Supervisor Scialdone read the following proclamation:
Proclamation for Heroic Action
Presented to
Derrick Blakeley, Mohamed Jidou, Adrian Humphrey, and Officer Thomas
Turner
WHEREAS, the courage and empathy required to rescue another life are immeasurable. The
Town of Webster is fortunate to have those who act in the face of adversity, especially in support
of their neighbors, in our community; and
WHEREAS, on December 23, 2025, Derrick Blakeley, Mohamed Jidou, Adrian Humphrey, and
Officer Thomas Turner quickly responded to a dire situation that developed when a vehicle
plunged into a pond at Webster Towne Center. Thinking only of the safety of the driver, they
entered the frigid water and worked together to rescue the driver from the submerged vehicle;
and
WHEREAS, these heroes had no knowledge of who was inside of the vehicle, nor did they have
any knowledge of the identity of the others entering the pond to help. They were united by the
mission to save a life in danger; and

WHEREAS, compassionately, Derrick, Mohamed, Adrian, and Thomas ensured the driver was
secured on land and deemed stable before leaving the site of the accident. Each of these
individuals who entered the water to help are well regarded for their responses when disaster
arose, and all serve as a powerful example of what it means to look out for the wellbeing of
others; and
WHEREAS, the quick response time of these four witnesses led to a successful rescue without
serious or life-threatening injuries. What could have been a disastrous situation at the end of
2025 turned out much better thanks to the courageous actions of Good Samaritans. Their noble
deed and swift action cannot be properly extolled.
NOW, THEREFORE BE IT RESOLVED, on behalf of the Webster Town Board and the
entire Webster community, we extend our sincerest appreciation for your heroic action in service
to Webster.

Alexander B. Scialdone, Town Supervisor
***
Chief Kohlmeier expressed appreciation for the individuals who responded to the dangerous
water rescue incident that occurred, emphasizing the extreme cold and hazardous conditions. He
acknowledged the courage required to enter frigid water and noted that the family of the 65-year
lifelong Webster resident involved in the incident was deeply grateful. Although the family was
unable to attend, they asked that a sincere and heartfelt thank-you be conveyed for the
responders’ efforts.
Adrian Humphrey described the rescue incident, noting that Derrick was the first to enter the
water, Mohamed followed, and he himself was third. He shared a lighthearted moment, joking
that Officer Turner initially appeared ready to arrest them for “swimming in the pond”.
He expressed gratitude for being part of the Webster community, where he works part-time in
the Community Development Office as an Assistant Building Inspector, describing it as a
positive and enjoyable work environment. As a transplant to the area, he conveyed appreciation
for being welcomed into the community and thanked both his Brighton family and his fiancée for
their support, stating he is proud to be part of a place “Where Life is Worth Living”.
Derrick Blakeley shared that he grew up in Webster and expressed his love for the community.
He said he was grateful to have been present during the emergency. He explained that the
personal challenges he faced the previous year led him to begin ice-water training as a way to
cope and build resilience. He credited his faith in God and Jesus for guiding him through those
difficult times and for placing him in the right situation to help save a life. Derrick reflected that
his past suffering ultimately prepared him for that critical moment, which he described as deeply
meaningful and special.

The meeting was open to the floor for public comment and the following Webster residents
appeared before the Town Board.

Webster Town Board
Chris Nacca, a Webster resident, came before the Board and thanked those involved in the
rescue for their bravery, stating that their actions were special and that the community needs
more people like them. He praised their efforts regardless of whether they were lifelong
residents or transplants.
He then reflected on the broader context of the week, noting that significant discussions and
planning efforts had taken place regarding Webster’s future. He expressed optimism about the
collaboration among both new and familiar faces working together to strengthen the community.
Mr. Nacca concluded by saying he is proud of and respects those involved and appreciates the
opportunity to address them.
Monica Gorlick, a Webster resident, came before the Board and praised the Town’s plow
drivers for their excellent work but raised a specific concern about snow being pushed back onto
a fire hydrant she regularly clears near her home at Route 250 and Tall Birch Trail. She
described repeatedly shoveling heavy snow—sometimes waist-high—after plows pass and refill
the area around the hydrant.
when plow drivers see a fire hydrant (clearly marked with a
pole), they could briefly lift the plow or steer slightly around the hydrant area—similar to how
they maneuver around trash and recycling bins—to avoid pushing excessive snow back into the
cleared space. She emphasized safety for both drivers and pedestrians and reiterated her
appreciation for the plow crews and her support for the community.
Scott Steinfeldt, a Webster resident, came before the Board to commend the Town for its
snowplowing efforts on state and county roads but raised concerns about the lack of timely
plowing and salting in local subdivisions, including his own on Cherry Laurel Circle. He
emphasized that residents pay taxes and expect their neighborhood roads to be maintained
properly.
He requested that the Town Board and Highway Department address the issue, noting that
similar communities like Penfield and Brighton manage to plow residential areas effectively.
While he acknowledged the Town’s good work on public areas like parking lots and main roads,
he stressed that local subdivisions are being overlooked and urged the Highway Superintendent
to prioritize them. He offered his contact information to facilitate follow-up.

