2/8/2024 Webster Town Board meeting. Proposed Conveyance Sewer Improvement Project from Phillips Road to Tebor Road

EXISTING CONDITIONS •

Project limits include Schlegel Road, Salt Road, Boulter Ind. Parkway and Tebor Road.

•

Existing project limits consist of 12,500 LF of PVC sewer

•

57 manholes

EXISTING & PROPOSED SEWER FLOWS • • • • •

Existing flows were determined using flow metering of the impacted sewer network. Peak flow at the downstream end of the sewer network was observed to be 770 gallons/minute during the 2-month study period. Capacity of the existing sewer was calculated using the existing pipe diameters and slopes. It was determined that the existing sewer is sized correctly to convey the existing flows. A large industrial project proposes to construct a new facility with access from Tebor Road. Per the project team, this project will add an average flow 2,083 gallons per minute to the existing sewer network. Calculations were done to determine the impacts the additional flows have on the existing network. The calculations show that approximately 80% of the existing sewers will exceed the allowable capacity. Therefore, to convey the additional flows, the exiting sanitary sewer system will need to be upsized to accept the additional flow.

PROPOSED IMPROVEMENTS Proposed improvements include: •

Removal and replacement of approximately 12,500 LF of existing sewer.

•

Removal and replacement of 35 manholes.

•

Modify 19 existing manholes to accept larger sewer main.

•

Re-establishing existing sewer services.

•

Re-establishing lawns and driveways along project route.

•

Service will be maintained through out project

PROPOSED TOWN UPGRADES To provide additional capacity above current needs, additional upgrades are proposed above and beyond the basic proposal. Additional upgrades include: • Modifying 2 manholes to accept larger sewer mains. • Removal and replacement of +/- 600 LF of sewer main. • Upsize of +/- 900 LF of sewer main over basic proposal. • Add 15 new sewer laterals for future connections.

CONSTRUCTION COST ESTIMATE Town of Webster Sewer Improvements Phillips Road to Tebor Road

• An Engineer’s Cost Estimate was prepared using RS Means construction estimating software, bid prices of recent local projects, and information from construction experts. • The Engineer’s Estimate includes all items expected to remove and replace the existing sanitary sewer main per the Construction Drawings. The estimated construction cost is $6,662,000. •

•

Additional improvements are proposed by the Town exclusive of what is required to convey the additional flows from the Industrial project. These improvements include replacing and upsizing sections of sewer to provide capacity for future development areas and installing sewer laterals to current vacant parcels. The estimated cost Town improvements is $207,000 Total cost $6,869,000
