captions Language: en I ALG to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liy and justice for all Dolly can you do roll call please supervisor FL here councilman Abbott here councilwoman galdi pres councilman kahill here councilwoman w here Town attorney janess presid well our first item up tonight is uh the public hearing on the town of Websters 2024 uh preliminary budget and um I will say for everybody that's in the uh room tonight and for anybody watching uh live uh on cable or Facebook live or YouTube uh Paul Adams does this culminate a 5 to six month process five month process five and a half yeah really May um I will say before we open the public hearing um and I think there are some people here tonight that that do want to speak uh I I just want to say that uh um well this was the fourth um budget that I've been involved in um since I've been supervisor and one of the things that really um made this year so interesting at least selfishly for me was that it Incorporated uh some of the things that Paul Adams as our finance director and Bron Connor as our uh Human Resources Director have uh implemented in the last couple years uh most notably Paul came back uh a couple years ago from an association of towns conference and uh introduced to the town board a fund balance policy um after we discerned it and made some tweaks I think we adopted it two years ago Paul about two years ago um along those same lines he came back I think last year and said we we should have a debt management policy and we discerned it and tweaked it and I think we recently it was recent and the past couple of two three months yep and then a combination of Paul and Bron uh we took uh I guess we're glutton for punishment but after going through two uh Union negotiations earlier uh or late 2022 and first couple months of 2023 the blue collar and the white collar unions Bron and Paul said you know there's some uh career ladder uh steps I'll call it that um were were woefully missing on our department heads that we could maybe codify that better and that just was uh done I think um a couple months ago so I say that because those three components really guided this board um and the department heads for that you know that were so instrumental in building this budget this preliminary budget and the thing that I like about those items I guess being an accountant by trade is that they're going to give the town board and future department heads and finance directors after we're all gone um not from the face of the Earth but gone hopefully from just the positions we're in guide rails um on building a budget so they're not sitting there you know in future boards saying well how much money should we have in savings for the town you know kind of one of these things um this is just good practice uh I think the state com controller uh loves this stuff and it actually has they do it's highly recommended yes so um and it really helped us this year and I think you'll see as you look at this budget and I I did well Paul did some handouts tonight um that show uh really the summary of the budget um I'm going to hand the patan off to Paul at this point uh be yeah all right Tom I could just uh hit a few highlights I prepared some notes uh uh as you see the the year to year-to-year gross expenses in the budget are actually up quite a bit they're up about $3.5 million and there's several reasons for that uh in various various categories employee compensation is up about 700,000 overall uh that includes Cola increases for 2023 and 2024 at the time that we approved the 23 budget the white collar Union agreement was not settled at that point uh I believe it didn't settle until May of 23 so in the 23 budget there was no Cola put in uh there were some funds put away in contingency but it was not in the line items so it shows it as an extra big bigger jump uh in the compensation lines and also there were the usual step increases and uh the department heads were put on a grade step schedule for the first time uh contractual expenses which are supplies and commodities that the town purchases uh there were SE several items are up quite a bit um gas and electric utility costs were up about 88,000 gasoline and diesel fuel were up about 30,000 insurance premiums uh Road improvements uh wastewater treatment chemicals were're also up quite a bit so that that drove those costs but the largest driver of the the cost increase is Debt Service cost uh in August the town actually closed on a ban issue uh to fund uh the various capital projects they have going around going on around town we have the wastewater treatment plant Phase 2 project we have The Sandbar Park and with we have the highway building so we actually borrowed 51,1 190 uh in August so for the 24 budget uh we're including the initial Debt Service payments on those amounts um but we actually did pretty well with the band sale uh we came in with a net interest rate of about 3 and a 12% which is very very good in this environment uh they offered us it was Wells Fargo Wells Fargo offered us a band premium of about $766,000 which will be actually recognized Revenue to offset the interest expense cost in 2024 so overall we thought we did pretty well in that category uh the next big big item is sales tax uh I think back in 2020 New York state passed some legislation uh that allowed them to collect pretty much all sales tax on internet sales which prior to that we're kind of sneaking through is untaxed items so since 2020 we've seen our sales tax revenue rise considerably uh so we we saw it fit to U right siiz the budget on the sales tax