On March 22, 2023, the Town of Webster issued a Request for Qualifications (RFQ) for

professional services related to grant and public funding assistance. A committee of selected

Town of Webster personnel evaluated the submitted proposals. Based on metric-based criteria,

the committee selected four firms to provide presentations to the Town Board on May 18, 2023.

After regrouping, the committee decided to invite an additional firm that had originally

submitted a proposal to provide a presentation.

Jean O’Connell, Owner/President and Rick Mancuso, Operations Manager from J. O’Connell &

Associates, Inc. appeared before the Town Board to provide a presentation on identification,

application and management of grants.

The firm has over thirty-four years of experience and has an extensive history of providing

comprehensive grant consulting services to municipalities, school districts, and non-profit

organizations throughout New York State. They are dedicated to helping their clients secure and

utilize funding resources efficiently and effectively and prepare them on all aspects of the grant

process. They are committed to building long-term relationships based on mutual trust and

respect, maintaining high quality work standards, and serving their clients with reliability. In the

last ten years, their municipal clients have been awarded over $70 million in funding.

Following the presentation, a general discussion took place.
