Chris Bilow, Commissioner of Parks and Recreation, came before the Town Board to present the
current structure of the Parks Recreation Open Space Athletic Review (PROSAR) Committee
and recommendations for restricting the committee.
Mr. Bilow commented that the original purpose of PROSAR is no longer effective, and its focus
is outdated. The recommendation would be to create three smaller focused groups:
1. Recreation Programs and Events
2. 55+ Programming
3. Parks and Open Space
Each recommended focus group would comprise of 4-5 residents meeting quarterly or as needed.
The recommended restructuring aims to increase community engagement and provide more
relevant feedback.
Following the presentation a general discussion took place.

Art Petrone, Deputy Commissioner of Public Works- Sewer, and Laurie Fox, Grant
Administrator from MRB Group, came before the Town Board to present an update on the
Vosburg Pump Station Improvement Project. The 45-year-old pump station is in critical
condition, with failing equipment and significant safety hazards. The estimated 2025 cost is $5.7
million. The Town applied for a Water Infrastructure Improvement Act (WIIA) Grant which
was unsuccessful back in June 2024. The Town is now applying for a Congressionally Directed
Spending (CDS) Grant. The application process is underway, this is a focus on securing letters
of support. The next step is for the Board to consider authorizing the design work in the next
meeting scheduled for April 2, 2025, due to the urgency of the situation.
Following the presentation a general discussion took place.

Leann Kimber, from Collier's Engineering and Design, came before the Town Board to present a
follow-up presentation from March 6, 2025 regarding the potential FAST NY Grant Application.
Empire State Development (ESD) proactively offered a FAST New York Grant for infrastructure
improvements at the Xerox campus. The project includes roadway improvements and sanitary
sewer upgrades. ESD added an electrical engineering master planning study of $500,000.00 to
the project. The total project cost is $17.3 million, with a grant request of $9.8 million. The
Town and Village will share the upfront cost of the electrical study, which will be reimbursed
through the grant. Concerns were raised about setting a precedent for funding private property
improvements, but this was addressed as a unique situation driven by the State’s initiative. Grant
application deadline is April 1, 2025.
Following the presentation a general discussion took place.
