Town Board Meeting
for which it stands, one nation under God, indivisible, with liberty and justice for all. Well, Anmarie uh Denine is not here tonight, so you are pinch hitting as the uh town clerk. Can you do the u the roll call? Sure can. Supervisor Flity I. Councilwoman Cataly present. Councilwoman Cahill here. Councilwoman Wyn here. Councilwoman Wright here. Attorney for the town Taylor here. Okay. Um, now I looked at the the next open to the floor. Each speaker would be allowed five minutes. I did not see anybody sign in. I'm just here for it. Okay. Gotcha. Okay. Is there anybody that would like to take the podium for the open of the floor for five minutes maximum? Okay. Our next item is the uh minutes to be considered for approval. And Anie, your boss Denine is fantastic at this. She is very timely. I have looked at the the the minutes
from 13 days ago and I would make a motion that we uh approve the June 5th, 20125 workshop minutes. Second motion and second. Supervisor Flarity I. Councilman Cahill. I councilwoman Katali uh abstain. I was not present. Councilwoman Win I. Councilwoman Wright I and also the uh excuse me 2025 June 5th regular town board meeting minutes including the um public hearing from that night. I would make a motion we uh approve those minutes. Second. Supervisor Clarity I. Councilwoman Wyn I. Councilwoman Katali abstain. Councilman Cahill. I. Councilwoman Wright I. All right Paul you are here. So this makes it very easy for the next
approximately five resolutions. Um but the first one is mine. Thank you. I was the first one is mine. I reviewed all of the bills. Everything is in order and I move to approve the bills as submitted by the director of finance. Second. Second. That was quick. Councilwoman Wright I. Councilman Kah I. Councilwoman Wing I. Councilwoman Kately I. Supervisor Flity I. And uh I have also looked at the prepaid warrants as submitted by the director of finance uh Paul Adams and I make a motion that we approve those. Second. Supervisor Clarity I. Councilwoman Kataly I. Councilwoman Cahill. I. Councilwoman W. I. Councilwoman Wright I. And I've also looked at the purchase orders as submitted by Paul Adams, our director of finance, and I make a motion we approve those. Second. Supervisor Flity. I Councilwoman Wright I. Councilwoman Kaldi I. Councilman Cahill. Hi. Councilwoman Wyn I.
Okay. Paul. Yeah. Tom. Uh the next two kind of yours. The next two uh one is a budget transfer to cover the cost of summer interns uh which we're taking from another salary line which um has plenty of money in it because it was based on a new hire which hasn't happened yet. And then there is an amendment uh to fund the IT network infrastructure project. We actually had this in the budget. Uh we were originally planning on leasing the equipment and paying for it over about four or five years. Uh but we took a look at the interest rates which were over 8% and decided just to fund it directly with surplus funds. We're actually not allowed to pay interest rates that exceed market value bond rates. You know the rates we can get in the open bond market which are closer to 3 and a.5%. So the the interest they were proposing was 5% high. Said it many oh sorry said it many times in the past. One one thing I like about what Paul does as our finance director. He sends out to the town board probably
8 n days in advance these transfers and amendments. So with that being said, any questions, comments by the town board members? Uh no. No. Well, then I make a motion to approve the budget transfers as presented by Paul Adams, director of finance. Second. Supervisor Flity. I. Councilwoman Cataly I. Councilman Cahill. I. Councilwoman W. I. Councilwoman Wright. I. And I make a motion to uh approve the budget amendments as presented by the director of finance, Paul Adams. Second. Supervisor Flity. I. Councilwoman Cahill. Hi. Councilwoman Katali. I. Councilwoman W. I. Councilwoman Right. Hi. We're moving right along. I know that Donna is not here tonight, but I think the the town board has been made aware that uh it it's not without precedent that we do this next uh resolution preemptively to just approve Donna Comar as our assessor for a six-year term that starts October
1st, 20 25. Uh, and I know that that's a few months off, but we all know that we're about to enter into a um reevaluation for the first time in 20 years. This just seemed appropriate to just get this off of the docket um in advance of that. So, any questions, comments by the time board? No, no, no. She's done a wonderful job for us over the years. Um, Jennifer, your department. I'll I'll make a motion or I move to reappoint Donna Komar as assessor for the town of Webster beginning October 1st, 2025 through September 30th, 2031. That's a scary sounds like forever. It'll be here before you know it. My motion. Councilwoman Wright, I. Councilwoman Wyn, I. Supervisor Flity, I. Councilwoman Kotaldi, I. Councilman Cahel, hi. Are you Dan? I am. Dan is moving along very quickly tonight, which is great. Uh, sometimes I
