History of Applications and Town Strategy • There is no application history for this stream of grant funding. • Strategy: The Town was interested in pursuing grant opportunities for GIS activities due to mapping requirements associated with being an MS4 community as dictated by DEC. During an MS4 Operator Forum attended by Keith Mortimer, the NPG grant was discussed as it related to funding for GIS.

T O W N R E C R E AT I O N CEN T E R I M PROVE M EN T S ( PA R T O F V I L L A G E O F WEB S TER R EI MAGI NE WEBSTER PROJECT) The Brownfield Opportunity Area (BOA) program is open to municipalities, targeting municipalities, community-based not-for-profit organizations, and NYC Community Boards. The procurement focuses on four distinct grant activities: Pre-Planning (area-wide site identification and preliminary analysis), Planning (developing or updating BOA Plans), Predevelopment Activities, and Phase II Environmental Site Assessments for brownfield sites.

History of Applications and Town Strategy • In 2024 WEDA, Town and Village applied for grant funding from BOA. However, they were informed that they were not eligible for this funding source as they were not formally designated BOA (Brownfield Opportunity Area). • Strategy: Recently the required BOA Designation was received, and we are now eligible to apply for grants from this funding source. The project identified is based on recommendations included in the BOA plan.

BOA-Town Recreation Center Improvements • Project Description: Preliminary design for improvements to the Town Recreation Complex, including the amphitheater, realigned driveway, new parking, and shelter structure with restrooms.

• Maximum Award Amount: $400,000 • Town Ask: $84,000 • Required Grant Match: 10% • Grant Team: Town Staff (Chris Bilow) Grant Writer: WEDA

PROJECT

SALT BAR N R E BUI L D The Water Quality Improvement Project (WQIP) program is a competitive, statewide reimbursement grant program that funds projects that directly improve water quality or habitat, promote flood risk reduction, restoration, and enhanced flood and climate resiliency, or protect a drinking water source.

History of Applications and Town Strategy • There have been no grants applied to for this project. • Strategy: During review of available grant opportunities for the Highway Department Salt Barn, the CFA WQIP grant seemed the best fit. There are two reasons for this. 1: Grant period for this award is May 19, 2025 to May 18, 2030. Expenses during this time period can be applied to the grant. This allows the timeline of the Salt Barn to stay intact. 2: Our grant consultant, Jean O’Connell and Associates wrote the winning grant that was awarded to Orchard Park.

WQIP-Salt Barn Rebuild • Project Description: Replace and rebuild the salt barn located at the Highway Department. • Maximum Award Amount: $600,000 • Town Ask: $600,000 • Required Grant Match: 25% • Grant Team: Town Staff (Pat Stephens, Ali Zappolo, Deb Castellani, Keith Mortimer, and Maria Dewar) Grant Writer: Jean O’Connell and Associates

Summary of Proposed Applications

Next Steps • Town Board needs to vote on and approve the resolutions for all, some or none of the proposed application resolutions. • Without the approved resolution, the Town will be unable to apply for the grant funding as it’s a requirement of each application.

Thank you to all the Town Staff, Engineering Firms, J. O’Connell & Associates, and WEDA who will be working to pull the applications together that the Town Board approves!
