going after some deal then had a kick in the town board yeah right he said the school board in the town why did he do that to do I just okay good evening everybody um welcome to the um May 16th May 16th 2024 uh Town board meeting of the town of Webster uh uh let's bring it to order Pledge of Allegiance Pledge of Ali to the flag the United States of America and to the for it stands one nation God indivisible with liberty and justice for all Dolly can you do rooll please supervisor flarey here councilwoman galdi present councilman kahill here councilwoman W here Council woman right here Town attorney janesse pres well our first uh item tonight uh it's a very special um presentation to the forest La Drive neighborhood uh from the Webster Historical Society so Sharon

I think you will lead the festivities correct is it on it is okay okay good all right so um a number of years ago a group of us at the Webster Museum decided that we would like to uh do a survey of all of the older properties here in Webster so we had no idea what we were getting into but it was just an interesting Endeavor so we picked the map of 1892 and then the town assessor printed out all the property oh 1902 it was a 1902 map and the assessor printed out all of the properties in Webster that were built before 1902 that remained so then uh we divied up the town and several of us we all took several streets and drove up and down the streets and found the properties that we thought answered the question would the person who first lived here recognize it that really was our criteria I mean they they also couldn't

have siding or different windows or anything but really the first criteria would the person who lived here first or built this property still recognize it well we had no idea how many there were and so we uh put we took photographs and they're all in a notebooks in the Webster Museum and with the addresses and a photograph of each of the properties that we thought would be kind of special they were special so we didn't let it go with that we decided Well then what we should do is then uh maybe we could give plags to these properties so we proceeded with that and that was a lot of work but that was fun and so we researched these properties then we contacted the homeowners would they be interested in receiving a FL to put on their house or in some cases it was a barn and uh yes most people there were some people who were not interested but most of the people we contacted said yes

they would like to do that so we've been coming here to your board meetings for a very long time presenting these plaques so tonight we have a plaque for a neighborhood we've we've kind of moved away now from properties to neighborhoods and so Mr flarity and Jenny would you come up here please and we'll present this Mark this is Mark Gunther he's representing Forest Laine so we we chose the neighborhood of Forest Lawn does everybody know where Forest Lawn is it's really well-kept secret I think but oh oh yes that building back there on the wall here right in this room is from Forest Lawn and it is no that building is is that GL no still that's somebody's home okay okay so a life has changed a little bit Forest Lawn uh started out as a summer community and so uh people bought well let me back up a little bit the Pierce family owned a huge amount of

property along along the lake and their home was on Bay Road and it is still there it's a big white house if you're going down Bay Road toward the lake it's a big white old farmhouse on your right and that was the that was their property but their son decided he was going to to develop the property and so he began by selling lots to people and they became summer a summer community and so those C they had Cottages people stayed there uh the men there was a train that went by and so the men families come out and then the men that worked in the city would get on the train at the station there and go into to work and then Along Came the depression and a lot of people lost their jobs they though the people who worked in the city a lot of them lost their jobs so those summer cottages were rebuilt into homes many many are there any Cottages left there no no Cottages left okay just just H just H okay okay so mark this is

Mark Gunther and he's a representative from Forest Lawn and we would like to give them a plaque that says town of Webster historic neighborhood they are a neighborhood now these plaes we have always done in in partnership with the town of Webster and so it says here town of Webster New York historic neighborhood so Mr FL if you would like to give this to mark that would be much appreci and I gotta tell you I I Mark and I have known each other a long time not since 1888 but um we've known each other a long time so this is fantastic thank you Tom congratulations and uh it is a great neighborhood it is it really is I'd love walking down there and great diversity in there it is come by any tech and and Jenny win is our town board member who is our l is that the word we use to the museum and we are so glad to have her she has been a wonderful addition to our group so thank you thank you all thank you [Applause]

