Supervisor Flaherty announced a Public Hearing to consider the adoption of the Town of
Webster 2026 Preliminary Budget.
At 7:35 p.m. the Public Hearing was opened.
Chris Nacca, a Webster resident, thanked Paul for his detailed budget presentation and
expressed appreciation for the depth of information provided. He asked whether more detailed
breakdowns—particularly regarding the 4% increase in employee compensation—would be
available, including distinctions between union and non-union employee costs. Mr. Nacca also
mentioned his interest in exploring how surplus funds could potentially be used.
Dave Malecki, a Webster resident, stated “BRIDGEIT 24/7/365”, and proposed allocating at
least $540,000 for active transportation in the 2026 Budget. Mr. Malecki explained that this
amount is based on the idea of each of Webster’s 45,000 residents contributing $1 per month.
Kevin Lockart, a Webster resident, expressed confusion over escalating fund balance figures,
assuming they indicated rising debt and higher operational costs for the Town. Supervisor
Flaherty clarified that the increase Mr. Lockart was referring to was actually in the Town’s
aggregate savings (unrestricted fund balance), not debt. It was noted that while the growing fund
balance is a positive issue, the Town has policies in place to prevent overtaxing residents.

Webster Town Board
Frederick Schwind, a Webster Village resident, voiced strong concerns about significant budget
increases, citing various line items with sharp percentage jumps, including a 1900% rise in
engineering surveying, and a 515% increase for the Town Attorney consultant. He questioned
the Board's credibility and transparency, particularly regarding party affiliation and budget
clarity, comparing the Town's budget to his personal household budgeting experience. Though
reminded that questions wouldn't be answered during the Public Hearing, he used his time to
stress that rising costs directly impact taxpayers like himself.
At 7:46 p.m. the Public Hearing was closed.

Webster Town Board
Kevin Lockart, a Village of Webster resident, came before the Board and expressed frustration
over the small size of the American flag displayed on a 30-foot pole in front of Webster Town
Hall, calling it “embarrassing” and advocating for a much larger flag—ideally 12x18 feet, or at
minimum 6x10 feet, which aligns with flag-to-pole proportion guidelines for a 35-foot pole. He
described his communication with Town officials, including the Supervisor and Planning
Department, who responded by upgrading the flag from 4x6 to 5x8 feet, though he found this
insufficient. Mr. Lockart emphasized strong community support for a larger flag and urged the
Board to act enthusiastically, suggesting the issue symbolizes broader dissatisfaction with how
the Town handles small but meaningful details.
Christopher Nacca, a Webster resident, came before the Board and commented that this was
one of the more interesting Town Board meetings they had attended and appreciated the large
turnout. They ended by expressing affection and wishing everyone a good night.
