Robert Koszarik, from KLW Municipal, appeared before the Town Board to provide an update
on the Townwide property revaluation project. A community meeting is scheduled for March
and April 2026, with mailers planned for early June to notify residents of upcoming meetings on
June 13th and 16th. The Town will begin reviewing all properties once the June 2026 mailers are
sent to ensure the information on file is accurate before starting property valuations. Residents
can respond by mailing back corrections, dropping them off at the Assessor’s office, or using the
Town’s Beacon online portal, which provides property records and submission options—mainly
for commercial properties. Mr. Koszarik stated that response rates are typically low, at around
5%.
The Beacon site is already live for residents to review and update property information. The
Town Assessment Department is available to assist with any questions. The effort is aimed at
both collecting accurate data and informing property owners about the project and meeting
opportunities. Residents are encouraged to reach out to staff if they need help or have questions.

Joshua Artuso, Community Development Director, appeared before the Town Board to discuss
the upcoming Transportation Alternatives Program (TAP) Grant Application. The presentation
began with a recap of revitalization efforts in the West Webster area, highlighting key milestones
over the last five years. Mr. Artuso provided an update on revitalization efforts in the West
Webster Hamlet, highlighting recommendations from the 2023 Webster Hamlet Revitalization
Plan. Key priorities focus on the intersection of Old Ridge and Gravel Roads, emphasizing
pedestrian safety, streetscape improvements, and creating a stronger sense of place. Past efforts
included a $90,000 Genesee Transportation Council Grant for land use and transportation
planning, the demolition of a long-vacant furniture building, and environmental testing funded
by an EPA Grant. Community feedback was used to guide these projects, with tools like heat
maps and word clouds helping identify concerns and priorities, particularly related to sidewalks
and public safety.

The Town is pursuing a Transportation Alternatives Program (TAP) Grant to fund sidewalk
improvements, with an estimated total construction cost of $2.235 million and a local match of
approximately $447,000. Preliminary survey and design work has been completed to strengthen
the grant application following prior feedback. The project aligns with community-driven
revitalization goals and is expected to encourage additional private investment. Proposed
enhancements include sidewalks along Old Ridge Road, street trees, gateway features,
pedestrian-scale lighting, and energy-efficient streetlights. The Town Board is expected to vote
on a Resolution to authorize submission of the grant application and pledge local matching funds
ahead of the March 12th deadline.
Council members asked about the proposed West Webster Hamlet sidewalk project, including
whether sidewalks would require easements on private property, who would handle winter
maintenance, and how the project would connect with future sidewalks. Mr. Artuso explained
that most sidewalks would stay within the Town’s right-of-way, with minimal easements needed,
and that winter maintenance and potential sidewalk district costs would be coordinated with
Town departments. He also confirmed that the TAP Grant Application would request the full
80% funding and that any environmental remediation needed would not affect the current
sidewalk plan. Mr. Artuso emphasized that the project aligns with revitalization goals, improves
pedestrian safety, and encourages mixed-use development and future connectivity.
Council members expressed strong support for the project, highlighting prior efforts like
demolishing the long-vacant furniture building had already spurred renewed interest in the area.
They noted that installing sidewalks and streetscape improvements would likely encourage other
property owners to invest in the neighborhood, following a proven pattern seen in prior
revitalization efforts. Council members also appreciated the project’s alignment with the Town’s
Comprehensive Plan, its potential to activate underutilized properties, and its role in preserving
the character of West Webster Hamlet while encouraging thoughtful infill and redevelopment.
