Pat Stephens, Superintendent of Highways, appeared before the Town Board to present winter
services handled by the Highway Department and an update on the New Highway Facility
Project.
Mr. Stephens stated the Highway Department has been heavily involved in snow and ice
removal, which is managed through intermunicipal agreements with State and County
authorities. While the Town takes responsibility for removing snow from most roads, Route 104
is specifically maintained by State forces. Residents are informed about the challenges related to
pothole repairs, emphasizing that these responsibilities fall to the respective road jurisdiction
agencies. Additional information can be found on the Town’s website. On the Highway page,
there is a complete list of State and County roads that are within the Town of Webster. If there is
an issue with roadways for the State or County, contact information is listed on the Town’s
website. Furthermore, there is a notable concern over a salt shortage impacting snow treatment,
forcing the Town to implement a "sensible salting" policy, ensuring optimal use of salt while
advising residents to adjust their driving according to road conditions during these challenging
weather times.
Mr. Stephens then transitioned the presentation to the construction progress of the new Highway
Facility. A Certificate of Occupancy was delivered on February 14, 2025. In the coming weeks,
the plans are to move trucks and staff into the new facility, switch over IT software and begin
operating out of the new facility by early March 2025.
Mr. Stephens provided the current budget status of the project, that the project continues to
remain on track and coming in under the originally approved bond amount, reassuring that
everything is well-managed financially as they near project completion.

Mr. Stephens discussed future plans for the Town's existing building site and budget
management. He notes the project's successful budget tracking, highlighting the potential for a
higher-capacity salt barn to improve storage for winter operations, which has become a
significant need due to past low supply crises. Additionally, the need for a semi-enclosed truck
washout facility is introduced, aligning with recommendations from a Federal EPA audit to
better manage runoff. Plans also include demolishing most of the existing building to regain
yard space for operations and potentially renovating the existing office area for animal control
purposes.
Mr. Stephens focused on the financial planning and proposed the next steps for a highway
upgrade project, including the construction of a salt barn and truck wash building. He highlights
adjustments made to the budget, ensuring a conservative estimate of roughly $3.25 million while
planning to stay under the previously approved bond amount by approximately $3.8 million. Mr.
Stephens emphasized the efficiency achieved through collaboration with design partners and
expressed the intention to move forward by placing a Resolution on the next Board meeting
agenda to commence design work on the new structures. The conversation also touches on
complementary projects like animal control facilities, indicating that while these are part of the
overall site plan, they will have their own separate funding and/or grant considerations. Finally,
there is a positive note about the progress on the highway building's interior and exterior,
showcasing its upcoming completion.
