appeared before the Town Board.
Anita Taylor, a Webster resident, came before the Board to inquire who the developer is for 799
Holt Road. Supervisor Flaherty explained that the developer is the property owner who
withdrew their application for plans to develop, which prompted for the Public Hearing
originally scheduled for tonight, to be canceled.
Dennis Gorlick, a Webster resident, came before the Board to inquire why the Developer for
799 Holt Road withdrew their application. Supervisor Flaherty indicated that the Town was not
given a reason.
Lillian Nonkes, Webster resident, came before the Board as a representative from Scouting
Troops 262 and 425 and explained they are observing a Town Board Meeting to earn their
Citizenship in the Community Merit Badge.
Christopher Nacca, a Webster resident, came before the Board to express happiness at seeing a
large audience. He encourages people to continue showing up regardless of any Public Hearing
cancellations and emphasizes the importance of creating opportunities that pay enough for
residents to afford living in the community so they can all remain together.

Rick Kenealy, Wastewater Treatment Plant Chief Operator, discussed the reason for the
following two Resolutions. Mr. Kenealy explains that during a facility upgrade and market
evaluation, a study was done to compare rates for accepting various high-strength wastes (such
as septage, leachate, and restaurant grease) to increase biogas production. A fixed (locked-in)
price had been proposed, but with recent experience, especially visiting another facility and
negotiating with fairlife, showed that fixed rates could limit their ability to stay competitive. If
other facilities offer lower rates (e.g., 5¢/gallon versus their 10¢/gallon), they could lose valuable
waste deliveries despite being a preferred location. To remain competitive, they are requesting
permission to use flexible pricing ranges instead of fixed rates, with the Finance Director also
approving this proposed approach. This flexibility would allow them to negotiate case-by-case
when unique waste streams or better opportunities arise.

to rescind Resolution No. 299 of 2025 passed on October 16, 2025 adopting the 2026 Town of