line for 2024 so we actually increased sales tax to 6.7 million uh comparably it was 4.8 million in 2023 so you've got about a $1.9 million jump just in that one line item uh when you think of a government you think of most of the revenue coming from taxes uh we actually have substantial non-t tax revenue uh the non-t tax revenue in the 24 budget is about $1 13.5 million um it was about 11.6 in the prior year biggest component of that jump is the sales tax uh as far as the tax rates go uh for a village property they pay the tax based on the town's two townwide funds General and Highway townwide funds and if you you live outside the village you pay based on the the needs of the four main operating funds of the town but this year we were able to uh actually uh decrease the tax levy in the part Town funds to zero using sales tax money that actually allowed us to use sales tax in the townwide funds uh which actually helps offset some of the debt service cost for the highway garage building project I probably Ling everybody but uh call me if you have any questions it's getting pretty deep uh but anyway so the tax rate ended up the same for both The Village property and and and a property Outside The Village at 506 per thousand uh the sewer rent on the other hand went up substantially um a lot of that's driven by The Debt Service from the from the capital project uh the sewer rent year to year is going up about 67,000 or $67 per unit but when you when you combine them if you take an average house which um in our town I think the average assess value is 177,000 Don I can confirm that uh if you look at that tax bill for that particular house if they're on the sewer system they'll pay about $1,195 and for 2023 it would have been $1,170 so overall they're up about $25 which is about 2.1% so so we were able to stay under the tax cap uh we used more fund balance than we had used in 23 we had actually are appropriating about $3.5 million of fund balance to stabilize the rate in 23 we did about 2.4 million um so most most of those Appropriations are actually coming from operating funds there's 400,000 from the sewer fund and about 890,000 from the various other funds in Special Districts um so overall you know I think we're definitely fiscally sound um and uh we we're we're trying to plan longterm uh rather than looking as Tom says in a silo and a one-year budget we're trying to look further out like a fiveyear plan to try to plan ahead and keep the keep the tax rate stable and uh and I I think it's paying off it's it's good to have that look out into the future so overall i' like to thank everybody for their help and putting the budget together once again the department heads were key uh we had many meetings and uh I think I think we put together a good package well Paul with that being said uh between the two of us pretty long uh preface but uh it is time to open the public hearing and the signin were two gentlemen Richard dling uh you are first if you want to speak at the public hearing I'm having trouble hearing you you're having trouble hearing me I don't have good hearing to begin with uh can you hear me we can okay all right I know that what I'm going to say for the next give me five minutes is not going to change because what I'm going to be talking about is written in stone at this point uh my next door need to moved in am I too loud sir can you just back up a little bit too loud too close oh okay thank you yeah my next door neighbor moved in in May of this year perfect and I wanted to hit it off really good with them I was doing them favors helping them with their pool setting it up taking their putting their cover on taking it off for their solar cover and uh we were getting along just fine then they told me that they wanted to put a fence in and I said well that's your prerogative it's your property you can do what you want well they said but don't worry we're not going to put it on your side because you have a fence for your garden and you have a shed and you have a raspberry bush and a blueberry patch so we probably won't put one on your side I said well that's great but we're going to put it around the rest of the backyard well little did I know I was not told that they started putting in a privacy fence last week 6 foot tall and what upset me is they put it on the property line they did not set it back at all and I thought that that's illegal so I came to the town hall last week and I wanted to know what is the ruling on a privacy fence can you put it on the lot line because I was told that it was a 10t minimum distance which it was but it isn't anymore your town changed the law for a privacy 6ot fence from 10 ft to zero you can now put a privacy 6ot fence on the property line and that's exactly what they've done and what bothers me the most is that we were built the house that I'm living in was built in the 50s and the house next door that they bought was built in the 50s there isn't much room between the two rooms like there the two houses that there like there are today uh this privacy fence is right on top of me and I found out that the reason you changed it is because you took a survey around the county of of Monroe to see what other districts were doing but that included a lot of open space property I do not have that that luxury my house is very close to their house and now my blueberry patch and my Roseberry and my uh raspberry patch will no longer get Morning Sun because this thing blocks the sun all morning morning I had a very very good crop every year 50 60 70 lounds of blueberries 20 30 40 lounds of raspberries I have