move the license agreements up to the first thing because of a robust agenda, but this is good. um your request for a license agreement to allow a utility shed within the town drainage drainage and sanitary sewer residence. We kind of we look at the our highway superintendent and if he says that's cool on the uh the drainage and art you on the sewer which we have those letters. Um we have those. So town board members any questions comments on this? No no questions. Um, I would make a motion to approve the license agreement to allow a utility shed within both both town drainage and sanitary sewer easements at 73 713 North Brook Way ID064 1.17-2-34. Second. Do do you want to add to that just because I see it in both letters that the the placement should be at least 10 feet off the property line
since that's in both the letters from art and from so Dan and I work very closely on this and um you know we looked at it actually survey u so we worked yeah I don't know for weeks and weeks uh once we figured out to that had agreed with it. Uh we came to an agreement that it would be beneficial for both of us to have it at a minimum 10 ft off the property line. I think that would work out well for us and for Dan for his placement. So yes, we probably should uh add that if we could please. Uh Ann Marie, can you add that in to uh my motion? Um yes a minimum of 10 ft off the property line. So that is my motion uh amended to the 10 ft as you said. Thank you. Any second? Second. Supervisory. I. Councilwoman Cataly I. Councilman Cahill. Hi. Councilman W. Hi. Councilman Mor. I You're welcome. And the the the last one
is housekeeping. Um I move to approve the following items for auction from the highway department. There's four items um as listed on the agenda. Second. Councilwoman Rice. Hi. Councilwoman W. I. Councilman Cahel. Hi. Councilwoman Katali. Hi. Supervisor Clarity. I Wow. Um, I don't want to gloat, but unless you can filibuster, I uh I gave you this one for sure. Well, I was feeling very guilty. You know, Irish Catholic guilt. Yeah, you shouldn't. No, you're plus two now. You're down to minus one. Unless there's some filibuster. No, I'm down to one, not minus one. Right. Yeah. Well, you're plus one. I'm going to I'm going to say that. But uh um well that concludes our formal um agenda tonight and uh now we will go to the round table which I Art I'm going to start with you as deputy yeah deputy DPW commissioner uh of the sewer department. So yeah we've been extremely busy uh the last two years uh the conveyance pipe is uh is complete.
We've issued substantial a few weeks ago. Uh the uh wastewater treatment plant is uh extremely busy. We've got all 70 people working five to six days a week trying to get our goals and targets and our commitments uh bolted down into fairly uh you know we got equipment coming in every day. So it's been busy. It's busy for the seed. million and the maintenance staff is they are busy. Uh we're a little understaffed but uh we we talked about a new software maintenance software system uh that is being implemented and that is uh going very well. uh this month we had 120 uh maintenance items that that came out of it. So what that tells me is we are doing the maintenance on time as prescribed for the manuals. So uh staff is doing well working hard and uh put in overtime uh got some failures
on existing equipment so how's the dryer building coming? dryer building has has been up. Dryer was delivered on six semis about three weeks ago. Uh that is sitting uh under cover waiting to be installed. Great. Now Paul, I hope you don't mind, but I'm going to pass by you. This the round table is more meant for department heads. Okay. Paul, our finance director, right? Uh well, this time of year, the budget's always uh at the top of that priority list. Uh Monday, Tom and I uh had the first two meetings with the department heads to take a look at the first pass. Uh I think it's uh there will be about 12 meetings alto together by the time we're done. uh we'll look at things and then we'll determine if we need second meetings prior to the budget workshops which are scheduled for uh the very end of July and the first week in August. Uh so we've got that in the works. Uh we also have a call coming up with our bond council on Monday to discuss uh the borrowing that we'll be
doing in August. Uh just to make sure we've got all our ducks in a row. So looking forward to that. Thanks. Thanks, Paul. Uh Mark, I can I consider you a pseudo department head for engineering. So Mark Stein, shoot away. I'll just take this brief moment to introduce our two summer interns here today taking a watch of our how this process works. It's unfortunate and fortunate at the same time that this was a very quick meeting for them. You can always come to another one. Yeah. But uh we have Caitlyn Parsons and James Sardo here. Um both been here for almost a month now, right? It's got to be close to that. So you're they're right in the thick of it now. So been doing a lot of work on our pond inspections, working on GIS, um working with planning department. So they they've really been I think getting um shown what it's like to work on this side in the the government side. So I hope they're getting a good experience out of it.