Shar I uh I got to say that and and Sharon I don't remember if it was 2020 or 2021 but uh one of the most fun things I've done since I became supervisor is when Sharon and a group from the museum asked if uh I would join them go around to like five or four or five of these properties and actually go to the properties and present these plaques to the homeowners it was awesome I mean it was so cool and uh you know um thanks for that that was great and uh yes I forgot to say this was number 80 of that we presented this was the 80th plaque previous 79 were houses or individ barns individual and now this is neighborhood and then I would be as long as we have uh several of the uh dignitaries from the historical society and uh the museum here um Tom do you want to correct correct anything that was in the paper today I already talk you sure so I'm you sure okay so anybody who read an article that was in the Webster Herald today or was on the uh our town website about 600 Ridge Road I

think it was Tom pet and I don't know if Sharon you joined him or whatever but walked through 600 Ridge Road escorted by um some of the building department uh members of the town to see if there was any items in there of historical significance that they might have and here comes Tom Tom can explain this I decided I was going to get my two cents worth in you please do please do yeah unfortunately the building is in such bad shape as you all know uh we weren't able to tour the whole thing um ironically as we walked through the front door that uh our uh Josh artuso had to almost bull his way into the thing uh I to turn around and laying up against the wall was this big stick and I took a quick look at it and discovered that it had dimensions on it up to six feet so the stick was is a little over six feet tall but apparently it was used for measuring either fuel oil or gasoline or something on the station that existed next door to 600 um we have found out there was a

single gas pump and a small room at the back where they did repairs and I think that when Josh gets into it he's going to find that that's where the petroleum's coming from the Tom I'm glad you and I mean we'll find out when we get the the drilling done but ironically at the same maybe not ironically but at the same time our exhibit committee had pulled out all these old yard sticks that we have that advertise businesses around town um some of them are sticks where those businesses have not been around for years and they are now gracefully suspended from our ceiling in the museum um so it's kind of tough to get through them without whacking yourself in the head but this new one that we have now is a little bit too big to do that with but we are going to hang on to it there's advertising on it and so we are considering that the one thing that came out of out of the building yeah but it was unfortunate that everything is in such bad shape in there that uh and and you know the furniture market is is nothing these days so but we were thankful to the town for the opportunity

Lynn and I uh went over and looked everything over and Lyn Barton the historians so uh appreciate your efforts and uh at least we got one thing out of there and I and I apologize that I wrote in the article it was a dipstick I just thought it was a six-foot dipstick um yeah a measuring stick why why don't we call it a six foot measuring stick I think that's a better idea Tom and I apologize Lynn that dipstick is a nice new cartoon in the democra measure okay I'll let you I'll let you off the hook for that one thanks and uh actually that was great that that Tom P got up and said all that because uh anybody who did read that article we were disappointed uh to find out that there when we had some auction houses come in and they confirmed what Lyn and you said that this this is there's there's not really anything left of value there's some nice Lumber in there though well yep they yeah so anyway okay um the our next uh item on the agenda is uh I always say is my favorite one is this is where the public uh can take the

podium kind of like Tom just did um and uh can up to five minutes to discuss anything uh that they'd like we had two people sign in tonight but I I also know we had some people that came in uh after the start of the meeting so certainly if if anybody else wants to speak and well look at Sharon I mean hey you know I'm getting my purse oh you're getting your purse okay I was like Sharon we got to get you at the comedy club I mean you like that microphone um but our first person tonight that signed in uh is Dave Malaki thank you Dave Milwaukee from Galo Circle in West Webster got a prepared statement um if you want a hard copy I can give it to you people have conversed with at the rqu Bay Outlet Bridge agree that the existing bridge is wonderful walk Andross between Rondo and Webster they also tend to indicate that the existing seasonal schedule is stupid councilwoman right has indicated a support for a change in the schedule to allow use of the bridge from mid-september until

miday I support her concept I believe the town supervisor supports improved walking across the there as well please do what you can to improve the direct pedestrian access between Webster and Ronda thank you thanks davee and then we have our one other person Kevin Locker not today Kevin you GNA pass okay anybody who came in after we took the signin sheet away anybody want to take the uh Podium I'm looking at the behind the beam I I think Ally we have no takers there yes we do oh yes you do oh didn't see him sir if you can tell us your name and address good evening I'm Mike the Fabio uh for several years I've been trying to find out I live along the Bluffs what's going on where where they bulldoze the bide what's uh going to replace it is there is there an analog of what's going to replace the bide as far as the restaurant aspect of it I know there's going to be a park there but is there going to be another bar alcohol and drunk drivers all over our area it's just it's been for many years