a feeling I'm not going to see that anymore so my consideration here and the reason I'm here I'm hoping that this town is going to reconsider that minimum space for a privacy fence I can understand if you have a lot of room and you have a big piece of property that you do have the variance that you could allow up to uh a 10 foot but not in my situation it's right on top of me so that's what I want to say I'm hoping that you can reconsider it's not going to change my situation but reconsider that distance for a privacy 6ot fence it's an eyesore I don't think any of you would want one of these these things next to your property and of course now I I can't even see my neighbors the this fence is is taller than me is my five minutes up no no I thought I thought i' gone over no you got about a minute and a half left I know you're not going to respond to what I'm saying but please reconsider six-foot fence is huge and and especially when the homes aren't that far apart uh and they put this privacy fence all around their backyard it looks like a a stake a steak Stockade I mean and they did it because they wanted to have privacy well why don't they move to an area where there's more room they could have all the Privacy they want well that's all I have to say okay I I'm I'm upset over this very upset and I know nothing's going to be done I have pictures if you want to see what this fence looks like next to my blueberry bushes and my raspberry bush wishes do any of you want to see these pictures or am I just wasting time I sure yeah sure that' be great thank you for your time thank you I'm out of here or does anyone have any questions I I do have a question actually rich I can't hear you I I do have a question that's the only time people can't hear me because I got a pretty loud voice but I'll all right for the sorry for everybody else have you asked your neighbors why they put this up on your side they didn't put it up on my side it's it's on the property line which is legal I'm sorry why did they put this up on your side have you asked them hey you know my I can't I can't hear your my if you asked your neighbors hey you know this is I haven't talked to them since they this happened okay that's that was my question thank you okay thank you have a good night okay well and shame on me because there's two opportunities tonight for people to take the podium the public hearing which we're in right now for the budget and then when that public hearing is over we have an open to the floor each speaker allowed five minutes uh I think Mr daring just took the open to the floor section that's fine now Richard Walter are you public hearing or are you open to the floor I not speak tonight I a little more research that is your prerogative okay um is there anybody else in the room that wants to speak at the public hearing portion about the 2024 preliminary budget okay then I am going to close the public hearing and uh the only thing I would say before we move on is that and I said at the beginning it's a six-month process 5 to 6 months we've been in this boardroom and talked about this budget development for six months citizens have could who are interested could be watching all along uh two weeks ago uh if you got the Webster today at your house which you should have if you live in Webster 16 pages of line item by line item on it and um we we haven't gotten many questions uh about the budget and I'd like to think the The Optimist in me thinks it's because it was put together very well um because I know people pay attention to this Paul they do okay yeah well I think I think I know the answer to this the next item on our agenda is the open of the floor each speaker allowed for five minutes I don't want to assume anything I don't think anybody here tonight is taking the podium for the open to the floor I kind of knew that okay then next up is um the board meeting two weeks ago October 5th the minutes uh I reviewed them and I would make a motion that we approve those minutes second supervisor Clarity I councilman kahill hi councilwoman wi I councilwoman galdi ioun AB hi uh bill you no yep reviewed the bills and uh submitted by director Finance find them in order and recommend that we pay them second councilman abot I councilwoman w i councilman kahill hi councilwoman gal hi supervisor FL I and I reviewed the prepaid warrants as submitted by Paul Adams our Director of Finance and make a motion we approve those second supervisor Clarity I councilwoman galdi I councilman Abbott hi councilman kahill I councilwoman w i and I also reviewed the purchase orders as submitted by Paul Adams the Director of Finance and make a motion that we approve those second supervisor flarity I councilwoman wi I councilman kahill I councilwoman galdi I councilman AB I um Paul you want to just give a brief explanation of the next two yeah I'll give me a few comments uh we have some budget transfers and amendments to the 2023 budget uh the year that we are in uh it includes um a fairly large transfer uh within the police department they've been short on staff so they've actually had some uh increased overtime costs so we're transferring some money from the officer salary line um the the Amendments uh have to do with our Recreation the the recreation programs have been uh really going Gang Busters they've uh brought in an incredible amount of Revenue and with the revenue expense also goes up so we're actually just expanding the budget to reflect the increased expenses in budget and revenue uh chips Road materials uh Pat Uh I think spent about $38,000 on chips Road materials this year