Dan Riordan, EMS Manager of Penfield Volunteer Ambulance (PVA), appeared before the
Town Board to present an update on providing Emergency Medical Services (EMS) in Webster
for the period of March 29, 2024 – June 24, 2024.
The first ninety days of PVA servicing the Town of Webster went quite well. In total there were
1119 calls with mutual aid covering 36 of the calls (PVA 96.78%/Mutual Aid 3.22%). Of the
total calls there were 651 calls with mutual aid covering 23 calls for East Webster and for West
Webster there were 468 calls with mutual aid covering 13 calls. PVA has increased their staffing
and purchased an additional ambulance.
In addition to providing emergency medical services, PVA personnel were involved in various
engagements in the community of Webster. Those engagements included: staffing and support
for the April 8, 2024 Webster Solar Eclipse event; staffing and support for Webster’s Summer
Celebration event on June 8, 2024; provided an ambulance for West Webster and Webster Fire
trainings; worked with Monroe County Office of Emergency Management Radiological team for
disaster training at R. E. Ginna Nuclear Power Plant; worked with Webster Central School
District Safety and Security to provide staffing and support for DWI drills, as well as for
Webster Thomas and Webster Schroeder graduations; and participated in and provided an
ambulance to support the American Legion Webster Memorial Day Parade. PVA personnel will
also be providing ambulance coverage and stand by assistance for Webster Fireman’s Parade, as
well as support at the carnival.
Following the presentation, a general discussion took place.

Russ Ziskind, Webster resident/CEO Northern Onondaga Volunteer Ambulance, appeared
before the Town Board to present an update on Long-Term Emergency Medical Services for the
Town of Webster.
In February 2024, Mr. Ziskind worked with Councilman Cahill to form a committee of EMS
professionals to look at long term EMS solutions. The committee was comprised of EMTs,
paramedics, EMS agency chiefs, and individuals with billing, legal and accounting expertise.
Their mission was to counsel the Town of Webster on the various long-term EMS options
available when considering their municipal authority within New York State. The first charge
was to develop a Request of Interest (RFI). The RFI was sent in May 2024 to twenty-one
agencies located in and around the area to determine who might be interested in providing longterm solutions with a deadline to remit by June 24, 2024. The RFI responses included: two
formal “yes” responses (Penfield Volunteer Ambulance and Monroe Ambulance); five formal
“no” responses (Eastern Wayne, Brighton, Honeoye Falls, Irondequoit, and Newark-Arcadia);
and fourteen agencies not responding. The next step in the process will be to create a formal
Request for Proposal (RFP) to send out to PVA and Monroe Ambulance along with reviewing
some of the pros and cons that might be associated with other options that the Town may have
such as forming their own department like other municipalities around New York State.

Matt Chatfield, Webster Economic Development Alliance (WEDA) Executive Director,
provided a presentation on a proposed NYS Consolidated Funding Application (CFA) grant
application by the Village of Webster with WEDA and the Town of Webster as co-applicants.
Reimagine Webster Initiative was started in October of 2022. In late 2021, the Village of
Webster applied for New York State funding and was awarded about $200,000.00 for a master
plan for the area surrounding Xerox, the industrial area, and mainly centered on the Phillips
Road corridor. This program basically funds master planning efforts and then afterwards
implementation of soft costs, not brick and mortar, not constructing buildings but moving
projects along. The Town has been participating in the process along with the Xerox
Corporation. Within the study area boundary is the Town’s Recreation Center along with a good
portion of the north end of the Village business district and about 230 acres of Xerox property.
This area has been poorly planned, if not planned at all, because it has been along the boundary
between the Town and the Village with neither municipality taking ownership of the area’s
future. As a result, WEDA stepped in and has been pushing this effort forward to reimagine the
future of this area and the future of the industrial complex.
With the completion of the master plan almost finalized, the next step is to request additional
funding for area-specific plans, studies and investigations. The Village of Webster can apply for
up to $500,000.00 in soft cost studies for the first round of funding, and it is not precluded from
applying for more should other projects come to fruition. Ninety percent of the project cost is
funded by New York State, so the local sponsor of the project has to come up with the required
ten percent match. In January 2023, the Town of Webster executed a Memorandum of
Understanding with the Village of Webster to be a part of this overall master planning effort and
is now eligible to be a co-applicant for ninety cents on the dollar for grant funds associated with
implementation projects for the program.
The study area itself is approximately 488 to 500 acres and has been compartmentalized into
strategic sites. One of the largest strategic sites is the Town’s recreation complex, in addition to
what is called the Xerox west campus which is just to the South on the other side of Chiyoda
Drive and the focus of the proposed project (Chiyoda Drive Extension & Trail Feasibility). The
proposed project that the Town is eligible to submit for would take the project through
conceptual design, alternatives analysis (feasibility study) and identify preferred alternative and
preliminary cost estimates. The anticipated cost is approximately $180,000.00 to $200,000.00
with a local matching request of $18,000.00 to $20,000.00. The grant submission date is
July 24, 2024, with an award date of December 2024. If awarded, the project would start in
Spring 2025.
Following the presentation, a general discussion took place.
