Webster Town Board

Supervisor Flaherty announced a Public Hearing to consider a proposed cell tower at 1209

Creekside Trail. Verizon Wireless is proposing a cell tower on a Town-owned parcel to address

coverage gaps in the northern part of Webster.

At 7:46 p.m. Supervisor Flaherty opened the Public Hearing.

Teresa Zawacki-Chapman, a Webster resident, is not in favor of the proposed cell tower. She

raised concerns about health impacts, decreased property values, negative aesthetic impact,

potential noise from commercial trucks coming and going, potential noise from generators, and

safety concerns for the children within the neighborhood (children climbing the tower).

David Remington, a Webster resident, lives about 100 yards away from the proposed site and is

not in favor of the proposed cell tower. He reiterated the points that Teresa Zawacki-Chapman

brought up, with an additional thought to locate the cell tower within a commercial property.

Supervisor Flaherty offered his printed pamphlets from the earlier workshop presentation

regarding the cell tower to David Remington, and advised the other residents present to obtain

the same print out from the Town’s website.

Laura Smith, Verizon’s Legal Representative from Nixon Peabody, along with Mike Crosby,

Verizon RF Engineer and Mike Crosby, from Costich Engineering, added clarity to the reasoning

why the cell tower is needed in the selected location. It is needed to fill coverage gaps,

emphasizing that the tower would be located on Town land, providing revenue to the Town. The

Verizon representatives also addressed health concerns, stating that Radio Frequency (RF)

energy levels would be well below the Federal Communications Commission (FCC) limits and

that cell phones emit more radiation than the tower itself.

At 8:05 p.m. the Public Hearing was closed.

***

The meeting was open to the floor for public comment.

John Baldwin, a Webster resident, raised concerns about drainage issues on his property due to

grading changes made on a neighboring property. He stated the Town has no record of drainage

plans for the project and that the project did not go before the Zoning Board despite being larger

than Town code allows. Mr. Baldwin stated he should not be responsible for fixing a problem he

did not cause.

Mark Avalone, a Webster resident, wanted to show a video of a death threat against his

significant other, but the Board declined to show it. The Supervisor offered to discuss the matter

offline and investigate with the Police Department.

Christine Remington, a Webster resident and spouse to David Remington, is against the

proposed cell tower for the same reasons as stated by the other residents who spoke during the

Public Hearing. She urges the Town Board to do a site visit.

Teresa Zawacki-Chapman, a Webster resident, wanted to bring up an additional point regarding

the proposed cell tower. She raises concerns for any tree clearing needed for this-she was under

the impression that this was a forever wild space-she does not want this to impact the natural

beauty of the area or negatively impact the local wildlife and water sources.
