captions Language: en then do I have be okay all right well then let's bring the February 6 2025 Webster Town board meeting to order we'll start with the Pledge of Allegiance I pledge of allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liberty and justice for all Denine can you take role please supervisor FL here councilwoman cataldi present councilman Cahill here councilwoman W here attorney to the town Taylor here well I can definitely say that our first item of the night is going to be the best item of the night um we have a little ceremony Proclamation for Bev guy who is uh retiring from the town and I'm going to move up to the podium over there to proceed on with this get my steps and Bev is do you want your family to come up and be all around or you think oh it's your it's your night it's not my night let me tell you okay all right all right well first of all um just before the meeting started be and I were talking a little bit about um well we'll get to how long it's been since she started with the town but that Charles seon yes it was your your was the parks and recck commissioner when you came on board he was the first Parks and Rec commissioner in Webster and uh it was shortly after he came and established established the department in an office in the basement of the Town Hall which was not a whole lot bigger than a Clans well and as you said and I think everybody now knows because we do have a park named after him an amazing person and you know you you said he was very forward thinking yeah yep and that's kind of everybody that uh knew him had said the same thing and so you were lucky enough to and he was lucky enough to work with you so but without further Ado because we have I'm guessing four generations of guers in the room tonight um this is a proclamation for outstanding Public Service presented to Beverly guy whereas after over five decades with the town of Webster Beverly betterly known as bevu will be moving on from teaching Fitness classes at the Webster Recreation Center and whereas Bev began teaching Fitness classes through Webster Parks and Rec Recreation nearly 55 years ago in November of 1970 I have to stop for a second that that's that's really and we were saying is there ever been a longer tenured employee of the town of Webster government I can't think of that's amazing you start when you're 9 years old at this town all right okay sorry about that I that's what okay um this isn't in the proclamation that was ad lived all right so uh through her long tenure she taught through various exercises formats in classes including silver and fit and Swedish Fitness and whereas Swedish Fitness is a class that beev started over 50 years ago with another woman who brought the program over from Sweden the two developed Swedish Fitness into a weekly class that is focused on helping older adults achieve good balance coordination strength and mobility in an effort to maintain Independence and whereas has throughout her time at Webster Parks and Recreation Bev has motivated and inspired many through classes that she has taught she helped bring the importance of regular physical exercise to the masses and whereas Beverly's contributions went far beyond physical exercise she had a deep understanding of the importance of building connections with people as well as the significance of Social and emotional interaction to our overall health and whereas we are forever grateful that Bev's dedicated service to our community and for many years of inspiring people through exercise healthy living and being a great mentor friend and compassionate listener now therefore it be resolved in recognition of Beverly's 55 years of dedicated service to Webster Parks and Recreation as the supervisor of the town of Webster on behalf of the Webster Town board and entire Webster Community we extend our sincerest wishes to to Bev for health and happiness in the coming years thank [Applause] you you got to come right up here and you jump right in there I'd just like to give due credit to as Tom mentioned Charles seon and the program of Swedish Fitness or Swedish exercise or um pardon my poor pronunciation Spence gymnastic that was established shortly after Charles became the director and the woman who was The Guiding Light Behind that was named Elena wander she and her husband lived here they had moved here from Sweden and she was a very competent and well-respected teacher and participant in the programs in Sweden and so their Foundation was kind enough because they had such respect for her and her expertise to allow us to use their programs they came out with new programs each year and we had access to them so that's how the program began in Webster and we started it for girls then for mother and daughters then for women and finally now it has evolved into working with seasoned citizens we don't want to be called seniors but it's it's been a great run and I am I will be forever grateful for the for everything that it has brought for me thank thanks Tom thank you [Applause] now like I said Bev uh brought an Entourage for Generations friends family and a lot of uh her co-workers from the uh parks and rock department and I totally understand that uh they may want to uh get up and leave now cuz uh the rest of the meeting is kind of like watching grass grow um but if you want to hang out uh that's that's your prerogative too so but thank you be uh next up on the agenda and I didn't check the signin sheet uh it's the open uh to the floor uh where each speaker is allowed up to five minutes um to speak to