Webster Town Board
A general discussion took place between Town Board members and Maria Dewar,
Administrative Assistant for the Director of Community Planning and Development, regarding
the following Resolution.
Ms. Dewar explained why the Town is using Colliers Engineering for services related to the
FAST New York Grant, which was facilitated through the Webster Economic Development
Alliance (WEDA) for both the Town and Village. She noted that due to the project’s scope,
Colliers Engineering was recommended for grant administration.
Councilwoman Wright asked about the $40,000.00 cost for the Town (and an equivalent amount
for the Village), whether competitive pricing or bids were considered, and how the contract
structure works. Ms. Dewar explained it is a time-and-materials contract, with the amount drawn
down as work progresses, and that WEDA managed the grant process, so pricing decisions were
largely outside the Town’s control.
Councilman Wagner asked for the historical context, noting that previously Matt Chatfield
handled similar work for WEDA without additional fees. Now, Mr. Chatfield is no longer part
of WEDA, Colliers is performing the services, which represent an extra cost but provides
professional capacity and avoids paying benefits for an individual employee. The Board agreed
to monitor spending and evaluate whether hiring a dedicated municipal project manager might be
cost-effective in the future.
Resolution No. 80: MOTION by Councilman Hunter, seconded by Councilwoman Wright, to
authorize the Town Supervisor to sign a contract with Colliers Engineering for grant
administration services related to the FASTNY Grant in an amount not to exceed $40,000.00.

Webster Town Board
Paul Adams, Director of Finance, explained that the Town currently uses a fully paper-based
process for vouchers and purchase orders, requiring Board members to physically sign sheets for
approval. The Town has the Munis Financial Software System, which can enable a paperless,
electronic process, but implementation has been delayed. Brayton Connard, the recently retired
Human Resources Director and former lead for the paperless voucher project, has offered to
return temporarily for 60–90 days to serve as a part-time project manager to complete the rollout.
His work would include testing workflows, gathering department-level feedback, and developing
internal controls for employees and department heads.
Councilman Wagner discussed logistics, including using the Sewer Department as a beta test due
to staff familiarity with the system, addressing workflow rules currently known only by a former
employee (Brayton), comparing costs with external Munis support at approximately $150 per
hour, and ensuring department participation in testing the process as prior rollout attempts in
Sewer, Highway, and Parks and Recreation had zero engagement despite training.
Mr. Adams also clarified that hiring Brayton would be as a W-2 part-time employee, reporting to
himself, and emphasized the long-term cost savings and efficiency gains from reducing paper
use, storage, and retrieval time.
Consensus was reached to table the Resolution temporarily to allow further discussion with
departments, confirm staff capacity, and finalize the best scope for the project before formally
authorizing the temporary position.
Resolution No. 82: MOTION by Councilman Wagner, seconded by Councilwoman Wright, to
table a Resolution to authorize a temporary part-time position to serve as Project Manager for
the transition to electronic vouchers ending on June 30, 2026.

Attorney for the Town, Kyle Taylor, reviewed the proposed engagement letter drafted by the
Town’s Labor Attorney, Bolaños Labor Law, PLLP, which corresponded with the following
Resolution. Mr. Taylor recommended narrowing the engagement letter scope for clarity. The
Board decided to reschedule the Resolution for two weeks later to allow time to define the scope
more precisely and outline an expected budget. Mr. Taylor’s guidance focused on ensuring the
letter clearly specifies its purpose and associated costs before the Board takes action.
Resolution No. 83: MOTION by Supervisor Scialdone, seconded by Councilman Hunter, to
reschedule the February 19, 2026 Town Board Meeting, to authorize the Town Supervisor to
sign an updated engagement letter with the Town’s labor attorney Bolaños Labor Law, PLLP.