I'm hoping that does anybody know what's going in there Mike is have you been following Town meetings in the newspaper or any social media or anything about this no I've called your office about five times talked to your assistant and she said she didn't know anything interesting Mike um I would suggest that uh you watch for these agendas that are coming out because uh sometime in June or July we have a workshop that's going to be done that is going to present what we are doing on the site that the old Bayside was on so stay tuned thank you Mike so the next thing we have is uh two board meeting minutes to be considered for approval we have the May 2nd regular Town board meeting I reviewed the minutes and I make a motion that we approve them second supervisor flare I councilman kahill I councilwoman galdi I councilwoman w i councilwoman wri I and

last week's May 9th 2024 Workshop uh I make a motion we approve those minutes second second supervisor flarey I councilwoman galdi I councilman kahill I councilwoman w i councilwoman Wright I uh Patty corre I did I reviewed the bills and everything was in order I would uh make a motion that we pay them second councilwoman cataly I councilman kahill I councilwoman wi I councilwoman Wright I supervisor flare I I and I reviewed the prepaid warrants as submitted by Paul Adams Director of Finance and make a motion we approve those second supervisor flarey I councilwoman w i councilwoman galdi I councilman Cahill I councilwoman right I and then I've also reviewed the purchase orders as submitted by Paul Adams director pance and make a motion we approve those I'll second supervisor flarey I councilwoman Wright I hi councilwoman galdi hi councilman kahill hi councilwoman W hi well is it about 70 Dees out uh right now and the Sun is still shining I believe so

yeah back on February 22nd we did this exact same uh motion that I'm about to make uh for setting a public hearing for the change of a part of the Webster code that really ties into the onetime tie-in fee to our sanitary sewer system um we were going to we had a public hearing on this on March 7th we were going to vote on the code change on March 2st um we decided that there was some aspects of that verbiage in the code change I'd say Paul that uh maybe we hadn't thought it through for scenarios that might come about in years come MH so we decided to table it at that time I think uh Charlie you've been very involved in this as if you uh Deputy supervisor cataldi I think we're ready to start this process again and I think the second time will be a chair I hope it's not a third time it we chair so any questions on this before I make this motion no okay oh I just I just want to say that my involvement in this is because it pertains to the wastewater treatment plant and I am the lion to that department correct sorry uh so I

make a motion to schedule a public hearing for June 6th 2024 at 7:30 p.m. here in the the the town board meeting room in Webster to consider a local law to change section 275-65-18 of the Webster Town codes and to have this code change verbage published in the w Wednesday May 29th 2024 edition of the Webster Herald second supervisor flarity I councilwoman galdi I councilman kahill I councilwoman WN I councilwoman Wright I Paul this is your time of year isn't it yes it is uh the next uh three resolutions relate to me uh the next one is to approve the audit report uh which contained an unqualified opinion dated April 24th which is a good thing and also the two subsequent resolutions are approved the agreed upon procedures reports that we have done for the Town Clerk and the justice court and I think the the town board knows uh about this year's results but I

I got to say that uh um even long before I was a supervisor I mean you know Patty you were on those boards John you were on those boards um we have had a long history in Webster of actual Financial results that are better than what were budgeted that revenues came in higher uh than what we had budgeted that expenses came in lower than what we had budgeted and it's funny because being Paul you and I are Kindred Souls were accountants uh by trade right right consistently having better results on your actual from your budget you you don't lock into that no you don't lock into that and that was something that was started here long ago conservative budgeting by the town of Webster board uh and I think that's why you know our bond rating is about as as good as you can get it's a good part of it our financials are solid um and that just didn't start uh with the 2023 results that's been going on at Patty I mean how long have you been on the board 12 years uh 14 but who's counting well I wasn't

going to but but I mean am I right in saying that that has kind of always been in yes and and I would agree with you that it's not you know some people might say oh we were really lucky well no it it was a lot of um talent and expertise that brought us to that point each year yeah so we're just caretaking uh I guess the dynasty of uh good budgeting compar to actual and hopefully in years to come when we hand the Baton to the next leaders I hope they continue on with that yes so the only thing I would add to that is we start our budgeting process very early in the year so that helps quite a bit also this a 12-month process doesn't it feel like you know it sure is you know absolutely we adopt the budget in late October November for the next year and it's like okay let's start uh let's start again after Christmas on the new budget well and we have quarterly meetings with each department head looking at the budget at time and how it is compared to actual actual versus exactly so uh it is a 12-month process yeah so and it's good we do that I don't know if other towns do that um but I know a lot of companies that they will have their quarterly reports and they'll sit down some some companies on a monthly basis and look at your plan versus actual so it's a very good