uh the budget was $100,000 uh chips is fully reimbursable so we're just expanding the budget to account for the additional expense and additional revenue and uh the last amendment has to do with the Parkland trust fund and the uh renovation of the pickle ball court so at the recreation center uh we're we're just uh expanding the Parkland trust uh budget by about 50,000 to cover the remaining cost of the uh pickle ball project so thanks Paul any comments questions by the board uh I know that I think we got those out to the board members yesterday or Tuesday yeah for their reading pleasure MH it's one way instead of counting sheep at night right uh will I make a motion to approve the 2023 budget transfers as submitted by Paul Adams Director of Finance second supervisor flarey I councilman kahill I councilwoman w i councilwoman galdi hi councilman AV hi and I make a motion to approve the 2023 budget amendments as presented by Paul Adams the Director of Finance second supervisor flarity I councilman Abbott I councilwoman gal I councilman kahill I councilwoman w i um this next resolution we we had it on here but it was always kind of a will we approve the 2024 budget tonight we kind of wanted to have it there uh possibly table it if we had 50 people come in and comment and question about a lot of the budget items we didn't have that we even leading up the last two weeks we had minimal like I said before emails and calls into our website into the supervisor's office the finance department so um I'm comfortable making this uh motion um so I am going to make a motion to adopt op the town of Webster 2024 final budget second supervisor flarity I councilwoman galdi I councilman Abbott I would prefer we tabled it but since it's already a resolution you you can say no bill uh yeah I just prefer we taed it but okay so I would vote no okay councilman kahill all councilwoman wi I all right and because it did not well a 4 to one is fine we we would need a super majority which that is a super majority if we went over the 2% cap this wasn't under so uh the budget is adopted the next resolution is really an offshoot of the budget um something that we've been working on the last 3 years uh four years really um I found it odd when I became supervisor that about two months into being supervisor somebody came in 5 minutes before the meeting and said we need to adopt the 2020 fee schedule and I'm like well we're two months into 2020 how how did that not get done during budget time that's a financial thing just kind of one of those things that slipped through the cracks right Paul that never really so we've been working on with the department heads the last few years we need to get a policy procedure custom whatever where the same time we approve the budget we're approving the fee schedule the revenue uh for like the rec center for the parks all that stuff for DPW Department I don't know how else you could build a budget without having those fees that are what kind of build your budget so any questions on that before I make a motion on this because I think this is the first time we've done it the same day is it not Paul yeah yeah no comments uh I make a motion to adopt the 2024 town of Webster fee schedule and the 2024 Webster Parks and Recreation Center Lodge facility and field rates as presented second supervisor flarity I councilwoman w i councilman kahill hi councilwoman galdi hi councilman ABA hi I think this is you Pat right yeah okay so the the next resolution uh to authorize the supervisor to sign the an inter municiple agreement with Monroe County for snow and ice uh that's our contract with Monroe County uh for providing snow and ice services on their roads um we usually do a renewal most years then every 3 years they rewrite the contract reassess um this year there's actually quite a bit of adjustment which is not typical because of the cost of fuel uh equipment all that stuff going up there's actually a healthy increase um in this contract uh so it was it was very good working with Monro County DOT and other townships to uh iron out all the details of this plan and make some adjustments with it um this particular service generates about $400,000 a year in Revenue uh into the highway department to the town for providing services on Monroe County highways um in Webster there's about 108 Lane miles of Monroe County DOT roads um in addition to the state roads and all the town roads that we have so it's the snow and ice the plowing and salting Services uh for the Monro County Roads and uh the agreement's in place done a lot of work with it it's it's I think uh improved in good shape so looking to get it signed so that we can uh submit the vouchers for that Revenue where's the Mo uh it's a different for each town so that's it's an Municipal agreement that goes to all the townships and then each town is is slightly different so it's not a set amount how we submit against our efforts each year based on our annual rates for labor and Equipment vary a little bit uh speaks to the percentages per truck so they have a rate schedule that's associated with all the equipment and labor that we use that generates the final exact number I just pulled the sum I mentioned off of our budget for labor and [Music] Equipment um are there any other questions then I would move to authorize the supervisor to sign an intermunicipal agreement with Monroe County for snow and ice control services second councilwoman galdi I councilman kahill hi councilwoman w i councilman Abbot I supervisor flarity I Pat have at it right uh so the next one is a resolution to authorize uh me to