their hearts content uh from the podium we did kind of clear out here didn't we that means either l or this young lady uh are you interested in taking the podium not not taking the podium okay uh no one is behind the bean I would say Denine it's safe to say we can move on from that item right all right well next up is uh two sets of board meeting minutes um both pertaining to uh January 16 the workshop uh reviewed those and I would make a motion that we approve those minutes second second supervisor flarey I councilwoman w i councilwoman cataldi I councilman kahill obain and then the regular board meeting that night on January 16th I reviewed those minutes and I would make a motion we approve those second supervisor flarey I councilwoman cataldi I councilman kahill obain councilman when I uh Jenny was it you this week yes I'm helping out Jennifer um I review the bills with the Director of Finance and I believe they are appeared to be in order I make the motion to pay the bills please second councilman councilwoman when I councilman kahill hi supervisor flarey I councilwoman Cal I and then I have reviewed the prepaid warrants is submitted by Paul Adams the Director of Finance to make a motion we approve those second supervisor flarey I councilwoman Catal I councilman kahill I councilwoman w i and I've also uh reviewed the purchase orders submitted by Paul Adams director finance and make a motion that we approve those second supervisor FL I councilwoman wi I councilwoman cataldi I councilman kahill hi next up you uh you said you were here for another item you you're not here for the the mobile home park are you for the what uh the mobile home park Sunset Valley man okay cuz I was interested because I think the owner of that is a school uh made of mine from years ago Sean Whipple so I wondered if you were related to but um I think all of us on the board tonight that are here uh recognize this um resolution because it's something we do it seems like every January and February a bit of housekeeping uh annual certification renewal of this permit for what I think and Patty I look at you is this the only mobile home manufactured home park in town I believe it is I know it's the only one that we do this for yeah I didn't mean to put pressure I just I can't think of another I can't think of another one either John so J so uh unless anybody has any questions about this uh I make a motion to approve the renewal of the Mobile Home Park permit for the Sunset Valley manufactured home Community for the calendar year 2025 second supervisor flare I councilman kill I councilwoman cataldi I councilwoman wi I next up uh I'm going colloquially call this the Short Straw resolution uh Keith and what so Pat Stevens doesn't even come to this to bid a do to his uh how long did Pat do it for Mary left uh that's pushing almost two years anyway um I know the board is very aware of ms4 and the aspects of the New York State DC uh mandates over the years that have put some more onus on uh I think there's six components of it Keith that we have to oversee um that have to do with uh drainage I'll say Wetland uh things of that nature um and within that the town um has to designate who is our ms4 official um and I think for the last year plus Pat Stevens and the highway department uh has held the position but it really is geared more toward uh being in the town engineering department and so uh we let Keith the Mortimer Our Town engineer for the last nine months we let him kind of ease his way in but it's the the honeymoon's over Keith it's time and uh from everything I've talked to you about I think you've you've gotten quite the education with Mark Stein and you uh in the last nine months so I think you're ready any questions or comments from the board no I just want to thank Pat for stepping up and taking one for the team and filling that uh duty while we were without a person for a while yeah yeah and I think mrb helped tremendously um and continue to I think uh from a standpoint theough yeah so uh I'll make a motion to designate uh the town engineer uh Keith Mortimer as the ms4 official for the town of Webster second supervisor flarey I councilwoman cataldi I councilman kahill hi councilwoman w i so I think I understand this you either live at 990 salt Road or 1467 cherry blossom all right all right well we'll be right to it um The Fill permit is one that Keith I guess you will give a little background on this or your comments I'll hand it to you all right so in your packet tonight you should have uh the application as well as a letter of support from the engineering department um some pictures of a um request for AIT this is actually um Farm property located at 999 salt Road um and the property owner would like to essentially fill in low areas um as you'll see in some of the pictures so that he can uh Farm it um have a productive area there for farming and essentially get the land to drain towards that uh drainage ditch that uh you'll see there in a lot of the pictures we have um reviewed this in detail um and the engineering is department is completely in support of the application um a lot of the standard um requirements or conditions that go along with most fill permits are associated with this one as well um but nothing out of the normal abnormal you know it's funny because when you uh said the intent is to farm um at first glance I'd say who who would be entering farming but then I saw the applicant and I think the shriber family knows how to farm yeah yeah I don't think we have any concerns about them being successful