Well, I before I move along, I I ran into Kate uh this morning at my haunt, so to speak, the uh uh the Starbucks in Webster, and she said, and I she's really enjoyed this experience so far, which I was very happy to hear because we've had very good uh experience the last three, four years with the interns, the college interns. So, good to hear. Good to hear. What do you think, Kyle? Do you got anything to say? Is the town legal? I I I have a a little bit of an update um on the code enforcement, not code enforcement, but the town code changes. I know that uh Josh and his team were in here uh probably in May, made a presentation on it. Um they really put together a good draft of it to address some of the concerns that they've received. I met with Josh um you still and Maria this week um and just kind of really dove into it and there's a lot of tentacles that come off of it but we made some really great progress. I'm just sharing the supervisor because I know you shared an email from someone
within the community that was asking about that. Um but we just want to make sure that it's comprehensive and that we get it right. Um but that they propose some some really good changes to it. Uh, and you know, I think that we'll have something for the board to consider here shortly. That's fantastic. And well, Amry, you're pitching. Well, you are representing the town clerk and I'm going to say tax receiving house tonight. So, what do you got? I got nothing about tax receiving. We're not collecting anymore. We don't collect. That's true. That's what Denine said two weeks ago. Yeah. So, we're not collecting anymore, but I would like to just let everyone know if you need a fishing license, come on into the town clerk's office, they're $25 if you're over 16, uh $5 if you're over 70, and um New York State DEEC is having free fishing days uh this month on the 28th and 29th. So, you won't need a fishing license those two days. Have you made any of the the the change that I suggested last year? I don't remember the change, David. So, where I get my fishing license from Judy up north, she um she sells catching licenses to the ladies and fishing licenses to the men. Oh, you know what?
Yeah, I'll see if we can implement that in the office. That's a great idea. Well, thank you, Henry. Um, so that concludes our formal presentation tonight of the meeting, but I am going to make a motion to go into executive session uh, under section 105, conduct of executions subchapter, and I want to say Kyle, this is about not litigation, but uh, current contracts, which is I always got a cheat sheet here. Um I think it's subchapter F and then want to make sure we quote the right uh for for your meeting minutes. We're going to executive session se section 105 contact uh under subchapter H should have looked at this earlier, but it's definitely contracts. Um, pardon
Yeah, my cheat sheets. Um, and for the people listening and watching later, there's eight different subchapters that you can uh reference to go into executive session. I just want to make sure I do the right one. Um, I would say it's subchapter. It's contract negotiation. Um, [Music] it's a not bad bad theater right now, but uh um I I'm putting you on the spot here. Um I apologize. Uh Should be a lot of easier uh execution of this. Um Oh, I'm gonna say E. Uh you think H? Yeah, subtit. Um so, sorry for the drama on that one. We're going to executive session. Uh section
105 of municipal law, New York State, uh subchapter H. Um, that's my motion. Second. Supervisor Supervisor Flity. I. Councilwoman Katali. I. Councilman Cahill. Hi. Councilwoman W. I. Councilwoman Wright. I. Now, I don't know sequentially. I should have because of, you know, being thrown off a little bit. Here's who I would like to invite to be in this executive session. I would like deputy uh DPW Commissioner R. Patron from the sewer department. I would like Paul uh Chadfield from MRB. I would like Paul Adams who is our finance director. I would like Mark Stein who is our assistant town engineer. And to be honest with you, I would like Caitlyn and James who are interns for this and and without I mean, I would like our town attorney Kyle for this. You, my friend, can go home. I have the instructions how to lock up and lights out. That motion and the amen at what I
just said. It happens at 8 7:52. I will let you know tomorrow when we came out of the executive session or let let Denine know. That is my motion. We've already gotten the uh acceptance of all the board members and who's committed when the two my friend is the only person in the room who is not uh invited. This is the end of the formal meeting. Um whoever is Mark are you we are going to shut down the the public viewing of this. Um thank you everybody for coming tonight and uh have a great
