702.4989 Dear Mr. Petrone:

Barton & Loguidice, D.P.C. (B&L) is pleased to present this proposal to the Town of Webster for the evaluation of alternatives to remediate embankment loss along portions of East Branch Shipbuilders Creek which has exposed three gravity sewer mains within its banks in the Town of Webster. Our proposed scope of services for this phase of work is provided below.

SCOPE OF SERVICES

Task 1 - Alternatives Analysis

B&L proposes to evaluate four alternatives to address the streambank erosion, the exposed 8” and 15” gravity sewer pipes, and the exposed sanitary manhole within East Branch Shipbuilders Creek. The alternatives that B&L proposes to include in the analysis are:

e = In-Place Sewer Rehabilitation with Localized Stream Restoration o This alternative will evaluate the trenchless rehabilitation of the sewers in place, utilizing cast-in-place pipe (CIPP) lining. The sewers would be further protected by localized stream restoration in the vicinity of the impacted sewer lines (approx. 300 to 400 linear feet). e = /In-Place Sewer Rehabilitation with Comprehensive Stream Restoration 0 This alternative will evaluate the trenchless rehabilitation of the sewers in place, utilizing cast-in-place pipe (CiPP) lining. The sewers would be further protected by restoring the stream and floodplain connectivity between the Five Mile Line culvert to the Lindsey Circle culvert (approx. 1,800 linear feet). e 15” Sewer Realignment with Localized Stream Restoration o This alternative will evaluate realigning the 15” gravity sewer that crosses Shipbuilders Creek to an upstream alignment with more pipe cover. The sewers would be further

protected by localized stream restoration in the vicinity of the impacted sewer lines (approx. 300 to 400 linear feet). e 8” Sewer Relocation with Localized Streambank Stabilization o. This alternative will evaluate relocating the 8” gravity sewer that crosses East Branch Shipbuilders Creek to Five Mile Line Road. The remaining 15” sewer and manhole would be protected by localized streambank stabilization measures.

For simplicity, the alternatives will be presented as described. However, there is potential for different sewer and stream rehabilitation alternatives to be paired together. Estimated project capital costs, permitting requirements, and funding opportunities will be outlined for each alternative sewer and stream rehabilitation method to allow for discussion on combining different alternatives during the Town Workshop described in Task 2.

Subtask 1.1 - Supplemental Survey and Data Confirmation

B&L will obtain additional survey to supplement the 2015 survey of this area. Additional captured elements will include:

e Five Mile Line residences’ lateral locations and elevations o This will be used to determine the feasibility of relocating the 8” sewer from its current rear-lot alignment to a roadway right-of-way alignment. ® Top of bank locations and streambed elevations ©. This will be used to compare the extent of streambank migration and channel incision since 2015.

Subtask 1.2 — Site Plans and Profiles

B&L will generate a general site plan and profile for each of the alternatives. The site plans and profiles will validate the technical ability to construct the proposed improvements for each alternative.

Subtask 1.3 —- Opinion of Probable Cost B&L will generate an opinion of probable cost (OPC) for each of the alternative sewer and stream rehabilitation methods. OPCs will be itemized such that elements of different alternatives may be paired

together and costs assessed in a flexible manner.

Subtask 1.4 — Permitting Requirements

B&L will outline permitting and regulatory requirements for each of the sewer and stream rehabilitation methods included in the alternatives evaluated. These may include, but are not limited to, Section 404 Permit from USACE; Article 15 Protection of Waters Permit and Section 401 WQC from NYSDEC. With prior approval of the Town, B&L proposes to engage with NYSDEC regarding proposed improvements

during the study phase to validate the proposed approach to protecting the sanitary sewer and stabilizing the streambank and channel.

Subtask 1.5 — Funding Opportunities

B&L will outline the funding opportunities and application requirements for each of the sewer and stream rehabilitation methods included in the three alternatives. It is assumed that the funding opportunities will focus on the stream rehabilitation WOIP and NPG grants, but all funding opportunities will be assessed.

Subtask 1.6 — Recommendations Memo

B&L will summarize the analysis of the alternatives in a memo to the Town with a selected alternative recommendation.

Deliverables

Memeo outlining the alternatives and recommendations

Task 2 - Town Workshop

B&L will present the alternatives to the Town Board with a workshop discussion to solicit Town feedback and establish the plan for implementation of improvements.

Deliverables

Presentation to Town Board and subsequent workshop discussion, as well as a summary of Workshop outcomes.

Task 3 — CFA Funding Application Assistance

B&L will assist the Town with the preparation and submission of a Water Quality Improvement Project (WQIP) grant application through the 2024 Consolidated Funding Application (CFA) portal. WQIP grants can reimburse grantees for construction casts associated with projects that improve water quality or aquatic habitats, provide streambank stabilization or floodplain restoration/reconnection, Maximum grant awards in 2023 for these types of projects ranged from $40,000 to $700,000 with a 25% match required. The 25% match can be in the form of cash contributions or in-kind services. B&L sees this project as a good candidate for funding as the sewer pipes cross the East Branch Shipbuilders Creek, which is an NYSDEC “Impaired” waterbody.

Deliverables

CFA Funding Application (online) including budget and work plan attachments. Schedule and Fee

The schedule for this work assumes authorization is received in early May 2024. B&L will submit the summary memo and schedule the Town Workshop in early July 2024.
