minutes second second supervisor flarey I councilman kahill I councilwoman w i councilwoman rright I okay I'm going to take a little executive privilege we're going to move resolution listed as number six up to the first one tonight and that's because we would like uh lean Kimber from cers who presented and answered our questions at the workshop the opportunity to get home to her family at a councilwoman wi I councilwoman right I hi and I went over the purchase orders as submitted by Paul Adams Director of Finance and make a motion we approve those second supervisor flarity I councilwoman wi I councilman kahill I councilwoman r i uh Paul uh any comments on the next two note yeah uh there are two two board resolutions one is an amendment to the 2025 budget uh we're actually expanding the budget to to utilize arpa funds within the assessing Department uh as we're paying for the first portion of our contract for klw will'll be doing the uh reevaluation uh also within the transfers there's a transfer to add some money to the insurance line our insurance cost uh a bit more than we had budgeted so we're taking some money from contingency there um yeah there's there's some uh money for some Capital purchases for computers and uh we're moving some money around to some new cash option Benefit Accounts but other than that it was just housekeeping gotta Paul's always Qui question for you Paul go ahead what was the percentage increase in insurance from year over year yeah Insurance yeah our insurance went up um the percentage I think was uh the 12 to 15% range it was aot large increase right yeah and they also changed the size of our deductibles so it was almost a double whammy Jee so um yes it was a tough it was and I'm talking to the other supervisors in mon County across the board yeah we're going to see what we can do uh I know Tom and I have a a note on our calendars to take a look at it in a couple of months yeah um see if there's other options we're are we part of a Consortium with the insurance are we or no we're talking a different insurance I wouldn't say that like Perma and workers comp is kind of oh yeah this work liability gotcha Perma has been good our experience rating is low so the PRS have stayed pretty steady okay well I make a motion to approve the 2025 budget transfers as presented by Paul's Director of Finance second supervisor flarity I councilwoman Wright I councilman kahill I councilwoman w i and I make a motion to approve the 2025 budget amendment as presented by Paul Adams Director of Finance second supervisor flarey I councilman kahill I councilwoman w i councilwoman Wright I and we got an okay on this I'm going to pinch hit for Patty at the sewer department Kyle I guess this is legit if I make a motion to approve the the uh items for recycling from the sewer department as listed on this schedule and there's about 20 of them I will second that motion supervisor flarity I councilman Cahill I councilman wi I councilwoman right hi does the crew want to do a round table or if we had a night with a lot of fun with the workshop and we're we're done I am going to keep to my word I like to do roundt all right hold on second hold second I'm just speaking for myself I'm not speaking for Jenny I will agree with what you're requesting but I'm speaking for myself and I'm keeping my keeping my word as I said before the meeting that I will not be commenting on the round table I am all set we got three minutes time that took 45 seconds so that took okay Jenny okay here you go first of all I would like to uh like I said before we should always look into grant to help support any Town project to help minimize the cost for our taxpayers and the grants are out there we just need to take times to do research and to find the grants that fit the criter criteria for Our Town Projects our community is growing with more people wanted to live in Webster where life is worth living therefore we should have the cap uh Cap City to help the to provide services that our constituents required at this time I would like to thank our veterans and all the men and women in uniforms especially our troops oversea may God watch over them and I would like to thank the people that attended um the meeting today and um the one that watching at home please come out to support our Webster library and our Webster Museum they exist because of you appreciate everything in life God Bless America and have a good night everyone thank you Jenny Paul sure uh I've been working on the uh Town's annual financial report which is a required report that needs to be filed in New York state in the end of April every year it's a very large report about 150 Pages very extensive uh so I had the first draft done everything's in um just waiting to he back from our CPA firm once they confirm the numbers that'll be ready to go great sener I had an interesting conversation with my friend in the Coast Guard again last week um I called him back about the arico bay Outlet bridge and um I learned a couple of things there are some opportunities for funding through the infrastructure bill as well as a transportation enhancement act which I thought were very interesting they need to be led by the county or the state so I talked to David mlei and and he engaged his legislators in that conversation um but it's something to think about with I it sounds like we're moving in the right direction with this um the the fast New York Grant um however if something falls through you know you never know until it's a done deal there could be some other Grant sources for transportation Improvement which I thought was interesting be on the bridge because they're they're very large funding sources they are you just have to