guideline is

probably five to eight years. That would be additional growth . We are not there right now, even

those we really loke the loos of it so we’re getting excited, but just not yet.

Drazen Gasic

I just have one more, this is more just for the road where you go from 24 feet wide

to 26 foot wide. If maybe you could tamper that out so that a plow doesn’t nick it. Just flare it

out a little.

Mike Ritchie

That’s a great idea.

Anthony Casciani

Alright, we have done seqr and this project has received a preliminary

approval and tonight they are here for a final approval and also, this boards charged with is to

issue a special use permit for this project too because it’s in the OP District.

John Koscl

It says Publishers Parkway so it should be Hard Road.

Josh Artuso

It ts currently a Publishers Parkway address.

Anthony Casciani

Again, according to the town code that is an OP which is an Office Park

District, allowable uses. This was sent to the Town Board for a request from you folks to put a

manufacturing facility on there, which was okay. Town Board then referred it to the Planning

Board for review. This board has reviewed it several times now, we've had it in and have done

through it with a fine tooth comb I believe, right. We’re all in agreement with the outcomes.

We've made the final approval on it. So, along with that, our charge is to issue a special use

permit for this facility and manufacturing in there. So, I guess we can cut it short, but article 269-

32, which are standards of all special use permits and there’s a list. (SEE ATTACHED LIST)
