The meeting was open to the floor for public comment and the following Webster residents
appeared before the Town Board.
Dave Malecki, West Webster resident, came before the Board to remind the Board that he would
like to be able to bike across the Irondequoit Bay Outlet Bridge 24/7/365. Councilwoman
Wright commented that she has tried to get in touch with Blair O’Neil (later identified the
correct name is Blair Stanifer who was contacted) who is responsible for the bridge. He never
got back to Councilwoman Wright to discuss it further. It would not be possible to get a new
bridge to allow all-year access, but it could be something to consider opening or closing the

bridge later or for a longer time span. Mr. Malecki appreciated Councilwoman Wright’s effort;
however, it doesn’t get him all the way there for a bridge to get him across 24/7/365, but it would
be a step in the right direction.
Barry Deane, Webster resident, retired Webster Highway Superintendent, and former Town
Councilmember, came before the Board in support of the action to build a new salt barn and new
truck wash building. Since bids came in lower than the bonded amount, this allows monies to be
available to complete the project as originally proposed. Mr. Deane stated that the current salt
barn is close to forty-five years old and is in dire need of replacement. It’s been kept up over the
years, been repaired, and everything has been done to extend its life, but it is at the end of life.
His question to the Board is, “If not now, then when? When would be the appropriate time to do
it, and if we don’t do it now, we are going to have to go through this all over again a year or two
down the road”. Mr. Deane fully supports this and considers it as money well spent. Mr. Deane
mentions that Webster has had a history of putting off infrastructure improvements because of
cost and it eventually has come back to hurt the Town in the long run.
***
Resolution No. 103: MOTION by Councilwoman Wright, seconded by Councilman Cahill, to
authorize the Town Supervisor to sign a contract with MRB Group for the site and building
design for the Highway Salt Barn and Truck Wash Building not to exceed an amount of
$118,500.00.

Rick Kenealy, Wastewater Treatment Plant Chief Operator, appeared before the Board. The
EPA strongly encourages that municipalities should be performing headworks or local limit
studies every ten years. This is considered the front line of defense for the facility and to keep
the integrity of the treatment process. The study will determine what pollutants are coming in
and determine what we can handle.
The Town Board then considered the following Resolution:
Resolution No. 108: MOTION by Councilman Cahill, seconded by Councilwoman Nguyen, to
authorize the Town Supervisor to sign a contract to approve the Sewer Department to hire Barton
& Loguidice, 443 Electronics Parkway, Liverpool, NY to perform the Local Limit Study and
Upgrade Development for the sum of $30,000.00.
WHEREAS, on January 22, 2025 Request for Proposal was advertised in the Webster Herald for
engineering services to develop and implement a plan to update the Town of Webster Sewer
Department Local Limits included in the Town’s Industrial Pretreatment Program and Sewer
Ordinance; and
WHEREAS, on February 13, 2025 at 11:05 a.m. prevailing time three (3) sealed bids were
publicly opened and read aloud; and
WHEREAS, the following bids were received:
Barton & Loguidice: $30,000.00
$46,500.00
$30,800.00
NOW, THEREFORE, BE IT RESOLVED:
That the Town Board of the Town of Webster awards the bid to Barton & Loguidice, 443
Electronics Parkway, Liverpool, NY 13083 for Engineering Services to develop and implement a
plan to update the Town of Webster Sewer Department Local Limits included in the Town’s
Industrial Pretreatment Program and Sewer Ordinance and authorizes the Town Supervisor to
enter into a contract for said services.

Webster Town Board
Supervisor Flaherty brought forth the Resolution below. The Town of Webster falls into about
10 percent of the geographical area of the Brownfield Opportunity Area (BOA). The area is
predominantly the Xerox campus but as you move towards the west going into Route 250, the
BOA falls within the Town. The Village will manage publishing in the Webster Herald and
handle any comments that come from the public.
Resolution No. 109: MOTION by Supervisor Flaherty, seconded by Councilwoman Wright to
establish a 30-day public comment period on Brownfield Opportunity Area (BOA) and publish
in the March 19th edition of the Webster Herald.
WHEREAS, the Village of Webster, Monroe County, New York, herein called the "Applicant",
and the Town of Webster and Webster Economic Development Association (“WEDA”) as coapplicants, after thorough consideration, has prepared the Reimagine Webster Brownfield
Opportunity Area Plan (“the plan”) and has submitted the same to New York State for official
designation; and
WHEREAS, public comment is sought concerning the plan and nomination:
NOW, THEREFORE, BE IT RESOLVED:
1. Legal Notice of the applicants’ intent to request designation by the New York
Department of State of the Reimagine Webster Brownfield Opportunity Area as
an official Brownfield Opportunity Area shall be published in the Webster Herald
on or before March 19, 2025.
2. A 30-day period will be open from March 19, 2025 to April 18, 2025 to allow
residents to review the plan and provide comment. Copies of the BOA
Nomination document are currently available for review and download on the
Village of Webster website at https://www.villageofwebster.com/reimaginewebster.html. Hard copies are also available in the Village Office, located at 28