like like I said look you know to it you got to find them and you and you have to you have to have the right you it's it's not easy you have to partner with the state you got to partner with the county it it's not that it it can't be done but there are some other opportunities out there and and I just thought it was it was a very interesting conversation I learned a a ton more and I'm not trying to make this meeting go past 8:00 oh he already won he's already told me so keep keep going because now that you know now we're going to there there there certainly are a lot of things to consider and and requirements and Beyond just the money for putting in the bridge but I found it to be a very interesting and educational conversation sure no and I look I usually don't say anything at these roundtables but I'm going to tie into what Jennifer just said um Jennifer if you don't have it I will get it to you in the next 24 hours the Circa 2017 study and process that was done to look at different things of bridging it Andor you have it I I I have a lot of that documentation okay then you you know the efforts that were done and all the parties that came together and the how much it was going to cost to do this because you're talking about uh 247365 bridge over the that was one of the challenges and complications was literally having to have if there is a movable Bridge y you would have to hire people three shifts 247 in in the Deb of winter to to yeah this is going to seem like a crazy question but have they ever as part of those studies of the things that their alternates that they were looking at did any was it brought to bear to take a look at is it possibly possible to put a tunnel through there I did not see that in that 2007 okay study there was a three or four things for the bridge mhm and you know eminent domain and what land they'd have to take because You' got to start at each side and around whatever and then there was the one that actually the the on on and off ramps that you see as you cross the Bay Bridge into a rway um there is state right away that goes up to the Titus Avenue traffic circle um and they could take it up there now you know that doesn't get you over the bay but a lot of that was a secondary outlet for lack of better terms for emergencies and things like that so um God bless you have at it and and today I did go to the highway garage and I saw the salt Barn so I saw the state that the salt Barn was was in and it's in very rough shape and unfortunately it's like many other things in the town that we are working on The Pump Station the salt bar it's just another thing that has gone for a very long time without being addressed and I would just hate to see that project um be something else where you know we we are putting good money after bad in repairs and repairs and repairs for something that is crumbling and is potentially not even safe I think the last the last time time there was money invested in that was probably 10 years ago 10 or 10 years ago 10 or 10 or 15 years ago they put aluminum roof on it but so much to your to your point it's um the neglect that has gone on um with respect to investing in keeping the infrastructure up with you know with not only the the highway the highway building the sewage treatment plant you know we're seeing extraordinary amounts of money money that we're having to invest by lack of not keeping up over the last 20 30 years in that so I think this is a lesson that we have learned and we're planning properly going forward by setting up these different accounts and investing so that another board 30 years from now will not have to go through U what we're going through right now so it's called effective planning MH so more to come with that I I know there's a lot of conversations about timing various grants and we'll continue to look through those but I just don't want to be in a position where it takes so long to do something like that and then next thing you know it ends up costing more money yeah well in at that Highway garage you know the old garage where the trucks went that'll get demolished um and that is the location that the new salt Barn would go on if if that project moves forward um the 3,000 squ foot administration building that is attached to the current garage the old garage that we're not going to take down in fact I attended a meeting today with Maria Paul I don't think you were in that meeting um where we got some designs uh for the dog P to go inside there and uh so there's more to come on that um and really that's because they had to keep that building or a portion of that admin building for the uh Mechanicals for gas pumps y so it's a building that is structurally sound what the heck as long as it's 3,000 square ft it's more than enough space to put I think Maria the the the one that barb Hollands liked was the the four uh yeah so I'm glad that I'm glad they chose that one over the second option Kyle I'll yield my time the only other comment that I'm going to make and I no I said I wouldn't but um I think um Pat Stevens and campus construction have done a phenomenal job on that project and they they should be recognized for that I agree y the only reason I did speak even though I said I wasn't because we're way past you know what I mean we're not g to split hairs I mean go you go on all night if you want there John but if you're not Denine you are always last anything interesting going on still collecting Town and County um tax payments we're still working on installments um if you do have payments please use our Dropbox in between the two front doors of town hall or mailman and that's it that's great well thank you everybody and that concludes tonight's meting we are adjourned
