Supervisor Flaherty announced a Public Hearing to consider Town Code changes including
property maintenance, and temporary certificate of occupancy.
At 7:35 p.m. the Public Hearing was opened.
Diane Cole, a Webster resident, expressed concern about a neighbor who has repeatedly violated
property codes, including living in a fire-damaged home, storing garbage outside, and running a
business with commercial vehicles, and questioned the Town’s enforcement efforts and
consequences. In response, Supervisor Flaherty acknowledged the ongoing frustration with such
cases, explaining that they often struggle to enforce compliance due to legal limitations, despite
efforts by Code Enforcement, Legal staff, and Town Judges. Supervisor Flaherty agreed to send
the proposed changes to the Town Code to Ms. Cole.
Jann Armantrout, a Webster resident, spoke about issues with the Town Code regarding
recreational vehicles, trailers, and abandoned vehicles, particularly in relation to a problematic
neighbor who is storing multiple, potentially junked trailers. She noted that while current codes
(specifically Chapter 250) address some concerns, they lack clarity and enforcement power,
especially since recreational vehicles and house trailers are excluded from Chapter 324, which
deals with junked and abandoned vehicles. Ms. Armantrout urged the Town to amend the code to
include recreational vehicles and house trailers under Chapter 324, allowing better regulation and
cleanup of properties that are becoming eyesores.
Ernest Cole, a Webster resident, raised concerns about a neighbor who owns multiple
aggressive and untrained dogs, which he believes pose a safety risk. He shared a personal
incident where he had to defend himself with a stick and suggested that repeated dog-related
offenses, including biting and excessive barking, should be addressed through zoning or local
regulations. Mr. Cole also questioned whether there should be limits on the number of dogs
allowed on a single property.

At 7:45 p.m. the Public Hearing was closed.
Councilwoman Cataldi commented that the proposed code changes will be shared with those
who requested them and noted that additional information can be found by watching the
September 18th, 2025 workshop, where the changes were originally presented and discussed.
Councilman Cahill thanked Josh Artuso, Director of Community Development and Planning for
addressing their concerns and expressed support for the long-overdue code changes, noting that
extreme property neglect can negatively impact neighbors' rights. Councilman Cahill emphasized
the need for stronger enforcement and asked whether judges had been consulted to ensure
penalties would be upheld in court. In response, it was confirmed that enforcement issues were
addressed in code changes made in July 2024, and since then, prosecutions have been more
successful under the updated mechanisms.

The meeting was open to the floor for public comment and the following Webster residents
appeared before the Town Board.
Christopher Nacca, Webster resident, came before the Board to express concern that every
person working in the Town of Webster cannot afford to live in Webster, highlighting a recent
job posting offering $15.50 an hour—an insufficient wage to afford even a modest apartment.
Mr. Nacca emphasized that many workers, including young employees, struggle to save or live
comfortably in the Town they serve. Chris's message was a call for better wages or housing
options so local workers can afford to live in their community.
