The meeting was open to the floor for public comment.
Dorothy Fait, a Webster resident, came before the Board and addressed two issues. She
emphasized the imperative of involving citizens in updating the Town’s Comprehensive Plan and
suggested releasing department feedback on the 2008 plan to better inform the community.
Furthermore, she voiced her objections to a new senior housing project proposed for the former
lumber yard property, reasoning that additional senior housing was unnecessary and could harm
ecologically sensitive areas.
Diana Davis, a Webster resident, echoed similar sentiments as Ms. Fait. Ms. Davis highlighted
the importance of preserving wood lots designated as Environmental Protection Overlay Districts
(EPODS), stating that these areas need heightened protections and should not be compromised
for development. Her call for maintaining green spaces underscored the community’s dedication
to environmental stewardship.
Janice Jackman, a Webster resident, questioned the Town board on the delay in revisiting the
Comprehensive Plan, which has not been updated since 2008, despite significant developmental
changes over the years. It was further explained that while the Town intended to reassess the
plan earlier, efforts were sidetracked by the COVID-19 pandemic. However, with a new
planning firm in the works, efforts are tentatively set to start by January 2025.
Dave Malecki, a West Webster resident, stated “As you know, I’m looking for help to improve
pedestrian access across the Irondequoit Bay Outlet, near the existing Irondequoit Bay Outlet
Bridge. On Monday, November 4th, I attended the Walk/Bike Webster Event at the Webster
Library, and I’d like to thank Councilwoman Nguyen and Mr. Casciani for their participation in
that. Today’s agenda item #10 is in regards to 799 Holt Road. I believe the project should offer
residents the ability to directly access the Hojack Trail without having to cross Holt Road. I
believe the concept drawings should be updated to contain that before the Public Hearing!
Thank you, Dave Malecki”.

Jerry Goldman, Attorney for 799 Holt Road LLC, reiterated the fact that all that is on the agenda
for tonight is a draft Resolution to call a Public Hearing on the issue of whether to utilize a
Progressive Development District (PDD). Mr. Goldman stated that we have to explore where we
stand with EPODS on this site, senior housing within an OP district is not a reason to rezone.
When the zoning provides for a particular use as a Special Permit, what basically the code is
saying is that the use is one which is a permitted use but requires special consideration by the
various Boards. Mr. Goldman urged the Board to allow this to go forward to a Public Hearing
and the let this flesh out all the issues and let the public be heard relative to it, let him make the
presentation.