at that endeavor um any questions or NOP all right well then I would make a motion that we approve a Phill permit at 990 salt Road supervisor I just want to interrupt I'm sorry sorry included in that resolution should be that this is a type two Seeker action and that there's no further uh review required Patty you are I'm channeling Bill Bill you are officially Bill Aban and it's good that somebody is is doing that and it doesn't hurt that our um that the man to my right nudged me on that as well so can we add that to that motion and that is my motion for the fill permit that is a type to her Seeker second supervisor FL I councilwoman cataldi I councilman kahill I councilwoman w i all right well the next item up we didn't make you wait too long right we're 17 minutes in and um this is uh pertaining to um a license agreement to place a fence within a town draing at 1467 Blossom Lane in Webster and I know that there was a letter um you know what out Victor I'm so sorry that it didn't resonate with me by the way Auburn number one right now War eag you know what War Eagle War Eagle I I am really I'm don't tell Sid I won okay would you would you like to go up to the podium so you can um I know Victoria you should have brought your two beautiful daughters to tell you the truth what are they like five and four now yes my oldest is six and my youngest is three and a half yeah and not to you know embarrass Victoria but division one volleyball player at Auburn University back in the day yes sir yes sir she says you don't have to call me sir I should be calling you ma'am um in front of judges all day so what's it I'm in front of judges all day but um I have a daughter that went to Auburn so Victor and I when we see each other War Eagle is what Auburn people say to each other so um without any further Ado uh um we have the letter I'm pretty sure from Pat Stevens our Highway superintendent I might no drainage e yes where is the um why did I think there it is um um I think it's not in [Applause] the um yeah and this is from Pat to said your husband that I think is saying that he's good with this correct yeah I haven't seen the letter I know he was going to try to write one I know it was a short notice and adding it on tonight so I haven't seen a letter from Mr Stevens but he did um email us that he is in support and he would try to write a letter so yeah no and that's okay I mean this is um a reasonable fact simile I would say and and certainly I know that Josh artuso he asked if if we could get this on so I know that Josh would have done the proper vetting to make make sure we had the paperwork so yes um I you know interesting before we do this uh will Kyle will this be your first uh licensing agreement it will yes okay so in the town weer at least yeah and since since Victoria and her husband are uh very familiar with the legal system as attorneys and whatever you will have a wonderful back and forth to to make sure that the proper paperwork is done and and I think I know why you're probably putting a fence there yeah those kids getting to the point where they are yeah they're it's to be honest yes it's for the kids but we adopted a second dog and she's a little bit more friendly than our first older senior dog so and we have a lot of people walking their dogs in our neighborhood and you know and Amazon packages get delivered to our door so keeping the dogs in the backyard is just as important as the kids well uh there's some other people in this room that have adopted dogs I won't name any names Chief good to see it tonight um so you can totally understand that can't you um any questions or comments from the board before we do this I love the project name Yes actually B that was the second choice my six and three-year-old wanted to call it project Banana Split oh okay but we took another uh another vote so it's our best friend fence yeah or ball family fence it's good I have to include them you know that's awesome yeah be working for one of those girls someday they're pretty bright I'm so without further Ado I guess I would make a motion to approve a license agreement to locate a fence within the a town drainage easement at 1467 Cherry bossom Lane tax ID number .04 6-10 second second supervisor flare I councilwoman Catal I councilman kahill I councilwoman win I don't tell Sid that I didn't rec I it was like I know her but I couldn't figure out you know and yes but that was wonderful to see everybody thank you so much good to see you to Victoria War Eagle all righty you see number one ranked basketball team in the country right now Kyle Bruce P working his manager Bruce he is doing a job there they'll probably break our heart before the year is over anyway um John I would have want to bet with you tonight uh but uh I guess uh hindsight's 2020 the next resolution we are going to I'm going to make a motion to table it I just want to explain to the board uh why um actually the next two um we haven't had a chance to get Michael Short who is the the chair uh of of the uh zoning board Josh artuso who obviously is our director of Community Development and myself part of our vetting process of appointing people to these citizens boards is to have the chair of the board Josh and myself interview them and kind of just make sure that there's no expectation gaps in this and that the alternate who we were going to uh appoint tonight we did that um we had a kind of a sudden resignation from one of our full-time members uh a week or two ago so we have been trying to sit down with uh a gentleman who showed interest