place stop signs uh we have a location in town it's a four-way intersection uh through coordination with uh the police department and my department assessing situation there we feel there's some significant confusion as to who has the right away at that intersection uh located on Birch Lane uh so uh the the level of severity is significant enough that we're proposing to add two new stop signs to clarify which directions need to stop and which ones have the right away any questions now so that I make a motion to consent to the placement of traffic control devices uh stop signs by the Webster superintendent highways pursuant to chapter 320 of the Webster town code location one will be the Northbound Circle Lane at Birch Lane and location two will be the southbound Shorewood Drive at Birch Lane second supervisor flarity I councilwoman W hi councilman kahill hi councilwoman galdi hi councilman ad hi before we move on just on the roads in town I I got to ask this question because we're going to be losing a very valuable resource on the board uh in two months when councilman uh abot retires so just today I know that Pat you were in on this so was Chief Colm it's been going around uh I don't know if anybody's ever noticed but our Town Road speed limit is uh in our code is 30 m hour but there are several roads in town that have lower speed limits 25 or 20 and we found out a couple couple months ago there's a list of these roads that town Boards of the past 15 20 25 years ago did resolutions individually on these roads to bring the the the the speed limit down bill I don't know if you were on the board back then but you were on the planning board we have not found what was the supporting documentation that the town board looked at to then make that resolution was it do you have do you remember in many cases it was traffic counts that were provided by the police department okay so you remember if it was the police department that initiated those or if it was citizens that did a petition on that street was citizens that came in and complained enough and petitioned that the town asked the police department to put out their control device and get some idea of what the speeds were that we were seeing and that's kind of how we based that I'm not sure if Dennis can remember that or not but I don't specifically remember that not position okay we're uh we've been on a 4-year journey to try to document policies and procedures and have less verbal things we just cannot figure out back 15 of 25 years ago what was the process we just can see the resolutions that were passed for them but we have no supporting documentation in our records of what it was and the I say again the accountant me that that doesn't make me happy so we were hoping to find what the policy and procedure was so we could mimic it because there's people that are pinging us right now on the same thing right Pat and we're like I don't want to recreate the wheel how did the town do it in the past and it looks like we might be recreating the wheel so thanks Bill you're welcome all right uh is my friend Chris still here I think he had to leave I don't blame him he's a Saints fan he wanted to get home to see his team play tonight um does the board have any questions about this next resolution about the 5-year lease uh on the the part the recreation center uh equipment the cardio equipment with CG Fitness no I don't this this is something we do on a three or four year basis yeah and the the term is up and that's why this is in front of us now to start the new term on the lease of equipment we we looked at comparable pricing too this is the lowest price uh from what we looked at your department bill you want to I would move the we authorize the supervisor to sign the 5-year lease service agreement beginning in 2024 with g& G Fitness for CIO equipment for Webster Park and Recreation fitness center second councilman abbit I councilwoman w i councilman kahill hi councilwoman galdi hi supervisor flarity I um well I I've never been so nervous at a board meeting that uh you know my captain of the hockey team when I was in high school one of my uh mentors is the next one um Steve do you and do you get you want to take the podium and explain this one uh because I think it's it's kind of a slam dunk uh because of the letter we have right but go ahead Steve good evening I'm requesting approval and a license agreement to install a 100 foot 6 ft High 8 in 8T wide vinyl semi-private 3in picket fence along the my backside of the property with an 8ot swing gate SL access point on the sanitary sewer easement I have a 15t storm drainage easement Creek on one side of my property and a 15t sanitary sewer easement on the other side I have attached the highway department letter of support from Patrick Stevens superintendent of Highways as well as an email support from Sewer Department sent by Art Patron Deputy Commissioner of Public Works to Joshua artuso director of Community Development the fence will be installed within the requirements of the town code 350-7936 encroaches the sanitary easement per art peron's request I've attached a town application form an easement encroachment a site plan a highway department L of support a sewer department letter of support a short environmental assistance form a non- collusion disclosure pursuing to section disclosure of the intent to request tax incentives abatements and exceptions thank you wow uh that was the most thorough explanation of a request for a license agreement that I've been involved in uh does anybody have any questions on the board no no just for confirmation