TRANSPORTATION ALTERNATIVES PROGRAM (TAP) GRANT ▪ Provides financial assistance for projects that: ▪ Improve / enhance pedestrian and bicycle safety ▪ Provide safe routes to schools for children and parents ▪ Facilitate / promote the use of non-motorized modes of travel
▪ Grant Details: ▪ Eligible activities include planning, design and construction of on / off road facilities for pedestrians
and bicyclists
▪ Application cycle opens every 2-3 years ▪ Maximum request of 80% of project cost with local match requirement of 20% ▪ 2023 Application was unsuccessful; Town participated in debrief with grant reviewers for
feedback on how to improve application
▪ Feedback was that it was a highly competitive project "perfectly aligned with program
goals"; recommend that Town pursue survey and preliminary design to accompany future application which would enhance competitiveness and demonstrate the Town’s commitment to the project
PRELIMINARY DESIGN + COST ESTIMATE SUMMARY
WHY NOW? ▪ Addition of sidewalks in the West Webster Hamlet aligns with the community-driven
2023 Revitalization Plan recommendations and TAP Grant program goals
▪ TAP grant represents an extraordinary opportunity to submit a significantly more
competitive application, following through on the suggestions for improvements provided during a debrief of the previous effort that could lead to up to 80% of project costs being covered by the grant.
▪ Sustained Momentum from the Town’s acquisition of 600 Ridge Road, subsequent
demolition of the structures, and ongoing environmental testing
▪ Increased interest in the area from investment community ▪ Builds upon the Town's revitalization commitment and other investments to date
▪ Public investment in sidewalks and streetscape enhancements are proven to spur
additional private investment in the areas directly adjacent to the project
The required local match can be funded from the General Townwide (A) fund (surplus unappropriated fund balance), within the Town’s annual budgeting for capital projects, or through bonding.
PROPOSED PHASE I STREETSCAPE IMPROVEMENTS:
NEXT STEPS ▪ Resolution from Town Board authorizing
submission of the grant application and pledging support of the local match requirement, if awarded the grant. (March 5, 2026 TB Mtg.)
▪ Work with Jean O'Connell & Associates to finalize
TAP Grant application to align with preliminary side walk plan and incorporate the recently completed survey and design work.
▪ Submit a highly competitive TAP Grant application
prior to March 12, 2026 deadline.