in it um in the past but uh just schedules haven't synced and we're sitting down with him next Monday um so the the we just felt as though that we need to get the full-time member in first and then the alternate in uh so the zoning board will go to their uh February 11th meeting next Tuesday and they're aware that they only have four members um so does anybody have any questions on that I would think we'll come back on the 20th assuming we interview the gentleman and he doesn't have uh you know any second thoughts or we have any second thoughts I doubt that we'll appoint these two people to the alternate and the zoning or the full-time position and they'll be available for the Tuesday March 11th meeting that's the plan so I'm going to make a motion to table uh resolution 8 to appoint an alternate to the zoning board of appeals second supervisor flarity I councilman kahill I councilwoman Catal I councilwoman w i and I'm going to make a motion to uh table resolution nine to appoint a full-time member to the zoning board of appeals second supervisor flare I councilwoman kahill I councilwoman cataldi I Council woman win I I won't have to give you as long as an explanation on the next one because as you can imagine the uh uh this this I'll say young lady Susan Dey uh we did interview her uh actually she applied for zoning board and conservation board and Mike Dominico from the conservation board and Michael Short from zoning board uh we all agreed as did Susan that her best fit is on the conservation board great um so does any anybody have any questions about Susan no I do not I'm the L onto the conservation board so I would make the motion to appoint Susan de to the conservation board for a term of two years ending December 31st 2026 second second councilwoman cataldi I supervisor flarey I councilman kahill I Council woman win I John do you want to I mean you you and call were on the vetting committee um on the next one and I don't know if anybody has any questions yeah Tom we did a uh we issued an RP for Bond Council Services it was due uh back December 12th uh we got a response from six firms of the six firms we decided to interview three of the six uh they were all very qualified firms it was a good field to choose from uh we ended up choosing Harris Beach which is also the bond Council form we've been using for many years um but it was a good check um I don't know if you're aware but each each town or municipality generally has a separate Law Firm that specialized in is in bond Council services so when we go out and borrow a ban or convert that to a Serial Bond the the legal firm the bond Council uh advises us on that in conjunction with our Municipal consultant so it's it's an important role and uh I think we have a good firm and we're going to we're going to stay with them yeah um and I'm glad we did it and John you know because you were involved it was we hadn't done one of these we think since 2015 uh kind of flew under the radar speech does a great job we figured that out through this process and the reality is that uh uh the the bond anticipation notes the one-year bands as you call it and the 30-year the long some of them will be 15E whatever the the long-term debt that we'll be going to do in 25 and 26 that shouldn't surprise anybody will be a high water mark for this town as the highway garage and the sewer plant get finished um so we uh we just thought this was as good a time as ever to make sure that we yeah sharp and make sure we got a uh the best B councel to to navigate that for us I can't oh sorry so I would move toward the contract for bond councel to haris spe PC and to authorize a supervisor to sign the engagement letter per the proposal dated December 12th 2024 second councilman kill hi councilwoman cataldi I supervisor flarey I councilwoman wi I and uh last but not least I did see as uh Town engineer Keith Mortimer was gloating this week with his new filing cabinet H Keith for getting rid of old files old paper of paper El yes uh anybody got any question about uh the motion to approve the following item for recycling from the engineering department at two drawer file cabinet ASC tag 03204 no questions if that's your motion I will second it thank you supervisor flarey I councilwoman Catal I councilman kahill I councilwoman win I now I don't want to short us on round table but you know I I would have won the B it is 759 uh not necessarily but I want have had to interject with a few comments you would have yeah but I uh I do I want to make a motion for us to enter into executive session under uh New York state public officers law Section 105 sub chapter 1 uh I guess sub chapter uh f um is that right I want to just make sure I'm doing that correctly yes matters of financial credit or employment history of particular persons or Corporation or matters leading the appointment of employment promotion demotion discipline suspension dismissal or removal of a particular person or Corporation second that is the correct one are you going to invite anyone to that yeah yes uh we will have um um town finance director Paul Adams uh Town legal counsel Kyle Taylor and um chief of police Dennis colem and Captain Mark Reed sir and that's who I'm inviting to this that's my motion second oh I think Council Mill seconded it supervisor flare I councilman kahill I councilwoman cataldi I councilwoman w i so Denine I'm going to say that that was 8:00 p.m.
and I'll make sure I get to you when we come out and then but that concludes the public portion of the Town board meeting for February 6 202