however this was number yeah 12 so just there was some confusion at this end as to which one we were looking at yeah I apologize did go in the wrong order I I saw license agreement on 11 and I just assumed and actually you guys sorry I had you go second if you're that detailed when you get up there I will throw my ears out you wish you gone first right well I think his career had a lot to do with that details right um well I make a motion to uh for a license agreement to allow a fence within a drainage and sanitary sewer eement at 7 33 Eastwood Circle tax ID number d171 second second supervisor flarity I councilman kahill hi councilwoman W hi councilwoman galdi hi councilman Abbot hi Steve okay Mr Town attorney janesse becomes your best friend now and it'll be ditto for you guys that he you know so I really apologize to Cody and uh Katherine um I should have looked closer at the supporting documentation um but Cody and uh Katherine have an application here for a license agreement to allow a fence within a drainage District easement drainage easement at 1081 Fawnwood Drive and um I think there is support letters from Pat correct so like I said don't feel as if you have to give the same details Mr rice did but I I'm just a little confused Mr supervisor I've got Joan catrell and Cody catrell own the property yes so Cody he just had dental surgery so I'm speaking um Cody's my boyfriend and he co-own the home with his mother and so I'm in the next few months I'll be so they're they're the applicants Joe Joan and Cody are the applicants yeah I filled out all the paperwork that's fine that explains it thank you okay thank you yeah good evening everyone um thank you for letting us speak and seeing our uh permit application um my name is Katherine dure I'm near future resident um this is Cody Kell he's a current resident and partial property owner and we're seeking your approval for the easen encroachment permit to allow us to move forward forward um with a proposal to construct a 6t tall 80t 85 ft long um Cedar wooden dog ear styled privacy fence at 1081 Fawnwood um this proposed fence would run the full length of the back property line which is 85 ft um and that is also part of the Town drainage easement there's several dead ash trees currently in that area um two of which have fallen and cause some damage so we're looking to get those removed as soon as possible and once those are removed there'll be a clear basically a clear shot between the Philips Village Apartments and the the backyard um so we're just hoping to get the fence um easement encroachment permit approved and then the fence permit approved to put up a privacy fence just to give us some some space between the apartments um we also there's also a few neighbors um to the the left of the property that have a fence already in that same along that same line um I don't know if they're pre-existing non-conforming or if they they got approval as well but um we just want to line up with those and then get some privacy um and then at the beginning of September the highway department personnel came out to check out the area um and we did get a letter of support from supervis or uh superintendent Stevens um to support this so that's about it great any questions from the board or no no appreciate the detail yeah well I make a motion for a license agreement to allow offence within a drainage easement at 1081 Fawnwood Drive tax ID number 0804 D 1-48 second supervisor Clarity I counil galdi hi councilman Abbot hi councilman kahill hi councilwoman W hi your new best friend thank you well lucky number 13 on the agenda tonight um I don't know how much questions discussion comments to do before making this motion um what this MO motion I will say or this resolution that we're proposing started uh probably back in June of this year when I met with uh the executive director of kamita um as they were trying to explain to me how what might come down the pike with uh Coca-Cola Fairlife application for tax exemption status through kamita um we had a uh a town board workshop on July 12th and did a six-page PowerPoint that Paul Adams helped with Donna uh comar our assessor um that basically separated some fact from fiction in the town of Webster the last 20 years on uh kamita tax exemption payment in Le of taxes pilot agreements and also on host Community agreements um I think there was a a proliferation over the years that the town of Webster always uh entered into host Community agreements and didn't adhere to uh the tax exemptions of Cita and we were able to show through historical records of the last 20 years that that that that actually was not the case especially not the case when you have big um developers come into town on September 19th uh Coca-Cola's highest executive uh working on this project uh here the C Fairlife plant and uh two of their attorneys from Barkley Damon Charlie and also their a tax attorney from kooch uh asked for a meeting with uh Deputy supervisor cataldi myself Paul Adams is our finance director and Charlie uh janess is our town attorney um over the next couple of weeks after that meeting um we did a a lot of questions a lot of due diligence a lot of history um on finding out over the years when you have a comita deal that goes over the standard 10 years which C was applying for 20 um how does it work how much does the town have a say um somewhere at the end of September um and I've said since the beginning the Coca-Cola Fairlife deal for the town of Webster is not uh it can't be handled like a a 50 house subdivision it's got to be handled in totality it is it has got