Webster Town Board
Paul Adams, Finance Director, explained that the Town received an engagement letter from
MSC LLC, a subsidiary of Bonadio, to provide Federal tax credit compliance services for the
renewable energy project. The purpose of MSC’s work is to ensure compliance with the IRS
80/20 rule, which requires valuing the assets being replaced and comparing that to the cost of
new assets. This step is critical to securing the federal tax credit and must be done thoroughly
and documented properly.
Councilman Cahill expressed concern about timing and cost, noting that design work with
Navatas has already begun and that prior reviews, such as the Withum Safe Harbor Memo, only
provided a superficial assessment. MSC’s engagement letter, as currently written, does not
include the 80/20 test in phase one, which is legally binding, and needs to be updated in both
scope and price before the Board can vote.
There was discussion about the 60–90 day timeline for completion and whether it could be
accelerated to reduce risk of wasting taxpayer funds.
The Board agreed to reschedule the Resolution for two weeks to allow MSC to revise the
engagement letter to focus solely on phase one, the 80/20 test, and to potentially negotiate a
lower cost. Kyle Taylor, Attorney for the Town, supported rescheduling given the concerns over
scope and pricing. Paul Adams confirmed that pushing the timeline by two weeks would not
significantly impact the project.
Resolution No. 84: MOTION by Supervisor Scialdone, seconded by Councilman Wagner, to
reschedule the February 19, 2026 Town Board Meeting, to authorize the Town Supervisor to
sign an engagement letter with MS Consultants, LLC to provide Federal Tax Credit Compliance
services related to the Wastewater Treatment Plant Project Renewable Natural Gas component
for an amount not to exceed One Hundred Twenty One Thousand Five Hundred Dollars
($121,500.00).

A discussion between Attorney Kyle Taylor, Marianne Lamb from the Sewer Department, and
the Town Board members centered on the Woodard Road Sewer District Expansion, an ongoing
project dating back to 2021. Kyle explained that strict state rules govern sewer district
expansions, and the Town has been coordinating with the New York State Comptroller’s Office
since 2021. Early in 2025, the Town gained approval for the extension, but the bids for the
project came in significantly higher than expected, exceeding the threshold previously approved
by the Comptroller. As a result, the Town must amend its application to reflect the increased
costs.
Marianne Lamb has been actively conducting outreach with the six affected homeowners,
keeping them informed about the process, and preparing the necessary paperwork with legal
assistance from the Comptroller’s Office to ensure a successful resubmission. The Resolution
14

Webster Town Board
being considered is to set a Public Hearing to approve the increased funding request. The
Comptroller provides a per-home pricing schedule, but actual construction bids exceeded these
estimates. The lowest bid received was $259,000, while the highest was $550,000, compared to
the previously approved $194,000.
Residents have been updated, though exact final costs won’t be known until the project is
completed. Based on the lowest bid, annual costs for homeowners could be around $1,600,
financed over 30 years. Even if some homeowners opt out, as long as 51% commit, the project
can proceed, and all six homes will still be financially responsible because they are part of the
district.
Resolution No. 85: MOTION by Councilman Cahill, seconded by Councilwoman Wright, to set
a Public Hearing on March 5, 2026, to consider increasing the dollar amount threshold for the
Consolidated Sanitary Sewer District, specifically the Woodard Road Extension, and to be
published in the February 18, 2026, edition of the Webster Herald.

Robert Burgdorf, representative of the law firm Nixon Peabody, spoke on behalf of Verizon
Wireless, to discuss a referral request for a 125-foot monopole cell site at the intersection of
Lake Road and Monroe Wayne County Line Road on a 100-foot leased parcel from Windmill
Farms. He summarized that the submitted materials include the RF justification for coverage
needs, the technical search area and network design constraints, the site selection analysis of
potential locations, and the required reports and compliance documents such as structure, EM,
FCC licenses, and photo simulations.
He explained the procedural steps, including referral to the County under 239M, public data
notices, Planning Board site plan approval, ZBA height variance request, and special permit
approval by the Town board. He emphasized that approvals are governed by Federal and State
law, and that the site chosen represents the best technical option within reasonable cost and delay
constraints.
Board members asked clarifying questions. They inquired whether this site addresses a coverage
gap near Route 250 north of Klem, and Mr. Burgdorf confirmed it does not; a separate
application for the Webster North replacement site will be submitted. They also asked about the
number of nearby residences, and Bergdorf indicated only 4–5 nearby homes, far fewer than
previous sites.
The Board acknowledged the presentation and materials, and no decisions were made tonight as
it was only a referral.
Resolution No. 86: MOTION by Supervisor Scialdone, seconded by Councilman Hunter, to
refer a proposed 125’ tall Verizon Cell Tower to the Planning Board for the purpose of