practice to have John you're the liaison to finance so you want to Rattle these off I mean sure so do you want me to do all three once or just one at a time I think you got to do one one at a time right separate reports all right so I would move that um we accept the audited basic financial statement report for the year ending second councilman kahill I councilwoman Wright I supervisor flarey I councilwoman galdi I councilwoman wi I next I would move I would move to accept the agreed upon procedures report for the Town Clerk and receiver of the taxes for the year ending second councilman kahill I councilwoman w i councilwoman Wright I councilwoman galdi I supervisor flarity I next I move to accept the agreed upon procedures report for the justices accounts for the year ending 1231 23 Second councilman kahill councilwoman galdi I councilwoman w i councilwoman Wright I supervisor flarity I now the next one uh Jenny since you're the liaz

on to town clerk tax receiver office and I don't own dolly is this is this something you should it's just a requirement that once the financial audit is complete that I have to post it in the new um the official newspaper that's available for View and then residents are aware of it and if they'd like a copy I have to provide it I apologize this is a cons continuation out of the last three yes okay any of you want to okay okay I want uh a resolution to authorize the town clerk to give public notice of the availability of the town of Webster New York annual financial report and audited financial statements as filed in the town clerk's office for the fiscal year end ended 1230 1st second councilwoman w i councilman kahill I councilwoman Wright I councilwoman galdi I supervisor flarity I uh the next item up I think that this was a presentation last week by Josh correct correct um FEA flood uh zones

all of that does does any does anybody have any questions or comments on this before we uh I I'll just make a quick comment we're obviously the reason the pad is so thick here is uh because we are basically repealing the entire existing statute replacing it with an entirely new one um we will not be publishing the entire uh old and new statutes in the paper or well they will be online but not in the paper when it comes to publication Publications required um I've spoken with the Town Clerk and we are going to just make reference to the fact that the law will be available it'll be on our website and it'll be available in the clerk's office if anybody wants to see a hard copy so in any event don't be again we are not going to be publishing 24 pages whatever this is another example of our fiscal responsibility yes yeah yes yes for what it would cost to publish all of that and and I thought Josh's PowerPoint last week which I think is on our website whatever was a very good layman term summary of how where we're at on this and I certainly invite the public to look at that or they want to get a hard copy of it if they're not um if they

don't use the internet we can supply it I would think in color uh okay well then I'm going to make a motion to schedule a public hearing for Thursday June 6th 2024 in the town uh boardroom here uh I'll say at 7:30 p.m. um we'll have to figure out which one we do first because we scheduled another one uh tonight to enact a local law repealing the current chapter 170 which is flood damage prevention of the town code and replacing it in its entirety with a new chapter 170 and to be adverti in the Wednesday May 29th 2024 addition of the Webster Herald second supervisor flare I councilwoman cataldi I councilman kill I councilwoman wi I councilwoman wri i p and this is a resolution I move to approve the following items for recycling from the sewer department a six paddle stir asset tag 01211 platform loading steel asset tag

-03 second councilwoman galdi I councilwoman Wright I councilman kahill I councilwoman win I supervisor flarity I and we have a tabled item from uh actually from last week's um Workshop uh and and unfortunately we're going to have to table it again tonight uh I will say that I'm I'm very anxious to get this contract between Empire uh facilities Corporation EFC in New York state and the town of Webster on this $20 million Grant uh that is coming to the town um for our Wastewater uh sewer Treatment Center uh upgrade and upsize um I I I guess the attorney attorneys for EFC and Charlie you guys are just kind of working out some edit red lines but we're pretty close I I think yes we we will have it done shortly and I think uh you and and the other Personnel that we've been dealing with their right to be scrupulous this is a big deal so we want to make sure that there's no problem between us and the EFC yep I

mean it's only $20 million you know I mean really uh but um and today's May 16th and we got the announcement on this April 18th by the governor uh at the groundbreaking so I want to give people you know some point of reference that's only that's less than 30 days ago um and you know Paul I think you can say on you know various grants contracts I mean the fact that we're close to getting this executed in 30 days that's late speed it's unbelievable so I really I applaud the state for how uh they have put a focus on getting this done and and uh knock on wood on June 6 which I think is the next time we're meeting as a board uh we'll put this to bed and I know Paul we're anxious to um remit some of the expenses to to get reimbursement on it within this 20 million yeah we'll start filing the claims so we'll see so I'm going to make a motion to table a a resolution to authorize the town supervisor to sign the New York State EFC $20 million Grant agreement for the wastewater treatment plant Phase 2 project okay supervisor flarey I councilman kahill I councilwoman cataldi I councilwoman wi I