a lot of tentacles um basically Koch uh came out and said here's the schedule we're proposing for kamita uh over the next 20 years and it aggregated the $2.2 million to the town of Webster payments in Lee of taxes for those 20 years during the exemption schedule um to give a point of reference on that last year the taxes on the 120 Acres of grass that is the field where they'll build the plant was slightly under $7,000 in town taxes so if it remains grass for the next 20 years the town can you know at today's dollars assume they would get $140,000 uh over those 20 years so the 2.2 million that kamita had in their proposal is is different than 140,000 but we basically worked out something with Coke outside of kamita that is a separate schedule that is another 6 $63,000 that the town will get uh payments in Li of taxes over the next 20 years so when you take the comma payments of 2.2 million and the $660,000 from the separate agreement that the town has and that separate agreement is between the town and Koch to the best of my knowledge kooch does not have a separate agreement with the school district nor do they have it with the county and they are just the county and the school district will get their K pilot payments um the aggregate of those ends up being $2.9 million that the town will receive in payments uh over the next 20 years um that's my reader digest of this does anybody have any questions okay Patty would you do the honor I'm just pulling up my agenda I would move to approve the guarantee payment schedule between Koch Fairlife in the town of Webster and authorize the town supervisor to sign set agreement second councilwoman galdi I councilman Abbott I councilman kahill hi councilwoman w i supervisor flarity I one last thing I want to say before we move on to the next one is that um the town is very lucky to have um Paul Adams is our finance director Patty caldi as our Deputy supervisor and Charlie janesse is our town attorney because um yeah I think that $663,000 didn't just come out of nowhere that was a very good team effort and I thank you guys for all that you put into that thank you well Bron uh I don't know if you wouldn't mind saying a few words about the next one and I know I'm excited about it so the uh next agenda item is the appointment of the communications director Bridget Harvey uh for the town of Webster and um we had discussed this at uh one of the budget workshops uh earlier this uh summer and um you know uh a decision was made to uh to find a director of communications to really help coordinate and enhance uh all the Department's Communications with the public and um we went through a process of uh surveying department heads on their needs and priorities uh we use that um information in formulating our interview questions we did two rounds of interviews and selections met uh several uh great candidates uh but the search committee uh selected uh a recommended Bridget Harvey uh she is a longtime uh mon County resident uh currently works for a local non for-profit and has um a number of years of experience in local government in the communications field and so uh we're looking forward to having her start on October 30th and hit the ground running yeah and uh before we hand it to any questions before we do this resolution um similar to what we've done the last four years on our department head hirings we had a vetting committee and interview committee uh Bron Patty cataldi myself Chris boo our parks and recck commissioner and also Rebecca lir uh who probably many people remember from local news she now is a has her own Communications company she was uh very helpful to say the least in picking up things about candidates that I don't think the other four of us would have she volunteered a lot of hours she really did so um any questions or comments by the board before we uh I make a motion to appoint Bridget Harvey as Webster's director of communications with an effective start date of October 30th 2023 second supervisor flare I councilwoman wi I councilman kahill hi councilwoman galdi hi councilman Abby hi Bill your department yep uh the following items are being sent to to do this because I haven't done it in a couple of uh meetings where we open it up to any calls from home but uh doly do you do you have the call-in number you want to uh well that's the thing I don't know this a speaker right here I think that's a speaker yeah this is our new phone this is the volume turn yeah but as far as what Karen we need your help I don't think it's set up try it next time okay well that's my all right well Round Table uh Pat Stevens yeah um in general so the big thing uh we did start to exercise some of the leaf equipment this week uh just we take it out early to make sure there aren't any bugs issues concerns with it so that when we hit the ground uh running next week everything goes smoothly uh but we will start uh full passes in the town and leaf pickup next week and start to do those things um so that's the newest we're wrapping up other fall efforts and then um uh things on the new building are moving right along Paul alluded to earlier uh we're getting right into the construction uh headed for foundations next month and um that's going great also so exciting great Paul yeah yeah now that the uh budget is approved I'll finalize the tax cap calculation I'll get that filed uh probably tomorrow and uh I'll get all the information over to Monroe County each year the various components our budget the taxing jurisdictions within the budget need to be reported to mo County and they actually goes before the legislature and