Supervisor Flaherty informed the Board about a recent meeting he attended with the Empire
State Development (ESD), representatives from the Webster Economic Development Alliance
(WEDA), and Webster Village representatives revealing a proposed $9.3 million Fast New York
Grant aimed at improving infrastructure in and around the Xerox campus.
Leanne Kimber and Kimberly Baptist, from Collier's Engineering and Design, presented details
about the grant, which aims to enhance various roadways and promote redevelopment in
alignment with the ongoing efforts to revitalize the Xerox campus area. The proposed projects
include improvements on roads like Boulter Industrial Parkway Extension, Panama Road and
Orchard Street, as well as the construction of multimodal trails and extensions of existing streets
to facilitate investment and growth in the community.
Ms. Kimber discussed a proposed $9.3 million grant for five roadway projects totaling
approximately $15.6 million, which also encompasses nearly completed sewer infrastructure
upgrades. The funding sources include a significant portion from Fast New York and a $500,000
Housing and Urban Development (HUD) grant. Ms. Kimber emphasized the need for the Town
and Village to collaborate through the Webster Economic Development Alliance (WEDA) as the
lead applicant for this grant, and outlined the costs and responsibilities associated with the
project, including a commitment fee and administrative costs. The goal is to prepare for a
Resolution to enter a development agreement with WEDA, aiming to apply for the grant by
April 1, 2025 after passing necessary Resolutions in upcoming meetings.
Ms. Kimber discussed the grant application process, which would be managed and led by
WEDA, with Colliers’ assisting in its preparation. The development agreement will outline
Colliers' compensation for managing the grant, which will be funded through local government
resources, similarly to how the executive director's position is currently financed. There is
optimism about the grant's approval, as it was offered by the State rather than requested.
However, the need to ensure compliance with State regulations regarding the development
agreement and collaboration with WEDA is emphasized, as it is crucial for maintaining a
positive relationship during the grant acquisition process.
Ms. Kimber discussed the complexities surrounding a letter of intent (LOI) for a development
initiative involving the WEDA Board and the State’s Empire State Development (ESD) agency.
Concerns are raised about the uncertainties and fluidity of the process, especially as Resolutions
from both the Town and Village Boards are critical to progressing with the application due on
April 1, 2025. Ms. Kimber reflected on past experiences with grant applications, emphasizing
ESD's flexible and rapidly changing requirements. Plans are outlined to collaborate with legal

and financial representatives to draft a precursor to a development agreement, stressing the need
for a concrete commitment from both Boards to satisfy ESD's conditions for a substantial $9.3
million grant, while also navigating the financial implications of application fees and other costs
associated with the initiative.
The Board discussed the potential need for a workshop before their next meeting to address
questions about proposed road developments, specifically the Boulter Industrial Parkway
Extension. While there is overall optimism about the rapid progress of these initiatives, concerns
are raised regarding the potential downsides, particularly the financial liabilities associated with
maintaining newly established Town roads, which may become a burden if they are not
adequately planned for. The conversation emphasized the necessity of connectivity for
economic development, especially in relation to the aging Xerox campus, suggesting that
improved infrastructure could facilitate future growth and attract private investment. The Board
also references a previous three-party agreement with Xerox, indicating while some aspects of
this agreement pertain to Village roads, it ultimately lays out a roadmap for the necessary
developments to advance the area's commercial viability.
The Board expressed their intent to gather more information and seek answers regarding
upcoming projects and potential grants available from the State.

There being no further business to come before the Board, the meeting was adjourned at
8:34 p.m.