councilwoman wri I well that concludes our uh agenda tonight and I guess we will go to Round Table Jenny asked if you could stop start on this side jinny want to start on this side it's actually like a half round table I know it has that telepathy wise John just is very intuitive he knew you wanted to talk first I had the feeling well I do have a my notes first of all I would like to congrats the Forest Lawn Community and the museum and the Historic Society for the dedication to preserve our Webster history um please come out and volunteer and support our Webster Museum and the Webster library that exist because of you so um please do come out and support them we have many events and activities online so please check that out and also to um please remember our falling Heroes this coming Memorial Day Weekend their sacrifice have gave us the freedom to live our lives in this wonderful country

the United States of America which I love and also there's a shredding event in the village of Webster this Saturday May the 18th from 9:00 a to 12:00 p.m put on by the bed business improvement district uh many of my friends are doing it and I will be volunteer to do that also so please come out and um God bless America and I hope to see you this Saturday and have a good night everyone thank you thank you Jenny thank you Jenny sorry we had an interesting meeting it meeting this uh this past week and um spoke about uh some much needed upgrades to it and some options to uh pursue and I just want to thank you know Tom for getting the meeting together and also the hard work that Steve and John are both doing and we're looking forward to some uh some good numbers coming back so it was a good meeting it's good Paul yes Tom it is only uh May 16th but I am uh well into the budget already for 2025 I I always start with uh salaries and get those projected out so those are

in the budget at this point uh and this week I'm moving on to Debt Service I need to determine what we're going to borrow uh the next ban is due August of 2024 which means those payments will be due in August of 2025 so it's key to to make those projections as accurate as possible and uh they're big numbers so I'd like to start with that and get them right early on in the process and Paul I'm glad you gave some elaboration on that because that that 20 million we talked about that we table that's another reason we need to get that done exactly because over the next couple months when we determine you know how quickly we get that 20 million yeah that's going to determine how much we have to go into debt in August 20 million less than we have to borrow amen so there's an event coming up I believe there's an event this Saturday isn't there an event this Saturday is it your birthday is it my no it's not my birthday it's a Parks and Recreation event it's the first family fun event I believe I'm I'm I'm trying to

I'm I don't know um actually There's A Mir field tomorrow yes it's from 6:00 to I believe 8 at right here at the miracle field Jenny thank you for saving me I knew I thought i' put something on my calendar I know there's a bunch of wonderful events coming up for Parks and Recreation and that is one at Miracle field it's a family fun night and I encourage everybody to come out and partake in that event that's tomorrow yes the calendar of the April Webster today I got to keep it with me at all times for chucking that type of stuff I I you know I I was not prepared I I knew it was coming up and I I just I'll we got the right information out there you were the impetus of the information so thank you good job Patty I have nothing to add this evening wow okay Charlie well speaking of birthdays I know it's Deputy supervisor birthday next week so happy birthday she won't be here or we won't be here to sing her happy birthday

birthday9 every day do you Patty no you don't but I've been turning 39 for many years now okay uh by by the way speaking of Roundtable I think I don't know if those of you uh are aware here but our supervisor was on round table last week yeah and I it's no it's an honor for the town of Webster because he was interviewed by D jenova it was a whole hour and it's one of those podcasts that you can go back to and listen to and uh it's quite interesting it's the U I think it's called the non nonsense round tense round table Yeah by Dam jennov and supervisor flare was the uh special guest nice yeah it was pretty cool anyway it's worth listening to it was quite interesting it's only an hour yeah it's 40 minutes you they cut it down it was actually there's going to be a part two there you go all the outtakes are going to be another whole hour oh can't wait for that one boy keep going going it's going to turn into a series let's be honest so Dolly I have nothing to share this evening you have nothing to share this evening well

then that concludes our meeting have a great uh weekend everybody oh I we should probably let people know that there will not be a workshop next week yes and that the next time we will be in this boardroom will be 7:30 pm. on Thursday June 6 I think it's two weeks from tonight yes and uh should be a good one we got two public hearings that we did that we set tonight and um that's that so this meaning is a Jour and then L you can get to B