uh they they approve a resolution uh to wrap everything up so I'll work to get that done soon Bill well since Pat will where people can bring their unused and expired medications and drop those off and they will be properly disposed of and that will be next Saturday the 28th from 10: until 2 and the town is doing that uh in partnership with when the Webster health and education Network great Charlie well there's plenty to keep uh an attorney busy in the town of Webster and a good thing or a bad thing yeah we're keeping things under as much control as we can very good great Jenny okay um there's a couple of things there's a book sales for the Webster Public Library um tomorrow and I believe this throughout this weekend I'm be volunteer from 9:00 to 1:30 and um the Webster Museum they have special events too too so please come out and support your community and um thanks everyone and have a good night Sean kale so I have a couple things related to uh one one state and local EMS and the other is uh local EMS so I'm going to start with a local EMS I like to give recognition to uh not only EMS but our local fire department I think the police department was probably there too regarding a house fire and um so every the I'm going to read what I was given from I get weekly updates on it's called Sunday thoughts and this is a section that is provided by Chief Matt Lloyd local EMS Weems and he runs the day-to-day operation over there so I'm just going to read his words and he says I would like to recognize the crws who responded to a house fire earlier this week paramedic Andy Van Dorne em Ms J sh shyro Carly Mayers who assisted saving the family's dog the residents got out but they noticed the dog was didn't come out with the family and we all know all of us that have pets your dog is a member of your family so one of the firemen and I believe one of the EMS guys for gals actually entered the house found the dog brought the dog out and the dog was very lethargic wasn't walk talking and they were able to deploy oxygen oxygen therapy and they brought the dog around and the dogs doing uh tremendously well so you know shout out to the firemen and our local Ems for saving the family's dog great job that's awesome so yesterday or last evening I was at a at a meeting and there's a thing called direct pay bill now this direct pay bill and I'll explain in a minute exactly what it is was it passed the assembly and the state senate overwhelmingly and what this is what direct pay is so if you have private insurance and an EMS comes to your house takes you to the hospital the bill gets sent to the insurance company the insurance company in turn sends that check back to you which in turn should be sent to the EMS company so what has happened historically and especially at times when it's high inflation and around Christmas time that money never goes back to the EMS agencies for example last year alone in 2022 I believe it was Webster EMS lost $170,000 in Revenue because that money never came so what this bill that pass the house and the Senate overwhelmingly says is the insurance companies are to to send those checks directly to the EMS agencies so it was announced at the meeting that I was at last night that the governor had signed that bill and I was extremely ecstatic because I've been tracking this for quite some time because that's a lot of revenue for a local EMS agency this is a Statewide Bill obviously we know that EMS companies across this state and across this country are struggling immensely financially and this would have been a great help to them so I talked with our assemblymen Brian manik manell to confirm that in fact that had happened this is when I talked to Brian today I left a message he called me back he was having a family emergency he said can I call you Monday and I'm like sure I knew what the he told me what the emergency was it was pretty bad and this is how dedicated this assembly men is he called his staff in Albany asked them to follow follow up on it and he literally called me back like an hour later he said John it's not on the um Governor's desk and she has not signed it so I was very disappointed to uh to hear that no that that news but hopefully there's a there's a heavy Lobby by the insurance companies not to have her signed that bill which is in my opinion why it's sitting in the Senate but we've got a lot of directors of EMS across the state and a lot of assemblymen and Senators that are really pushing hard to get this back on her desk for her to sign it so that's the news I had about that that's it that's disappointing this very disappointing sorry because I was just as excited hearing that you know last night but but I will say this you know just to add on to that is is I want to recognize you know Amed Mustafa and I know you know there's been some negative things on Facebook about him but in my opinion I've known AED since I was mayor he introduced himself to me introduce my me to um local EMS the services they Pro provide and how fortunate we are to have them and I don't know of a a gentleman related to EMS who has done more for EMS not just countywide and locally but Statewide and I think you know he's he's a true asset you know when he goes down state to lobby for the benefit of you know EMS throughout our County thanks Jeff yeah well you know dll you're the last one I just have a quick reminder to the taxpayers using the installment method that installments two and three are to be sent to the county and not the town clerk's office okay thank you D well guess what that concludes tonight's meeting it is adjourned
